quite as much as we had a couple of hours ago. you can see it breaking up a little bit here, so the rain gets lighter, a little spottier, but that also allows fog to form a little bit better. here's more rain in maryland that will be moving in during the night tonight, so it's not exactly going to take a total break here. we also have visibility issues down below two miles in pottstown and coatesville, also even lower than that and this fog is going to become more and more dense as the night goes on. the temperatures not all that low for this time of the day at this time of the year. 55 degrees in philadelphia, 52 degrees in reading, which is way above average, considering the weather conditions. and temperatures aren't going to change very much through the evening with some periods of rain. we'll see when the heaviest rain is coming tomorrow with the seven day in a few minutes. >> thanks, glenn. a lot of packages will be at people's front doors in the coming weeks and police want to make sure this does not happen

to you. >> look at this guy right here caught on surveillance video just loading up his car with packages from in front of someone else's house. as nbc 10's tim furlong shows us, he didn't stop there. >> you see the ups guy dropping off gifts to this home, yeah, the guys who pulled up a couple minutes later watched the ups guy, too. >> if they are tailing a ups truck, they have a mission and trying to get as much as they can. >> reporter: jessica said she tracked the packages so knew they'd been delivered, that's why she knew something was wrong when they weren't there when she got home from work. two people show up, two people jump out and steal all the packages just delivered. this story shows why it might be a good idea for more of us to get surveillance cameras. jessica's came from costco. the chances of catching the bad guys goes way up. police haven't caught the guys yet, but they already recovered some of jessica's stolen gifts.

a few seconds later the man tried to run away, but one of the suspects dragged him to the front of the car and after another struggle the same suspect gets in the car and drives off with the victim's wallet and about $500 in cash. if you recognize any of the men in the video, you're asked to contact police. a philadelphia police officer is facing assault and harassment charges for a domestic incident on thanksgiving. bensalem police arrested joseph sees after he allegedly hit a woman in the face, possibly breaking her nose. sees is a 17-year veteran of the philadelphia police force. commissioner charles ramsey has suspended him for 30 days with the intent to dismiss. 20 minutes of nonstop news continues with a look at some of the equipment stolen from a chester county police and fire supply store. everything from guns and knives to this, firefighter helmets. authorities say thomas wessels took nearly $200,000 of products. he used to work there.

investigators say he was selling the stuff he stole on ebay. kathleen kane is turning to a former maryland attorney general to investigate the porn e-mail scandal involving several government officials. today kane announced doug gansler will lead a team of washington-based attorneys to comb through thousands of e-mails. kane discovered the pornographic and objectionable e-mail exchanges saying they are racist, homophobic, misogynistic and religiously offensive, saying the content shows a lack of tolerance and respect for others. >> this behavior violates the constitutions of pennsylvania and the united states. to which these men are sworn to protect. >> kane's running the attorney general's office without a valid law license. it was suspended, the state supreme court suspended it last month while she awaits trial on charges she leaked grand jury information and lied about it. the state senate also --

new information on the fight against isis, the u.s. expanding its special operations force in iraq and syria. the additional troops will help iraqi and kurdish forces and president obama also appointed a new white house adviser, rob mally, whose sole job is to take on the terror group. mally is a long-time national security expert. chicago mayor rahm emanuel has fired the city's police chief after a public outcry after the handling of a deadly police involved shooting. mccarthy said days ago mayor emanuel had his back. protesters have been calling for mccarthy to be fired in response to his handling of the shooting death of laquan mcdonald in october of last year. a white police officer shot the black 17 year old 16 times before the teenager died. emanuel said the city cannot reach its ultimate goal with mccarthy in charge. >> this point and this juncture for the city, given what we're

working on, he has become an issue rather than dealing with the issues. >> officer jason van dyke is charged with first-degree murder for mcdonald's death. a dover police supervisor testified today that a black man was alert and belligerent shortly after an officer kicked a man in the head. a warning, the video could be considered violent. the lieutenant was the first witness to take the stand in the trial against corporal thomas webster. a police dash cam video shows webster kicking lateef dickerson in august of 2013 while dickerson was on his hands and knees. dickerson was knocked unconscious and had a broken jaw. webster is charged with felony assault. his attorney says the officer's actions were justified. from our jersey shore bureau now, two crashes caused big backups on the garden state parkway this morning. going to show you video from the second crash, this happened

around 8:30 this morning. police say four people, including three children, were sent to the hospital after a school bus crashed with a fuel truck. just a half mile away and 45 minutes earlier, police responded to an overturned mini van after it crashed with another car. two people are being treated for injuries in that crash. a new moneyback guarantee of sorts for commuters in south jersey who drive in and out of philadelphia. starting today if you drive over any one of these bridges on a regular basis, you can get money back on your ez-pass account. here's the catch, you have to enroll in the program and to enroll, log on to your new jersey e-zpass account, then you'll get an $18 credit for making 18 or more trips a month on any of the bridges in a calendar month. once you enroll, credits get applied automatically. hundreds of new jobs are coming to bethlehem, it's all because c & s plan to create 500

new full-time jobs. c & s will leave the facility in nor northhampton county as part of the plan. the middle state commission for higher education put cheyney university on probation. the university has been running a deficit and experiencing a 30% enrollment drop this year alone. cheyney university and the state system of higher education says they are working together to address the problem. to decision 2016 now, pennsylvania's gop says an upcoming fundraiser featuring donald trump is not an endorsement for the republican presidential candidate. the state's gop chairman says trump is doing well in polling and the party's donors would like to hear from him at the luncheon next week. the chairman clarified that trump's appearance is not an endorsement, but it could encourage more than 300 people to show up at the event. six new faces are joining

the allentown police force in lehigh county today. the officers sworn in this morning during a ceremony at city council chambers. the department now has 212 officers. a plan to build a 4,000-seat arena is taking shape in wilmington. mayor dennis williams met with other officials to outline a plan to build arena in the riverfront area. they hope the $25 million facility could be used to house minor league basketball games, concerts, and conventions. the arena would be paid for through a combination of city, county, state, and private funding. >> we want the city of wilmington to be at the table. i think when we all come together, it's like making a great solution here with all of us being at the table and finding a revenue source. >> williams says the next step is getting state lawmakers on board. cyber monday sales hit a new record this career.

franchise agreement with broad impacts and the debate over comcast's role in the city it calls home. >> uphill battle. i've never felt i could get out of debt. >> reporter: she says the cable giant's rules have made it tough for her to afford the services she needs. but for every comcast critic, there are also supporters, like elizabeth, co-ceo of philly's boys and girls club. >> they've been doing a lot for our community, for our kids. they really spread the love and embrace what we're doing, they embrace the community that need them most. >> reporter: comcast is a leading cable and internet provider across our region and also the parent company of nbc 10. every 15 years the city renegotiates its franchise agreement. that agreement gives comcast access to city right-of-ways like roadways to provide its cable service and in exchange, the city asks for certain givebacks to the community. >> we have so much potential, so this is one of those times when

we got to think big and think bigger. >> reporter: sticking points remain. these advocates want the city to force comcast to pay contractors a, quote, prevailing wage, to contribute more to public schools, and most critically to expand its low income internet essentials program and end the 90-day shutoff period currently required to enroll in the program. assuming that negotiators are, in fact, able to hammer out this deal, the city council committee would meet early thursday morning, expected to approve that deal it has negotiated, then pass it right up to the full city council for approval later that same day. reporting live at city hall, i'm george spencer, nbc 10 news. it's been nearly three decades since the first world aids day, and while hiv and aids affects tens of millions around the globe, the numbers are moving in the right direction. the united nations saying new hiv infections are down 35% since the peak of the epidemic

in 2000. and the u.n. says aids-related deaths are now down 42% since the peak back in 2004. another promising lead in the fight against hiv, a new drug called :ñfetruvada. evidence shows the pill is effective in spreading hiv, even when only taken as needed before and after sex, reducing the risk of infection by 86%, showing the drug may offer a high level of protection against infection. a $1 cigarette tax increase would save the lives of hundreds of babies, that's according to a study published today. the study says when it costs more to smoke, fewer babies die. and that $1 increase would lead to 750 fewer infant deaths each year. one of the big reasons, smoking rates go down. researchers want policy maykers to consider the study as a way to reduce infant deaths. a north carolina woman who posted this.

we're tracking more rain moving in over the next 24 hours. we've got a foggy night tonight, a foggy day tomorrow, and the sun returns on thursday, finally. well, we're getting a bit of a break with the rain. it's not as heavy or widespread as it was earlier in the day. visibility a little bit better than south philly right now, of course, the roads still wet, still getting some rain. this is now 21 straight hours of light rain reported at philly international. east/northeast at 6 miles an hour and temperatures near 50, even north and west, 42 at mount pocono. so it's kind of mild for this time of the year and we're in the mid 50s pretty uniformly across most of the area with that wind coming in off the ocean. the fog is starting to be an issue now. we've had zero visibility in mount pocono, zero in coatesville, one mile in

allentown, quakertown and blue bell and we'll be dealing with this throughout the night and a lot of these places with visibilities that aren't so bad, like eight miles in philadelphia, those visibilities will be going down later in the night tonight. atlantic city down to one mile. watch sheena at 11:00 tonight, a lot of the numbers will be even lower. you can see that this rain has been tapering off. it's not a totally green picture here, and we're not seeing the darker green that we did earlier, indicating a little bit heavier. there's more rain back by baltimore that's going to be coming up this way and even more down south. this is what's coming up for tomorrow. tennessee and north carolina, that's going to be moving right up i-95. and where does that rain actually come from? where's that moisture? we'll trace it back. that's into the tropical pacific ocean, so the el nino in the tropical pacific is helping to

produce the moisture that is giving us the rain. just one piece of it, but it's a piece. and you can see as we go through the evening hours it gets kind of patchy. the temperature does not go down at all. and as we go into tomorrow morning, we start to see a bit of an increase in the rainfall. and there's those temperatures going up near 60 degrees. now we're getting more widespread rain. we're starting to get some heavier rain. the yellows and the oranges, so early tomorrow afternoon as we're pretty mild, near 60 degrees all day. then we start tapering off, maybe it will get a little bit of a taper off in new york city for the tree lighting. not exactly going to be beautiful weather there, but maybe it will get past the heavier rain by the time they try to do that tomorrow night. light rain and drizzle and fog. dense fog in some places tonight. 52 for the low in philadelphia,

>> know anybody heading home out there? we continue to look live, rain has been falling most of the day, but it's starting to taper off. that's welcome news for drivers heading home during the evening rush. in a few minutes, glenn "hurricane" schwartz will be back with an update on another round of rain headed our way. but check this out in the meantime, driving conditions in minneapolis last night. snow covered streets, drivers there taking it easy, and minnesota state patrol reported nearly 400 crashes on state roads. today's forecast calls for more of the same there. forecast seemed to work pretty well for these huskies, though, having some fun. this video out of kansas where crews are working to restore power after an ice storm left thousands in the dark. there he goes. tumbling around.

looks like they had some fun, getting the hang of it pretty quickly. to this now, the job isn't always about fighting crime. police officers say they serve the community, too. >> officers in memphis lived up to their titles when they replaced a boy's favorite christmas toy that was stolen during a break-in. >> this house was burglarized not too long ago. >> the 11 year old was overjoyed when two officers bought him a brand new xbox. the thief stole campbell's toy while he and his family were at church. the boy told police his mom didn't have the money to buy him a new xbox because she had to pay the bills. police were so impressed that the boy was more concerned with his mother than the stolen xbox. >> just to be able to alleviate some of his stress just for that day and help their family in this time by christmas, it really an overwhelming feeling. >> the boy and his mom thanked police on facebook saying they were truly grateful for the

we have new information about the breaking news we're following. vineland police are looking for this woman and her 3-month-old daughter. within the past 30 minutes police have told nbc 10 they are taking this case very seriously because of the strange set of circumstances. now, navy ramirez and her daughter genesis were last seen friday in the vineland area, but they were not reported missing

people that are going through the same thing as i am. >> reporter: ted greenberg, nbc 10 news. well, the christmas spirit truly came alive for some students in our area this morning. >> they took part in a live nativity. these children from rosemont school of the holy child presented angel song this morning, an interactive telling of the christmas story, complete with live animals from quiver farms in montgomery county. the live nativity has become an annual tradition at the school and a great way to teach the little ones about the meaning of christmas. well, the nation's largest single location food drive continues today, and nbc 10 played our part. vai sikahema, tracy davidson, and sheena parveen were down in south philadelphia this morning at the campout for hunger. nbc 10 donated about 500 pounds of food from our own food drive here at the station. >> and vai, tracy, and sheena had fun with the food drive, taking a ride on the can drop. watch this.

baltimore area still has some more moving this way, but even that area is shrinking. this area is not. this is a pretty significant area of rain moving up from tennessee, and it's coming right up in this direction, and it is going to be giving us quite a bit. traces all the way back to the tropical pacific here, so that's a long train of moisture. now here's the future cast as we go through the night. there's the east wind, we get one area of rain moves through, then here it comes for tomorrow. not as much early in the day. the fog may be the biggest issue for the morning rush, and then later in the morning and into the early afternoon, yeah, that's when the heavier rain comes. we also have a bit of a southerly wind. that's going to warm us up, so we could be 60 degrees or more, even when we're getting the rain tomorrow afternoon.

then this cold front comes through and that will dry us out for thursday. maybe even a snow flurry up in the poconos. then it gets dry and nice. for the rest of tonight, light rain and drizzle and fog, 52 degrees for the low in philadelphia. not very low. and tomorrow up near 60 degrees. it's about 10 degrees above average with the fog early and then some of that heavier rain midday, into early afternoon. we dry out on thursday with some wind, and then some beautiful weather friday, saturday, and sunday before we start to increase the moisture again. emma, a 24 year old who moved to southwest philly from sierra leone as a child, said she was suicidal after spending three years without a home. >> philadelphia's future forgotten on the streets. on any given night there are hundreds of teens and young adults in our area who don't know where they'll sleep. the nbc 10 digital team spent

nbc 10 breaking news. >> vineland police are looking for this woman and her 3-month-old daughter. police are taking this case very seriously because of the strange set of circumstances. nadine ramirez and her daughter genesis were last seen friday in the vineland area but weren't reported missing until yesterday. ramirez didn't show up for work and state police found her suv abandoned on route 55 saturday.
