rain for us today. rain through philadelphia and delaware and south jersey. a couple of breaks but it's going to regenerate. a chance of rain through today. the temperatures will climb, warmer than yesterday in spite of the rain. east winds at 10 miles an hour. and by lunch time 55 degrees. still raining but the temperatures climbing. we'll go through the forecast, i'm back in ten minutes. jessica boyington has first alert traffic. >> we're starting things off out in new jersey right now. route 73 around 70 and cherry hill, new jersey, not a lot in terms of cars on the roads yet. what we're focused on raining now, puddles in the area so ponding on the roadways, we know slippery conditions are a problem this morning and also a problem construction on the vine street expressway. the rest of the drive times are great. roadways are slippery, fine on

the schuylkill and no problems on the schuylkill to 95. 16 minutes. >> thanks. one person is in custody in north philadelphia, after a confrontation with police at a crime scene. this started when police responded to a shooting at fourth and west cambria street. one man was shot in the leg. as police were wrapping up the scene two guys walked up and started yelling when an argument broke out. police chased the guys, one was arrested and a gun was recovered. >> happening today pennsylvania's attorney general will be in philadelphia, she is planning to make an announcement about the ongoing investigation into the statewide pornographic e-mail scandal. katy zachry is live at the national constitution center where kathleen kane plans to make the announcement. tell us more. >> reporter: attorney general kathleen kane is expected to be here and announce a new legal team that is made up of special prosecutors who she says will review offensive e-mails. now, some of those e-mails we

have and they are on the screen. we had to blur them out because of their sexual nature. kane's newly announced team will review documents like this that are, quote, according to her camp, racial misogynistic and religiously offensive. state supreme court justice michael eakin is accused of circulating these e-mails along with other people in the state government, so how does all of this fit in with attorney general kane's own legal battles? you'll remember last week a senate subcommittee recommended for the entire chamber she be removed from office. we'll look into that in the next half hour. katy zachry, "nbc 10 news." >> thanks. 4:03. three people including two firefighters are hurt after this fire in olney. sky force 10 was over this garage fire last night. the firefighters and one other person are expected to be okay, they are in stable condition this morning. fire investigators are still looking for the cause.

from our south jersey bureau, a suspected criminal is off the streets after he allegedly stole $1100 from a car. this is how it went down. a man noticed someone rummaging through his car at the family dollar store and when he approached the guy he ran off, so that he called police who brought in canines and set up a perimeter around the store. when police caught up with iron kaiser he had all of the money on him. he is charged with burglary and theft. jutááv county are trying to figure out a motive behind a double murder-suicide in montgomery county. investigators say paul marshall shot two people, then himself, late sunday night in a home in hatfield. marshall's daughter and young grandchild were also there, they were not hurt. >> shock, unbelievable. i couldn't believe it. this is a quiet neighborhood. we don't have this stuff happening. it wasn't like there was police activity there all the time or domestic disputes.

>> police have not released the victims' names because they are still contacting relatives. >> the v.a. medical center is hosting a discussion about veterans benefits, veterans, their families and elected leaders are invited on woodland avenue in philadelphia too. organizers say the goal is to provide vets with information about benefits and health care. two former city officials in allentown and reading plead guilty conspiracy charges in a corruption scandal dale wilds and aaron lloyd both admitted to steering contracts to political donors. the defense lawyers did not return calls after yesterday's plea hearing. >> if you didn't get a chance to ask philadelphia's next mayor questions last night you'll have a chance tonight. he is holding a series of open forum meetings. jim kenney took dozens of questions from the audience. he talks about safer streets to housing to schools, he has been vocal about making education a top priority. someone asked how he plans on

increasing high quality schools in the city. >> the city of philadelphia delivers services in many departments to many parts of the city. schools can be and will be the center of the universe when it comes to delivery of services. >> the next meeting is tonight at 7:30 at south philadelphia high school, also on thursday and friday and we have information on when where they are on nbc10.com and on the nbc 10 app. if you see 76ers rookie star jaleel okafor around philadelphia chances are you will see his new body guard. espn is reporting a security guard will accompany the 19-year-old when he goes out. not out of the ordinary for nba players to have security guards, recently okafor has been in the headlines for making bad decisions like speeding and fighting. sunday afternoon he tweeted apologies for his bad behavior. tonight fans will be treated to one final appearance by lakers superstar and hometown athlete kobe bryant who is

retiring at the end of the season. cameras caught up with him last night. he was shaking hands with fans and friends. it was a homecoming for the hoops star who made a name nor himself at lower merion high school. we spoke with his head coach. >> i've been in this business a long time and never seen a player like him, in my opinion the greatest high school player i've seen. it was a great, great ride but i think it's a good ending and i don't think he leaves the game with any regrets. >> coach downer and hundreds of students and faculty from lower merion high school plan to cheer on kobe at tonight's sixers game. take a look at a tribute to kobe bryant. artist allen pacino uses table salt for his work. he posted the finished product on instagram. you can say that kolby is a legend worth his weight in salt.

>> eight minutes after 4:00. a rainy morning and count on rain. we're tracking rain not this morning or just today. a couple days of rain, steady rain, mainly light rain. but as it's going to be here through tomorrow we could see more than an inch and a half of rain in parts of the area. but we're on track for weekend sunshine and temperatures that will be rebounding over the weekend. 40 degrees and rain and rain is falling in philadelphia at 47 degrees and cloudy skies over cape may. some rain there, too, 54 degrees right now. you can see the rain in the pocono mountains, the rain will be steady in the mountains as well and will only be rain there too. in philadelphia getting light rain. a couple breaks in the rainfall, but don't count on being rain-free. there's more wet weather to our southwest that's going to keep us in the rain for a couple of days. a neighborhood by neighborhood

forecast calling for umbrellas, temperatures will be warming up to 54 in trenton, mount holly 56 degrees and 55 in spite of the rain for norristown and rain along the coastline, too, with afternoon temperatures in the upper 50s to near 60 degrees. if we don't see 60 at the shore today, there is a good possibility we'll hit that tomorrow in spite of more rain. 55 in narberth, 56 with rain falling in wilmington and steady rain for philadelphia with a high of 57. a peek of the weekend, there you go, 53, look at that sunshine for saturday and a little warmer on sunday. we'll show you the futurecast, give you an idea how much rain to expect by the end of the day when i'm back in ten minutes. >> umbrellas are fwindine. let's check the ride to work if you're in south jersey. jessica boyington is watching roads there. >> right. we are watching 76 in new jersey so this is around gloucester

township and market street you can see wet roads are a problem and as cars drive through you can see water spraying up from underneath so water a little deeper, so if you're heading to philadelphia, 76, you'll be taking that if you have to get somewhere in camden now, you will be fine in terms of traffic but give yourself extra time before you head out the door. on the p.a. turnpike, pretty good there so far. not a lot of construction projects, west and eastbound from route 1 to valley forge we have a 23-minute trip. but there is a slow-moving maintenance vehicle on the p.a. turnpike, between lance daild dale and the toll plaza. watch out for that. >> thanks. 10 after 4 now. are the cards stacked against atlantic city's remaining casinos? a third have already closed doors, next, hear why wall street is predicting the crisis is about to get worse. and on this giving tuesday, learn what to look out for to make sure your charitable donation is actually going where

outgoing president in nearly 40 years. >> 4:15. in chicago the police officer accused of murdering a teenager is now out of jail and this is the scene last night after officer jason van dyke posted $1.5 million bail. he's charged with first-degree murder. police say he shot 17-year-old laquan mcdonald more than a dozen times. authorities recently released the dash cam video of the shooting that happened last year. van dyke's next hearing is scheduled for december 18. >> in a related story federal authorities charged engineering student with making an online threat that shut down the university of chicago yesterday. authorities say the student threatened to kill 16 students and staff in response to the police shooting of laquan mcdonald. he is expected to be released to the custody of his mother later today. zpl a man claiming to be a u.s. pilot was arrested in peru after being caught with 20 pounds of cocaine on him. the drugs were hidden inside sealed bed sheet packages along

with six aluminum bags. now from south jersey, moody's investors says it expects more casinos in atlantic city to close, the reason, a new wave of gaming planned for the region. there are eight new casinos opening in the northeast in the next three years. including the one in south philadelphia. atlantic city casinos are hurting, four of 12 gambling halls went out of miss last year and that wall street firm and some we spoke with predict the new wave of gambling could make the ac casinos go bust. >> i believe the city might close down. people isn't going to be traveling this far. they don't have to. >> just being here and local it has been the only thing that has brought me in. >> remain shaky in ac. >> today is giving tuesday. americans donate billions to

accidents since thanksgiving. some people in minnesota are waking up to more than 7 inches of snow. now to kansas, the problem is ice there. so bad that people are being asked to simply stay home. >> last weekend it was uncontrollable. you start sliding you didn't know where you were going. >> city leaders say each plows were slighting on the roads. luckily no snow in the forecast for next week there, bill henley, this is part of a system giving us rain? >> it is. but we're only going to get rain, temperatures today are actually warmer than yesterday. so no sign of ice for our region. you can see the clouds and the rainy conditions over philadelphia. live view, 47 degrees, 10 degrees warmer than yesterday at this time. that's in spite of winds out of the northeast at 9 miles an hour. that wind is going to be steady much of the day as well as the rain. you can see the rain on beach avenue, a live view the from the

marquis de lafayette hotel in cape may. the temperatures, 40s north and west, reading is 40 degrees, 46 in northeast philadelphia, but look at the 50s for millville 5, 2and the 50s in cape may, 53 degrees right now in cape may, woodbine is 54 and ocean view is 55. there's mild air in spite of the rain that's going to be with us today, tonight, and there's more waiting in the wings for tomorrow. so, grab the umbrella. a steady light rain for much of the day as we go through the morning into the noon time hour, you see about half an inch of rain on the ground by then. some spots north and west a little more while lighter rain at the shore. the rain continues during the afternoon and into the evening hours. and then we could see a break in the rainfall at 5:00 for portions of delaware and south jersey. by then about an inch on the ground and more on the way for tomorrow. so the forecast is calling for a rainy day, in the 50s this afternoon. i'll show you when the rain will come to an end with the seven-day forecast, tracy, in

the next half hour. >> bill, we'll see you then. thanks. now a check of roads including 73. jessica boyington has you covered. what are you seeing? >> so we're on route 73 now, this is approaching the tacony palmyra bridge. so no scheduled openings right now at least and no openings occurring at this moment so you can see that's the toll plaza so we're still okay, no problems around that direction. but the rest of the area bridges are okay as well. actually checked in to see if there were speed restrictions because of the rain and reduced visibility but we're good, no problems for the betsy, the walt or the ben franklin bridge, just construction there. the blue route is okay as well. you can see all green right now. and 19 minutes at the most northbound from 95 to the schuylkill expressway. when i come back we're going to check in with the vine street expressway. we are looking at breaking news now at 4:20. from last year's crash of a plane that killed 162 passengers and crew on board. the national transportation

safety committee just announced new details about the cause of the crash, nearly a year ago. according to the flight data record ter plane had trouble with its rudder control system. the pilots reacted the plane stalled before plunging into the sea. record shows the plane had a history of trouble with the rudder. the statistics are in from the thanksgiving holiday weekend, they show highway crashes injuries and deaths up compared to last year. pennsylvania state police investigated nearly 150 local accidents over the holiday period from wednesday through sunday. that's a third more than last year. three people were killed on local highways this year up from one person last year. well, for nearly a year political fights and financial woes have plagued the small delaware county town of callwin. there is progress to report. hear what local leaders voted to do to keep the bureau afloat. from montgomery county to the spotlight meet reese witley.
