first alert radar shows you showers aren't letting up any time soon tonight. >> that's right, nbc 10 in suburban square in ardmore where the late rain has been falling most of the day. >> dealt with this most of the day, dealt with more rain and looking forward to more tonight maybe. >> right. nbc 10's first alert meteorologist sheena parveen is tracking where the rain is right now. sheena? >> most of the area seeing a nice break from the rain, at least for now. more in the forecast later this evening. right now cloudy conditions, but the main rainfall is confined to the shore. the rest of the area seeing drizzle around here and there. right now near wildwood, cape may courthouse, that's where we have heavier showers and more offshore, you can be sliding up in the north along parts of the atlantic county soon. for the rest of the area, in a lull here, had some of the heaviest rain this morning, another area we're watching around washington can provide us with showers later on tonight.

temperatures in the mid 50s through the lehigh valley, 60 in philadelphia, kind of a chilly rainy, even breezy day today. here's what happens when we go through the next couple hours, could see another area of rain around 8:00, especially areas north and west of philadelphia. by 11:00 p.m. tonight, a lot of this starts to move out, then more clearing for your veterans day, but another rain chance before the weekend gets here. that coming up. >> keep the rain jackets handy. certainly created problems during the morning rush, what about the drive home? >> nbc 10 first alert traffic reporter jessica boyington is monitoring the roads. any problems out there? >> problems, a lot of them actually. starting out in new jersey and the new jersey turnpike, where we had police investigation under way right here around exit 4 in mount laurel at route 73. you can see tons of flashing lights in the area. only one lane getting by right now and that's headed northbound. just a few moments ago they had all lanes completely blocked.

there was a body found off the side of the road, so we're expecting this investigation for quite some time. this is backed up all the way several miles to about exit 3 or so. you can see no delay headed southbound. the schuylkill expressway seeing one of the biggest delays. biggest delay, eastbound from the blue ridge to the vine expressway, also disabled vehicle possibly contributing to the eastbound right around south street. also a few more accidents in the area between kelly drive and mlk drive, and one on broad street around the roosevelt boulevard. >> thanks, jessica. remember you can download the nbc 10 app to stay on top of the rain, get interactive radar and severe weather updates, plus traffic alerts on your smartphone or tablet. >> developing story in montgomery county. the man on your screen is accused of breaking into a hatfield township apartment and raping a 6-year-old girl.

police say oscar rivera herrera broke into the apartment yesterday morning, drank several beers, then raped the girl in her bed. her 11-year-old brother called 911. officers say when they arrived to find the girl's step father holding rivera herrera at knife point. the district attorney spoke about this case just within the past hour. >> individual where at least as far as what we know at this point, there were no signs, there was no reason for him to do this that we know of. i think it really highlights the dangers out there. >> oscar river ra herrera is being held on $1 million bail tonight. switching gears to this now, it's the last thing you'd want your boss to see, right, sleeping on the job. >> that's right. it happened to two philadelphia police officers over the weekend. take a look, this photo caught the officers asleep in their patrol car, windows down. the police department has identified the two officers involved and the incident is not only raising concerns about the safety of the community, but

also the safety of the officers themselves. >> any time you're wearing a uniform in a marked vehicle, you are considered a target. >> that proves to be true for two philadelphia police officers working the overnight shift over the weekend. while this photo may be embarrassing for the force, the department is grateful that it was someone with a cell phone camera and not a gun. >> there's a safety concern, which is, again, the biggest element of all, someone was able to take a picture close enough to them without waking them up. >> my husband saw the cops sleeping right there. at first we were going to wake them up, but we were like, no, because if it was the other way around, they would give us a ticket. >> this woman who does not want to show her face lives with her family nearby in kensington where she says the incident happened. >> your job is to protect and serve. we understand that you're tired, everybody's tired, but you're a cop. >> as for the officers, the department knows who they are and says they will be

disciplined. >> it can be anything from a reprimand up to suspension, so, again, the investigation will take its course. >> the police spokesperson went on to say this kind of behavior does not reflect the majority of the hard working men and women in the department. we have an update now on a violent home invasion in south jersey. it's a story we first brought you last night at 11:00. police in franklin township brought this image of a suspect to the state police lab. the suspect entered this wawa sunday night. police say earlier that night he ran from them after a home invasion that left a 42-year-old man hospitalized. two men bound, beat, and robbed the victim. the blows to his head were so bad he needed surgery. tonight he remains in the hospital. we also have new information about a deadly crash that shut down part of the new jersey turnpike for hours last night. you might have been in this traffic. police say two cars were stopped

in a left lane closed in woolwich township, gloucester county. a third car hit one of them, which careened into the other one. two people in the first car were killed, identified as a 21 year old and 20 year old. new at 5:00, the driver who hit and killed a pennsylvania turnpike worker in chester county will spend the next one to four years in prison. ephraim jenson was driving a tractor trailer on june 1st, 2014, when he hit and killed a man. jenson crashed into several construction vehicles. prosecutors say he was going too fast with not enough distance in front of him. during sentencing today, the judge did take into consideration the fact that jenson stopped after the crash and cooperated with police. a 22-year-old man waiting for an order at a corner store in philadelphia was shot and killed this morning and now the investigation continues. witnesses say they heard four shots inside the j and r perez

grocery in philadelphia's mantua neighborhood around 8:30 this morning. according to neighbors, police rushed maurice mcdonald, who you see here, to the hospital but he did not survive. the store's owner tells us that security video makes it appear mcdonald was targeted. >> i love my son, you know, i know he's in god's hands, and, you know, it is what it is. i'm tired of these kids dying for nothing. >> family members say that the gunman whom police are looking for may be a distant relative of maurice mcdonald. on the jersey shore, atlantic city's economic future hangs in the balance. chris christie vetoed bills aimed at helping the city's problems. now they'll look to change the way casinos are taxed and how the money will make it back into the a.c. economy. ted greenberg spoke with

atlantic city business owners uncertain about their business future. what are they telling you, ted? >> well, keith, for taxpayers the governor's conditional veto means more waiting, waiting to find out what the future will bring as far as their taxes are concerned. among those frustrated tonight is the owner of the duck town tavern. he says his property taxes have doubled since his family opened the place a decade ago. governor christie wants changes made to a key measure in the rescue package that deals with set payments in lieu of taxes that the casinos would make for 15 years to avoid casino tax appeals that have left major holes in the city's budget. the move sends the bailout plan back to the state legislature and leaves taxpayers continuing to wonder what their future tax bills will look like. >> the broken record going over and over again, you know? like i said, dangling in the wind here at someone else's

mercy. again, it's not fair for myself, my 30 employees, or the casinos or restaurants in the city, as well, too. >> governor christie and state senate president steve sweeney say that they plan to sit down together soon to quickly reach a resolution on all of this. i'm told that meeting could happen in the next week or so. live at the jersey shore bureau, i'm ted greenberg, nbc 10 news. now to some breaking news that we're following in north philadelphia. police, as you can see, are on the scene of a deadly shooting. here's what we know, two people were shot here near 21st and dawson streets just about an hour ago. one of them is dead, the other was struck in the leg. so far no arrests and no motive. we will continue to monitor this and keep you posted. today pennsylvania attorney general kathleen kane lost a bid to have criminal charges against her tossed out. kane now claims she forgot she signed an oath of secrecy when it came to grand jury

investigations. kane appeared before a judge today, her lawyers argued she didn't mean to break the law when she testified last year in front of a grand jury. prosecutors contend she leaked grand jury information material to a reporter. in september, a secrecy oath was located, one that kane signed just days into office promising grand jury secrecy on all statewide cases. >> three days after swearing in, probably dealing, you know, 800-person office, dealing with a myriad issues and she was doing the best she could. >> she was overwhelmed at the time, is that what you were saying? >> i don't think that there's any question about that, that she was overwhelmed at the time. >> kane's lawyers say she did not have that document in her office and that's why she forgot she had signed it. kane is expected to go to trial next year. today community members at cheney university were in harrisburg to call on lawmakers

to save the historically black college in delaware county. right now the struggling school is facing plunging enrollment numbers. about 200 supporters came together for a rally earlier today in harrisburg. they claim decades of discrimination by the state system and delayed court cases related to funding have left cheyney in a financial bind. however, a spokesperson said they receive four times the average amount of funding per student. listen to this, the nfl and college football officials have been cracking down on helmet to helmet hits. now there's another sport changing rules to protect players. the new guidelines from u.s. soccer officials aimed at reducing head injuries for the youngest players. plus, new poll numbers are calling for chris christie to give up his presidential campaign. our nbc 10 political expert weighs in on the new jersey governor's run for the republican nomination. and the new program launching today that will make it much easier for you to find

>> a significant change is coming to thousands of students and their families in south jersey. one that supporters say could influence the lives of young people and their futures. we're talking about school choice in camden. today there was a major announcement by the school district. cydney long joins us life to explain. fill us in. >> reporter: rosemary, the mother of a middle schooler just came outside and told me this is a beautiful thing, camden's new open enrollment program they are about to embark on will allow students kindergarten through 12th grade to apply to any of the 38 schools in camden, regardless of their gpa or their zip code. >> today is about breaking down those barriers. today is about just making life easier for our families. >> reporter: it is an announcement that means for the first time all camden public schools to include districts, renaissance, and charters are on the same page and going to open their doors to all students.

the country and even some here in pennsylvania have been trading in their aprons for picket signs today. >> they are joining together to protest as part of a movement to increase minimum wage requirements. the group fight for 15 organized today's protests. this was the scene outside of city hall where fast food workers are being joined by other low wage workers throughout the city. they are pushing for lawmakers to stand behind their fight for $15 an hour and union rights. tonight, philadelphia police need your help to find a man wanted for a shooting in upper kensington. the shooting happened last wednesday on east indiana avenue just before 2:00 p.m. this surveillance video shows a man pulling out a handgun, firing shots into the air, then leaving. the man comes back to the same spot and fires more shots in the air before running away. saving money for college while you're still in high

school is the key component of a new bill by congressman john carney. nbc 10 at dover high school this morning where carney talked to students about the bill called the higher education savings account act. the program would create individual education savings accounts for eligible students in ninth and tenth grades. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, we still have some showers around right now, and for the rest of the evening we'll see periods of rain, also drizzle, mist, and fog developing for parts of the area overnight. as we go into tomorrow we do dry out, but then the next round of rain comes for thursday. another round of showers before the weekend gets here and once those showers leave we're talking about a much cooler weekend. temperatures only topping out in the 50s. live look outside. you see the low clouds already. we're seeing some light rain in philadelphia, 60 degrees is the temperature, and most of the area still sitting in the upper as and near 60 degrees.

currently we're seeing the clouds around, but most of the rain is confined to parts of new jersey, closer to the shore, parts of cape may county, the rest of us seeing a break with the rain but still some areas of drizzle and light rain out there. cape may courthouse seeing more moderate to heavy rainfall. this extends up through egg harbor, ocean city, near the area seeing the heavy rain, as well, and near atlantic city some heavier showers, but these are fairly small. a look at the rainfall the past 24 hours through new jersey and a lot of this rain was early this morning and late last night. anywhere from one to one and a half inches here, parts of delaware especially where you get into parts of new cassel and kent county, about one and a half to two inches through the rest of delaware. now, though, we're seeing a new break. heavy rain up to the north but watching a batch of rain around baltimore, that could be moving in for the rest of the evening, then we'll finally start to see

conditions improve. here's future weather, batch of heavier rain moving through parts of the lehigh valley, that's possible closer to 8:00 and 9:00 tonight, then by 11:00 p.m., more of the rain heading up north and gradual clearing into tomorrow. you'll be waking up with more clouds around still, but at least we'll be on the drier side. through the middle of the day we should start to already see some breaks in the cloud cover, so we'll see a little more in the way of sunshine through the afternoon, so the good news is, we dry out for veterans day. tonight, periods of rain, still some drizzle around, some fog developing, too. 51 for the low in philadelphia. then tomorrow we'll see drier conditions, cloudy in the morning, but some sun breaking out by the middle of the day in the afternoon. 63 to 66 degrees for your veterans day, then the next round of rain coming for thursday, so some showers around, mid 60s, going into friday we get windy and a little cooler. 60 for the high. take a look at saturday, though. waking up to temperatures in the 30s to start your weekend

chipotle announced it's reopening the restaurants following the e. coli outbreak. health officials say tests determined there is no ongoing risk. the e. coli outbreak was traced to 11 chipotle restaurants in washington and oregon, but the company closed 43 in the region as a precaution. dozens of customers reported getting sick. there's a legal deadline tonight in connection with the george washington bridge scandal. bridget kelly and bill baroni have until midnight to file any pre-trial motions in the case against them both. they are charged with wire fraud and conspiracy for allegedly orchestrating massive traffic jams on the bridge. their motive, prosecutors say, was political payback against a

rain mostly cape may county, but now lancaster county seeing a few more showers. we are in a lull at the moment, but are seeing areas of drizzle and mist and that's going to create fog through tonight. right now along the shore, so from avlon all the way up to atlantic city we have a line of pretty moderate rain here and that's going to continue moving up to the north and the east. your rain is going to last a little while longer. we've already seen about one to two and a half inches of rain and all of that was from overnight and early this morning. so now we're looking at the rain to the north, that's going to stay to the north. showers around baltimore starting to develop, that could be moving in later on this evening. otherwise, the low clouds are here, we expect fog overnight, visibility around two miles in philadelphia and atlantic city. reading is down to one mile, two and a half in willington and millville. temperatures mid to upper 50s and around 60 degrees for most of the area, but again, little bit more in the way of rain this

evening, but nicer conditions tomorrow, then another chance before the weekend. let's get a check on the roadway this weekend with all the rain around. jessica boyington. >> sheena, weather and traffic departments busy this evening. we're starting things out off in new jersey, watch out for this obstruction on the new jersey turnpike, one lane getting by on the northbound side around route 73 and exit 4. it's backed up, you can see the whole area really in south jersey a spring of red, but you can see the red right here, a string of red behind that backed up all the way to exit 3 near the black horse pike for a police investigation. moving over into galloway township, new jersey, overturned vehicle and downed traffic signal on route 30 eastbound. that's closed at the garden state parkway. one lane westbound getting by. you can follow the detours and be fine getting through that area. as for the schuylkill expressway, we've seen better days. around gerard avenue, a string of brake lights. 46 minutes from the vine street

at center in the park, seniors who come for food and friendship know what's at stake. >> sometimes you'll hear in the ladies room or other conversation about we're praying for the center because we don't want it to close. >> reporter: with funding held up by the budget impasse, the center has been cutting classes, staving off layoffs. >> we're okay with our staff payroll through the 20th. >> reporter: but rumblings of progress come from harrisburg, harsh reality back home. >> it will take a while to recover from the impasse. >> reporter: nonprofits have borrowed money, skipped payments to vendors, cut staff pay, trying to keep up services. >> domestic violence, ged, social services, housing, child welfare. >> reporter: cynthia figueroa is president and ceo of congresso. have you lost staff as a result of this? >> absolutely. >> reporter: some staff took a 40% pay cut at one point, down to 20% now. >> my first reaction was making sure the agency could remain

viable for as long as possible, and it was honestly when i got home that it dawned on me, wait, this affects me, too, very immediately, i'm a single mom, i have children. >> reporter: staff like evette are weathering the tough times, but could this have a long-term impact beyond money? do you think that will affect your ability to recruit people in the future? >> i think it's going to be a question people will ask about security and stability, but i think that's a question they would ask of any nonprofit they walk into. >> reporter: after this. >> yes. >> reporter: as far as funding goes, i spoke with the governor's office today, they tell me when a budget is passed, their hope is they could release those funds within days. however, it is unclear whether that money would come all at once or in installments. congresso, for example, they are owed more than $3 million. live in germantown, lauren mayk, nbc 10 news. >> thank you, lauren. to this now, a man who robbed and killed a philadelphia police officer will spend 20 to

40 years in prison. mcfarland learned his sentence today, he took a plea deal, admitting to his role in the robbery and murder of officer moses walker jr. that happened back in august of 2012. walker was in plain clothes and walking home from his shift when he was shot and killed during a hold-up. he was a 19-year veteran of the police force. mcfarland's co-defendant rafael jones was convicted and serving a life sentence. prosecutors say jones was the triggerman. to decision 2016. you'll see some changes tonight in the fourth republican presidential candidate debate. >> the field is narrowing slightly. eight candidates will appear on the main stage with four more debating before the main event. candidates donald trump and ben carson are tied in a new national poll and some expect trump will go after carson's credibility as it relates to his life story. >> joining us now live in the digital operations center is

legal and political analyst jim schultz. he was regional field director for the bush/cheney presidential campaign in 2004 and served as general counsel to the commonwealth of pennsylvania under governor tom corbett and works for the u.s. attorney for the eastern district of pennsylvania. first and foremost, thank you for your time here. let's talk about governor chris christie first, he's local, many people think he should give up his campaign because he's been relegated to the pre-debate debate, do you think this is the end for governor christie? >> i don't think so. i'm sure being dumped from the main stage impacted his campaign staff and probably didn't sit well with them, but the governor seemed unfazed by it. in fact, it could present an opportunity for him to take the big personality to a smaller stage and be the topic of discussion going into the main debate this evening. it's kind of like a major league baseball player being sent down to the minors. he's got to get some big hits tonight in order to get back to

the big leagues and he's certainly up to the task. the other question, how much impact this will have on the main stage tonight with christie and huckabee moving down to the earlier debate. i think it provides an opportunity for folks like marco rubio to continue to surge and continuing to surge both nationally and in pennsylvania, and it's also going to provide an opportunity for governor kasich to surge, as well, and he's been a very substantiative guy on the issues and he's going to have a lot of opportunity to show that again tonight. >> jim, i also want to talk to you about ben carson. this past week he's been very vocal defending accusations about his personal story. it's really the first we've seen in terms of that side of dr. carson, somebody pushing back, maybe being a little more aggressive. will we see more of it tonight? >> i think we'll see real entertainment between donald trump and ben carson and begin to see whether ben carson has the meddle to handle the job of president going through this process and the scrutiny. >> let's talk about donald trump

we are following breaking news in ohio. at least nine people are dead after a plane crashed into an apartment building in akron. the plane is a small business jet. not clear how many people onboard were killed. >> we're also waiting to find out whether any of the people killed were inside that apartment building where the crash happened. we are working to get pictures and video out of ohio. as soon as we have it, we'll pass it along and continue to monitor this situation. and aside from that, we're also watching a lot of rain moving through the area. we have another round of showers in the forecast this weekend. other than that, colder weekend forecast, too. numbers on that coming up.

of their star teammates. >> comcast sportsnet's john clark joins us live to tell us how players are dealing with the loss of jordan hicks. john? >> yeah, you have to feel bad for the rookie. jordan hicks single handedly ruined the cowboys season, knocking out tony romo in week two and hicks had the pick six against dallas sunday night, but now he is lost for the season. here's jordan at practice today. he tore his pectoral muscle sunday night after that interception return for a touchdown. it's a tough loss for the defense. the rookie really stepped in and played well for the injured inside linebackers, kiko alonso, michael kendricks, and dee moe kuo ryans. he game the birds' leading tackler and was tied for the nfl lead in fumble recovers. his teammates say he played like a veteran. they feel really bad for him. >> obviously, super bummed for jordan. he's having a great game, obviously, a great season, obviously, a great game, so --

now, showers around as we go into thursday, too, so that's our next chance of rain. tomorrow for veterans day, great news we do dry up for anything going on for veterans day, you don't have to worry about the rain, then a colder weekend in store. temperatures only in the 50s. mid 50s in the lehigh valley, 59 wilmington, around 60 for south jersey and delaware, so temperatures staying a little steady through parts of this evening. we have a few showers along the shore, couple parts of lancaster county and we'll be watching for more to develop later this evening, mainly from the baltimore area. that's the area we're watching for extra moisture to move in. right now looking at atlantic county, right along ocean city through egg harbor, atlantic city, where you see the yellows and oranges, that shows us heavier rain. pleasantville showing heavier rain, too, and that moves up into parts of ocean county. this is all sliding to the northeast, but that area around washington and baltimore, more moisture, that will start to move in as we go through the

next several hours, so we'll be watching for that. the bulk of the moisture has moved up to the north, moving into parts of new york state and that was our heavy rain we saw earlier this morning. now for the rest of the evening we have some periods of rain, some mists, some drizzle in the forecast and even some fog developing. here's future weather. we go into the 9:00 hour, we could see that next round moving up through parts of the lehigh valley and we start to clear up going into tomorrow morning. you will be waking up to cloud cover tomorrow, but later on in the day we'll start to see more sunshine breaking through, so that's good for veterans day. then our next round gets here for thursday. here's a look at thursday, 2:00 in the afternoon, cold front approaches, we'll see showers around the area, then going into friday all that clears out, it gets windy, cooler to end out the week and that wind's going to stay around even for saturday, but by saturday we're going to be colder, high temperatures will only be topping out around 50 degrees. so it is going to be a cold start to the weekend, morning lows will be in the 30s.

edwards reports, the new guidelines prohibit players of a certain age from heading the ball. >> reporter: the governing body of soccer in the u.s. is working to resolve a lawsuit head on by issuing new guidelines limiting youth players heading the ball. the u.s. soccer federation is eliminating heading from youth soccer in an effort to reduce the number of concussions. under the new rules children 10 and under will be prohibited from heading the ball during practice and games. children 11 to 13 will be allowed to head the ball during games only, but not during practice in an effort to reduce repeated contact. however, concussion experts say heading the ball is not the primary source of concussion. >> concussions are caused most commonly by player-to-player collisions, player hitting the ground hard, or a player actually being elbowed, kneed by another player. >> reporter: former u.s. national soccer team player

asleep in her bedroom and an intruder attacks the child in the middle of the night. good evening, i'm jacqueline london. >> and i'm jim rosenfield. >> we are following the developing story, oscar rivera herrera is accused of breaking into an apartment and sexually assaulting a young child while she slept. detectives say the suspect targeted the same apartment once before. >> nbc 10's denise nakano is joining us live from hatfield with more on this disturbing arrest. denise? >> reporter: jim and jacqueline, the victim's 11-year-old brother called police, called 911, and when police arrived to the apartment complex, he had told them he did something to his sister, his little sister out here, about 4:00 yesterday morning here in hatfield. they found the children's step father holding down this man, oscar rivera herrera. now police say herrera got into the apartment through a living room window and sexually assaulted the 6 year old who was sleeping in her bedroom. the family did not know herrera
