>> happening now in custody and awaiting arraignment. this is new video showing the 17-year-old police say shot a state trooper as he drove through the vine street expressway. the roads, the rails and the skies will be packed with thanksgiving travelers. we have you covered with reporters in the air, on the ground, checking for trouble spots. conditions are clear and cold as we look at 30th street station. temperatures in the 20s and 30s across the area. this is "nbc 10 news today." i'm tracy davidson. let's get that all important forecast. meteorologist bill henley has that. >> good morning. it's cold out again and this morning we're not seeing the cloud cover we had yesterday at this time. we are in the clear, so these

temperatures are still falling at this hour. 34 in philadelphia. the 20s for washington township and wrightstown north and west in the middle 20s for pottstown and quakertown, coatesville at 24, and delaware just below freezing in newark, in the 20s this morning in millville and atlantic city at the airport. a cold start but a sunny day. we'll see temperatures climbing. i'll go through the forecast when i'm back in 10 minutes. jessica boyington is watching the first alert traffic. >> bill, we're on the schuylkill not the schuylkill the vine street expressway. this is the entrance to the vine in here. you can see at the bottom of the screen this is police activity blocking the on ramp. the vine street expressway eastbound is closed for construction in between the schuylkill and broad street. this should be out there until about 5:00 this morning. you can see traffic moving around. the westbound vine street expressway is open this morning. watch out for construction in

center city closed between vine street and the ben franklin parkway. no problems so far this morning on 95 or the schuylkill into center city and the blue route to 95 is 15 minutes. >> the 17-year-old charged with shooting a pennsylvania state trooper along the vine street expressway is in custody and awaiting arraignment. katy zachry is live at southwest detectives, katy, he has been charged as an adult. tell us more. >> reporter: he's teenager, 17, being charged as an adult and charged with attempted murder of a state trooper. not long ago we checked in with arraignment court to find out if he has been arraigned. he is facing a list of charges. i'll told that has not happened. look at this video, new video we got of the suspect being led into southwest detectives. investigators say yesterday morning he and several friends were pulled over for an expired vehicle registration, during that traffic stop the suspect is

accused of getting behind the wheel and driving off. he forced troopers into a high-speed chase thorough morning traffic on the busy vine street expressway, threatening every life around him as he drove. >> the shooter was shooting from his moving car at our trooper who driving. he lost control, hit the barrier and into the back of the bulls. >> fortunately there were no students on the bus. pennsylvania state trooper patrick casey you see there was following the suspect and fired rounds back at him after he was shot at. his vehicle was hit several times. now, trooper casey was hit in the shoulder during the exchange. he is expected to make a full recovery. coming up at 5:00, you're going to hear much more about this ordeal, specifically from witness accounts. we talked to several people who were very, very close to this incident and describe for us in great detail what happened. it's pretty startling sounds

from them. reporting live in southwest philadelphia, katy zachry, "nbc 10 news." >> following his quick actions many are callinging casey a hero. he remains in the hospital with a bullet in his shoulder. dash cam video captured the high-speed chase and the shoot-out. officials say trooper casey returned fire through his windshield despite being hit. >> did a terrific job, very heroic. i watched the video. he was spot on in everything he did. >> he asked me how i was doing. i said well, that's really not the question right now. the question is how are you doing. >> trooper casey is alert and in stable condition. doctors indicate he could be released sometime today. >> it's 4:04. we have new information a man shot by police in camden last night has died. sky force 10 was above this seen shortly after 7:00 last night. the prosecutor's office says officers responded to a domestic disturbance when a man fired at least one shot at them.

police returned fire. the officers are on leave pending the outcome of an investigation. we also have new information on an understood ground electrical fire in philadelphia. sky force 10 was over this scene last night and you can see flames inside that manhole. they tell us 700 power outables were caused by this but now down to 300 as they get people back on. >> an nbc 10 viewer sent us video of the fire and smoke at ground level. the fire is out, investigators looking for the cause. we'll update you on the power outages in the area. happening today, a state senate committee will weigh in on pennsylvania attorney general kathleen kane's ability to do her job without a law license. the panel could recommend her removal from office. the state supreme court suspended kane's law license after she was charged with leaking secret grand jury information.

the committee is deciding if that suspension affects her ability to do her job. after five months still no budget in pennsylvania but now state lawmakers could be closing in on a deal and they plan to work through the holiday weekend to put a proposal in place by early next week. last night senate republicans called off a vote to override the governor's veto of a short-term spending bill. pennsylvania has been operating without a budget as we said, since june 30th. officials in bucks county say they are not going to pay their state taxes until there is a budget. they will with hold between 4 and 5 million dollars in month pli taxes and fees. state aid to counties stopped when the old budget expired in june. bucks county commissioner rob laurie is urging other counties to file suit. >> friends and family will remember a montgomery county teen whose disappearance prompted his college to shut

down. loved ones will gather for 19-year-old jacob marberger. police found him dead in a car in berks county on saturday. they say he shot himself. marberger went missing more than a week ago after he drove from washington college in maryland to his parents' home. with the holiday season aupon us charities are stepping up efforts to help those in need. and you can check the bottom of the screen for a list of free thanksgiving meals across our region. one filled fill organization is reaching out to the public to help them assist needy families. one day at a time serves thousands every year working with the homeless, drug and alcohol abusers and people with hiv. this year the group is asking people in the community for the names of deserving families who need help and support this holiday season. >> we want to do what it takes, to have a $200 for groceries for the family, to set up a

christmas tree and everything while the kids asleep and give out about five gifts to each of the kids. >> an elf team, i like that, the president of one day at a time says they will forge a relationship with the family to help them out of poverty. he says he's carrying on the work. >> are you hitting the road, today is expected to be one of the busiest travel days of the year. aaa says more than a half million people in our area will travel 50 miles or more for the holiday. if you are heading out of town expect company. almost 90% get to grandma's by car thanks in part to the lowest gas prices in a half decade. air travel has been on the decline in the lead up to the thanksgiving holiday. less than 10% of turkey day travelers choose to fly. it may be because people are spreading their travel plans throughout the week. amtrak is bracing for packed trains today. amtrak is adding more trains as

down so. the morning with temperatures at 26 for pottstown, wilmington 32, and 26 in millville. very similar to what we saw yesterday. farther to doylestown it's 27 degrees. in the mild for quakertown. so a cold start but we'll see clear skies. the clouds moving in yesterday morning, a few isolated clouds. no sign of wet weather for us. looking good today. cold this morning, we'll see the temperatures climb into the low 50s for allentown, reading and quakertown. warmer than yesterday for doylestown, trenton and mount holly. sunshine at the shore for atlantic city and cape may. 54 for dover this afternoon. bright sunshine and a light breeze blowing for wilmington, drexel hill and philadelphia. but there are changes ahead and they start tomorrow. the holiday forecast when i'm back in ten.

>> let's check the roads whether you are going to work or heading out to wherever you are headed for thanksgiving. jessica boyington has a look at 295. >> right. so we're still in the green right now on 295. right around 195 you can see northbound or southbound no problems, hardly a car in sight. that's how we wish it would stay but we know that's not going to happen. on the 42 freeway we're looking the same. northbound from 55 to the walt whitman bridge, 5 minute drive time. all in the green there. no problems into philadelphia or back into new jersey if you are traveling that way. watch out for ongoing construction on the white horse pike. there is a traffic shift and lane restriction for that bridge work. i'll come back with another check on your morning drive. >> protesters taking outrage and anger to the streets of chicago. dash cam video shows a white police officer shooting and killing a black teen, it was just released and the community and police are reacting to the

protesters filled the streets of chicago following release of a video showing a police officer shooting a black teenager. the officer is now charged with first-degree murder. the protesters came out last night after officials released the dash cam video showing the shooting of laquan mcdonald last year. the demonstrators blocked streets and tied up traffic. police say they made a couple of arrests but no serious incidents. the dash cam video from the

incident in october last year shows the officer shooting the teen 16 times. police said the teen had a knife. prosecutors say the three-inch knife was recovered with the blade folded into the handle. >> the officer took a young man's life and is going to have to account for his actions. >> it's not a murder case. we feel we're going to be successful in defending this. >> a few hours before the video was released the officer turned himself in. his attorney says his client feared for his life. months after the teen's death the city agreed to pay a $5 million settlement to the family. >> now to minneapolis, where police are holding three men accused of firing on people who were protesting the deadly shooting of an unarmed black man earlier this month. officers took the three into custody after the shooting monday night. five people were hit, all expected to be okay. about 4:16.

president obama will meet with his national security team to discuss homeland security for the holiday season. guarding against terrorist attacks is expected to top the agenda. we have new information on the terror in paris. a man who housed the suspected ring leader killed during a police raid in a paris suburb is facing charges related to terrorism. the landlord at an apartment building says he didn't know the suspect, he was just doing him a favor. we're also learning more about the dead suspect, french authorities saying he was planning another, abaaoud died before he carried out the plan. also belgian authorities are looking for this man, mohammeed abri abrini. they say he was seen in a car along with terror suspect salah abdelslam who was also on the run.

also new, turkey's president said today his country does not wish to raise tensions with russia over the downing of a russian jet fighter, turkey confirmed it shot down the jet yesterday near its border with syria. one of the pilots was killed by ground fire as he parachuted from his crippled plane and we have just learned that the other pilot was rescued and is back at a russian base this morning. turkey claims the russian plane violated its air space and ignored warnings. >> it was a dramatic scene in south carolina. a wreck left a tractor-trailer hanging off an overpass. take a look. witnesses told police that an 18-wheeler hit an interstate sign, possibly setting off a chain reaction wreck that involved several cars. on this overpass along a highway during rush hour last night. no one was hurt. >> high winds and wild surf caused a mess in seattle. strong wind gusts blew through

western washington state yesterday which caused big waves to crash into homes along the coast. the winds knocked down trees and toppled power lines. then there's this. a winter storm cut power to hundreds of customers in northern nevada. snowfall clogged highways and caused fender benders. the area could get up to a foot of snow by the time the storm ends later this morning. >> that snow is great news for california. that's going to help ease their drought. the more snow the bigger their smiles. also helps with the skiing. this morning cold enough for snow in our area. but that's a nice clear view of venus this morning. no clouds around and the wind has died down. it's calm at philadelphia international. 34 degrees, very close to what we were feeling yesterday morning. they were making pocono mountain snow but taking a break this morning. you see the results of yesterday's snow-making

equipment. it's snowier than a couple days ago. that snow is going nowhere as the temperatures are in the 20s for mount pocono, reading, pottstown, millville and atlantic city, also in the 20s. northeast philadelphia below freezing at 30 degrees. no sign of clouds for us, no sign of the snow showers we are spotting yesterday morning in central pennsylvania. it's going to be dry, clearing skies and sunny. but chilly this afternoon. with temperatures in the 50s for us today. and a nice warm-up is ahead. get away wednesday, we'll be at 54 degrees heading into the 60s for thanksgiving day. looks like great weather for traveling for today. for the central u.s., texas is going to see wet weather. look at temperatures, a warm-up right in the center of the country. but to the west you can see the results of that snowstorm that moved through california, still affecting portions of oregon, idaho and eastern nevada. it's making for a chilly day

today. will see sunshine in seattle with a high of 41. >> from skies to the roads, let's check the roads including the schuylkill expressway. jessica >> we're around girard avenue on the schuylkill and everything looking great so far. so eastbound, westbound, no problems. you can see no lane restrictions, no construction. eastbound drive times in the blue route to the vine street expressway is only going to take about 12 minutes. watch for construction on the ben franklin parkway. the inner drive closed between 21st and logan square that ties things up during the morning rush. two lanes and a new pattern to watch out for. mass transit is looking great so far this morning. we have no problems or delays, just checked for special schedules, everything still running normally. septa, new jersey transit. >> not all smoke detectors work the same way. so the nbc 10 investigators tested to see how they respond. mitch blacher has a preview of a
