tonight, their complaints about a local business. >> i'm jacqueline london. >> i'm jim rosen feel. we begin with an attack on a doctor at pennsylvania hospital. parked in at garage this morning. >> two suspects let the women go by a gas station a few miles away. doug shimell? >> reporter: car jacker had no reservation about flashing his gun at varying points during the car jacking to get people to comply. police aren't sure if the doctor in the garage at 8:00th and dlean dleancey was a target or the target. >> the male proceeded to direct her towards her car made her get in under the threat gun point. >> reporter: the suspect tries to get the victim to withdraw money from several atms but the card is declined. and that's when security cameras pick up the suspect unsuccessfully trying an atm at

exxon at york and aramingo avenue. >> nervous. >> reporter: the cashier knew something was wrong when the suspect brings the girl to the counter and tries to pass themselves off as a couple. >> looking boyfriend, girlfriend. wants her to buy three packs of cigarettes but the limb iits on with a credit card. the cashier convinces her to let him leave. >> i'm helping you, you come insi inside. >> reporter: it's the cell phone that leads police to where the car jacker and another man arrested. both suspects face a long list of charges. the doctor was unharmed. live, doug shimell, nbc 10 news. a woman in mayfair surviving shot in the neck during an attempted murder/suicide. this was the scene outside the

house this morning. police tell us a man shot himself after trying to kill the woman. he is not expected to survive. two young children in the house at the time were not hurt. tonight, crews working to make repairs to a water main break in north philadelphia. that left this mess for people who live there. sky force 10 overhead. 70 hopes without power. the water department hopes to have everyone back online some time tonight. >> to our first alert weather. umbrellas getting a rest and rain not expected tonight but more is on the way. >> one day rest for those umbrellas. chief meteorologist glenn "hurricane" schwartz. >> a lot of clouds today but virtually no rain. at least since early this morning. a lot of clouds still in the sky. we've got more on the way coming from the ohio valley. closest rain is in southern illinois. it's moving pretty quickly,

developing, expanding. that's why the threat of rain does come in less than 24 hours around here. we're in the mid-50s to the low 60s right now. which is a little bit above average for this time of the year. temperature's going to drop -- it's not going to drop a lot but the wind will drop. we'll see about the timing of the rain for tomorrow and how much colder it's going to get for the weekend with seven day in a few minutes. >> philadelphia's mayor-elect did not waste time making his first appointment. >> jim kenney stayed within the police department to choose the next commissioner, richard ross. commission ramsey leaves his post in january and that's when richard ross jr. will move into the top stop at philadelphia police department. george spencer reports. >> incoming commissioner will follow in the footstep of his mentor, charles ramsey, perhaps the most popular leader in philadelphia. richard ross says his task will not be to change things. as to keep the successes going.

>> this is a role honor for me. >> reporter: honor but hardly a surprise, as mayor-elect jim kenney confirmed richard ross, philadelphia police department's first deputy commissioner, will in fact become its commissioner. when charles ramsey leaves the post early next year. ross says it will be the passing of a baton. >> we've had a great commissioner. i don't feel the need to act like we're going to start from ground zero, we're noter. >> reporter: times are tough for law enforcement nationwide after a summer of unrest even impacted the streets of philadelphia. but locals expect ross to fill big shoes. >> very well regarded. i'm going to miss ramsey, i'm not going to say everything went flawlessly but it was a big job and i thought he did a good job at it. >> reporter: ross has been with the force 26 years, moving up through patrol and homicide to a leadership role. underkenney's administration,

the controversial stop and frisk will be limited. one university study showed tactic used even more in philly. impacting one in six people than in its native new york where it impacted 1 in 14. standing with supporters today, ross said he hopes to build bridges. >> you have to be inclusive, you have to get everybody's input. it's not just rhetoric. i believe that. >> reporter: both ross and kken support use of body cameras for all officers. the current pilot program will be expanded city wide. recording at city hall, george spencer, nbc 10 news. >> new commissioner will join us in studio in ten minutes. talk to him about his plan to combat crime in our city and how he'll be different than commissioner charles ramsey. >> honoring those who sacrificed for our country. today, events across the delaware valley to pay respects on veterans day.

nbc 10 at a ceremony at washington square in center city. a wreath laying at tomb of unknown soldiers. tomb honors thousands who died during the american revolutionary war. >> civil war, spanish american war. >> a tribute on the delaware river. donald norcroft honored veterans on battleship new jersey in camden. members of the military paid tribute and threw a wreath overboard into the river. unique way to honor our nation's veterans. several groups dedicate artificial wreath along the bay middle township's reid's beach to reduce beach erosion to create a calmer habitat for marine life. people lining streets for

this ceremony and parade. memorials dedicated to remember those killed -- decorated to those killed in the line of duty. linda ryan's son died in combat overseas 2004. >> it's important that the children of this city and the children all over the united states know and appreciate the efforts our military works through every single day. >> in her son's memory, fifth annual corporal mark t. ryan run/walk. money raised goes to children of fallen troops and law enforcement. >> tone, we know a man's body found along the new jersey turnpike was the victim of a hit-and-run. police now tell us the map was walking along the turnpike when a car hit him and kept going. one of the traffic cameras recorded the aftermath yesterday in mt. laurel. he suffered from dementia and walked away from a nearby hotel. police are looking for the drive

started -- the sleeves started like ripping. >> we talked with the company, he told us, no problem, bring them right back. >> reporter: the league president says the print shop owner blamed his vender for the defective merchandise. still he promised to fix them or get new jackets reprinted. that was eight months ago. >> i'm furious. just broken promises. we had a good faith in this guy. >> reporter: the league has not only contacted police but invest possible theft by deception charges against boyd. we didn't find boyd at his home today or his closed down print shop in berlin. but he did call us to say with custom orders there is a no refund policy and his vendor never reimbursed him. >> i'm sure they won't fit. it's a shame. >> reporter: boyd told nbc 10 he's placed a new jacket order with adjusted sizes that will be delivered by next month.

>> this is nbc 10 news. supposed to be set in his city. variety is reporting, abc ordered a pilot of a show set in wilmington called "murder town," jada pinkett smith set to produce and star in it. she'll play a prosecutor. the mayor knows there's a crime problem here but he says this show could really hurt the city's reputation nationally. >> i'm to the point where you know i'm not going to get a battery of lawyers and try to

sue abc. it would be fruitless. i think it will flop. i don't think it will get off the ground, my personal opinion. >> mayor williams says if he hopes they shoot it in wilmington so the production company would spend money in the city. there's a new top cop in philadelphia, starting in january, as we've been reporting. mayor-elect jim kenney announced today, richard ross jr. the next police commissioner. deputy commissioner ross joining us in studio. first of all, congratulations to you. >> thank you very much. >> philly born and raised, rose up through the ranks. tell us, what does this mean to you personally? how are you feeling about this? >> feel great. it's exciting, a new challenge. beyond me, showcases opportunity for others to ascend through the ranks, as an insider. i've spoke highly of my boss. in deaf reference to him, he's do every bit of props and respect. but it's nice when an inside guy

gets that opportunity. >> ramsey is a mentor, no disrespect, of course as you say. got to be ways or places where you guys disagree on something. tell us one place where you think you may do things differently from commissioner ramsey. >> i mean, there are a few things. and i'm hesitant to talk about a lot of them at this point in time because here what happens you have to real. being in is position for eight years some of the success we've had, i was a part of. when people are looking for sexy, new stuff to happen, i was a part of all of that. so we play differ on some things but nothing substantive. >> anything that you see as a top priority that might be different from the status quo here in philly? >> i think we need to get more into our communities and we need to be more inclusive as a mayor-elect says. got to get involved, find out what they want. i don't care what some pundits say, no two neighborhoods are exactly alike. we've got to talk to the rank

and file. find out what makes them tick what happen they're concerned about particularly the climate. it's a tough climate. >> got to build trust. need more cops on the streets. can you put a number on how many more you'd like to ask for? >> another 250, at least, to get it over 6500. we're struggle now to get people in the doors. it's not a philadelphia problem, just to us, it's across the country. we're working hard. >> look at crime stats since commissioner ramsey came on board. 2008, there were 331. this year 229 in 2015. how do you stop the killing on the streets in philadelphia? >> there's no magic bullet, no pun intended. the bottom line is you have a comprehensive approach, which we've undertaken in working with foot beats. we do smart policing. we use intelligence to our

benefit right now. but -- >> guns off the street. >> guns are an issue. be hob honest, complex issue, poverty, education, they all work in tandem. a negative sense, stat shows when you increase level of education and/or people in school, crime goes down significantly. we've got to work on all of the issues and all are not police problems but we're part of a group, i guess you will. >> you can't do it alone. it's not just a police problem. commissioner ross, congratulations and good luck in new job. >> appreciate it. >> nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> some pretty decent weather for veterans day compared to all of the reason we had yesterday and we're going to get more rain tomorrow. it's not going to rain for all of those hours like it did yesterday. but rain will be returning to a good bit of the area at least in the form of showers. and colder winds coming in behind it that are going to set

us up for a chilly weekend. it's going to be dry. a lot of sunshine. we have dry conditions now. visibility 'great. 61 degrees. wind continues to diminish, 8 miles an hour. mid-50s to 6 across the entire area at the moment. and temperatures continue to be above average. the average high temperature this time of the year is 58 degrees. 65 degrees today. 63 tomorrow. then we start going down. 60 friday. 51 for the high on saturday. plus, wind on top of that. it's going to get cool around here. got a lot of clouds at the moment. but no rain. got to go far west until you see some of that. this activity in ohio may develop into some rain. but this storm in the middle of the country, this is strong. a lot of snow in nebraska and

severe weather, tornadoes in iowa. it's an active storm. that's going up over the great lakes. and it's going to pull moisture in here. then we get the cold winds behind that. as we go through the night tonight, temperatures don't go down much. we have a lot of cloud cover and that's the reason. i do not expect rain for the morning rush. but after that, it's going to start to get wet. not just light showers either. could be moderate to heavy showers. briefly. and then we improve in the afternoon. maybe sunshine coming into portions of the area later in the day. and speaking of sunshine, we'll see that for the eagles on sunday. temperatures right around average, going to be seeing a fair amount of wind during the weekend, not as much sunday and saturday. 49 for the low in philadelphia. 46 north and west for the lows tonight. not very low for this time of year. clouds around tomorrow, showers likely, could see improvement

late in the day. so much of the showers toward the late morning and midday hours. then we cool down on friday. winds gusting over 35 miles an hour. windy, chilly on saturday. look at the high. look at lows in the 30s at night. pretty decent weather for the eagles. we start warming up again next week. now we've enjoyed warmer temperatures lately. a lot of us have. we can't void winter forever. i put together my 19th annual long-range forecast for the season including how much snow, which month will get the most snow, which month will be the coldest and more. look for that tomorrow, winter forecast, only on nbc10.com and nbc 10 app. sam bradford is as confident as he's ever been with the eagles. john clark will have his story. big injury update next.

john clack hrk has more. >> reporter: sam bradford says the eagles offense in the win over the cowboys most complete it's been since he's been here. sam basically won the game with 221 passing yards after the first half. here is sam today at practice. he says he's now very confident and comfortable in this offense. he says his footwork at beginning of the season was all over the place. but not anymore. remember, he hadn't played in almost two years, and was learning a new offense. chip kelly says it's like he came in halfway through a movie and was trying to pick it up. but it sounds like chip and sam have rewritten the script. >> kind of going through, figuring out what i'm comfortable with, what we're comfortable with as a group, what's been successful, what have we done well, what have we gained yards on what have we not, figuring out where to go from there. the more you do something, the more reps you get, the better you feel.
