coat. you're going to need that. but this morning not too bad. good morning. it's friday, this is "nbc 10 news today." here is meteorologist bill henley with his all important first alert friday forecast. >> chris, you are right, we are 20 degrees above normal right now but we're also dry. the radar shows the rain completely offshore, it's done for the rest of the day. for today, a wind blowing, this is going to hold our temperatures pretty steady. the northwest wind at 15 miles per hour in philadelphia. 57 degrees right now at the airport, 50s from allentown into south jersey, 58 degrees at cape may, a warm start but the temperatures are pretty much holding during the day. they'll come down a little more by 6:00 this morning, 54 degrees, bright sunshine at 9:00, 52. up to 54 with the northwesterly winds to 14 miles an hour at noon time. we'll go through the forecast when i'm back in ten minutes. >> bill, we're watching the vine

street expressway. these are from the schuylkill facing the entrance to the vine street expressway you can see that's blocked off in here, police activity on the scene, vine street dealing with construction closed until about 5:00 in between the schuylkill and broad street. so, as for the schuylkill expressway no backups heading toward the scene. watch out for the closures. you can see again no backups from the blue route to the vine, 95 is okay, each through the work zone. average speeds a little down, 59 miles per hour but everything is still moving. 14-minute drive time. when i come back we'll check with mass transit. >> one week it has been one week since this stunning surprising and history shaping series eve ventsen folded in paris. terrorists attacked six locations killing 129 and injuring more than 300.

tracy davidson is live in our digital operations center with the latest developments. >> france remains in a state of emergency, yesterday cabinet members extended that for three mots. things are starting to return to normal but the people are very mindful of what happened last week especially as the holiday season is upon us. it is still not clear what kind of long term repercussions the attack will have. memorials are still standing throughout thecy. we now know that it was a cell phone that led investigators to the ring leader of the paris attacks, he died during the raids in france on wednesday. a cell phone found outside the concert hall where so many were killed led police to his cousin, she blew herself up with a suicide vest when officers surrounded the apartment amid the gun fire the ring leader was also killed. the rest of the world is still on alert. isis threatened more attacks wednesday, this time the threat was against italy in a propaganda video titled terrorists before rome. the men appeared on camera to

address some of their remarks to french president francois hollande and some to president obama. one of the fighters threatening leaders said there will be more attacks with explosives. here at home the fbi director says agents are watching dozens of people intensely, these are people who might be willing to carry out isis-inspired attacks here. pete williams will have the details on the fbi director's comments on the security situation coming up on the "today" show. tracy davidson, "nbc 10 news." happening today a rally and march for unity, unity against war, racism, islamaphobia and police repression. that's happening at 4:00 this afternoon on the west side of city hall in philadelphia. a number of groups are behind this, it's in response to the terror in paris of course. and more than 100 people are expected to come out tonight to a candlelight vigil in doylestown at the center of town at state and main streets in

front of starbucks and the christmas tree. you are invited to write a message on a piece of paper in the shape of a dove and put it on the holiday tree. there will be songs of peace. the terror in paris is making this immigrant feel unwelcome in the city he called home for years, philadelphia. ahead, hear what happened to him when he tried to fly home this week. in other news investigators are trying to figure out why a minivan blew past orange cones and landed on a man who was working in a hole, killing him. the construction crew had dug up the road to fix pipes at 63rd and art streets in west philadelphia. a man was working in the hole when a minivan landed on top of him. he died at the scene. >> he was down in the hole, he

did some work and waiting for a partner to do something and just like that the car ended up as you see where it's at. >> the driver is cooperating. police say she spoke with detectives on the scene, workers at the site told us they did everything to alert drivers about the construction and the hole in the road. a judge agreed to limited release of new information in the jerry sandusky scandal. yesterday the judge granded seven trustees access to the source material used for a key report about the case. that report by former fbi director louie freeh, the report consulted that they concealed abuse to shield the university from publicity. they argued that they need access to freeze files in order to act on issues facing the university now in the wake of the scandal. >> happening today, protesters are going to city hall to fight

possible changes to philadelphia's sanctuary city program. one year ago angela took sanctuary in a church in west kensington. the mother was threatened with deportation. now mayor nutter wants to make an exception to the city sanctuary program and that would allow police to inform federal immigration officials when they arrest someone who committed crimes like murder, rape and domestic violence. activists argue that the accused should get to go through the legal process and not deportation. >> we believe that everyone deserves a second chance and we believe that the police should not be doing the work of immigration. >> the mayor's office is still reviewing possible changes to the sanctuary program and has asked for feedback. in response dozens of groups plan to hand deliver objections in a letter to the mayor this afternoon. parents making voices heard and it started last night.

the superintendent wants to convert some struggling schools into charters and that includes the cook school. parents claim they have been excluded from the process and want the district to add resources instead of as they put it give up. >> should not have to succumb to charter change just because the district wants to do it. >> the commission plans to vote on the conversions, the possible conversions, in january. it's 4:08. today, november 20th, is national adoption day. it's a day to focus on the more than 100,000 children living in foster care waiting for a permanent home. it's also a day of celebration for this family. they go from foster parents to official parents. drew says it was a wednesday's child segment that she saw on nbc 10 that gave him the idea he

and his wife could be good foster parents. that's how they met sophia. >> i was home cooking for my family and this little girl was on wednesday's child, we have three boys so we never had that little girl. i asked her to take a look at it and things kind of snowballed from there. >> she'sgot so much personality and attitude packed in her 3-year-old body. she is so loving and so -- she's fun and she's just -- just great. she makes my day better. >> how about that. that's why we do wednesday's child here. they have three grown boys now thrilled to have a little sister. last year more than 4,000 children found their forever homes. and if you are interested in celebrating this day you can at the friends center on cherry street in philadelphia at 10:30 this morning, 20 adoptions will be finalized.

hostage. right now no one can leave or enter that hotel. officials with the u.s. embassy are there and telling americans to shelter in place. again, following breaking news, out of mali, 170 hostages held by gun men in a hotel. we'll continue to follow this and bring you information as soon as we get it on air and through the "nbc 10 news" app. the naacp is organizing. people were angry with police because an unarmed black man was shot and killed by an officer there. on wednesday protesters surrounded the precinct. police used pepper spray after protesters threw rocks, bricks and bottles at officers. the standoff began earlier this week after police shot and kill today with 4-year-old jamar

clark during a confrontation with officers. in california friends and family remembering an officer shot and killed at the police station there. a group of would be robbers shot the officer as he sat in his car after a day of training. police arrested three people in connection with the botched robbery and murder. oklahoma is hoping for a calm day after a strong earthquake shook buildings and rattled a lot of nerves there. surveillance video from a store captured the moments that the quake hit yesterday morning. the store's outdoor camera also captured the shaking. no one was hurt but residents said the jolt did wake them up. >> the whole house was just -- it was shaking like we were having a tornado out the front door. >> tornados are used to in oklahoma but earthquakes the 4.7 quake was the largest that state has seen this year, one of four

earthquakes that shook oklahoma yesterday. so apparently they are rather common. people in kansas and texas also felt the earth shaking. house lawmakers ignore add veto threat and approved a bill that establishes new barriers for syrian refugees. supporters say the country needs tighter restrictions following last week's attacks, they are concerned that terrorists could slip in disguised as syrian refugees, that's the reason they passed that law. the senate president has threatened to vote it down, however. >> wild caught and farm raised move aside. the salmon you're eating could soon be genetically modified and won't have to be labelled as such. the fda approved the engineered fish but critics call it frankenfish. and many stores have said they won't carry it. the modified variety grows twice as fast as regular salmon. >> happening this weekend, tens of thousands of runners are in

long today. then tonight they will drop into the 30s. nice and clear, not a cloud in the sky. you also need your sunglasses. we'll see bright sunshine. it's dry in philadelphia. some of the streets are damp, you'll find puddles but they will be drying out with the northwest winds. one more thing to watch over the weekend. see the snow moving through south dakota into nebraska. that's a system that could bring us showers early on sunday. but not today. northwest wind at 12 miles an hour, that's at 6:00. 52 degrees. holding at 52 at 9:00 and by lunch time just a couple degrees warmer. 54 degrees thanks to winds, the temperatures will be holding steady. come tomorrow it's a different story. we'll see a few scattered clouds, 55, that's after a morning low in the 30s to start with. and then a chilly breeze blowing on sunday. could see an early shower. a sprinkle in philadelphia is possible. more likely that will pass to the north. a cold wind sunday afternoon for the eagles game. 49 degrees.

pass by. so could be several hours. most of that will be closed at least until 4:00 p.m. providing everybody gets through and also watch for no parking signs. there will be several of those areas marked with no parking around, you want to pay attention before you get your car towed. let's get back to the breaking news out of west africa. the nation of mali. we have reports of an active shooter at a hotel there. a radisson hotel in the capital in mali. nbc news reporting that gun men have taken at least 170 hostage. we haven't heard of deaths related to this yet. and right now, though, we know no one can come or go from the hotel. the officials with the u.s. embassy are telling americans to shelter in place, following breaking news out of mali a hotel under siege, at least 170 people hostage. we'll continue to follow this breaking news and bring you new information on air and through the "nbc 10 news" app. college by the ocean was
