11:01 am
say is the suspect's car. if you look at the front wind shield of the pennsylvania state police cruiser, my photographer and i have confirmed to be a series of bullet holes. what appeared to be six to eight bullet holes in the center of the windshield, some on the driver's side. we don't know if that was from the traffic stop or during the potential chase. the sequence and chronology still guess work on the part of investigators here. forensics and crime scene folks have been looking at the suspect vehicle. we were talking about whether or not there was evidence they were hoping to recover and whether or not the intense heat from that inferno that ensued if that managed to do away or at least compromise a lot of evidence.
11:02 am
next to the pennsylvania state police cruiser you've got those telltale what are lm always used, shell casings markers to enumera enumerate, count them and make sure they show up in the forensic and crime scene unit police photos. if any other air i can't believes have been thrown into bank robbery related to in? and the sequence of events at the actual traffic stop by the state police officer, 676 eastbound sources were telling nbc 10 and folks from our web team that there were two males outside of the vehicle and as the trooper approached, according to sources, a third male allegedly opened fire from inside the vehicle and from investigators have said, that's when the chase began. but, of course, police have now sort of got to figure out what
11:03 am
video evidence they have from passersby, witnesses, cameras nearby, 676 as well as in the vicinity of that bank to see if potentially the suspect vehicle there matches this. we've seen a little smoke coming out of the top of that bus. they had knocked this down a while ago but fire crews have stationed themselves nearby to make certain that does not reignite. live above the vine street expressway, doug shimell, nbc 10 news. >> in addition to our crews we rely heavily on our viewers who are witnesses in realtime to what happens. >> and our vithis is erika cabr telling us what she saw. >> state troopers had their guns out, the suspect was running down the street then they brought the suspect in and that's when i got it on video.
11:04 am
>> nbc 10's rosemary connors is live in the digital operations center, she has pictures from viewers, we do: i've been monitoring the video from erika cabrera. you can see the massive intense fire you see police bringing the suspect into custody. we have blurred the suspect's face. this started with a chase involving the trooper, it initiated with a suspect and the suspects fled. that suspect's car, that white sedan crashed into the back of the school bus. that happened in the eastbound lanes out of view here. then the shooting began. police were able to apprehend from what we know the suspected shooter and two others. there's the video of the bus on fire. no children on board the bus, fortunately. what's interesting about the location of all of this is that
11:05 am
this is a very busy part of philadelphia right on the vine straet expressway. construction happening here right now. we know those overpass bridges are under construction for repairs. where this crash happened is just before the broad street exit. that's where hahnemann hospital is. that's where the trooper was taken so all things considered it worked out in that he was able to get there very quickly and we know that trooper is in stable condition doing all right. this viewer video from erica cabrera, she said the trooper's car rushed past her as she was on her way to work and they came upon this scene. she got off vine street expressway on one of these overpasses and she was able to take this video of police bringing the suspect into custody. obviously state police involved in this investigation. same as philadelphia police. you see them on the scene. they're trying to sort this out. why this car was initially
11:06 am
stopped and the chase then ensued and, of course, the shooting thereafter. something interesting watching doug shimell's vantage point just a moment ago and you can see in the this video, it appears as though the suspect's car crashed into the back of that bus and the trooper wasn't far behind. we saw from doug's video there were as many as six -- what appeared to be gunshots into the windshield. so i'm sure police at this hour are trying to piece this together, sort this out. in the meantime, traffic is backed up. again, from this viewer video from erika cabrera, we know the suspected shooter is in custody along with the w-2 others inside the car. vai and tracy, being to you. >> rosemary, thank you. what happens when there's breaking news is that there's limited investigation coming in initially then a torrent of information so we try to refine that information. there was a report there was a bank robbery that happened not far from the area. >> at 12th and spring garden.
11:07 am
>> but it's unrelated to this shooting. >> bank robbery happened, unrelated to this. so we're still trying to figure out how the chase started, what started this all. nbc 10's lauren mayk is at hahnemann university hospital with an update on the trooper's condition. also trooper visited by d.a. williams and the mayor. lauren? >> reporter: good morning. we're outside hahnemann hospital right now on screen street. up and down this street there are law enforcement vehicles, state troopers, motorcycle, cars as well as philadelphia police. you can see what's happening here. this is blocked off with tape but you can see that police officers and troopers have been gathering here as we often see when there is an officer injured. we also saw that this particular trooper was visited today by both the d.a. as you just mentioned, philadelphia d.a. seth williams as well as the mayor. the d.a. telling us the trooper
11:08 am
was doing well and joking. that the trooper was in good spirits. the mayor talking about the trooper being in good spirits. we have been been told by state police that the trooper was shot in the shoulder from the back and that he is alert, conscious and talking. that's something the d.a. mentioned to us that this is a male trooper referring to him. we hadn't been told whether it was a male or female. one other thing the mayor mentioned, the school bus. he confirmed there were no children so that's an update. we have heard from the d.a. and the mayor, we are expecting to hear from police commissioner ramsey as well but that hasn't happened yet but we have been been seeing folks gathering here seeing folks checking on this
11:09 am
trooper and show their support when something like this happens. we'll stay here and gather more information for you but as of right now the latest update, that trooper in stable condition doing well, talking air, letter, even joking. tracy and vai, back to you. >> lauren, thanks, let's take you back to the crime scene, crash scene, update you on the traffic problems in just a minute but nbc 10's cydney long is at 22nd. where are you exactly, cydney? show where you say you are? >> i'm at 22nd and winter overlooking the eastbound lanes of the vine street expressway and now that some of the emergency vehicles have moved out of the way here we have a better vantage point. i want to point out a couple different things. we'll zoom into the burned out school bus, you can see investigators on there right now with an extinguisher just a few minutes ago it was still smoking, unclear if they're looking for evidence or just trying to put out any remaining hot spots aboard the bus. you can see himming down at that
11:10 am
at this point inside the shell of this school bus. behind the bus is the suspect's vehicle also completely burned when he crashed into the school bus, we heard those witness accounts and saw that witness -- eyewitness video of both of those vehicles on fire fully involved and you can see the doors open and the trunk open also on the suspect's vehicle. as we pull back, because there was a fire engine blocking the pennsylvania state troopers' car when we first saw you about 10 minutes or so ago you can also see the passenger door of the trooper's car open and then to the left of the car on the hood, on the back trunk of the car as well as all over the pavement here on the left-hand lane of the vine street expressway we can see those evidence markers and we're counting at least 11 120r of them but i want you to take a really close look at the particular evidence marker that is behind the pennsylvania crewer here, this troop car. it's evidence marker number 6.
11:11 am
once that fire engine moved out of the way for us 10 minutes ago we could zoom in with what's call a macro lens on our news cameras and you can see a gun in the roadway so it's unclear if that particular gun belongs to the suspect, if it belongs to the trooper you can see all of the pennsylvania state troopers together with philadelphia police still some fire officials out here and the roadway is wet from them putting out the flames on both of these vehicles here as they continue with their investigation come back a little bit further john, we can see troopers here getting evidence bags, putting their loves on in this suv here as they will be continuing to keep the rose
11:12 am
closed and continue to piece together how this unfolded and why and they'll be collecting evidence, we know they interviewed dozens of passengers who were essentially stopped at that moment on the right-hand lanes of the expressway. we understand they interviewed each and every one of those drivers, some passengers before they were turned around and they headed up this way to exit going in the wrong direction on the vine but to be able to exit at 23rd street. any information we gather we'll bring it to you right away, vai, tracy? >> cydney, thank you very much. you can see below you both northbound and eastbound lanes of 676 are shut off. we expect they will be. but let's bring in jessica boyington with an update on traffic. what can you tell us? >> we are seeing relief for people stuck around the this scene on the highways. let me update you quickly on the closures. the schuylkill expressway
11:13 am
eastbound closed between girard and 30th. the schuylkill westbound is closed between 30th and the vine street expressway and the vine street expressway is closed eastbound and westbound between 95 and the schuylkill. the 95 southbound ramp is closed headed to the vine street expressway as well. so not a lot of traffic anymore because they're letting vehicles moved off of the exit ramps in the area we saw police officers lifted around the schuylkill expressway but they're allowing cars to get off the exit ramp so they're not just sitting. we were in an 1 c:45 drive time now we're down 1:20 to go a four-mile stretch. if you are approaching the scene on the schuylkill expressway eastbound, get off around belmont avenue, there's no backup right there. belmont avenue doesn't look bad in our cameras right here and we're seeing green on mlk drive, kelly drive, belmont.
11:14 am
completely avoid the schuylkill. even though it seems like they're letting cars through, it's the cars that were just stuck there for the past hour and a half. you'll see delay around the ben franklin parkway. a lot of cars diverted bauds there's no access to the expressway. there is a crime scene and it will be out there for quite some time. >> jessica, keep us posted. we want to show you tape we just got in. michael nutter was at hahnemann hospital a few moments ago speaking to the trooper who was shot. here's what the mayor had to say as he was leaving the hospital. >> he is in stable condition, good n good spirits and medical personnel are working with him i've updated governor tom wolf on the current situation, police commissioner ramsey has talked to colonel blocker who is the head of the state police. our thoughts and prayers are with the trooper but, again, he
11:15 am
is in stable condition. he was shot and -- but i did have an opportunity to talk to him before medical personnel took him to his next location. this is an unfolding situation. philadelphia fire department earlier was also dealing with a fire involving a vehicle and a school bus. there were no children on that that school bus, the fire is under control and the fire department has resumed their service. the location is still considered a crime scene because of what took place out there, the details of which i do not have and i'm not a position to discuss. the most important thing is the trooper is in stable condition in good spirits awake, alert, talking and that's the most important thing right now. >> the mayor's comments after leaving hahnemann hospital and
11:16 am
visiting the trooper. we got the statement from governor wolf who says "my thoughts and prayers are with the pennsylvania state police trooper shot on interstate 676 in the line of duty today. our men and women in law enforcement put their lives on the line each day to protect us and we owe them a debt of gratitude." and also carolina cardona from our sister station at telemundo 62 is standing by live at the place barracks with more information. what can you tell us? >> reporter: right now we are at the location, we are waiting to see if that suspect that was detained earlier this morning will be brought in within the next couple hours, we are being told that soon, within the next hour probably but so far we have not gotten much information we are awaiting what's going to happen here, we have seen a couple cars come in, apparently what might be witnesses but we have not been given that confirmation yet from authorities here but so far that's all we have right now.
11:17 am
>> it's 11:16. let's recap what we know. a pennsylvania state trooper was shot in the shoulder. he is in stable condition alert and talking to the mayor and d.a. seth williams visited him at hahnemann university hospital. also the alleged shooter is in custody along with two other people. >> the vine street expressway is closed between 95 and the schuylkill expressway. there are additional closures on the schuylkill expressway as well. state police are treating this as a crime area. >> the incident began as a police chase. we don't know what started it but here's what we know. it began as a police chase. the suspect's vehicle being chased hit the back of the school bus causing the bus to catch fire, the bus that you see there. we saw intense flames, intense smoke, no children were on the school bus, we know from an eyewitness who sent us video and called us, we got them on the
11:18 am
phone and she said "i saw the trooper flying by me." she didn't indicate she saw the trooper was chasing anyone just that the trooper was driving very fast. the trooper was then shot after the crash, after the suspect's car slams into the school bus not clear, again, why police were chasing the suspects. >> you're looking at video shot by an alert viewer. her name is erica cabrera. we've courtesied her there. we want to give you a live picture of the scene right now in the area of the 676 vine street expressway and it's right now considered a crime scene. investigators are in the area right now: they're placing markers around the car that was shot up by at least three men who are now in custody. this is video that was shot earlier but an alert viewer who happened to pull off, as tracy mentioned, got up on top of the vine street expressway and
11:19 am
started shooting this video that we have. >> and we're just getting new information from penndot about the road closures and backups. jessica boyington has been monitoring this. jessica, what do you know? >> what we know is that the schuylkill expressway is back open for business. just no access to the vine right now. right now what you're looking at live is the vine street expressway around 24th street. so over on the right-hand side you can see approaching that accident and crime scene investigation. that's still closed off to traffic right here. some of the onramps have opened. they're starting to be almost like a rolling closure onramp. they're starting to open that stuff up right now we snow the schuylkill expressway is still open. this is the schuylkill around the vine street expressway. you can see on the bottom part there is a police officer blocking the onramp to the vine. so you'll see that, no access to the vine street expressway right now. all of that traffic moving through, we were 1:45 delays to drive a four-mile stretch.
11:20 am
your best bet is the get off at belmont. now that traffic is moving it might go quicker than we thought but it's a humongous eastbound delay. so, again, the schuylkill expressway back open eastbound and westbound but no access to the vine street expressway. we'll have more updates as soon as this crime scene becomes available to traffic again. >> and we're getting new information, more video, more pictures, talking to more people. our coverage will continue. >> stay with us.

the next hour or so, we are being told that he is enroute right now as you see these live pictures from the state barracks here on bell monday avenue. there is some police activity we don't know yet for sure if witnesses have been brought in. we have seen some vehicles, control cars from the state trooper bring briggs bring in people but no word yet on behalf of here from the state police department. we are waiting for that suspect like we told you. fortunately nobody was injured on that school bus that we showed you earlier today where that school bus was empty at the time when the car rear ended it and, of course, the fire then happened. so far authoritying are being still questioning a few people we know several other witnesses have possibly be brought in but that's all we have with this

right now at 11:00, breaking news we have followed throughout the morning, a pennsylvania state trooper has been shot following a chase along a highway in philadelphia. that ended with a suspect's car
11:30 am
crashing into a school bus and catching fire, this is the scene right now along the vine street expressway, you see the charred hull of that bus. >> this started around 9:00 a.m. there were no children at the bus at the time of the accident. good morning, i'm tracy davidson. >> and i'm vai sikahema. here's what we know. most importantly, the trooper was shot in the shoulder sand in stable condition, alert and talking at hahnemann university hospital. d.a. seth williams and mayor nutter have been there to talk to him. he's alert and seems to be doing well. the shooter is in custody along with two other people. >> vine street expressway is closed between 95 and 76. crime scene investigators are there, there had been additional closures on the schuylkill expressway. that has reopened we've gotten that update from penn got. state police are treating this area as a crime scene. >> the incident began as a police chase. the suspect's vehicle hitting the back of the bus on the eastbound lanes of 676, the vine

street expressway. the trooper was shot after the crash. it's not clear why police were chasing the suspects. >> doug shimell is live at 21st and vine with a good vantage point to see what crime scene investigators are working on, last time we checked with you, doug, they were focused on the trunk of the car. >> and that's still where they seem to be. they're just now bringing in a tow truck. they have been pulling out bits and pieces of the suspect vehicle, they had the shell casing markers on the pavement itself. those have been pulled up. the tow truck is pulling up to the pennsylvania state police vehicle. we believe that may have been the vehicle that the trooper was in and if you look closely at the wind shield there were at least six to eight rounds that penetrated that glass some of those crime scene and forensic
11:32 am
troopers were we believe pulling some rounds out of there, presumably covered off the dash or from somewhere in the interior of the vehicle is as we pull out a little bit that choice at least according to some sources and some police happened west of here when a state trooper encountered a vehicle with two people standing outside. allegedly as the trooper approached a third person from inside the vehicle fired hitting the trooper in the shoulder and then the bereave choice up to this point traffic had been stopped, it was the tail end of rush hour, that's when the suspect vehicle we believe, investigators theories, smash into the back of the empty school bus. one of the more miraculous elements is that given that traffic was tightly packed that there were no other casualties or class ral damage if you will. a short while ago to the west we believe it is a state police
11:33 am
helicopter that listened in the westbound lane of the vine street expressway. we were sort of theorizing that some of the top brass from harrisburg may have been on their way down here also probably using the chopper as a way to get their own aerial stills and video to add to this compilation of evidence they've had to collect from police two different scenes. we have learned earlier that a bank robbery nearby not related to this. the suspect in that case had been trapped in the security doors outside the bank so here again trying to figure out was this a warrant stop, was this a happen stan shl encounter between a trooper and people on the side of the road ending up with a trooper in the hospital and three people in custody? back to you. >> doug, thank you very much. an alert viewer was there as the entire scene unfolded. her name is erika cabrera. she watched it happen. state troopers were driving past her and she told us exactly what she saw.
11:34 am
>> state troopers had their guns out. the man was running down the street. the car and bus were on fire and they brought the suspect in and that's where i got it on my video. >> we say see it share it and she did just that and then she got on the phone to tell us what she saw. we've been tell i don't go all morning we confirmed that there were no students on the school bus. it was heading back to its base but we have just learned that the school bus driver is okay, the suspect's car as you saw -- you didn't see the slamming but you saw the result, slammed into the back of the school bus which started the fire but the driver is okay. >> let's go to nbc's rosemary connors live in our digital operations center with more information, what can you tell us? >> just as you mentioned the the school bus driver we've beenn"d waiting to find out his condition so more good news. let's show you more of the viewer video from erika cabrera.
11:35 am
it focuses in on right now on one of the suspects being taken into custody we know the shooter and two others are in custody. and incredible response by law enforcement if you look at how this unfolded, the crash, then the fire, the shooting, you would have to presume that this state trooper who was chasing after this car, that's what we're hearing from authorities, that's how this began, that he was radioing in for help. so possibly that's why philly police responded, state police responsibilitied and we were hearing from district attorney seth williams, we're working to turn around his sound but what we are hearing from him is that good samaritans on the road, just at the tail end of rush hour so a lot of cars on the road is good samaritans were able to help detain the suspect. we're working to get more information but that's what we are understanding at this point. also this viewer video from erika cabrera focuses in and it
11:36 am
should move to this seine in just a moment. focuses in on that fire of the school bus crash. that's what we're hearing from authorities and this intend fire, these intense flames you see right here. it's incredible that no other drivers were injured the bus driver wasn't injured. at this point we have one officer in the hospital but doing okay. we understand he is alert and conscious and he spoke to the mayor, he spoke to d.a. seth williams and, of course, other state police officials who have come here to this scene. something i've been thinking about watching this coverage is how state police are just getting over a major tragedy last year with the shooting death of one of their own in pike county during that ambush so the state police department has been on edge but in this case is good news is that this
11:37 am
state trooper was able to get to the hospital very quickly. this crash right here is just before the broad street exit on the eastbound side on the vine street expressway so very close to hahnemann hospital. as soon as you come up on that exit the hospital is right there, the emergency room is right there so he was able to get there very quickly and as we are hearing he is in stable condition and is expected to be okay. vai and trace six back to you. >> we just got this new information about all three of the suspects taken into custody. they have been taken to the belmont barracks of state police which is the state police barracks headquarters for state police in this area. you heard rosemary tell us that philadelphia d.a. seth williams and the mayor visited the trooper at hahnemann hospital, said they spoke to the trooper, he was alert and joking with them. here's what d.a. williams had to say. >> he's a hero. he was shot and returned fire to try to save people.
11:38 am
people willing to shoot on law enforcement officers are a very, very dangerous breed of people. i don't know anymore of the facts, i don't know what precipitated the shots. i'm just thank it feel trooper is doing well. >> that's d.a. seth williams. and that state barracks is the state barracks are where the state trooper is shot was headquartered. we're continuing to follow breaking news throughout the morning.

and they have a new traffic pattern and 19th street south is still closed so if you're moving around not able to access the vine street expressway you'll be stuck in local traffic around those areas. again, luckily, the schuylkill expressway is back open. we're still seeing that closure because of this scene eastbound and westbound on the vine street expressway. >> jessica, thanks, we want to remind our viewers we'll keep you updated and we're continuing to follow the breaking news but we want to update you on the weather. >> here's glenn "hurricane" schwartz. cold start but it's warming up a bit. that's right. it's already warmer than it was at any time yesterday in philadelphia. it's still not balmy out there but the trend is certainly there 40 in west chester. 40 in pottstown. 45 in philadelphia right now. 47 in bensalem, 46 in millville.

11:55 am
it just now touched back down that there was a crime scene investigator on board. he came off with his cameras. so it was clear that he was up above this scene and taking pictures as a crime scene investigator. it looks right now as though that chopper getting ready to take back off. so this is in the westbound direction. i want to take you back this way as well. we're going to look eastbound here and you can see that this is still very much a crime scene. it's starting to thin out. thanks for watching nbc 10 news. i'm vai sikahema. >> i'm tracy davidson. for glenn "hurricane" schwartz, thanks for watching. good morning, 10 at 12:30, we invite you to join us far free webinar about lung cancer. we'll cover topics ranging from risk factors to the latest technologies being used to treat lung cancer. my co-host, dr. frank bonn, is

this is an nbc news special report. here's lester holt. >> good morning. from new york we're coming on the air because president obama
11:58 am
is about to hold a news conference with french president francois hollande at the white house. their first meeting since the terror attacks in paris as hollande tries to get the international community, including russia, to step up the campaign against isis in syria. complicating matters this morning the shootdown of a russian warplane near the syria-turkey border by the turkish military. richard engel is in turkey for us monitoring developments. richard, vladimir putin is already lashing out against turkey calling the shootdown a stab in the back. nato has called an emergency meeting. what are you hearing there? >> reporter: well, you have to also ask why the plane was shot down. according to u.s. officials the russian fighter jet did violate turkish airspace. turkey says that is why it fired on the jets, but u.s. officials say that the russian planes only violateled turkish airspace for a matter of seconds. russia says that in no way did they ever threaten turkey, so the question is why did then
11:59 am
turkey fire, and it goes back to the complete lack of a cohesive strategy for syria. those planes were on their way to attack a rebel group inside syria that is backed by turkey, and after they violated turkish airspace, it seems that turkey took the opportunity and attacked the russian plane. it goes down to the strategy in syria, the strategy to counter isis, and this is to strategy right now internationally. >> richard, as we wait for the president, let's go to peter alexander in the east room at white house. peter, does president hollande have a wish list that he brought to the white house? >> reporter: yeah, i think that's right. in the words of a national security expert, lester, the french want right now to have a very clear taking of the gloves off, not just by the u.s. but by others as well. we can see the vice president just arriving right now. among desire for the french right now is that there's more intelligence sharing. there may be more special forces on the ground to help identify isis targets there as well, and
12:00 pm
also sort of a lessening of the rules of engagement that may mean more civilian casualties as well. here comes the president of the united states, lester. >> all right. peter alexander, thank you. >> please be seated. president hollande, it has been an honor to welcome you to the white house before in happier times than this, but as americans we stand by our friends in good times and in bad, no matter what. so on behalf of the american people i want to once again express our deepest condolences to you and all of the people of france for the heinous attacks that took place in paris. wee
