police in montgomery county say a man broke into a home and sexually assaulted a 6-year-old girl. we'll tell what you the girl's stepfather did and why the suspect was familiar with the home. and new this morning a stabbing investigation. police rush to a home in lansdale and found a violent scene. and as we take a live look at center city, a quiet market street there, the last of the showers moving out of the area. expect a mix of clouds and sun before more rain moves in for tomorrow. good morning. this is "nbc 10 news today" on this wednesday on this veterans day. we thank you all of the veterans who served our country out there.

let's get right to meteorologist bill henley and the first alert forecast. the rain came in, hung around but it's getting out now. >> we had almost 24 hours of rain and we're tracking a few showers but it's started to dry out in philadelphia. the temperature is in the 50s right now. showers, at the shore, toms river, scattered showers offshore atlantic city. sprinkles in new jersey. cooling down, in the 40s and low 50s. wilmington, philadelphia, northeast philadelphia already in the 50s and heading for the 60s this afternoon. 55 degrees at 6:00, by 9:00, we'll see wind out of the northwest, that's a drying wind for us. 57 degrees. and breaks of sunshine are possible at 9:00. i think you'll see more of them at lunch time. 62 and climbing at that hour. we'll go through the forecast when i'm back in ten minutes. jessica boyington has your first alert traffic. >> checking the schuylkill

expressway, no problems, though, pretty much across the board. a comparison to yesterday we had wet roadways, everything is looking great. look at the drive times, no problems at all eastbound, the most at 12 minutes from the blue route to the vine street expressway, that's about 62 miles per hour average speed. watch out, construction still out in center city, 19th street south closed between vine street and ben franklin parkway that you have detours posted. follow those, you'll do fine. mass transit, no problems or delays so far for the morning and we'll have another update when i come back in the next ten minutes. new this morning, a man is in the hospital after being stabbed several times. police have made an arrest in the case. it happened at a home on acorn street and lansdale, montgomery county, around 10:00 last night. we're still working to find out the victim's condition and more information on what led to the stabbing. >> to the break-in and rape for the victim is a 6-year-old girl.

police say a man climbed into the girl's bed as she slept and assaulted her. matt delucia is live in hatfield township. this girl's family played a big role in getting this guy arrested, right? >> reporter: they did, chris. and police say the suspect in this case oscar rivera herrera,s was in the area, broke in at the hatfield village apartments monday morning. at this point the victim's older brother discovered the suspect in bed with his 6-year-old sister, police say the boy then ran to get his parents who then called 911. the children's stepfather held rivera rivera at knife point until officers arrived. a neighbor told us her son is a kindergarten classmate of the suspect's son. >> he is a really great father. that's what blows my mind. he has a kid of his own that same age. how could he do something like

that? >> reporter: police tell us that herrera admitted to breaking into the same apartment two months ago but no one was home. he is being held on $1 million bail. coming up, the montgomery county district attorney is reacting to this case. we'll have that for you in about 30 minutes. live in hatfield township, matt delucia, "nbc 10 news." a man who killed a philadelphia police officer will spend 20 to 40 years in prison. chancier mcfarland took a deal for his testimony against jones who was convicted and is serving a life sentence. prosecutors say jones was the triggerman. and mcfarland admitted his role in the robbery and murder of officer moses walker jr. it happened in august 2012. walker was in plain clothes walking home after his shift when jones and mcfarland tried to rob him and jones shot him. walker was a 19-year veteran of the philadelphia police department.

no doubt be a destination throughout the day for so many who want to honor those who served our country. but before today even came there was one class we were invited to that was already thanking the service men and women who spent years serving our country.yóvs at the day school about 80 students got a real lesson in what it's like being a veteran. the principal invited several veterans in the community, one student's father who is active in the service joined as well. the kids are young but we saw they were hungry for answers. some asked what's the scariest think you've ever done? did you miss your family while you served? what made you decide to serve our country? the students also had thank you notes prepare forward the veterans and before each of the veterans they read those notes. it was touching and we'll share some of those heart warming exchanges in the next hour. reporting live in penn's

no one should experience homelessness, no one should be without a safe stable place to call home. that's the vision of the obama administration's plan to end veteran homelessness by the end of this year and chronic homelessness by 2017. the original plan was first published in 2010, part of a strategy to bring together v.a.

medical centers, public housing agencies and other organizations to work with homeless veterans and help them get stable housing. in a four-year span we have seen a nice drop in the overall number of homeless veterans. look at the white line. in january 2010 it was about 74,000 at any given moment. but by january 2014, that number all the way down to less than 50,000. that's nearly a 33% drop. and even bigger drop for unsheltered veterans, those on the streets. that's what the red line s. over 30,000 of those in 2010, by 2014 that was down to around 18,000. that's a 43% decrease. we showed you some of the numbers behind veterans homelessness. coming up we're taking a look at how veterans could end up homeless and how they face a higher risk based on where they served. really interesting statistics there. >> on to the pennsylvania budget

battle. maybe coming to an end but the price for ending it could be an increase in your sales tax. in the proposed budget compromise between the governor and lawmakers the sales tax from 6 to 7.25%. if you live in philadelphia the sales tax would go from 8% to 9.25%. also the natural gas industry will not face higher taxes, remember when tom wolf was running for governor he promised to make those companies pay, well, despite the governor making that a key issue of his campaign wolf says he is not able to do that but he was able to negotiate a record increase in education funding. governor wolf said the budget is not a done deal. he hopes to have it finished by thanksgiving. pennsylvania has been without a budget for almost five months. >> on to decision 2016 now. economic issues and foreign

policy. republicans running for president tackled those topics and others in a debate that aired on the fox business network. the eight top polling candidates took questions during the main debate in milwaukee last night. donald trump and ben carson, they didn't get into any exchanges with each other but on the immigration issue trump again called for a wall on the u.s./mexican border. >> and if you think walls don't work all you have to do is ask israel, the wall works, believe me. >> 12 million illegal immigrants to send them back, 500,000 a month, is just not possible. >> every candidate questioned about the minimum wage said they would not raise it but there were some differing opinions when it came to letting banks fail during a future economic crisis if one should occur. new jersey governor chris christie is getting high marks for his performance in an earlier republican debate on the fox business network. some political analysts said that christie commanded the

stage even as his rivals attacked his record in state government. >> chris, look, i'll give you a ribbon for participation and a juice box. in the real world it's about results. >> i won in a state for re-election after governing as a pro life conservative, got 61% of the vote. that's the person you want on the stage prosecuting the case against hillary clinton. >> former pennsylvania senator rick santorum and former arkansas governor mike huckabee also took questions in the first underguard debate before the main event. >> 4:17 now. investigators expect the death toll to rise after a small jet crashed in ohio yesterday, and that's because they are unsure how many were on board the 10-seater when it crashed outside an apartment building in akron. two people are confirmed dead now. authorities say the jet clipped a power line before it hit the building. a witness happened to be recording herself on her cell phone when she heard the plane crash next door.

>> from the jersey shore bureau, people in atlantic city are frustrated after hearing chris christie vetoed most of a tax package. the governor wants to change a key measure that would create predictable payments by allowing a casino to make set payments in lieu of taxes for 15 years. taxes of course can fluctuate. supporters say they need that break to avoid budget busting tax appeals that left the city in the red. that has led to the recent casino closures and put a strain on other city services and businesses. >> it's the broken record over and over again. it's like i said, we're dangling in the wind here at someone else's mercy. again it's not fair for myself, my 30 employees or the casinos or other restaurants in the city as well too. >> now the governor and the state senate president plan to sit down together soon to try to reach a resolution.
