sexting scandal unfolding in our ar area. an officer accused of sending nude photos to someone he thought was a teenage girl. >> i'm jim rosenfield. >> i'm jacqueline london. that teenager was a delaware state police officer. now the secret service officer is off his job at the white house and behind bars. nbc 10's randy gyllenhaal has the details. randy? >> we got our hands on the 17-page complaint filed in delaware district court. it alleges the secret service officer while on duty at the white house used a social media app to chat with teenage girls. he admitted to doing it many times but this last time it caught up with him during an undercover sting. according to the criminal complaint, lee robert moore was a secret service officer at the white house. he had a badge and a gun, often working check poipoints and had cell phone detectives says he used to message underage girls online. back in august delaware detectives posed as a

14-year-old girl and got a message from moore on a chatting app called kik. have you done anything with boys beyond kissing, he writes? the chat then gets graphic. court documents show he wanted to have oral sex. he sent graphic pictures of himself asking the would-be young girl to meet at a local park. he did all of this, detectives say, while on the job at the white house. >> cyber crime has no borders. >> reporter: last year, the nbc 10 digital team sat down with cyber crime investigators. they track predators through chats and e-mails, very similar to what happened here. >> this team's tirelessly working to try to identify the worst of the worst pedophiles. >> reporter: in this case authorities say that predator just happened to be a secret service officer. he's now behind bars. it's just the latest scandal for the agency tasked with protecting the president between prostitutes and allegations of sexual misconduct the scandals

are growing. the agency's ju dire new director said in the past the secret service needs to be cleaned up. >> it's going to take time to change the culture. >> it undermines my leadership and i won't stand for it. >> reporter: and last friday, once the agency became aware of this investigation, they suspended lee robert moore, took his badge and his gun. moore was arrested on monday. he will face a judge tomorrow at a courthouse in dover, delaware. randy gyllenhaal, nbc 10 news. the child porn case against jared fogle attorneys for the former subway spokesperson are are asking the judge for lenien leniency. prosecutors asked the judge to sentence fogle to 12 1/2 years in prison and lifetime probation. his attorneys are asking for a five-year term. fogle will be sentenced next thursday on possession of child pornography and traveling across statelines to engage in sex with a minor. do you know this man? philadelphia police say he's

armed and dangerous and suspected of killing another man at a septa bus stop. >> the victim's family members say he died while being a good samaritan. they spoke exclusively to nbc 10's andrea klein thomas live in center city. aundrea? >> reporter: the confrontation o occurred at this bus stop right behind me. william vaughn early that september morning went to see his children then went out to look for a new job. they never thought that he would never make it back home. >> it seems like i'm living in a fantasy, a dream. you understand what i'm saying? i'm waiting for any day now for my son to come home and say, mom. >> reporter: that day will never come for gloria pittman. she last saw her son, william vaughn on september 23rd. >> he said, mom, i love you, i see you later. i said i love you, too, will. >> reporter: the next day, vaughn was dead. the 47-year-old was stabbed in the chest at a septa bus stop on

broad and orange street around 6:45 in the morning. >> everything like that, and for him to be taken out like that, that was sudden. >> reporter: police have not released details about what happened. even pittman doesn't know for sure. >> my understanding was the word that i did get that he was -- he interfered in this man and woman fight. and he got in it. >> reporter: today police released surveillance video of a possible suspect. before the stabbing he took the broad street subway at the tasker moore station to the race and vine station. detectives say he could be homeless. >> i forgive him. i don't even know who it is. i got to forgive him. god forgives me. >> reporter: it's that faith that soothes the agony of such an immense loss. >> what keeps me going, i know the lord's just -- you understand what i mean? as long as i keep that in mind, i know i'm going to be all right. i know the lord got me. >> reporter: william vaughn has two children.

police are offering a $20,000 reward for any information leading to an arrest. reporting live in center city, aundrea cline thomas, nbc 10 news. dozens of students from local universities hit the streets today to demand change. they were part of a million-student march. protesters want three things. free college tuition, a $15 minimum wage for student workers, and they want the government to cancel all student debt. many of these protesters are worried about the struggle to pay back loans. >> seems extreme, but, i mean, it's fair. we shouldn't be in debt for trying to pursue, especially because at this point college is a necessity. so if you're going to make it a necessity but you're going to say it's a necessity but you can only go if you can pay, that already cancels out so many people. >> protesters also wanted to show solidarity with students at the university of missouri.

missouri has ignited a movement from ithaca college to yale university. thousands across the country standing with mizzou. racially charged incidents at the university of missouri and yale put a renewed national focus on how colleges are dealing with diversity. a recently retired black senior administrator is the university of missouri's new interim president. the board named michael middleton to lead the four-campus university system until a permanent replacement is found. middleton takes over for tim wolfe. he resigned monday ahead student-led protests over his handling of racial complaints. turning to the weather, and a dry night in center city. nbc 10 on the market street bridge. see those plants moving on the left side of your screen. that's a hint of what we're in store for tomorrow. >> let's bring in nbc 10 first alert meteorologist sheena parveen with the details for us. windy and colder, sheena? >> yeah, it's going to get windier through the day tomorrow. a little bit cooler, too. even colder as we go into the weekend, though.

we're going to see our winds switch into the weekend. for now, we have the winds increasing through the area. a west wind which is going to be the case tomorrow, but these are sustained winds near 15 to 20 miles an hour sustained through part of the area. so this will be increasing as we go through the day tomorrow. now temperatures will be a little bit cooler along with that wind, but by the time you wake up around 6:00 a.m. if that's how early you get up, temperatures low 50s. west wind sustained at 15 miles an hour. by 8:00 in the morning, 52 degrees. sunny. winds already gusting near 20 miles an hour. then get closer to 10:00 a.m., temperatures in the mid 50s. sunny. winds sustained closer to 20 miles per hour gusting up to 30 and the winds even higher through the afternoon. coming up we'll take a look at how windy it will get and how much colder your weekend forecast will be plus the eagles forecast. that's coming up. new at 11:00, the numbers are in for the papal visit to philadelphia. the city spent nearly $17 million to host pope francis. that's according to philadelphia's budget director. the world meeting of families

agreed to reimburse the city $12 million. the biggest difference between the estimate and the actual cost came in policing. a bucks county man is in jail after police say he used craigslist to intimidate a local officer. police say 49-year-old john deangelo posted ads luring unsuspects people to an officer's home at all hours of the night. even posted ads for sex. police say the man from travose did it in an attempt to get back at police because they cited his pawnshop in lower southampton township for violating state law. deangelo tried to get even but police caught on to him. >> retaliation against any witness is always extremely serious and we do not take it lightly. computers are traceable. phones are traceable. everything has records. if you choose to do this, we're going to find you. >> court officials say deangelo hasn't complied with his bail restrictions to turn over his guns, and until that happens, he will remain behind bars. the south jersey man who claimed to be a member of the

military on veteran's day faces charges tonight of being an imposter. michael porter is charged with violating the state's stolen valuer ac valoring a. police say he was also considerrying a police radio, handcuffs and handcuff key. they're illegal in this case because he was posing as a member of the army. >> it's a smack in the face to all those who did serve for our country. >> there's men and women serving today. you know, the veterans, you know, they're being recognized who made sacrifice and we have this gentleman who hasn't. >> the officer who arrested porter recognized him from unrelated dealings in town and knew he did not serve in the military. more fallout today from the so-called porn-gate scandal unleashed by embattled attorney general kathleen kane. a group of philadelphia city council members joined the national federation of women to call for the firing of three

prosecutors involved in the inappropriate e-mail chain. the president of n.o.w. says her members simply can't ignore offensive messages. those messages were received and sometimes forwarded by current philadelphia prosecutors, frank fina, marc costanzo. last week they were out. this week they say they're staying put. council members took back their resignations. two along with councilman jesse brundage called it quits last week but they had a change of hard. the rest of council voted to accept brundage's resignation in an uncharacteristically calm council meeting tonight. a little german flavor in the city of brotherly love tonight. outgoing mayor michael nutter welcomed a delegation from germany to philadelphia. the two mayors officially signed a sister city agreement to increase business and educational partnership. the three-day visit concludes tomorrow with a flag-raisinger

york in just 30 minutes? it could be possible in the future. exactly when is up in the air. the federal government awarded nearly $28 million to maryland for planning costs to develop a possible bullet train. the magnetic levitation train similar to ones in japan would get commuters from baltimore to washington in just 15 minutes. philadelphia is part of the full line proposed by the company developing that train. tonight, a potential breakthrough for treating infertility. the cleveland clinic is testing uterus transplants for women who have trouble conceiving. it's a temporary transplant. after the woman gives birth doctors will remove the uterus. that way the woman wouldn't have to continue taking anti-rejection drugs. the clinic will perform the procedure on ten women then study the results. a warning about something that may be in your kitchen cabinet. the campbell's soup company is recalling cans of spaghettios because of a potential choking hazard. pieces of red plastic from the can lining have been found in a

small number of cans. this recall involves 355,000 of the 14.2 ounce cans sold in the u.s. if yours has a product date of february 22nd, 2017, on the bottom, you can return it to the store where you bought it for a refund. well, it's not what's in your cup of coffee here. >> instead as you likely heard, a battle brewing over what's on your cup of coffee. dunkin' donuts released its new holiday coffee cups. the writing is red and green. the word joy is on the side. this of course comes as some accuse starbucks of taking the christmas off its cups. starbucks went to plain red cups for the holidays. loma coffee in wilmington, they don't put anything on their cups and some customers tell us they're more concerned with what's in the cup. >> you know, people don't find their way to faith through a cup. >> as far as what a coffee cup has on it, we have bigger issues than that right now.

>> speaking of that the controversy has blown up on social media, many putting up images of world issues in an attempt to stress how trivial the debate is over coffee cups. all right. new at 11:00, no tip, no problem. tonight a restaurant chain is testing a business model that could change the way you dine out. >> joe's crab shack is eliminating the gratuity for its servers and it's not the only restaurant trying that in our area. nbc 10's drew smith explains. >> reporter: it's a part of the dining experience that some people dread figuring out how much extra money to give the server. now add a national chain to the list of places telling you to forget the math. >> i guess you don't have to worry about tipping anymore, but then the food costs have to rise. >> reporter: joe's crab shack says the change will benefit guests and staff who will earn higher wages. early reaction is mixed. >> i don't think that's a good idea at all. >> reporter: joe's isn't the first to try this. the high-profile new york restaurant group owner announced

lau last month he was scrapping tipping. it's gaining traction in philadelphia, too. >> takes away the guesswork. it's an easy transaction. >> reporter: dana works at the no tip william street common in university city. all the workers here make $15 an hour. >> everybody's happy. everybody knows what they're making every week. they know what they, you know, have for their rent and everything else. >> reporter: the movement for higher wages is playing a role in this. >> i'm not surprised that a lot of restauranteurs are starting to realize they have to compete with that. >> reporter: paul o'neill works at drexel university center for hospiia hospialty. >> i think we'll see a lot more chains jump on to this as well. they can afford to. >> reporter: he says don't expect a lot of smaller restaurants to rush to do the same. >> the american way. it's the american way, man. >> reporter: when i called joe's crab shack today they said it's too early to let us into a local restaurant to ask how this is going to work but they say they are testing this and once they figure out how the testing has

gone, they'll expand it out nationwide. drew smith, nbc 10 news. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, the rain has cleared out. we are drying. and we're getting windier. the winds are increasing overnight tonight but especially tomorrow. tomorrow will be a windy day with gusts near 40 miles an hour and the wind is not going to let up through the day. it's going to get stronger through the afternoon so it's going to be annoying at times. it's going to last into the weekend and over the weekend it's going to change directions to give us colder temperatures especially starting off the morning hours both saturday and sunday. right now winds are sustained near 10 miles an hour for parts of lehigh valley. closer to 15 to 20 through the philadelphia area and areas south. so we do have that west wind it's going to keep increasing through the day tomorrow. here's your morning planner by 8:00 temperatures will be in the low 50s. it will be breezy by 8:00 a.m.,

winder windier by noon. winds gusting to 40 miles per hour in some areas. by 4:00 p.m., temperatures still in the mid 50s. it will be sunny and nice and dry. it's going to stay that way as we go into the weekend, too. right now we're dry. clouds. areas north and west. the real weather system is up around the great lakes and this is where we have a lot of the wind today but now it's starting to filter in our area and you will notice it tomorrow. here's what's happening. we had the cold front move through that brought us the rain. now the winds moving in are going to bring us cooler temperatures for tomorrow. but even colder as we go into the week, our winds are going to start to switch direction going into saturday. that's going to pull down the colder air from canada. saturday will be the coldest day out of the weekend although both saturday and sunday will be dry. here's a look at future temperatures going overnight into tomorrow. we expect morning lows in the 40s for many areas. but by 1:00 in the afternoon, about the mid 50s through most of the area. now we take a wider view out later in the night friday and look at the lake-effect snow showers just up to our north and

west. so with the strong wind, late friday night, we can't rule out the possibility of some of these showers giving flurries to part of our areas north and west. don't be surprised if you see that. by saturday morning, look at the temperatures in the 30s. and this will be the same thing for sunday morning. a cold start for sunday. but going through the afternoon for the eagles game, tfr temperatures will warm up into the upper 50s by the fourth quarter. tailgating, it will be sunny but on the chilly side. tonight, chilly, low 40s areas north and west. windy tomorrow. colder, too. 56 to 59 degrees. then for saturday, that's going to be the coldest day. 51 degrees for the afternoon high saturday morning. lows in the 30s both saturday and sunday morning. we do stay dry. take a look at next week. we warm up again near 70 degrees by next wednesday and thursday. danny? thanks, sheena. coming up in sports the flyers try to get back in the win column. cowboy's receiver dez bryant

update for you here. after more than two months on the run in delaware this emu has been captured. video of the big bird in the back of a truck after it had been loose. it caused a school to go on lockdown monday. the bird is at the three palms petting zoo for a checkup and eventually it's going to put up for adoption. some people who helped in the capture right there. >> yeah, we've been reporting on him so much, we should have given him a name. we'll work on that. >> sheena, any ideas? >> you know, growing up a kid in my neighborhood had an emu. >> really? >> it was his pet and it lived in his backyard. i think his got loose, too, totally random. >> they like to run off i guess. >> it bit his hand one day when he was showing it to us. i think i told you about that. anyway, so we have a cooler, windy forecast tomorrow. it's going it be gusty. winds gusting near 40 miles an hour. going into the weekend the winds
