dropping. northeast philadelphia in the 20s, low 20s in wrightstown. toms river is 19 degrees. south philadelphia is in the 20s along with northeast and roxborough 30 degrees. any way you look at it, it's a cold start. the wind is down. the wind chill will not be a factor. cold on its own. 34 at 6:00, we'll see bright sunshine, a few scattered clouds moving through will clear out, we'll see temperatures climb to near 40 at 9:00, then the upper 40s at noon time. that's warmer than it got all day yesterday and the temperatures will go higher this afternoon. we'll go through the forecast when i'm back in ten minutes. jessica boyington has first alert traffic. >> we're watching construction, this is on the vine street expressway, eastbound closed to traffic between the schuylkill and broad street. that should reopen around 5:00 this morning. right now watch out eastbound if you're headed to 95 through the vine. you'll be stuck in that traffic

at least for another hour or so. southbound from woodhaven to the vine street expressway 13 minutes, schuylkill great into center city no problems on the blue route southbound from the schuylkill to 95. mass transit is a great alternate, no problems or delays. >> thanks. new from overnight, firefighters rescue a dog. nbc 10 was on this fire scene. fire broke out around 1:00. the family got out safely. investigators will be looking for the cause. >> a travel washirning for travelers. a worldwide travel alert due to increased terrorist threats overseas, groups including isis and al qaeda are planning coordinated multiple attacks. no specific threats are mentioned. the alert remains through february 24. this morning as millions head to airports across the country and

in philadelphia. today starts the busiest travel time of the year. matt delucia is live at philly international with more. >> reporter: tracy, it's two days until thanksgiving, fairly empty right now, you can see inside the window here a few people are in the ticketing line here. but these lines should pick up throughout the day. today is the second busiest air travel day of the year. you might think that would be tomorrow, the day before thanksgiving but it's not. tomorrow would be the busiest day for road travel. philadelphia international airport, they expect some 82,000 travelers to pass through today. and the busiest air travel day would be sunday. that's when everyone is leaving. we can see up to 92,000 people coming through this airport on that day. for now we'll take a live look. little to no wait. it's a good idea to check your flight status and wait times before you head out the door. i'm back in 30 minutes. we talk with folks at the airport about another key thing you should keep in mind if

you're heading out this week. for now i'm live at philadelphia international airport, matt delucia, "nbc 10 news." >> it's 4:04. today, philadelphia state senator hardy williams will call for change because of the e-mail scandal. williams and others want law licenses suspended for those accused of covering up the investigation of inappropriate e-mails involving state supreme court justice michael eakin. last week he accused three officials in the attorney general's office of trying to hide their investigation into x rated e-mails that eakin forwarded and received. attorney general kathleen kane claims her legal troubles started when she released those. she is facing federal perjury charges. in philadelphia, two prosecutors who sued kane after she released the e-mails were among those to go through sensitivity training on friday they worked in the ag office during the scandal, now in the d.a.'s office. those explicit messages.

city council members said the prosecutors involved should be fired. the d.a. said the training helped and the prosecutors learned from their mistakes. >> pennsylvania lawmakers are still in harrisburg ahead of the holiday but a vote to end the nearly five-month budget stalemate is not on the agenda. they rejected a measure to eliminate school property taxes last night. the money would have been replaced with increases to state income and sales tax rates. this comes as the overdo budget puts in a cash crunch. the framework both sides agreed to is in peril. >> we have not made progress so to me, that signifies we have a problem. >> nbc 10 checked with the republican house leader's office. they tell us they still consider the framework active.

philadelphia students and parents are calling on governor tom wolf to help restore low income scholarships. they protested in philadelphia. there is a restriction preventing companies from using tax credits to fund the scholarships because of the budget battle. the group claims the entire state could lose $150 million which benefits more than 45,000 scholarships. it's 4:06. now to an nbc 10 exclusive. philadelphia's mayor-elect hans aggressive plan for improving schools. he wants to transform them into community learning centers that will benefit both the student and the neighborhoods around the schools. nbc 10's katy zachry is live in south philadelphia. you are the only reporter to travel with the mayor-elect when he toured one of these schools in cincinnati. tell us more. >> reporter: i was. it was pretty eye opening. they are called community learning centers for a reason. the idea is you open up a school building, traditional school building, to things other than classes for students.

in cincinnati where i went with my photographer matt and we went with the mayor-elect education team, it is working. take a look. we toured one of the most successful community learning centers in the country, the oyler school. in addition to regular classes for grades k-12, they have a doctor's office, a dental clinic and a vision center all run by outside partners in the school so it's there for students as well as the greater community. there's also a 24-hour police substation in the school, a daycare center and food and clothing services. >> we need to find partners and expand this to the schools first that need it the most with the most need and neighborhoods with the most need, i'm real excited about the possibilities of going forward how this could be a game changer for philly. >> mayor-elect jim kenney has a plan. hef has said officially he wants to open up 25 community learning centers in the school district of philadelphia in his first term. coming up in the next hour we'll take a look at several key

investors in philly who have already said they are in, and also explain why here in south philadelphia this school is already ahead of its time. reporting live in south philadelphia, katy zachry, "nbc 10 news." now to breaking news from overseas. the turkish presidenty is says planes have shot down a russian warplane near the syrian border, reports that the plane ignored warnings, that's what the turkish presidency says. we don't know how many were on board the plane. russian officials say the pilots did parachute out. their condition is not known. we'll keep you updated on air and on our news app. police are searching for a killer after they found two bodies in a home. sky force 10 was over the scene on jasper street yesterday. police found two men with gunshot wounds to the head. they did not find a gun. families of the victims were visibly upset when they showed up at the crime scene.

>> my cousin. nothing problems. he happy. >> police do not have a motive. they do not believe it was robbery. >> it's 4:09. today hundreds are getting a sneak peek at the blue cross river rink in philadelphia. the entire site has been revamped including a winter village with cottages, fire pits and holiday tree. those who bought preview tickets get to skate on the ice this afternoon and the rink will be open to the public on friday. police in gettysburg are looking at surveillance video trying to figure out who stole a bust of abraham lincoln. the bust was taken from outside a museum near the site of lincoln's gettysburg address. it was stolen some time between 7:00 p.m. sunday and 7:00 a.m. on monday. it happened days after the city celebrated the 152nd anniversary of lincoln's famous address. >> thanksgiving is two days

away. at the bottom of the screen we're scrolling information about free meals offered across our area. a battalion of volunteers is helping prepare meals for the needy in philadelphia and the salvation army invited us to look in on its preparations of turkey dinners for 900 families. the program allows the families to enjoy a holiday meal in the privacy of their home. an organizer told us it's the volunteers who make the whole thing work. >> we have volunteers coming in on thanksgiving morning, we start 5:00 thanksgiving morning getting the trucks loaded up, get everything out to the site where it's distributed and then right up through 1:00 on thanksgiving day. >> the salvation army bill distribute the dinners at three sites in philadelphia on thursday. and speaking of need, the food bank of south jersey tells us it is short some 3,000 thanksgiving turkeys this year. if you would like to help the food bank is still accepting donations.

10 minutes after 4:00. it is cold outside. if you're going out in the next few hours you have to deal request some of the coldest air of the season. the coldest yet in philadelphia with readings that dropped in the 20s for much of the area. including parts of the city. like yesterday we'll see some bright sunshine, there are some clouds moving through right now. they will be clearing out and the temperatures will wind up warmer this afternoon than what we saw yesterday afternoon. but the big warm-up over the holiday. and it will send temperatures into the 60s. for today we're a long way from it. 28 in cape may. scattered clouds in philadelphia, 35 degrees and clouds have moved into reading. 31 degrees. the clouds should help keep the temperatures from getting a lot colder this morning. nothing falling from the clouds, a nice clear view from center city. we'll see sunshine today and clouds that are here to start with will be moving out quickly this afternoon. and the temperatures will be moving up. a little more than yesterday. thanks to lighter wind.

it is calm from the pocono mountains to wilmington, a three-mile-an-hour breeze in philadelphia. this is coming through the area right now. some clouds but even though there are plenty of clouds, not much in the way of snow falling, isolated snow showers to the north, any snowflakes are likely drying before they get near the ground because it is so dry at ground level. and chilly too. we will warm into the 40s, upper 40s, sunshine will take over this afternoon. 50 for morristown and abington, 48 this afternoon. clouds move through, sunshine takes over for avalon, cape may and ventnor city. we'll see sunshine this afternoon, 50 for philadelphia, near 50 in wilmington and woodstown. the travel forecast when i'm back in 10 minutes. >> thanks. 4:12 now. let's check the roads right now for your ride to work including 42. jessica boyington has that.

it's 4:16. president obama will host french president francois hollande at the white house. his visit comes 11 days after the deadly terror attacks in paris. nbc news learned hollande will ask for more u.s. special forces in syria to help battle isis. in a related issue president obama is expected to ask hollande to get better passenger lists on flights to the u.s. hollande heads to moscow next.

the french and russians are coordinating missions. planes took off from the charles de gaulle warship in the eastern mediterranean sea. sources said the jets will fly over areas held by isis in iraq and syria. russian president vladamir putin instructed his navy last week to work with the french as allies. europe is still on edge following the terror in paris. on monday, a street cleaner in paris found an explosive vest similar to those used in the attacks. police said the cleaner discovered it near the spot where the cell phone belonging to salah abdel deslam. belgian remains on high alert. now to breaking news.

from overseas, turkey confirms it shot down a russian warplane on the syrian border, officials say it violated air space, ignored warnings so their f-16s shot it down. russia denies the plane crossed into turkish skies. it says it is investigating. we don't know how many were on board but russian officials say the pilots ejected and parachuted out of the plane. their condition is not known. we'll keep you updated on air and on our news app. philadelphia police say a super hero is responsible for a crime and they need your help. take a look at these pictures on halloween. a couple dressed as the incredibles told a cab driver to take them there so they could get cash to pay the fare. once they got there, the cabbie said the couple ran away and he chased them. the driver got punched in the face. he told us his alleged attacker

must be stopped. >> they hit me, the other guy, then hit them, then he -- >> he asks that we not show his face. if you recognize the man or woman in costume, call philadelphia police. >> in florida police arrested a man in a darth vader mask who got on the dark side of a convenient store clerk. the man was armed with a pistol when he demanded money from the clerk on sunday. the clerk hit the suspect with a wine bottle. police captured him a short time later. >> 19 minutes after 4:00. the clouds are moving in right now but it's already cold. it's sealing the cold in over the city. the temperatures dropped into the 20s and 30s. this is one of the warm spots at 35 degrees. that's one degree cooler than the rest of the area. most of the suburbs have dropped into the 20s, they are still

falling this morning. you'll find a mix of 20s and 30s in south jersey and in delaware in the 30s this morning. and dropping right at the freezing mark for wilmington. millville, 23 degrees. 26 at the airport. and atlantic city, northeast philadelphia in the 20s. doylestown is at 28 degrees. and 20s for bluebell, lafayette hill, down to 26 to start with. and still falling. there are a few snow showers in western pennsylvania on the radar screen. you see that one patch in berks county. that's not reaching the ground. very dry air so any snowflakes above are fizzling by the time they get down. clouds will be moving through, clearing skies but a chilly day with afternoon temperatures in the upper 40s to near 50 degrees this afternoon. planning on doing traveling, get a day wednesday, temperatures in the 50s and climbing as we go into the holiday. lots of sunshine on the east coast. but if you are traveling to the west. even warmer, 60s and 70s, spotty
