for part of the area. one part of the area. still a chance. good morning. this is "nbc 10 news today" on this friday. i'm chris cato. meteorologist bill henley is glad to be in the studio and not out in that blustery breeze. >> yeah, it's just getting started. the stronger winds will be here this afternoon. right now a 10-mile-an-hour wind but look at northeast philadelphia, allentown, the wind at 17 miles per hour. we'll see gusts to near 40 miles an hour today. 52 right now at philadelphia international. just about everybody is in the 50s. we'll see sunshine, more than we saw yesterday. look at the winds, 12 miles an hour, by 9:00, 14-mile-an-hour winds and 22-mile-an-hour winds at noon time today. 55 degrees, that's not a lot warmer than it is right now. that's going to hold our temperatures back during the day. we'll go through the forecast neighborhood by neighborhood when i'm back. right now it's friday morning. jessica boyington has first

alert traffic. >> on the vine street expressway closed east and westbound between the schuylkill expressway and broad street for construction. you can see police activity here in our cameras right around 24th street. that's on the eastbound side, though. what's happening they are blocking off all of the on and off ramps in case vehicles are there. for now you can see no cars traveling through, police activity blocking off, again, in between the schuylkill and broad street. our drive times are great. the blue route is okay, and when i come back we're going to do a check in with mass transit. chris. another scandal for the secret service. this one, we'll get to that in a moment. sorry. first this. police are investigating a shooting in philadelphia's west oak lane neighborhood. a bullet grazed a man in the leg. he was able to walk to a mcdonald's a few blocks from there. they have not arrested anyone. on to this. another secret service scandal,

this one in this area. a secret service agent with white house clearance will face accusations of sexing with teen girls while on duty. matt delucia is live in our digital operations center. explain why this agent was arrested in delaware. >> here's the accusation. the secret service officer thought he was sending nude photos of himself to a teenage girl. that person turned out to be a police officer. this is lee robert moore, now off the job with the secret service, state police say back in august he messaged several underage girls including this one through a cell phone app called kick. first it starts with a text, then progresses from there. court documents show that he wanted to have oral sex and sent graphic photos of himself where this case came together, though, an undercover officer posed as a 14-year-old girl. moore asked to meet up with her at a local park. he did all of this investigators say while on the job at the

white house, he had a badge and a gun and off to work, now he is suspended. the secret service became aware of this last week, moore was officially arrested earlier this week and has a court date later this morning in dover. we're going to stay on top of this. matt delucia, "nbc 10 news." today fire officials will honor the first woman firefighter to die in the line of duty in philadelphia. the fire commissioner will dedicate a memorial plaque in memory of joyce craig. it happens at 10:00 a.m. craig died fighting a house fire last december. she left behind two children. philadelphia police are hoping new surveillance video will help them catch a man suspected of killing another man at a bus stop. police are hoping you can recognize the man in this video. it's tough to look at his face. he's wanted for murdering 47-year-old william vaughn seen

here, he stabbed him at a septa bus stop at broad and art street in september. the suspect could be homeless and they say this video captures the man in the subway before the confrontation. in an exclusive interview with nbc 10, the victim's mother talked about the pain of her loss. >> i'm waiting for any day now for my son to come home and say mom. >> to be taken out like that. >> vaughn's family told us they believe he was stabbed because he tried to intervene in a fight between the suspect and someone else. there's a $20,000 reward for information that leads to an arrest. we now have pictures of the galloway man police say pretended to be a member of the military on veterans day. authorities in atlantic county charged michael porter with violating the state stolen valor act that makes it a crime to impersonate a veteran. police say porter identified himself as a member of the u.s. army military police and was

carrying a police radio, handcuffs and a handcuff key. >> it's a smack in the face to all those who did serve for our country. >> there's men and women serving today, the veterans, they are being recognized, made the sacrifice. and we have this gentleman who hasn't. >> that officer there who arrested porter recognized him from previous dealings and knew that he had not served in the military. a man is behind bars accused of posting bonus ads on craigslist to get revenge on a police officer. completion say john d'angelo posted ads luring people to the home. he did this as payback because police cited his pawn shop for violating federal law. they say it didn't take long to figure out that d'angelo was the man behind the bogus ads.

>> retaliation against a witness is always extremely serious and we do not take it lightly. computers are traceable, everything has records, if you choose to do this we're going to find you. >> court officials say d'angelo hasn't complied with bail restrictions to turn over guns. until that happens he is going to stay behind bars. 4:07 now. today philadelphia is going green as part of the city's ongoing fight against litter and illegal dumping. the philadelphia streets department is celebrating america recycles day, that's today, did you know that? with the opening of a new sanitation convenience center. the new facility in port richmond is at north delaware avenue between caster and lewis streets. it's designed to provide easy access for residents who want to get rid of recyclable goods, electronics, tires, mattresses and box springs.

>> it's going to be a chillier day today but it will be dry. clouds have already broken. we'll see sunshine in the city. can't see it here but the wind is starting to pick up and the wind is going to be gusty. it's 46, 56 in northeast philadelphia and atlantic city in the clear at 50 degrees. no sign of wet weather for the shore but gusty winds, had them yesterday at the shore. they will be stronger today. wind gusts of 40 miles an hour are possible. for now the temperatures are in the 50s for most of the area. mount pocono at 46, low 50s for philadelphia, millville, wilmington cool e in the middle 50s in trenton to start with. the sun will be bright. we'll stay dry today but it will be chilly with the wind blowing, temperatures will warm only in the low 50s for fleetwood, pennsburg and morgantown. the clouds will blow through during the day, stauder on the,

abington, and will warm into the upper 50s for avalon, rehobeth with sunshine at the shore and the delaware beaches. malvern the high 52 degrees. 55 in philadelphia. that's not a lot warmer than it is now. it's the wind that's really going to hold temperatures back. we'll look at the future cast and how much would you expect hour by hour when i come back in ten minutes. >> friday morning, you've got that going for you. let's see if you've got a smooth drive to work awaiting you. jessica boyington will fill us in on 76. >> i can't promise anything later but right now definitely a smooth drive especially the schuylkill expressway. around girard avenue you can see no problems in any of the lanes, no restrictions, 13 minutes eastbound from the blue route to the vine street expressway. in montgomery county, watch for an accident at germantown pike is closed between trooper road and potshop road.

on to this developing story overseas. a pentagon official confirms a u.s. drone strike in syria targeted a vehicle believed to be transporting the islamic state militant known as jihadi john. the military doesn't know if the strike did kill jihadi john. now you may know him as the masked man in these videos that isis released. the executioner believed to be involved in the killing of western hostages including two u.s. journalists and a u.s. aid worker. >> a congressman in south jersey has returned from a visit to afghanistan where isis was

discussed. donald norcross went to get a look at u.s. military strategy there. he came away saying it's not time to pull out troops yet. he says military leaders told him that isis is just waiting for u.s. troops to leave. we'll have more with congressman norcross on sunday morning on nbc 10 at issue at 11:30 after "meet the press." investigators with the national transportation safety board say they are focusing on weather and maintenance as the leading causes of that deadly crash in akron, ohio this week. they located the plane's black boxes and engine recorders and hope those will provide insight into wa caused tuesday's crash. the ntsb plans to remain at the site for a couple more days. demanding change. sky force 10 over center city philadelphia as a group of local college students marched through the streets in a call for financial help.

this protest yesterday was part of the million student march. the group wants three things, free college tuition, minimum wage increased to $15 an hour for student workers, and the elimination of all student debt. many of the protesters tell us they are worried about the struggle to pay back student loans. >> it's fair. we shouldn't be in debt for -- especially at this point college is a necessity so if you're going to make it a necessity but say it's a necessity but only go if you can pay then that already canceled out so many people. >> protesters say they also wanted to show solidarity with students at the university of missouri. >> ignited another movement from ithica college to yale. thousands across the country are standing with that school after racially charged incidents renewed focus how colleges are

dealing with diversity. this week mitz zoo named michael middleton as the university's interim president. the retired administrator will be the head of the campus until a permanent replacement can be found. middleton takes over for tim wolfe who resigned on monday amid protests of the school handling of racial incidents. new this morning autism on the rise. just released research shows the number of kids diagnosed with that disorder is higher than ever. katy zachry is live outside children's hospital. that hospital does a lot of work on autism. >> reporter: that's right, chris. children's hospital of philadelphia behind me has a center for autism. this grabbing a lot of attention from parents. now the new data we're talking about focuses on children who are 3 years and older. but the new study finds that in that population, one in 45 children is autistic. they fall somewhere in the

autism spectrum. but this is not because, keep in mind, not because more kids are suddenly affected by the disorder, over the years the definition of what conditions fall within the autism spectrum has broadened. researchers now ask parents different questions about their kids' development. as you can imagine there is a lot more to this story. we'll be breaking it down throughout the morning and coming up in the next hour, i'll explain why some parents may actually be pushing for their children to be diagnosed as autistic. may sound strange but experts are weighing in on that. reporting live in university city this morning, katy zachry, "nbc 10 news." attorneys representing former pitchman jared fogle asked for leniency as their client awaits sentencing. the reason, he is profoundly sorry. fogel is charged with possession of child pornography and traveling across state lines to have sex with a minor. in court his attorneys requested a 5-year prison term.

prosecutors recommend add 12 1/2 year sentence and lifetime probation. the charges carry a maximum of 50 years in prison which the judge could impose should she go beyond the prosecutor's recommendation. fogel is scheduled to be sentenced next thursday. 4:18. in china look at this. heavy snow causing problems for the morning rush there. bus service was suspended after stranded drivers snarled traffic. the snow fell up to 7 inches deep in some parts of the area. not ready to see that yet. but, someone is getting ready for it. with the start of winter over a month away, dell-dot is getting ready for the snow. crews were inspecting snow plows yesterday. officials say regular maintenance on the plows is important and they urge drivers to be careful when the first snow starts to fall. >> the first big snow event we want to remind people to be safe, respect the snow plows,

don't drive aggressively. >> the plows got a fresh coat of paint and now are ready for whatever winter brings. speaking of that, what will winter bring? this man here knows a thing or two about that. glenn "hurricane" schwartz has released his long-awaited long range winter forecast, it's on nbc10.com right now and the nbc 10 app. it includes glenn's prediction on how much snow we can expect over the weren't e which month will be the snowiest, i can tell you i read it. i kind of like what he's saying what we're going to get. 19 minutes after 4:00. it's a cool morning and it's going to be a chillier day with gusty winds blowing in the area. what you won't see, rain. that is completely out of the picture today. 52 degrees right now. a 10-mile-an-hour wind now in philadelphia. it will ramp up through the

morning and the strongest wind will be this afternoon and into this evening. there you can see the flags are starting to blow, a westerly wind will help keep us dry today. the winds are going stronger for allentown, northeast philadelphia, there are 17 miles an hour, 18-mile-an-hour winds, that's going to blow some clouds through the area at times, that cloudiness will not bring showers with it today. but there could be wet weather tonight in the pocono mountains. could be sprinkles or snowflakes, indication of the cold air that's going to be riding in on these winds. future gusts shows at noon time today, winds gusting to 23 miles an hour in philadelphia. look at the winds topping 30 miles an hour, 34 miles an hour at 7:00, 36 miles an hour in millville and 41-mile-an-hour wind gusts in atlantic city. that's at 7:00 this evening. so stand by for a dry but a windy day today. gusty winds will keep things cool, temperatures in the 50s this afternoon.

are the weekend forecast we will see sunshine, colder wind blowing on saturday. low 50s will feel about 10 degrees colder during the day and colder sunday morning. for the eagles game, close to 60 degrees. the full seven-day forecast in the next half hour. >> excellent dolphin beating weather. 4:21. before we get to the weekend week got to get you through friday morning. let's see how things are looking on route 422. jessica boyington has that. >> we're on 422 now around trooper road. we're looking great so far. drive times haven't budged. 29 to the schuylkill expressway we're at 8 minutes, in here is eastbound toward the schuylkill. barely even a car in sight. that's through the work zone around the off ramps so everything is still looking okay. speaking of construction, watch out on 95 southbound, the on ramp to street road is closed today from 95 southbound so that should be there for about a little more than a half hour or so until about the 5:00 hour.

we'll check in with those and more construction when i come back in the next ten minutes. >> this could one day, one distant day, be a commuter's dream. getting from philadelphia to d.c. or new york in 30 minutes. the federal government has award add $28 million grant to the state of maryland to develop a high speed bullet train similar to those in japan. exactly when that bullet train will be built, well, that has not been determined. speaking of train travel, if you plan to use septa this weekend listen to this. much needed work is being done on the regional rail lines running through center city. you'll hear what this will mean for your train ride. >> his long term health is the most important thing for us. >> an injured eeg that will has gotten an earful off the field. next why malcolm jenkins is in the dog house.

if you plan on taking septa's regional rail you may need to alter plans. septa is shutting down the tunnel that connects between 30th station and university station. the reason is to make track improvements and general maintenance work. so shuttle bus service will replace train service there four list of service changes log on to nbc10.com or check the "nbc 10 news" app. septa, for the first time in 20 years a new septa station will begin on sunday. the 9th street station will add a stop on the doylestown line. there are added features including weather protected waiting shelter, that's a good thing, and a 78-space parking lot. all parking is free of charge, while the existing parking

garage is under construction. >> on to this now. philadelphia eagles safety malcolm jenkins is taking heat over his health following his performance sunday night. yesterday the nfl released a statement saying that jenkins hid the fact he suffered symptoms of concussion after the play there. the league says that the eagles have confirmed to them that no coaches or medical staff knew about the symptoms and did not detect them. and they also said that players are constantly reminded that they share the responsibility of managing that kind of injury. jenkins returned to practice yesterday on a limited basis and says he expects to play on sunday when the eagles host the dolphins. he was asked about his dangerous decision. >> it is, you know, probably something looking back i shouldn't have done. i know that the coaching staff and the medical staff weren't too happy but you know, so it was ill advised.
