he was taken into custody on monday. he is being held on $200,000 bail. tomorrow protesters plan to go to city hall to fight possible changes to philadelphia's sanctuary city program. tonight the sanctuary movement celebrated a victory. one year ago angela navarro moved into a west kensington church. she was threatened with deportation but wanted the right to stay in the u.s.

now they want to make an exception to the sanctuary program. it would allow them to stay unless they've committed crime acts. they should go through the court process and not deportation. >> we believe everyone deserves a second chance and we believe the police should not be doing the work of immigration. >> the mayor's office is still reviewing possible changes to the sanctuary program. nothing firm has been decided. a new study says more mexicans are going than coming to the u.s. the pugh research center found that slightly more than a million mexicans and their families left the u.s. for mexico from 2009 to 2014. that's about 140,000 more than the number who came to the u.s. from mexico during that same time span. experts say the sluggish u.s. economy and tough border informants are key factors.

. these philadelphia executives are getting ready for a wet night outdoors. they're sleeping outside in center city to help homeless youth at covenant house. this is the third year for the annual sleep-out. it raises money for food, shelter and critical services for runaway homeless and traffic youth. police investigating the problem of philadelphia's homeless youth. kids even attend school all day without having a place to stay. don't miss this digital exclusive on nbc10.com and our mobile app. a policeman who was sexting what he thought was a 14-year-old girl will remain in jail. there were graphic text messages

lee robert sent to a young girl. she was actually a delaware police detective. moore has had on-line contact with two young girls. he's due in court next month for a bail hearing. a local pharmaceutical company has been given the green light for its potentially life-saving overdose drugs. the nasal narcan spray has been accused by the food and drug administration. it is used to help people suffering from an opiate drug overdose. it is only approved in dige digestible form. that salmon you eat for dinner could soon be genetically modified and you'll never know it. they approved the fish for human consumption. it could be available in two years, but many sources have already said they won't carry it. critics have called it frankenfish and are concerned it could carry human allergies.

your morning commute so will be a dryer morning commute, a dry morning rush so you won't be dealing with the rain on the roadways. with the rain moving out, we're actually going to get colder and windy as we go into tomorrow. going into the weekend, it will get even colder and we have several 30-degree mornings in the forecast. so it is going to be cold over the next several mornings when you walk outside. now, tomorrow morning we're not really going to be in the 30s, but it's going to be cooler. here are your 8:00 a.m. temperatures. mostly sunny skies. 44 for the temperature by 8:00 a.m. in allentown, 46 doylestown, 46 in potts town early in the morning. most of new jersey and delaware will be in the upper 40s, closer to the shore about the mid-50s by 8:00 tomorrow morning. radar still showing the rain hugging the jersey shore, but the heaviest is moving out so most of the area now is really starting to dry out. now, closer to the shore like atlantic city still seeing some light rain. this extends farther north

another beach haven but the h heavy is shown by the yellows, reds and oranges. cape may still spotty showers and down by sussex county. light, spotty showers but a majority has already moved offshore and we're going to keep clearing overnight, too. the clouds that are around now, that will all be clearing out for tomorrow so we will be seeing a lot of sunshine. here's future weather. that's a cold front swinging through so tomorrow will be colder. we'll be breezy through the day. this cool air is going to last through the weekend, so saturday that wind direction still coming from the north and northeast. that's still going to bring us those cooler temperatures. by sunday we have another front trying to move through. there is a chance we could have early showers sunday. not a big chance, very small, but either way sunday is going to be a colder day out of the weekend. we are talking about highs in the 40s. now the mild air around today, that's quickly going to move out of here. cold air spills down for the week, and even starting next week and mostly next week until
