that breaking news about the future of philadelphia's police department. mayor-elect jim kenney will name his choice for police commissioner. he will appoint current first deputy commissioner richard ross this afternoon. ross has spent more than 26 years with the department. he will take over for commissioner charles ramsey who plans to retire in january. meanwhile, police are investigating a double shooting inside a local home. a man and woman are both wounded and both are listed in critical condition. nbc 10's monique braxton is live on the scene in mayfair where the question is who shot whom. monique, what can you tell us? >> reporter: vai, that question is still unanswered by philadelphia police
