10:00 am
thoroughfare that really connects new jersey to pennsylvania.
10:01 am
10:02 am
i don't know what we're looking at. we're looking at the building view right now but on my traffic cameras we're looking from 24th street. so it's on the eastbound side right in here. you can see actually where the smoke is billowing out from underneath this overpass right in here. all traffic blocked off at this point so you can see a huge backup right in here. i can look at it from another view as well. that was looking from 24th street. now around 20th street from the opposite direction. this is heading westbound. you can see police activity blocking off all westbound lanes so no access to the schuylkill expressway or 95 from this point. this is another vantage point because you can see on the eastbound lanes almost not even visible right now with all the area covered in smoke and police activity on the scene. so your best bet, avoid the vine street expressway, eastbound and westbound closed. the incident occurred on the eastbound side so we would assume westbound opens before that but not until this area is
10:03 am
out of the way and the fire situation is under control. so around 20th and 24th street cameras are where we're picking up this accident scene right now. a police was shot and woord a school bus is on fire. we were initially told the pennsylvania state trooper was shot in the shoulder, now we're hearing he was also shot in the back. we've just learned one person is in custody related to that. >> i'm looking at e-mails being sent in the station well ear
10:04 am
trying to find out if there's a connection between the school bus and the shooting of the pennsylvania state trooper who we've learned was shot in the back in addition to the shoulder. that trooper was sent to the university hospital nearby. >> i've just been told that no kids were on the school bus. no students were on this school bus that was on fire that was returning to base, but no students were on that school bus. >> we continue to monitor the situation. it looks like from this shot i'm being told the trooper is in stable condition. the smoke that was there even five minutes ago is no longer billowing, there was thick black smoke billowing from the building. you can see a little bit of it.
10:05 am
five, 10, 15 minutes ago there was thick black smoke billowing from the area where the school bus is burning in the location where a state trooper from pennsylvania was shot once in the back and we're told once in the shoulder. he was rushed to hahnemann university hospital where he is in stable condition but we're working to find out as much information as we can for you, of course. we are continuing to get new information by the minute. we now understand three people are in custody, including the alleged shooter. if you're just joining us, perhaps tuning in to see kathie lee and hoda, a pennsylvania state trooper has been shot in the back shoulder along 676. because of that, because of the situation there you can see these pictures closed in both directions and then we have a school bus fire. we don't know if any connection but we have learned in the last minute that three people are in custody in connection with the shooting, including the alleged
10:06 am
shooter. we know the state trooper is in stable condition and the school bus that is on fire, that's the smoke you're seeing, no students, no children, no kids were on the bus. >> again, there are two things going on here at 676. we want you to know they may be two separate events or they could be related, we don't know. there's a school bus on fire to route 676, that's the vine street expressway to locals who drive that thoroughfare. that school bus is operated by the durham school bus company. one of our producers sent me an e-mail that sid the bus was headed back to its base when it was rear ended by a car and then the school bus was set on fire as a result perhaps and then there was a shoot iing of a
10:07 am
pennsylvania state trooper once in the back once in the shoulder. they have three people in custody. that state trooper is listed in stable condition at hahnemann university hospital where he was tak taken. >> just to reiterate, a pennsylvania state trooper shot in the back and shoulder in stable condition, alert at hahnemann university hospital. we're also told the alleged shooter is in custody along with two others, so three people in custody right now and then we have these pictures that you're seeing right now of the vine street expressway traffic closed off in one direction, backed up in the other and smoke still billowing from the school bus fire. the good news is there were no hr(t&háhp f it was returning after its morning rounds. >> which is why there weren't luckily any kids on the school b bus.
10:08 am
we're looking at live pictures from our traffic cameras which sometimes goes in and out and that's the reason why you saw that image a moment ago. then we have comes are a on top of buildings throughout center city, of course and you're looking at some of tjsx footag there. a live picture from the backup of traffic there on the 676 vine street expressway, there's just no place to go. there's a school bus and it looks like it was engulfed and completely charred. >> skyforce 10 is giving thus view. the first time we've seen this. we saw smoke because we couldn't -- none of our cameras were trained on this. but now skyforce 10 is over it. and you can see what's left of the school bus. >> them%e. firefighters are no longer shooting water at it. you can see the vehicle that was behind it that apparently rear
10:09 am
ended that school bus and started a chain of event that results in both of those vehicles completely charred. >> we also have the pennsylvania state trooper shot in the back and shoulder though in stable condition we're told at hahnemann university hospital alert. jessica boyington has been watching all of her cameras and she could really give us a good vantage point until skyforce 10 got there. jessica, you must be seeing the backups starting to build in both directions, can you tell us what you can see? >> we're looking at the vine street expressway around eighth street and that backup you're looking at is headed westbound, now this backup in here, this is 18th street. we're losing in the both directions. here's the vine street expressway around 20th street. there are cars and vehicles stopped in front of the cameras.
10:10 am
this is westbound. is we were looking at smoke just a few moment s ago on 24th street. that's eastbound approaching the scene. you can see the stop. now, this backup on the schuylkill expressway. i just looked at my cameras a few moments ago around where the vine street expressway enters that spot because we have the traffic blocked off. a big backup eastbound on the skoog l as well as a the vine street expressway. now this is approaching the scene those cars haven't even
10:11 am
moved. schuylkill. the incident occurred eastbound around 20th street or so. so that's where we're seeing most of the delay right now. >> so that where's this school bus is, right, jessica? >> the school bus, the incident actually happened on the eastbound side. we're heading to 95 or from the schuylkill expressway, you're going to 95 or something like that through the vine street expressway. around 20th street or so is the area of the accident but both sides are shut down right now. >> we're just learning that a gun has been recovered. again, we're trying to confirm that that's the gun that was used in the shooting of the pennsylvania state trooper rushed to hahnemann hospital. shot twice, once in the back, once in the shoulder. a gun has been recovered. they have apprehended and have in custody three people along with someone they believe to be the shooter.
10:12 am
that trooper is listed in stable condition, we're told that the trooper is alert so we are working to find out the information on that as well as we're looking at live pictures of a school bus that was rear ended by a vehicle. both are charred there. we don't know if there's any connection to the shooting but both happened there on the 676 vine street expressway. >> around the same time because we started. >> we got the information about the pennsylvania state trooper being shot in the shoulder in this area. started watching the traffic cameras. jessica started to see the smoke billowing. launched skyforce 10 to give you a better view of the school bus which, as we've been saying, no children, no students were on board the bus. we're working to find out the condition of the driver.
10:13 am
>> i see police officer there is at the bottom of your screen who are looking like they're doing investigative work. on the right-hand side where the bus is you see the firefighters who are mingling and walking around. it looks like they're -- they have brought that fire under control. but it looks like police officers, you've got police officer there is, they may be looking for casings as they often do in situations where they there's a police shooting but looks like they're doing investigative work on what would be the -- probably the westbound lanes. skyforce 10 gives us a video of the school bus on fire, on the eastbound 676 vine street expressway so a minute ago we
10:14 am
were showing you a live picture of the charred out remains. here was the fire. >> it doesn't look like this viewer shot this before they completely closed off both -- you're looking -- that fire is happening on the eastbound lanes. that is the eastbound lane. and looks like that's the apprehension of at least one of the shooters which is on the westbound lanes. cars have been moving in that direction. they haven't stopped traffic in both directions yet. it looks like a viewer caught this on the cell phone the moment that they made one of three apprehensions. and they have -- we're told they have three people in custody related to that shooting of the trooper. >> and, again, according to state police, shot in the shoulder in stable condition,
10:15 am
alert and at hahnemann hospital. vai, as you were just saying, three people were r in custody, including the alleged shooter but we're learning the trooper shot in the shoulder. and, again, here's what we're working to find out. and, believe me, we have a lot of people making phone calls in the newsroom, working social media to get you the new video like this viewer video which chances are it came in to us via social media and we have reporters headed to the scene so with we're working to find out if there is any connection to a pennsylvania state trooper shot, now hat the hospital and this fire along the vine street expressway. rosemary connors is live in the digital operations center now. rosemary, what information do you have? >> we are learning that the fire from the bus on the eastbound side of 676 and the shooting that happened is connected. here's what we know as we are looking that the video from an eyewitness. we know that the suspect's car,
10:16 am
this is what we are hearing from authorities, the suspects' car crashed into the back of that school bus and then the suspect fled, got out of the car. that's when police and the suspect engaged in some kind of a fire fight. you see from this video that police have one of these suspects in custody. what we are learning from state police is that a state trooper was shot this n the shoulder. we know one suspect, the shooter, is in custody along with two other people and then you have on the eastbound side of 676 that massive school bus fire. we know no children were on that bus because the bus driver just finished his or her rounds for the day. as you can see from the backup on 676 and presumably the schuylkill expressway itself this is -- this is going to be quite a few hours until this gets resolved. we know the state trooper was taken to hahnemann university hospital and is in stable condition. i was actually communicating back and forth with a state trooper, a source of mine, who said the state trooper is going
10:17 am
to be okay. so that's at least the good news here but a lot for police, philadelphia police and state police to sort out here. vai, tracy? >> jessica, let us know what's going on with traffic. >> if we look at cameras from the schuylkill expressway, completely backed up on the schuylkill expressway and the schuylkill expressway has closed down from girard avenue onward approaching this scene. so police officers staggered everywhere and huge backup on the schuylkill expressway, eastbound approaching center stirks all traffic at the complete standstill. we can see what the accident scene looks like right here.
10:18 am
the vine around 24th street. these are our cameras. you can see eastbound approaching the scene all traffic completely stopped. all lanes completely overthrown with the scene right now. shut down westbound, shut down eastbound. the westbound lanes are actually all the way backed up to 95 right now and that's what this is right here, eighth street. backed up all the way past this point. everybody sitting there now even spreading to the schuylkill expressway where it shut down eastbound approaching girard avenue. >> jessica, thank you, we have george spencer headed to the scene. he and a photographer are setting up trying to get us pictures from the ground but we're learning that there was a police chase that involved that vehicle that you're looking at. there was a police chase that ended up -- running into the chase of that car. the car runs into the school bus. apparently it was in that vehicle that -- where the
10:19 am
shooter was and possibly with the other two people that were apprehended. >> so it was after the accident that the shooting of the state trooper happened. shot in the shoulder. we can tell you shot in the shoulder in stable condition at hahnemann. but now we learn how -- a little bit more about how the two incidents are connected. >> we weren't sure of a connection between the school bus being on fire and the police shooting. we got too different situations that were -- that we were working on. and now we're learning there was a connection. there was a police chase of a vehicle, that vehicle runs into the school bus, catches the school bus on fire. luckily the school bus was on its way back to base after delivering students to school so there were no students on that school bus. that car that was on fire after hitting the school bus is apparently the vehicle where the shooter was and they have now
10:20 am
apprehended the shooter. you're seeing video that a viewer sent us and it's -- it must be on social media but that's the moment of the apprehension of at least one suspect from that vehicle and police have him there. >> police have confirmed they have three people in custody, including the alleged shooter. this happened around 9:30 so not that long ago on the vine street expressway near 18 street westbound side just as the morning rush was sending. vai as you were saying there was a chase, the trooper was pursuing the suspect, we don't know why, we don't know what for, we don't know from where. and the man's car crashed into the back of the school bus and you saw the intense flames in the viewer video right there. as you were saying you see the arrest of at least one person. >> there are fire crews that are still in the area where they
10:21 am
contained that fire because it was billowing black smoke, maybe a half hour ago, 40 minutes ago. it was billowing thick black smoke. that's now contain ed this is video from a while ago. cars were still flowing there. that's no longer the case. they have stopped traffic in both directions. >> we just gotten a update on the trooper's condition, just got this from nbc 10's lauren mayk who says the trooper, as we've been telling you, was shot in the shoulder but now we know shot in the shoulder from the back. we are told the trooper is conscious, alert and talking at hahnemann hospital. that's an update on the trooper's condition. we have been saying less than an hour ago around 9:30. >> we want to make sure you as viewers understand what you're looking at. on the left is a live picture
10:22 am
brought to you by skyforce 10 looking at the school bus that is now chard. also the remains of a vehicle that ran into the back of that school bus just behind it. you see firefighters still dousi dousing, making sure there aren't embers still burning. on the right-hand side, you're looking at viewer video sent to us at the moment the apprehension was made. not long after they crashed their car there was a police chase on going that resulted in that vehicle being chased running into the back of that school bus that just finished its rounds and was returning to base when it was hit by this vehicle. a pennsylvania state trooper was shot in the shoulder and the back. we're told by our lauren mayk that that trooper is alert.
10:23 am
he is listed in stable condition at hahnemann hospital. >> we want to reiterate that the fire of the school bus and then the shell that remains is but no students were on the school bus. a state police trooper chasing a car, the car runs into the bus you see there. skyforce 10 live over the scene. you see the car, you see the bus. the viewer video showed us how intense those flames were. we don't know exactly how then it happened but that's when the shooting happened. we know the state trooper is alert, shot in the shoulder from the back. at hahnemann, in stable condition, alert. the two updates to keep in mind that there are three people in custody including the alleged
10:24 am
shooter, the state trooper is at hahnemann, alert, stable, shot in the shoulder. no students on the school bus. >> we're getting e-mails from charlie metzger. i'm passing this along. charlie is with penndot and often helps with us situations like this where traffic -- it's traffic related. charlie says the 676 eastbound is closed from 95 and 76. 76 westbound is closed between 30th street and 676 and 76 eastbound, the schuylkill, is closed from girard and 30th street. this whole area is considered at this moment a crime scene. let's bring in erica who's the viewer who shot the video that you're looking at on the right-hand side. erica, thank you for coming on with us. >> hello. >> tell us what you saw. tell us what happened. >> well, we were -- i was on my way to work and we realized a state trooper was flying by us quite fast and we were wondering what was going on. we seen a little bit of smoke,
10:25 am
then we realized that they were blocking the entire highway off so we decided to get off at the frankway highway exit and we stopped at the bridge where we seen everything happening and that's when i took out my phone. the state troopers had their guns out, the man was running down the street, the car and the bus were on fire. and eventually they brought the suspect in and that's where i got it on my video. >> you said people were running down the street. you could see them chasing the suspect? >> yeah. >> and you were on -- if i understand you, erika, erika cabrera is a viewer who alertly pulled off the freeway and stopped and shot this video you're looking at. erika, you were on 676 headed westbound when you saw the trooper's flying past you. so you got off on the exit, the first exit there which is the ben franklin parkway, 23 rt
10:26 am
street. >> right. >> you got up, stopped your car and started shooting this video. >> right. >> and could you see this vehicle, did you see it when the crash happened or the crash had already happened by the time you got out? >> the crash had already happened. that's when i saw everything. the car was on fire just a little bit but that's when it ignited in flames. i'm pretty sure i got there just a little bit after everything happened. >> you said the state trooper went flying past you. could you tell the trooper was chasing someone or did you think they were responding to a call? >> i couldn't even tell. he was driving so fast we just had to hurry up and get out of his way because he was going really fast. >> erika, we see on your video one person apprehended. we're told three total were apprehended. did you see the other two being
10:27 am
apprehende eded? >> i did not. i only saw the one gentleman in the video. >> erika cabrera, we appreciate you being alert and you recognized something amiss was happening. you were vigilant and you saw something happen and you pulled over and took autoyour phone and started shooting video, good for you. >> thank you. >> erika. thank you. >> if you're just joining us, you are watching breaking news coverage of what became the shooting of a state trooper is after a chase led to a fire and we had it pretty well described to us, you can see the person being apprehended and the intense flames. but what's happening right now as a result of all of this is massive shutdown of major roads
10:28 am
in our area. vai, you were saying we got this update from penndot, charlie metzger, these are massive closures. 676 eastbound closed between 95 and 76. >> that's accurate right now. the vine street expressway we see from penndot it's closed from 95 to the schuylkill but as you can see i'm going to flip up one of my cameras here. no traffic moving through around 24th street right now headed westbound except for a few cars that i can see coming on from the entrance ramp. but otherwise it's affecting the schuylkill expressway right now. i have cameras for you wright around -- this is the schuylkill expressway around vine street expressway where you can see police activity there headed westbound so we're seeing a massive delay because none of that traffic is allowed to
10:29 am
access the vine street expressway at this time. when i look at the schuylkill expressway around montgomery drive, this is the backup behind that scene. obviously massive. vehicles barely moving because the schuylkill expressway eastbound is closed between girard avenue and 30th street right now approaching this scene. the entire scene is considered a crime scene so now accident investigation and crime scene investigation under way. so the schuylkill eastbound closed between girard and 309. westbound closed between 30th and the vine spraet expressway and t street expressway and no access to the schuylkill or 95 as from that point on and all the exit ramps are blocked off as well. let me show you one more time our cameras from 24th street. over on the right-hand side where you see police officers all walking around and police activity on the scene. that's approaching the scene eastbound. this incident happened on the eastbound lane so approaching
10:30 am
95. we're seeing police activity and heavy presence right there as you can see all lanes blocked right now eastbound around 24th street. >> jessica, thank you. of course, russia -- morning rush hour has passed but if you are watching this at home or in your office in center city and making plans for your afternoon commute, it may be wise to consider alternate routes because this area, as jessica mentioned, this is now a crime scene because of an accident that followed a shooting and you're looking at video that an alert viewer shot at the moment of the apprehension of one of three people that's connected to the shooting of a pennsylvania state trooper not? the back, shot in the shoulder, was rushed to hahnemann university hospital where he's listed in stable condition. that officer we're told is alert and conscious. we have covered enough of these situations to know that when a
10:31 am
police officer is shot the philadelphia p.d. will spare no expense in sending their people to take care of one of their own sod% they're investigating, they're doing their due diligence to find out how exactly this happened and why it happened but you're looking at the moment that that bus was caught on fire and you see the investigators on the left-hand side, that's a lye piive picturm skyforce 10. >> i want to remind our viewers that the video you're seeing on the right-hand side of the screen which shows the intense fire and one person being taken into custody came from a viewer. we're always saying see it, share it and we continue seeing it come into our newsroom, a lot of people are sending us pictures and videos because they were in the area when this happened and you can see how everything is shut down. if you were around that area you couldn't move any way.
10:32 am
erika cabrera, a viewer, sent us that video you're seeing on the right-hand side. she said she saw the state trooper go flying past her, she didn't know it was a chase, she got off the ben franklin parkway, came around and was able to take that video and you can see it very clearly. police have one person in custody. three people are in custody including the alleged shooter who allegedly shot the state trooper in the shoulder from the back but that trooper is alert, talking, in stable condition and as you looked at the charred out remains of the school bus the suspect crashed into on the reft hand side of your screen, skyforce 10 over that, thank you skyforce 10 for pushing in. you can see the charred out remains. no students were on the school bus. we're working to find out the condition of the driver of the school bus. we know how this started. the suspect's car rear ended that school bus. >> and, of course, we're making phone calls in our newsroom. everybody is on this story. we have george spencer who's already on location with one of
10:33 am
our nbc 10 photographers and they're working this story. they're talking to investigators gathering as much information as they can for reports that will come up certainly at 11:00 a.m.: will will remain on the air with you to help you as you pri pair to go someplace and you're wondering why this area is shut down. it's because it's a> we have been telling you that we launched skyforce 10, we have reporters trying to gather information including lauren mayk on her way to the hospital. what can you tell us? >> we're on ben franklin parkway. this area is very slow going. it's backed up all the way along the parkway. things seem to be loosening up a little bit as we get closer to the hospital but it's definitely backed up in this area.
10:34 am
i can tell you i spoke a state trooper and got a little information on the injured trooper, that trooper was shot in the shoulder from the back. i'm told the troopier is now in stable condition and is alert, conscious and talking. we don't have an identity yet on the trooper. nor do we know whether this was a male or female but alert, conscious and talking is what i'm told. we are making our way toward hahnemann hospital where that trooper was taken. but it's slow going on the warmway, something folks in the area should be aware of if they're trying to get out and about today. tracy and vai, back to you. >> thank you, lauren. we're getting information, we're trying to share with you this information as it is relevant to you but we're getting information that there was apparently a bank robbery. we're working to confirm whether that was connected to this police chase that ended up in this car running into --
10:35 am
slamming into the back of that school bus that was on its way home after making -- after delivering its students to the various schools where it services and then was heading back to base where it was rear ended by a vehicle involved in a police chase. there may have been a possible connection to a bank robbery, we're working to confirm that. >> this scene and investigation is causing slow going around that area. you heard lauren mayk say she's on her way to hanman. it's causing significant traffic tieups. this is the latest from penndot and jessica jump in if you think -- if you think these have been expanded. we got these from charlie metzger from penndot. 676 eastbound closed from 95 to the schuylkill. 76 westbound closed between 30th and 676 and 76 eastbound closed
10:36 am
from girard to 30th. i know vai said earlier this whole area is considered/d:%t ce scene because it was a chase that ended with the fire with the car running into the back of the school bus and then we heard from erika cab rare what who shot the video we've been showing you that she saw them chasing somebody, chasing the suspect, she says and there's one person in custody but we know at some point during that the state trooper was shot in the shoulder through the back but that state trooper is in stable condition. >> so all of that stuff you were just mentioning with the closures is absolutely accurate. i'm trying to get live drive times of the schuylkill expressway and surrounding areas. right now i'm looking at the schuylkijujexpressway eastbound delay i've never seen it this high. it's at 101 minutes right now eastbound from the blue route to the vine street expressway. average speeds so eight miles per hour and, again, that's because the schuylkill is closed
10:37 am
eastbound between girard and 30th street due to this vine street expressway accident or crime scene investigation, if you will. it'sué affecting the schuylkill expressway. i'm not seeing a significant increase on 95. everything is relatively the same. it will be the side streets around the drives where all of the people on the schuylkill expressway will be heading off to take those roadways to get off of the schuylkill because they'll sit there because it's closed. schuylkill eastbound and westbound closed. the screen street expressway eastbound closed from 95 to the skug s schuylkill so the entire stretch and for a portion on the westbound side. no access there. a lot of my cameras where i'm seeing police officers sitting with their cars in the exit ramps so no cars can pass through, that's the same thing for the vine street expressway.
10:38 am
hopefully we'll see relief soon at least on the westbound side because the accident and scene occurred on the eastbound side. more updates to come but remember the schuylkill eastbound, don't take the schuylkill today. 102 minutes eastbound from the blue route to the vine. average speeds are down a bit, seven miles per hour. it just moved up to 109 minutes. this is normally 12-minute trip so you're adding on a huge, huge delay to your morning drive. >> jessica. thank you. mo about how this is one of the busiest air travel days of the year. there may be folks headed to the airport to pick up a loved one or headed someplace for thanksgiving and if you were planning to drive through or via the vine street expressway, do yourselves a favor. stay away from that area. it's a crime scene, you see police officers on the left-hand side. that's a live picture. it's an investigation scene right now and they're looking for casings, anything that would
10:39 am
help them solve the puzzle and the mystery of this police chase that occurred a little over an hour ago that resulted in a car slamming up against a school bus that was empty, a bus on its way back from delivering students to school this morning. the there you see it. and following the wreck that you see there was a shooting of a pennsylvania state trooper that was shot in the back and shot in the shoulder. he was rushed or she rushed to hahnemann hospital where he's listed in stable condition, alert, conscious, i understand what's happening here but we're monitoring the situation. we will have reports continue throughout the day. we're working to get information. at first the information that was coming to us was sketchy, we couldn't make a connection between the accident and the
10:40 am
shooting until we confirmed that information that they were connected. >> we have a number of reporters and photographers working on this in the field and in our newsroom and we're getting bits and pieces of information. we don't know how the chase started, although we have been been told about the bank robbery. we're working to confirm the connections there but we do know that the suspects did flee after being stopped and that's when the chase ensued, we don't know for why but a the video you see on the right shot by viewer erika cabrera, she said "i saw the state trooper go flying by me." that's when she got off, turned around and started shooting the video. she said along with the intense flames you could see by the accident that happened when the suspect's car slammed into the back of the school bus, she was able to see state police chasing the suspects and at some point that's when the shooting happened. q7 shimmel on the
10:41 am
scene. with what can you tell us? >> i guess at this stage and the information we've been getting from hahnemann, they're trying to find your out the chronology and find out at what point the shootingvt occurred and the accident impact here, air force basely as you've been reporting, no children on the school bus, a fortunate set of circumstance there is. we have crime scene units from the pennsylvania state police. they're taking a keen interest in the open trunk at the back of the vehicle. you can't tell what color it is because much of the paint has been burned away as is much of the paint from the durham bus. it's bus 3908 for whatever the
10:42 am
significance is of that. we don't know if it had just dropped off children, was on its way to pick them up or were going to an&iield trip of some sort for the thanksgiving holiday. i wanted to -- we do have a state trooper here and we're able to chat with him. i'm not sure if he's a public information officer. things are stratified with the state police versus philadelphia police sometimes the folks at the scene can't chat and can't offer any information and he has left our vantage point on the overpass. my photograph is just in the process of getting us up live and reporting live from now they are looking at -- investigators continue to photograph the rear of that vehicle and i don't know if they've identified some content in there or if it was something related to the cars, the police chase or if it's just
10:43 am
something happenstance. and of course you've been looking at the traffic cutoffs on both end. we were making our way down on martin luther king drive and pretty much everything there on -- coming in around the art museum, around logan circle, around spring garden, pennsylvania avenue, is fair mount pretty well gridlocked because this happened at the end of rush hour. it pushed that whole process back at least 90 minutes now. and i suspect that it's going to have a fairly good choke hold on the traffic pattern in this area for the majority of midday and probably through early -- potentially late afternoon. back to you, vai. >> we know and can appreciate they have shut off both eastbound and westbound lanes of &háhp &hc% at skyforce 10, we're looking at a live picture where you are standing, doug.
10:44 am
as it pulls back we see bystanders. people interested in what's going on. looks like a lot of folks gathering but it doesn't appear to have affected traffic above 676 but people are gathering to find out what's going on, doug. >> and one of the things i guess when you have a collision like this when you're a forensics guy or a crime scene guy you sit back and go slack because you think if i had some evidence in there it will be compromised. that was an intense fire so you're hoping that whatever evidence you were hoping to salvage may be in some form or fashion usable later on in the potential case against any or all of these three people in custody. >> and the video, you mentioned, doug, that the intense flames, we're showing the]qóe video aga
10:45 am
viewer video sent to us by erika cabrera who said she saw the state trooper flying by her, she pulled off, she saw the moment after the accident and you can see intense flames. i want to remind our viewers, we always say see it, share it. with all those people standing around who could have been in the area when this was happening we'd like to see your video. i know a number of them are being sent to us right now and we're trying to turn them around to show you on air and on our nbc 10 news app including the video there of one person being arrested. >> tracy, let me -- and doug take care of your work, we'll get back to you as it whether or notes but i want to readú[ a statement that has just been sent to us. this information has reached to harrisburg and the governor's office. governor tom wolf has issued a statement. he says "my thoughts and prayers are with the pennsylvania state police trooper shot on interstate 676 in the line of duty today. i received an update from acting commissioner blocker a short time ago and i am relieved to learn the trooper is in stable
10:46 am
condition at a hospital in philadelphia. our men and women in law enforcement put their lives on the line each day to protect us and we owe them a debt of gratitude. the shooter was swiftly taken into custody by the pennsylvania state police. no further details are available at this time." that is from pennsylvania governor tom wolf. >> she says the shooter was swiftly taken into custody. we know three people were taken into custody including the alleged shooter and the trooper is in stable condition, alert and talking at hahnemann hospital in philadelphia. lauren mayk is on her way to the hospital and dug shimell is on the overpass getting a good view of crime scene investigators on scene going through what's left of that car that slammed into the school bus. >> we have a team of reporters.
10:47 am
not only is doug shimell on the scene just above where the school bus is now -- just the charred remains of it but also george spencer, nbc 10's george spencer is there with the photograph. they're both working to gather information for reports that will come up here in the next hour, half hour or so in our regularly scheduled 11:00 a.m. broadcast as well as our afternoon broadcast. but you're looking at video that an alert viewer pulled out her cell phone, her name is erika cabrera and she shot that video. that's the money shot right there. she got the video of one of the three people apprehended because of this police chase that ended up in a fiery crash that also included a shooting of a pennsylvania state trooper who is listed in stable condition at
10:48 am
hahnemann hospital this morning. and the picture on the left is a live picture. what you're seeing on the right is the video that our alert viewer shot for us and sent to us. on the left you see they're already placing markings. i can only presume those are evidence. we don't exactly know what that is i wouldn't presume a guess as to what it is but perhaps a shell casing or something but they're already marking spots on the road there at 676 from the shooting this morning. >> and, again the state trooper was shot in the shoulder through the back through. and we're told again that the state trooper is alert in stable condition at hahnemann university hospital and we keep showing those pictures of the school bus so if you're just joining us no students were on the bus at the time that the suspect's car slammed into the back of it on eastbound vine
10:49 am
street and burst into flames that you see from the viewer video. we're trying to turn around other viewer video on pictures we've been getting in and nbc 10's doug shimell is on the overpass. that's the camera you see on the left there. his photographer getting you a really good picture of what's left of that school bus. >> let's go to lauren mayk outside of the hospital where the trooper was taken. we're learning now lauren that that shot was -- of the state trooper went through the back, exited, the shoulder, what more can you tell us, lauren. >> reporter: good morning. well, d.a. williams was just here, just spoke with us about what he learned when he was in the hospital. he told us he has spoke within the trooper. that that trooper, who is a male, that trooper is in good spirits and doing well, was even joking with him a bit. yes, that trooper we're told was shot in the shoulder from the
10:50 am
back. the trooper is in stable condition but alert, conscious, talking, talking to both the d.a. and also the mayor. mayor nutter was here at the hospital. we'll turn around some of that sound for you shortly so you can hear what they had to say. both saying that trooper is doing well, that trooper is talking to them and joking but had to be transferred to be handled for other medical issues but that trooper is doing well, the d.a. also mentioning that the trooper is college classmates with one of his prosecutors and saying that person would not be working on the case so talking a little bit about the case as it unfolds. we're learning more about that as well but for now the important thing is that trooper doing well, that trooper is alert, talking, joking, talking with both the mayor and the d.a. we'll turn around some of that sound so you can hear what both of them had to say and get back
10:51 am
to you in just a few moments. vai, back to you. >> we'll check back with you. let's check in with doug shimell on the 21st street overpass giving us a view of what investigators are working on right now and what it looks like. doug can you hear us? we're trying to get you the best pictures and as vai has been saying we have reporters and photographers everywhere. there was traffic at a standsti standstill. you see viewer video of one of the apprehensions and fire. doug shimell was on the 21st street overpass. doug can you hear us? >> i was just mentioning this is our perch from the 21st street overpass and it gives you a different vantage point from what what the chopper has been showing. and you have some of those crime scene investigators that have
10:52 am
added more markers over the last few minutes and, of course, they know or at least the word has been communicated to them, many of them, that that trooper should be relatively okay based on those condition reports coming out of hahnemann hospital and a lot of what they have to do and the dots they've got to connect is to determine the chase sequence of events. another element that's been thrown into the list of variables here was a nearby bank robbery and whether or not that was something that had been the cat lust for this chase. and the one thing you've noticed, though, is a lot of the troopers and personnel, the urgency you saw them with early on at the scene relaxed now knowing it's not as quite a grave scene. and when you look at the close confined on the vine street expressway, i'm sure investigators have been marveling at the same thing,
10:53 am
there were not any more casualties, there wasn't any more collateral damage. it was pure luck or timing there were no kids on that school bus and that there were no other folks caught in that debris field or that fire field or the chase itself and i guess one of the things investigators always look at in these types of cases when you've got two or three disparate locations like this, they have to make certain evidence is preserved. we were talking earlier about the temperature of the fire with these two vehicles. there wasn't any evidence in that white suspect's car, what condition is that going to be in? do they have video from any overlooking cameras in the vicinity of the vine street expressway? if this adjacent bank robbery is connected to the vehicles do if
10:54 am
suspects match up in that as well? this takes time but i think right now most of the folks on scene, their thoughts and prayers are with the state trooper. >> thank you very much. again, a pennsylvania state trooper was shot, a gun has been recovered, three people are in custody, there was a police chase that involved the vehicle that slammed into a school bus on 676 on the eastbound lanes. both lanes have been closed. it's now a crime scene. let's bring in cydney long on location. cydney, what can you tell us? >> reporter: i know you've been looking at it from skyforce 10. we're about a block from where doug shimell is standing. we're 22nd and winter overlooking the eastbound lanes of the vine street expressway to give you a different perspective
10:55 am
here. photographer john marcucci will show you the school bus here. if you can see the responders, police and fire, pennsylvania state police as well, you can see the suspect vehicle right up behind the burned out shell of this school bus, hard to tell what type of vehicle that is at this moment it was completely engulfed in flames as you can see the investigators are beside it right now. there is another car in front of the fire engine there believed to be related to this as well. we also just learned that all of the people, vai, all of the traffic and drivers and passengers that were stacked up here along the eastbound section of the vine street expressway, they have been interviewed by police at this time. the right lane of the vine was full of traffic and i only just arrived in the last 15 or 20 minutes. photographer john marcucci was here witnessing some of that.
10:56 am
those cars were turned around and went in the wrong direction to go back up and they were released from the scene here only after being interviewed by police as to what they saw unfold with the shooting of this state police -- pennsylvania state police trooper and the apprehension of the suspect. this is the advantage point not too far from hahnemann hospital is but still a very active scene with police and fire luckily those witnesses and people driving on their way to work or school have been released from this area right now but only after they had told authority what is they witnessed. we also know police were up here in the parkway area looking for anyone who may have been looking down to get an idea of what they witnessed? >> we're looking at viewer video
10:57 am
from people in the area who saw the chase, the person who sent us this saw the state trooper, did not understand it was a trace but was able to pull off and take this video. we take a live look at the investigation as it continues while this is happening. the investigation is continuing. this is all still shut down on the vine street spraeexpressway. according to penndot, 676 eastbound closed from 95 to 76. 76 westbound closed between 30th street and 676 and 76 eastbound is closed from girard to 30th street. jessica? >> that is all accurate but what the biggest surprise is here is we're looking at a humongous back way on the schuylkill expressway behind this scene. i have checked out drive times near go 4.6 miles on the schuylkill expressway it takes an 1:42. so that's approaching the scene around girard avenue where they
10:58 am
have traffic backed off and it backs up all the way to belmont avenue. if you know somebody stuck on the schuylkill expressway, tell them to get off at belmont avenue, i'm looking at maps right now. belmont avenue is in the green so there may be a standstill for a moment but that could be your best bet for an alternate. mlk drive, kelly drive they're great. but it's around that main center area around the vine street expressway. we have the 95 southbound ramp closed headed to the vine street expressway as well. but no backups on 95 right now. you're fine right there. but once you get into the center city area if that's where you have to go today and you're taking one of the drives, you want to take belmont avenue, the ben franklin parkway has ongoing construction on it between 22nd street and art museum circle, the inner drives are closed, 19th street is closed between ben franklin parkway and vine street, that's ongoing
10:59 am
construction as well so a lot of backups on the back streets around that area. but, again, schuylkill eastbound closed between girard and 30th street. tell anybody that you know on eastbound to get off around belmont avenue. that will be your best bet. don't sit in this traffic. you will be sitting there for some time. again, this is a crime scene investigatio investigation. >> jessica, thanks. we have you covered with this breaking news with complete coverage starting right now. breaking news, a pennsylvania state trooper has been shot following a chase along a highway in philadelphia. that ended with a suspect's car crashing into a school bus and catching fire. >> that this happened around 9:p:30, no children around that
11:00 am
bus at this time. >> i'm vai sikahema. >> i'm tracy davidson. we're getting new information. the troop wer was shot in the shoulder, he's in stable condition and alert at hahnemann hospital. >> vine street expressway is closed. there are additional closures on the schuylkill expressway. state police are treating the area as a crime scene. >> the alleged shooter is in custody along with two other people. the incident began as a police chase, the suspect's vehicle hit the back the of the skoog bus causing the bus to catch fire. nbc 10's doug shimell is live at 21st and vine. he has a good perspective seeing where the accident was. doug? >> reporter: and we are directly above that burned out durham school bus and you can see at the back end of that charred
