right now at 11:00, it's a rainy tuesday throughout our region, and that means some slow going on area roads. here's a live look now at i-95, the girard point bridge in south philly where those windshield wipers are moving furiously. the rain will be steadier as the day moves on. here's a live look now at the radar showing where the heaviest rain is falling at this moment. rain gear is a must and not just for today, by the way. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is here with the forecast. glenn? >> vai, we've had 15 straight hours of rain reported in philadelphia and there's a lot

more on the way. the winds coming right off the ocean, this is cape may from the marquis de lafayette and it's one soggy and windy day. you can see just a tremendous area of rain and it's getting heavier in portions of maryland and some of that is headed this way. you can also see it's getting a bit heavier with the lighter green. now it's getting darker and so if anything the rain is going to be getting heavier as we go through the afternoon. you can see some of those darker colors in maryland. the yellows, of course, some of the heavier rain. and that continues to move straight in our direction so portions of delaware are going to get it first, then chester county and then it's going to be moving right into philadelphia as you can see this on the futurecast. but then things taper off a bit as we go into the night tonight. but that is just temporary because there's more rain that

that announcement at the national constitution center. parts of those e-mails seen here had to be blurred in order for us to air it on tv because of their sexual nature. 6o review documents like that that are "racial, misogynistic, homophobic and religiously offensive." michael eakin is accused by kane's camp of circulating those e-mails. and new this morning, a philadelphia police officer has been arrested and will be fired: on thursday officer joseph sees was taken into custody in bensalem. he was off duty when police say he got into a fight with a woman and possibly broke her nose. he's charged with assault and harassment. this morning, one man is in critical condition in southwest philadelphia after an argument inside a speakeasy bar turned violent. this happened near the corner of 64th street and glenmoor avenue. police say a 35-year-old man was shot multiple times. no word on what started the argument.

police haven't made any arrests. one person is in custody in north philadelphia after a police officer was punched in the face at a crime scene. this started when police were responding to a shooting on c"2djrth and west cambria stree. one man was shot in the leg. he was taken to the hospital but as police were wrapping up at the scene their investigation they say two men walked up to them and started yelling. that's when the argument broke out. police chased the two men. one was arrested. a gun was recovered. police are trying to figure out the motive behind a double murder and suicide in montgomerç county. investigators say paul marshall shot two people and then himself late sunday night inside this home in hatfield. marshall's daughter and young grandchild were also there but they were not hurt. >> shock. unbelievable. i couldn't believe it. it's a quiet neighborhood. we don't this stuff happen. they were quiet people. it wasn't like there was police activity all the time or

domestic disputes. >> police haven't released the names of the victims because they're still contacting their relatives. and look at this newly released video from philadelphia police. they need your help in finding a man accused of indecent assault in center city. this happened around 7:30 sunday night on -- p6friday, rather. a woman says the man touched her inappropriately at the blue line stop on 15th and market streets before running off. if you have any information, if you happen to recognize this person, call police. new information about the small delaware county borough known for holding chaotic meetings. councilmens voted for a recovery plan. the first order of business was to hire a borough manager but it almost didn't happen. in true colwyn boar roug, last night's meeting was as crazy as it's always been. three out of the five members

didn't show up, one was a no show. one said he was too sick and the council president told us he was boycotting. it wasn't until he was summoned by a state official that he finally showed up to vote. >> i'm not feeling good. i've been dealing with personal health issues and somebody's got to take the bull by the horns and get this borough back on the right track the way it should run. >> the recovery plan starts immediately. negotiation a borough manager, the plan calls for increasing enforcement as a way of creating more revenue for the borough. if you see 76ers star jalil okafor around philadelphia, chances are good you'll see his bodyguard as well. espn is reporting a security guard will accompany the 19-year-old wherever he goes and wherever he goes out. it's not out of the ordinary for nba players to have security guards. headlines for making some bad decisions off the court like speeding and fighting the sunday afternoon okafor tweeted apologies for his bad behavior.

happening today the v.a. medical center is hosting a discussion about veterans' benefits. veterans, their families, and elected leaders are all invited. it's happening at the v.a. medical center on woodland avenue and philadelphia at 6:00. organizers say the goal is to provide vets with information about benefits and health care. starting today you can take advantage of the few computer discount plan at four of philadelphia's bridges, including the ben franklin bridge seen here. for new jersey e-z pass customers only, if you drive over the ben franklin bridge, the betsy ross, the walt whitman or commodore berry bridge 18 times a month you'll get an $18 credit on your account but you must enroll by december 28 to get credit for the month of december. the nation's largest single-location food drive continues today and we played a part. nbc 10 was in south philadelphia earlier today at preston and steve's campout for hunger.

i was joined by tracy davidson and sheena parveen as we delivered about 500 pounds of food from nbc 10's food drive. we also sat down with preston and steve to talk about the campout and, yeah, sheena took a ride on the campout can drop. we're holding hands because we're scared. the food drive is accepting donations from 6:00 a.m. to 8:00 p.m. thursday night and until 11:00 a.m. on friday. it's a wrap. president obama is heading home from paris, but not before talking about everything from climate change to his discussions with russia over isis. and speaking of isis, a hearing under way right now that could lead to some changes to the u.s. strategy. glen? keep that rain gear handy for a while. you're not just going to need it today. i'll let you know when we'll get a break from the wet weather just ahead.

president obama is headed home from paris, leaving negotiators to work out a historic worldwide deal on climate change. he's also trying to get more backing for the fight against isis in syria. nbc 10 national correspondent tracie potts is following developments from washington. >> i actually think we're going to solve this thing. president obama leaves paris supporting a potential deal that's only partially binding, holding the world accountable for reducing emissions but allowing each country to set its own goal. >> the key here is to set up the struck schour that we're sending

signals around the world this is happening. we're not turning back. >> reporter: individual commitments allow president obama to skip approval from a skeptical congress. new this morning, the white house is announcing 73 more american companies promising to go green, reducing emissions by as much as half and converting to 100% renewable energy. the other big issue in paris -- syria. getting russia less focused on supporting bashar al assad's government and more focused on bombing isis. >> i don't expect that you're going to see a 180 turn on their strategy over the next several weeks. >> reporter: more on syria today with turkey's president. >> we discussed how turkey and russia can work together to deescalate tensions. >> reporter: but the crowning achievement here of global climate change deal has yet to be announced. there are 180 nations that have agreed to reduce carbon emissions, but how will they do

it? how much will they cut? and when will it get done? that's part of what negotiators are working on over the next two weeks. tracie potts, nbc news, washington. happening now, here's a live look at the nation's capital where lawmakers are discussing a strategy to take down isis mill fants. this morning, ash carter says the u.s. is expanding special operations forces in iraq to help kurdish fighters take on isis. he did not mention a specific number but he says they'll focus on defending iraq's borders and to help train iraqi government forces. and president obama will deliver his final state of the union address a little earlier than what's customary. lawmakers say the president will give the speech on january 12. that's the earliest state of the union by an outgoing president in nearly 40 years. and this is just into nbc

10. four people, including three children, are in the hospital after a school bus crashed into a fuel truck. this happened on the garden state parkway in cape may county. this happened just before 8:30 this morning near dennis township. crews rescued the fuel truck driver after he was trapped. he was taken to a trauma center but police expect him -- they do expect him to survive. the three kids were taken to the hospital as a precaution and no word yet on what exactly caused that crash. december is rolling in with lots of snow already in parts of the midwest. look here in minneapolis where snow covered the streets and slowed down traffic. the state patrol says dozens of people were hurt after hundreds of crashes on state roads and it's in a state of emergency in oklahoma where ice is leaving tens of thousands of people there and homes without power. that's one of the worst ice

storms that i've ever seen in this country. the amounts of freezing rain were just incredible. we are on the warm side of all of these storms with no sign of a change. it's rainy today and again tomorrow, a bit of a bull at least the rain will get lighter. the sun returns on thursday and once it does it's going to stay around for a while and it won't be looking like this. can't see the tops of the buildings, 56 degrees, it's pretty mild, though, for this time of the year. the average high is only 50. wind east at 10 miles an hour. and we are in the mid-40s north and west. mid-50s in the i-95 zone and then even a 57 degrees in millville. and it's going to be close to 60 tomorrow. look at today, 10 plus degrees warmer than it was at this time yesterday. the wind right in out of the

east 14, miles an hour sustained winds in atlantic city and wild wood, adding to the misery for a lot of folks. it's a solid area of rain and even heavier rain on the way in. there's plenty of it. it goes all the way back into virginia so we've got hours more of this steady rain and if anything it's going to get heavier. you can see this band of heavier rain moving right up towards delaware and chester county, eventually delaware county and philadelphia area, salem county is going to get it, too. now this rain just keeps coming on. there's another area down in tennessee.-x8v that's going to be affecting us by tomorrow. now, let's trace this moisture back, or at least some of this moisture. look at that. all the way in the central pacific ocean or the tropical pacific, that's one gigantic train of moisture and that's why

you get so many hours of wet weather. so futurecast shows this area of heavier rain starting to move in, breaking up a little bit as we go into the late afternoon and evening hours and so we're not expecting as much rain tonight as we're going to get in the next two or three hours. then tomorrow we're going to get another surge. you can see temperatures tonight not really dropping at all. in the 50s all night and so tomorrow while we get some of this heavier rain it may be getting warmer. the winds starting to get out of the south and southwest but more and more rain. hour after hour after hour of this and it's going to add up to well over one inch of rain. we're not expecting any kind of significant flooding, just localized ponding on the roads. we've got rainy conditions today, temperature in the 50s, well above average for this time

history of basketball. moses malone led the 76ers to an nba title in 1983 and in his 21-year pro career he was a three-time mvp who made 12 straight all star appearances. moses malone died in september at the age of 60 and tonight the sixers will honor the chairman of the board with special tributes throughout the game against the l.a. lakers. clint richardson was a teammate of malone's on the 1982-83 sixers and here's here with us this morning. thank you for coming in. >> thanks for having me. >> there will be lots of tributes to mo. tell me what it was like to play with him. i heard charles barkley say when he came into the league a year after the championship season that moses taught him how to be a pro. you were a young player then. did he do the same thing for you? >> well, doc did it for me. so we definitely had that veteran leadership. we all kind of took charles under our wing. >> he needed it. he needed a village.

>> he needed more than one person. we rallied around and got charles but i think moses spent a majority of time with him and really talked to him about his weight and how he should conduct himself as a professional. he turned out to be a great pro. >> when you see what happens with jahlil okafor and -- do you hope, do you wish to see somebody step up and take that role and take him under their wing and show him how to be a pro? because, you know, you probably felt the same way and i know chuck said he taught him how to dress, told what i am to do, how to be a pro. >> yeah, and they're going to need that. doc did that for me and so i'm hoping that that happens for him. i'm sure it will. i played with all three of those guys, carl, daryl and moses for championships for all three of our centers have unfortunately passed away. >> that's amazing.

that '83 team, they're remembered so fondly but they had some iconic players as you mentioned. tell me what it was like to play on a team with those guys and specifically that team. >> we were focused, that came from billy cunningham. we deep down knew this might be our last chance. for some of us this had been our third final. for doc it was his fourth so we knew our time was up and so even as we won it they started dismantling the team. so i think for us personally we were disappointed they didn't keep it together so we could make another run. i think we could have made another run. >> i was in college at the time but even then i was a 76ers fan, not knowing i was ever going to live here in philadelphia and play for the eagles.

a lot more hours of this. the this is steady rain. these are not just showers from time to time and all the roads are wet, causing all sorts of problems for the morning rush and we expect some difficulty for the afternoon rush as well because look what's coming in here. it's raining in the philadelphia area now but there's even heavier rain that is approaching. coming into newcastle county right now, cecil county in maryland, about to hit chester county and it's coming toward the philadelphia area, coming up i-95. that's not necessarily going to last a long time. it's a narrow zone of that yellow that you see but there's plenty more rain back to the west in maryland and virginia. so you can see this area of the heavier rain and it's darker green and the yellows and so it will be coming down a bit

heavier. 15 straight hours of light rain reported in philly international. as we go through the afternoon things will be quieting down a little bit, tapering off. so we're not expecting heavy rain for the afternoon rush but it will still be damp, the roads are going to be wet and that will cause some delays. things quiet down a little bit this evening and then we're going to get more rounds of rain as we go into tomorrow. we're not close to being out of this. but we're mild considering the time of year, 56 in philadelphia now. i'll tell you when the heaviest rain is coming and when we dry out with the seven-day in a few minut minutes. >> see you then, glenn. pennsylvania attorney general kathleen kane is slamming state officials accused of circulating pornographic e-mails. matt delucia is live where kane announced announced a special team of prosecutors to handle that investigation. matt, what can you tell us?

vai, i was inside the press conference. kathleen kane spoke for five minutes. she had prepared remarks, didn't take any questions while i was in there. she started the press conference by showing a slide show of the e-mails, a sampling of them, e-mail she is has deemed inappropriate, saying that they are "racial, homophobic, misogynistic or religiously offensive." she says there are more of these videos and photos, thousands of them passed between judges, prosecutors and law enforcement on state taxpayer owned computers. now she is calling this an opportunity for justice, announcing that investigation and hiring special investigators to look into these e-mails. >> no citizen of this commonwealth or this country may be subjected to discrimination or a lack of impartiality or bias by any judge or any government official because of their religion or sexual

orientation. >> reporter: attorney general kathleen kane walked away after making those remarks, she did not take any questions, at least not while i was in there. one of the special investigators she hired stepped up to the podium and made some brief remarks and he was going to be taking some questions as well. he says that he has not seen any of these e-mails yet. keep in mind here, attorney general kathleen kane, her law license has been suspended by the state supreme court so we'll be following this as it unfolds and as this investigation unfolds into these e-mails. live outside the constitution center, matt delucia, nbc 10 news. >> matt, thank you. this morning, chicago mayor rahm emanuel will announce a new accountability task force to help build trust between police departments and the community. the announcement comes the day after a police officer accused of murdering a teenager posted bail. this was the scene as officer jason van dyke walked out of jail. van dyke is charged with first degree murder. police say he shot 17-year-old

laquan mcdonald more than a dozen times. authorities recently released the dash cam video of the shooting. van dyke's next hearing is set for december 18. in a related story, federal authorities arrested and charged an engineering student with making an online threat that shut down the university of chicago yesterday. authorities say the student threatened to kill 16 students and staff in response to the police shooting of laquan mcdonald. he is expected to be released to the custody of his mother later today. new information this morning about the downed airasia plane that killed all 162 people on board. investigators in indonesia say a problem with the rudder control system happened 23 times over the last year. but they're also placing some of the blame on the pilots saying their response to the warning messages was flawed and caused the plane to stall and crash into the java sea. 155 passengers and seven crew members were killed back in december of last year.

a u.s. marine has been found guilty of killing a transgender filipino in the philippines. a court convicted lance corporal joseph scott pemberton of killing a filipino at a hotel after he discovered she was a transgender woman. pemberton was convicted of homicide by strangling jennifer laud. the court clerk said peopler be don w -- pemberton was sentenced to 6 to 12 years in jail with time served credited. a woman who posted a picture of her dog with its mouth taped shut is facing charges. the image of the dog with duct tape across its mouth seen here was posted by a woman in north carolina on friday. within 24 hours, the post was shared hundreds of thousands of times from as far away as australia. police charged the woman with cruelty to animals. she's facing a fine and up to 150 days in jail but she still has her dog. police say the dog has all of its shots, it's spayed,

microchipped, well nourished and generally well cared for. a nightmare for some oklahoma residents. they were forced to listen to a blaring fire alarm for two straight days. take a listen. [ fire alarm blaring ] that happened over the weekend at tap stadium in oklahoma city. neighbors say the stadium's fire alarm started going off early saturday and continued sunday evening when construction crews were able to turn it off. school district officials say the problem started when a power outage knocked off power to the building and the alarm system. well, since he burst on to the music scene more than 12 years ago, canadian kruner micr michael buble has wowed fans with his charisma and unique twist on classics. now he's set to host what's become a holiday tradition on nbc. the show is called "christmas in hollywood" but michael is live for us from new york to tell us all about it. michael, thank you for coming

today is world aids day and three decades after it was recognizedry researchers hiv and aids are impacting tens of millions of people around the world. the world has made significant advances in treatment since 1984. the u.n. says nearly 16 million people are on hiv therapies. new hiv infections have fallen off by 35% since their peak. the report identified 35 countries that account for 90% of all new hiv infections. now, while the overall number of infections are on the decline, some countries like russia are dealing with an increase in numbers. there's evidence that a daily pill is effective in preventing the spread of hiv even when it's taken on an as-needed basis. patients who took the drug truvada lowered their chances of taking hiv more than 60%. the study consisted mainly of people who are considered high risk for contracting the disease.

event to tell you about. the delaware valley legacy fund is gearing up for its annual toy event. executive director samantha justy is here. welcome back, samantha. >> thank you for having me. >> following that story, tell us where every dollar of that money -- [ laughter ] tell us how this event came about. it was a brain child of someone and it just happened? we're nine years in. >> we're nine years in. it gets bigger and bigger every year. this year presented by our friends at pnc in west laurel hill. our nonprofit supports philanthropy in the lgbt community not just today on giving tuesday but year round. so we thought better way to promote philanthropy than during the holiday season. so this was the idea the money goes to support our critical mission but>pw; the[> so kids at chop and other

places who are infected with hiv or aids are the ben fish area of all those toys that are being collected? >> yeah, we help the special imknowledge service at chop as well as action aims which is a great hiv/aids service provider here and it supports their family, case management as well as prenatal care for pregnant women who are hiv-positive. it helps them get the services they need but also the goal is to have their babies be born hiv negative so the toys are there for their young ones. i don't expect people to be familiar with it so explain the mission of the delaware valley legacy fund and other projects. >> we're a grant maker. so we give grant to lgbtq serving nonprofits on the front line of meeting the emerging needs in the delaware valley and the lgbt community. it's a great organization and our toy event goes to support those programs and grants we give out: it's also a fun fantastic holiday party, dancing, silent auction, open

it will be that way through the afternoon rush, for tomorrow morning's rush, tomorrow afternoon's rush. get used to it. 56 degrees. at least it's mild. wind east at 10 miles an hour. and the reporting stations, everyone in the area except for wild wood reporting rain at this particular moment: and there's more of that to come. and the temperatures, well 0045 in reading, 46 in allentown. you can see the east wind throughout the area and it's in the mid-50s, it's warmed up overnight last night as expected and tonight it won't cool down very much. 52 in trenton and wrightstown 5, 5 in beach haven. 57 in delaware. we look at the radar and see the band of heavier rain we've been tracking going right up through newcastle county, now, just now entering chester county just

about to enter salem county in new jersey, just coming right up i-95. so it's going to hit much of the area but it won't last a long time -- at least as far as being relatively heavy. but there's plenty more rain coming so hour after hour after hour once again. and there's more back here in tennessee that will be affecting us during the day tomorrow. so we have many more hours to deal with this. now you can see the heavier area of rain moving in and then breaking up a little bit later today and tonight. it's just not quite as heavy as what we'll see in the next couple of hours. you see the temperature not changing very much as we go through the night tonight so we're not going to cool down and tomorrow we might actually get to 60 degrees in some areas but it's wet and gets wetter during the day on wednesday if we're going to get any really heavy rain it would occur during the day on wednesday as you can see.

it's just more of this hour after hour after hour and there's that 60 degrees coming in. how much rain? most of our computer models in this ballpark an inch to an inch and a half with some locally higher amounts. that's not enough to produce widespread flooding but just ponding on the roads. and the temperature well above average. highs in the mid to upper 50s. some of it on the heavy side, at least briefly in the next couple of hours. and then tomorrow rain, some of it heavy, up near 60 degrees. that's about 10 degrees above average. then the wind picks up and clears us out and the sun starts to come back and once it does we have some beautiful sunny days coming friday, saturday, and sunday. you can go ahead and make your plans for the weekend. it looks like a good bet we'll have nice dry weather. we'll be right back.

news at 4:00. an update on our top story. a former attorney general of maryland will lead a team to investigate the exchanged pornographic e-mails by pennsylvania prosecutors and judges on state-owned computers. less than an hour ago, pennsylvania attorney general kathleen kane announced she will hire doug gangsler to look at what she calls racist, misogynistic, homophobic and religiously offensive e-mails. the team will look for violations of the criminal, civil or ethics laws. her law license is suspended while she awaits charges that she leaked secret grand jury information to a newspaper and lied about it. let's bring in glenn "hurricane" schwartz for a quick look at the afternoon forecast. >> and a quick look back at the skyline. you don't see very much there. we've got rainy conditions today and again tomorrow. at least it's on the mild side. and once we get rid of this rain, we've got a beautiful stretch of weather coming that will continue through the weekend. >> pretty amazing. thanks for watching nbc 10
