arrested. sky force 10 over an accident involving an ambulance and a carp 51st and spruce streets in west philadelphia. the accident happened before 9:00 tonight. the driver of the car went to the hospital with serious injuries. also a patient in the ambulance being taken to the hospital who needed to be transferred to another ambulance. a new era is beginning for philadelphia police. >> today, mayor-elect jim kenney announced his new pick to head the department once charles ramsey retires. ut incoming commissioner is richard ross jr. he sat down with randy gyllenhaal and talked about the community policing. >> reporter: just off broad street, in north philly, near the fern rock neighborhood where richard ross grew up, there's a sense of pride and lots of advice for the new top cop. >> commissioner, police force, has to be in touch with what's going on in day-to-day life in these streets. >> reporter: that in a nutshell is the challenge to build relationships during a tense

time for police and the public. >> you are never going to get anybody. there are some people who never like the police and some police don't get the need to connect with community. >> reporter: ross hopes to hire 250 more officers from diverse backgrounds and send them into neighborhoods to bridge the growing divide. but it's tiff work being a cop, intense scrutiny amid froefts against police brutality. the commissioner is listening to those concerns. >> i'll give you an example. black lives matter versus support for police. to me, they're not mutually exclusive. there's a way to have them both happen at the same time. you just have to have a dialogue so that people can hear each other. >> reporter: dialogue works. the city plans to reform how and when officers use force and the controversial stop and frisk policy will be limited under new leadership. meantime, body cameras are coming but that costs money. >> funding would be an issue. >> reporter: at the same time, much will stay the same since

we've seen a significant drop in crime and kills. the big challenge ahead, getting cops and communities to trust each other. >> i want police officers to show respect for the people that they protect and serve but i would like for the same in return to happen. >> reporter: by getting his officers into the community, continuing that tradition from commissioner ramsey, the new commissioner's hoping to begin to mend those broken relationships between cops and citizens. in philadelphia, randy gyllenhaal, nbc 10 news. commissioner richard ross jr. will be sworn in in january. he was born and raised in philadelphia. he joined the force in 1989 and became commissioner ramsey's number two in may 2008. ross is graduate of central high school here in philly. he received his bachelor's degree from penn state and master's from st. joseph university. man's hospitalized after shot during a robbery attempt outside a family dollar store in delaware count tip sky force 10 over the parking lot where this

happened at 6:45 in sharon hill. two men went up to another man sitting in the character tried to rob him, shot in the abdomen. suspects have not been caught. >> reporter: two men behind bars after a car jacking in center city. an armed man forced a doctor into her car inside a parking garage this morning. they drove to a gas station at york and allegheny where video shows them unsuccessfully trying to get money from an atm. the suspect took off in the victim's car. they tracked the cell phone which led them to a suspect and accomplice. today we remember and thank all of those who have served in the armed forces. president obama presiding over veterans day ceremonies at arlington national cemetery. he's not satisfied with improvements made to health care for our nation's vets. >> we're going to keep investing in facilities and the physician and staff to make sure our veterans get the care when you

take a look back off to our west. weather system's moving quickly now, approaching chicago, where we see rain and there's been some snow along with this. this will approach the area tomorrow not bringing us snow, of course, just rain. but it will be much colder after the rain leaves. here's future weather by the morning. temperatures mid to low 50s by 8:00. there is a chance we could see a stray shower for morning commute but most should be here between 10:00 and 11:00 in the morning. don't forget umbrellas. once the rain leaves it's going to get colder and windy. i'll show you the colder weekend forecast and eagles forecast coming up chaka fattah jr. is fighting back, less than a week after convicted on federal fraud charges. claiming prosecutorial misconduct and has asked the u.s. justice department to launch a formal investigation. in a letter to u.s. attorney general general loretta lynch he claims his constitutional rights were violated when the lead investigator tipped off an inquirer reporter in 2012.

two fbi raids at his condo. he was found guilty on 22 counts and faces minimum of four years in prison. chaka fattah jr. is the son of congressman chaka fattah who is facing federal racketeering charges in a separate case. the congressman is mary to nbc 10 anchor renee chenault-fattah. investigators believe an explosion that levelled a home in north jersey was gas related. this is surveillance video of the blast in elizabeth union county. one person died, two others in critical condition. in all, 14 people went to the hospital. three homes will have to be demolished. would you be willing to pay the second highest sales tax in the nation if it meant your property taxes would not go up tonight that is the trade-off pennsylvania lawmakers are considering in their budget deal. >> nbc 10's andrea klein thomas with a closer look of what this means for you. >> reporter: under the proposal, here in philadelphia, the tax

hike could go from 8% to 9.25%. now that's a couple of cents here, a couple of dollars there, but if you're on a tight budget, that's money that you don't have to spend. >> reporter: at brier vintage, the clothes are considerable wearablen teaques. most items are not taxed accessories like the cuff links are, and the cost could be going up because of a proposed tax hike. >> might affect us having to lower our price on items. >> reporter: state lawmakers considering increasing the sales tax from 6 to 7.25%, higher in cities like philadelphia. there's already some sticker shock from shoppers like kelly o'shea, who moved here from delaware. >> every time i buy something it's like i'm used to itting what it costs on the price tag. so definitely something i haven't accounted for but vie to start because it's affecting my budge the for sure. >> reporter: state lawmakers are considering a sales tax hike to avoid increasing property taxes.

but senator leech doesn't think it's a fair trade-off. >> raising taxes on people like social security disability recipients, minimum wage workers to reduce property taxes, it makes the tack code more regressive. >> reporter: after a five-month stalemate the pressure is on to pass a state budge. it doesn't mean you just pass anything. >> reporter: and this is an option everyone would have to pay for. >> it's a shame that this there's a high tax already in philadelphia. but i wish they would, you know, try to think about small businesses. >> reporter: again, the question is, is a sales tax hike worth the cost to avoid a property tax hike. there's also another question, if this passes will it send more shoppers to delaware, where there is no sales tax? lawmakers tell us they were closer than they have been in five months to a deal, they say there's plenty that still needs to be worked out. live in old city, aundrea cline

the mummers' parade is changing, to become more diverse. there will be a division for ethnic organizations of mexican heritage group, among the new participants. there have been complaints lately about a lack of diversity. participation and attendance dropped off. the mummers say this will ensure parade grows. >> i think it's great. i mean we need more people to come out and hopefully they bring more attention, they can see everything. >> hope is fresh start with new

monday. now the department of agriculture is asking police and the game warden to take care of that bird. >> now, your nbc 10 first alert weather. with meteorologist sheena parveen. >> well, here is a nice time lapse video. across the ben franklin parkway, center city, there go the lights. nice and crisp. no fog there. you can see clear conditions in center city. that's what we have right now. we still have clear conditions but overnight tonight could be areas that see little bit of fog. otherwise the rain is returning not until tomorrow, though. tonight we continue to stay dry, even for most of the morning commute, can't rule out stray shower but it will be here, the rain, by middle of the day. friday, once the rain leaves, it will get cooler and windier. and then a colder weekend we are talking about temperatures only topping out around 50 degrees. take a look at our temperature trend today. mid-60s. tomorrow mid to low 60s with the rain friday around 60 degrees. saturday, we drop to 5 1 for the

high. with the average high reaching 58. we'll be well below average going into the weekend. as we go into tomorrow morning, you'll see clouds by 8:00 a.m., 52 degrees. mostly dry. rain will be here by noon. scattered showers around, temperatures in the upper 50s, drier by 4:00 p.m. right around 60 degrees for the evening commute. so, it doesn't look too bad for both commutes but it's around lunchtime when we expect rain. clouds around now for most of the area. rain is back off to the west. so you see it's part of a cold front. this will be moving in for tomorrow but leaving in time for friday. here's future weather, overnight we stay dry but clouds increase. 7:00, 8:00 in the morning, closer to 9:00, rain gets closer, most of the area dry. can't rule out a stray area. by 11:00, in the morning, noon, closer to lunchtime, we have scattered showers around. quickly moves out in time for evening commute. most of the evening commute on the drier side. then windy and cooler as we go
