nbc 10's aundrea cline-thomas is headed to vineland and will have a live report as soon as she gets there. in the meantime at 5:00 we're waiting for nba legend kobe bryant to speak. the lower merion high school grad is getting set to talk about his last game in philadelphia. a packed house will be there to say farewell. plus, a gas station attendant attacked, caught on camera. the victim's car stolen as surveillance video rolls. we'll have more on that investigation. but first, it's been damp and dreary all across our area. nbc 10 cameras in montgomery county where rain has been falling all day. rest assured we'll soon hit a lull in the wet weather, but the lull won't last for too long. our nbc 10 first alert weather radar is tracking another round of heavy rain. good evening, i'm keith jones. tomorrow morning's rush hour looks like it's going to be another messy one. let's talk to sheena parveen. sheena, i understand it's coming overnight, right? >> yeah, keith, we're not done with the rain just yet.

we have more rain overnight tonight, but in the meantime it's starting to quiet down a bit. this is over the past three hours. there you see quite a bit of rain really tapering off, but still dealing with cloudy skies, fog developing, and also areas of drizzle. across the major interstates from wilmington to trenton, i-95, 295 across 476 and 76, even into new jersey, across the a.c. expressway, things look better now than earlier today with the rain lightening up. 95 in south philadelphia, traffic is slow, but at least it is moving. better driving conditions than earlier today with the widespread rain, but now we are watching more rain as we go into tomorrow and there it is down across the southeast, right around atlanta, parts of tennessee and north carolina. moving in this direction, so that will be the area for your wednesday. so we're dealing with two days of rainfall here. don't put the umbrella away just yet. visibility is low, too. two and a half miles in allentown, three in pottstown, coatesville is down to zero mile

visibility, so we are looking at fog increasing as we go overnight tonight. that's going to be tonight's forecast. foggy, drizzle, temperatures staying in the low 50s so that's what we expect by 8:00 tonight. and we'll see areas of that even through the overnight hours, fog and drizzle around by 11:00 p.m., low 50s. by tomorrow morning we expect another rainy morning commute. 7:00 we expect the rain around, temperatures low 50s and even some areas of fog around with that rain. we're not going to see clearing until about thursday. that's going to be our next day with some sunshine. so another rainy day to get through and then conditions improve a lot going into the weekend. we'll show you a closer look at the rain tomorrow and your weekend forecast coming up. >> all right, sheena, thank you very much. if you haven't done it already, now is the time to download the nbc 10 news app. you'll find weather updates and realtime as you get a look at what's going on in your neighborhood. happening right now, lakers star lower merion high school grad kobe bryant talking to reporters about his final game against the sixers in philly.

this is live. let's listen in. >> and kind of thinking about how fast time went, you know? just very appreciative and very thankful for everyone, you know, those who supported, those who didn't, it was all just, you know, part of the entire journey. >> to be up there with your philadelphia basketball names, wilt, all these guys, for your name to be included in those guys in this area, how special is it? >> it's a huge honor, huge honor. we have some of the best basketball players come out of this city and, you know, to be mentioned with them is a huge honor, to say the least. >> can you talk about playing? >> my fondest memories come from playing in the sunny hill league. i remember one summer playing an entire summer and not scoring one point. that was, like, you know, that was a turning point for me. it really was. i was 11 years old, i was hoping

maybe i would get, like, a technical free throw, you know what i mean? zero points the whole summer. that became a big motivating thing for me, to make sure when i came back to the sunny hill league, i was ready to play, i was ready to compete with them. that's how i measured myself, you know, against the donny carrs, arthur davidsons, albert williams, all these guys. it's like, you know, that was the ultimate competition. >> coming to this arena, what are some of the behind the scenes things that maybe people that you've known since you grew up here do for you or some of the fun things that happen? >> every time i come here, fresh pretzels sitting at the top of my locker. it's been every year. every year since i came into the nba. fresh pretzels, little side of mustard, and i always have my cheesesteaks waiting for me after the game.

you just watched him, he's back for his last pro game in philadelphia before he retires. almost two decades removed from lower merion high school, kobe makes a final appearance against a sixers team on the verge of a record series of losses. talked about bryant's legacy. >> kobe is one of the greatest to play the game. the man's scored 81 points in a game. who's done that? can't take nothing from kobe bryant. >> kobe fever is affecting ticket prices, as well, for tonight's game. listen to this, the cheapest ticket we could find this morning was going for $143. tickets for the nextap35ixers he game as cheap as $8. moving right along now to this, tonight police are hoping surveillance video will help catch the people responsible for a gas station attack that ended in a carjacking. nbc 10's cydney long went to west kensington to get more on

the story behind this video. >> yeah, right here. >> reporter: gas attendant gary torr knew it was bad but couldn't make out the threatening words of a half dozen suspects, all caught on the store's surveillance tape. watch as they punch and throw this victim wearing red on to the hoed of the car. >> the guy came up, getting gas, four or five people attack him. one of them had a gun. that's all i know. >> reporter: could you hear anything they were saying? >> no. >> reporter: right before the assault watch as the man in the hooded jacket armed with a handgun seems to signal to others waiting nearby. then there's an exchange of words and they swarmed the man who stopped for gas by the driver's side door. >> attacked him, punch in the face. >> reporter: they take his wallet, then shove their way into the car, taking off as the victim held on and he was dragged in the lot. philadelphia police detectives tell nbc 10 the assault and robbery is believed to be random. the car was abandoned here along north 6th street a few blocks

away. police are now looking for more video and evidence from inside the car that will be processed. >> whole face was bleeding. >> reporter: did he tell you he knew who did this to him? >> no, he didn't tell me anything. >> reporter: i'm cydney long, nbc 10 news. i want you to watch as a woman is about to be assaulted at a septa station at the logan circle neighborhood. that man followed the woman to the station on narcotic street and grabbed her behind on black friday. he ran away shortly after the assault. if you recognize him, police want to hear from you. opening statements are about to wrap up in the murder trial of a local teacher gunned down for his ipod. 23-year-old beaux abel was shot and killed in 2008, six weeks after he moved to philadelphia. he was shot in the neck at point blank range. marcellus jones is charged with the killing. jones is already serving a life sentence for another murder.

also in court, five members of a fraternity accused in the death of a pledge during a hazing ritual. police charged all five members of the pi delta psi fraternity with homicide. they dropped the most serious charge against the former chapter president. he's now testifying for the prosecution. 18-year-old michael deng was knocked unconscious. he suffered a brain injury and died a day later. new developments tonight in the plan to revamp a program that provides health insurance for more than 150,000 children in pennsylvania. today the house approved a bill that would move the program to a new department. responsibility would be transferred from the state's insurance department to the department of human services. governor wolf supports the bill. it now heads to the senate. days after a security breach of the president's home we're learning about a setback now involving efforts to increase white house security. the details straight ahead. new developments also in the

you about in new jersey and new york after police say a man stabbed a girl's mother and took off with their 3-year-old child. this is a look at the missing girl and her father. they were last seen traveling south on i-95. the car has new jersey license plate k24-ecs. the suspect is considered armed and dangerous. if you have any information about this, call police. we'll keep an eye on the situation and bring you any new developments. to incredible video now out of new hampshire tonight. take a look, a huge challenge for firefighters at bedford after this large home caught fire. smoke was pouring out of the roof and windows. the wind made things more difficult, too. no word on injuries here or even how the fire started. french police have conducted more than 2,000 raids throughout the country in the last two and a half weeks. that's according to france's prime minister. during those raids more than 300 weapons were seized.

more than 250 people are facing charges. a state of emergency declared in france last month gives police extended power to search and detain suspects. a man believed to have helped secure a hideout for the man behind the terror attacks in paris is now in custody. the 25-year-old man is suspected of being a middle man, the only man facing charges in connection with the attacks. he said he provided housing for abdelhamid abaaoud, the mastermind behind the attacks. abaaoud and his female cousin died in a raid last month. and the u.s. is expanding its special operations force in iraq and syria to help take down isis. the traditional troops will help iraqi and kurdish forces. defense secretary ash carter says the special operations will be able to conduct raids, free hostages, gather intelligence, and capture isis leaders. however, he did not say how many special op forces will go to

syria and iraq. today iraqi troops began an operation to retake a neighborhood in ramadi from isis militants. yesterday iraqi troops warned residents to leave the isis-held city, which sits 70 miles west of baghdad. isis captured ramadi in may. the u.s.-led coalition carried out seven air strikes there this past weekend. it targeted fighters, camp locations, and weapons storage. back at home, days after the man was photographed, the guy behind me, jumping the white house fence, plans to put in permanent security upgrades have been delayed. the big plans were expected by this month, but now they are delayed until 2016. >> reporter: there are major changes coming to this area, the white house, changes to the fences, to the security posts, but the question is tonight, how

long is it going to take? the christmas tree is here now and so, too, are the tourists on the south side of the white house. nick made the trip from denver, said he immediately noticed the new spikes atop the security fence. >> expect the fence to be bigger, especially with recent terrorist attacks and things like that, you can't really take security lightly these days. >> reporter: for at least five years the feds have been planning security upgrades to the 52-acre space south of the white house, more permanent blockades and vehicles and barriers through the area, even new signs to redirect them. >> we do want to strike the right balance because sometimes too many signs become confusing and we don't really need a sign saying, you know, this is the white house. >> reporter: the feds were expected to formally submit plans by the end of this year, but news 4 learned the plans are now not expected until early 2016. why is is the timeline slipping? they are allowing more time to plan permanent larger changes to

the white house fence. some of the ideas that were at one point considered but reje rejected, including an electrified rail and even a mote along the perimeter. any new permanent fence must include an anticlimb feature, possibly including those spikes. at least four different federal agencies have a say in the project. the two working on it now, the national parks service and u.s. secret service and two more that have to approve it, the national capital planning commission and u.s. commission of fine arts, making it even harder to know when the actual work will begin. at the white house, scott macfarlane. meanwhile, investigators in indonesia explained today what caused an air asia plan to crash last year, killing all onboard. a problem with the rutter control system happened 23 times over the last year. they are also placing some of the blame on the pilots, saying their response to the warning messages was flawed and caused

the plane to stall and crash into the java sea. 155 passengers and seven crew members were killed back in december of last year. i want you to look at this, check out that ice sliding off a speed limit sign. while we deal with rain, here's a snapshot of what oklahoma is dealing with. you can even see the indenation of 25 on the ice. a storm coated this part of the country in ice. now your nbc 10 first alert weather with meteorologist sheena parveen. >> yeah, we don't have weather like that, not yet anyway, but we do have the rain around still. it's coming to a bit of a break through most of the area, but for tonight we expect drizzle and fog around, so especially by tomorrow morning be careful with the fog that will be in place. more rain as we go into the day tomorrow, so we're not done with it just yet, we just have a break right now and more move in through your wednesday. sunshine finally returning as we go into thursday, so that is the

next nice day in the forecast. live look at south philadelphia, the traffic is moving, it's slow, but conditions have improved since earlier today. 55 degrees in philadelphia, seeing mostly cloudy skies, so that rain is on a break at the moment, but the clouds are in place and a lot of these clouds are getting lower and fog developing at the same time. we still do have areas of sprinkles around, just not like we saw earlier this afternoon. but this is not the end of it. we have more rain if we take a wider view down to our south and west, so all this moisture, that's heading in our direction and a lot of that will start to move in for the morning commute tomorrow, so we have another wet commute. mentioning the fog and already we do have it in some areas, pretty low visibility in coatesville seeing half mile visibility not too long ago they were at zero mile visibility. two and a half in allentown, one and three quarter visibility in lancaster, nine in philadelphia, so not too bad through most of the area, just areas north and west we're seeing the fog right now, but overnight we expect it to develop more widespread.

hour by hour here as we look at future weather, the rain kind of just lingers, mostly just drizzle or light patchy rain tonight. as of 10:00 p.m., not too much going on. early tonight is when we see another round getting closer. 9:00 in the morning, especially areas north and west, rain around for the morning commute and could be more widespread elsewhere for the commute, that's what we expect. then through the afternoon you see the yellows here. we're going to have pretty widespread rain tomorrow afternoon, some of that could be on the heavier side, lasting through part of the evening commute, but then later on tomorrow night, not until about 9:00, 10:00, we should start to see a lot of this die down. then finally we see the clouds clearing and more sunshine as we go into thursday. wouldn't be surprised if we had lake effect snow flurries moving into the higher elevations of the poconos. we're going to have a gusty northwest wind and snow up to our north and west as some of that could try to blow in. overall, thursday is the one day we are looking at for our improvement starting off.

for tonight, light rain, some drizzle, fog around, 52 for the low in philadelphia, 47 degrees areas north and west. then tomorrow that rain picks back up again. rain will be around, some of it will be heavy. foggy conditions, especially in the morning hours, so still a mild day. remember the average high is 50 degrees. we're going to be 10 degrees above that tomorrow with the rain. we are starting off the month of december above normal and now we go into thursday, it's going to be gusty, but more sunshine friday and across the weekend, plenty of sunshine. temperatures mid 50s by the end of your weekend. i wanted to get back to the breaking news we told you about a few moments ago. police have arrested now a man accused of stabbing the mother of their child and then taking off with the 3 year old. investigators found him a short time ago on the garden state parkway. we can report the child was safe. they put their lives on the line, but they are in short supply. tonight we'll tell you about a

upcoming republican debate. at this rally in georgia last night, trump suggested he won't do the debate unless cnn donates $5 million to veterans. meanwhile, chris christie took part in a round table discussion on drug recovery today in new hampshire. new jersey's governor spent 50 days campaigning in that state. had a resurgence there over the weekend as he picked up the endorsement of new hampshire's largest newspaper. former florida governor and republican presidential candidate jeb bush is in iowa today. the nation's first votes will be cast at the iowa caucuses in february, and democratic presidential hopeful hillary clinton is in alabama. she spoke at the same church where the reverend martin luther king jr. once served as pastor. clinton has prioritized issues of race and civil rights in her campaign. nearly three decades since the first world's aid day. while hiv and aids affect tens

of millions around the globe, the united nations says new hiv infections are down 35% since the peak of the pandemic in 2000. and the u.n. says aids-related deaths are also down. 42% since they peaked back in 2004. meanwhile, russia falling behind the rest of the world with hiv rates on the rise in the country. the country's aids center says 1 million people will be diagnosed with hiv by 2016. the majority of new infections are due to drug users who share needles. it was a new development today in the aftermath of a controversial police-involved shooting in chicago. today the city's mayor took a big step as he tries to calm the controversy. we'll have an update on the situation. plus, new developments in the porngate scandal. kathleen kane turning now to an outsider to help with the investigation. see who she's bringing in coming up at 5:30. and coming up on nbc 10 news

are taking the case very seriously because of the strange set of circumstances. neidy ramirez and her daughter genesis were last seen friday in the vineland area, but they weren't reported missing until yesterday. ramirez didn't show up for work and state police found her suv abandoned on route 55 saturday. police say this is an active investigation. as soon as we learn more about this missing mom and her daughter we'll get you that information. we're tracking even more rain. i know you don't want to hear it. up next, we'll enter a lull, but the next round of wet weather is on the way. let's bring in sheena parveen. what should be expected the next several hours, sheena? >> fog and drizzle in the forecast over the rest of the evening, but we are seeing conditions at least lighten up a bit out there. live look at south philadelphia, a lot of brake lights here, traffic is moving slow, but the conditions are not as rainy as earlier today. here is a look at satellite and radar. the white is the cloud cover

around and the green shows us where we could see areas of sprinkle, but notice from trenton down to wilmington, across the philadelphia area, we are seeing fairly dry conditions. again, some fog and drizzle around tonight. very different from earlier today, so we are seeing a bit of a break right now, not so much widespread rain. but tomorrow, that area down to our south and west, that will be moving in for your wednesday, so we're not done with the rain just yet. we're really not going to break out the wet pattern until thursday. that's our next day with sunshine. so we have one more day to go here. here's future weather and temperatures will mainly stay in the 50s, low 50s through tonight, but by 10:00, just about cloudy conditions, fog around, some drizzle, then early tomorrow morning for the commute we should start to see another area of rain getting closer, so you can expect more showers as we go from morning, into the evening hours tomorrow. coming up a closer look at the timing of it and what your weekend looks like. >> thank you. if you haven't done it

announcing a special prosecutor at her news conference in philadelphia, pennsylvania's attorney general kathleen kane showed some of the racist and pornographic e-mails. >> the images you just sawejumn thousands of e-mails, perhaps more than 100,000 e-mails.

>> reporter: gansler expects some challenges because kane no longer has the power to remove some of those in her office that she believes should be removed. >> so we have to be careful on who we work with in the office to maintain our independence. >> reporter: the special prosecutors team consists of two white men, two white women, and one black man. gansler says it's his goal to release the e-mails to the public at the appropriate time and prosecute anyone found guilty of wrong doing. in the digital operations center, harry hairston, nbc 10 news. a philadelphia police officer has been arrested and will be fired. officer joseph sees is charged with assault and harassment. he was taken into custody in bensalem when he was off duty. police say he got into a fight with a woman and possibly broke her nose. the officer's attorney released a statement saying, "joseph sees has been dedicated and a well respected member of the philadelphia police department for close to two decades. this is an unfortunate incident and we hope to resolve this

matter favorably for everyone involved." overseas, a south african appeals court will rule whether to send oscar pistorius back to prison. new video we have now shows pistorius arriving for his first day of community service. the appeals court will decide whether to overturn his manslaughter conviction and find him guilty of murder. the prison where pistorius was held showed a cell to the media today, the double amputee olympian served a year here for shooting and killing his girlfriend, who was released in october. today a call across the nation for volunteer firefighters. almost 69% of volunteer firefighters exist. our region the numbers are higher. look at your screen, pennsylvania, the number is 97% of departments are made up of volunteers. in delaware it's 98%, and in new jersey it's 89%. the number of volunteers keeps

decreasing. the national volunteer fire council issued a new campaign aimed at potential recruits. >> problem is that we're facing is we're aging. our volunteers are aging, our call volume is up, and the younger generation, our next generation of volunteers, this campaign is to reach out to them. we know they are interested in joining and becoming part of the fire service family. >> the fire council says the biggest challenge is people aren't aware their local fire departments actually need help. well, it's not quite conquering the stock market in fifth grade, but a group of kids learned today it's never too early to plan your finances. 2,000 students from philadelphia took the future smart challenge from mass mutual. after they were told their focus should be on saving for the future instead of spending on the present. >> their top priority might be the next video game or next pair of sneakers.

breaking news this time in east falls. philadelphia police are on the scene of a shooting there inside an apartment building. you see nbc 10's cydney long live. what have you learned? >> reporter: keith, i can tell you police just a few minutes ago wrapped up the crime tape, but residents of the apartments are returning home tonight a little bit shocked and saddened, if you will, they are finding

police detectives and crime tape draped across the front lobby and the front steps of this apartment complex. we're told by police that this shooting happened about 3:20 this afternoon, right inside the vestibule here, the victim suffered three gunshot wounds and was transported to albert einstein medical center. the suspect, i'm told, went running down shelton avenue, but the evidence left behind is being gathered. detectives out here now tell me it's to include a gun that's already been placed into evidence and a hat, which police may be able to use for dna. the apartment management is reportedly briefing residents right now who are returning home but would not answer my questions over the phone. a detective also told me too early to know the motive or if the suspect and victim knew one another. we're also asking about any surveillance video and if we get it, we'll be certain to share. there are no arrests at this time. live in east falls, cydney long, nbc 10 news. >> sydney, thank you. in the meantime, chicago's top cop is out of a job tonight.

the dismissal comes in the wake of growing protests over the police department's handling of a shooting death of a black teen by a white police officer. nbc's chris clackum has the story. >> reporter: ever since last week's release of the video showing officer van dyke's shooting death of laquan mcdonald, calls for chicago police superintendent garry mccarthy's resignation have been constant. >> the public trust and leadership of the department have been shaken. >> reporter: mayor rahm emanuel made it official tuesday. >> i formally asked for his resignation. he had become an issue rather than dealing with the issues. >> reporter: earlier tuesday in an interview with wmaq, mccarthy defended his actions. >> i didn't have the authority to do what people thought i should have done. >> reporter: but also admitted that a press release on the day of the shooting that said van dyke fired on mcdonald 16 times only after the teenager lunged at officers was wrong. >> the initial press release was

mistaken, no two ways about it. i guess that's my fault. >> reporter: mccarthy said in the 14 months since the shooting he never corrected that information because the feds had taken over the investigation. critics say that's an accusation bolstered by missing surveillance video from a nearby burger king, as well as missing audio from dash cam video of the shooting. mccarthy's dismissal comes after van dyke was released on bond to prepare his defense on first-degree murder charges. chris clackum, nbc news. switching gears now, you won't believe this, the holiday spirit came early this year for the salvation army in minnesota. someone recently dropped off a massive check in one of the red kettles. nice tradition, this check was donated in minneapolis over the weekend. if you look at the zeros if you were able to see it, it's a check for $500,000.

well, a rainy day today and the rain is finally starting to lighten up, so that's good news for anyone hitting the road this evening. we have some drizzle and fog around tonight, though, but we are in a bit of a break with the heavier rain. more rain into tomorrow, though, so we have one more day of rainfall starting with your morning commute again. and the sun finally returns, but not until about thursday. right now here's a live look at center city, but you can't see the tops of the buildings. the clouds are low and we do expect more widespread fog overnight tonight, but as far as the visibility in philadelphia is concerned, not too bad. temperature mid 50s, mostly cloudy, so the rain has really lightened up a lot. again, most of the area seeing some drizzle or light patchy rain overnight. 1 3/4 mile visibility in coatesville, we have been seeing thicker fog, two and a half miles in pottstown, two miles in allentown, but the rest of the area not looking too bad, but we do again expect that to be more widespread overnight tonight.

the rain has really lightened up and broken apart here, so we are going to be in a bit of a break for a while, but now we're watching rain around the southeast from north carolina, down to parts of louisiana, mississippi, and this is moving in our direction. so this will be here tomorrow starting with the morning commute. here's future weather, so some light rain around for the area now and even later tonight, but not too bad. 9:00 p.m. mostly on just the cloudy side with fog developing. then 8:00 tomorrow morning you see more rain starting to move in. this model showing it north and west of philadelphia, but could be more widespread for the morning. by noon tomorrow we expect more rain to move into the afternoon, here's 3:00 p.m., see the yellows showing up, that shows us where we could be seeing heavier rain. so another rainy day, pretty much all day, even tomorrow evening once the cold front is about to move through, we could have patchy rain around, and finally moves through late tomorrow night, clears us out for thursday, gets windy,

this is nbc 10 news. >> can an apple watch help treat breast cancer? well, researchers are using the devices in a new study. nbc 10's ted greenberg shows us how it works. >> some good days, some bad days. >> reporter: maureen says it's been a rough road since she learned in july she had breast cancer.

but today the 47 year old from klementon is excited. >> i love technology, it's wonderful. >> reporter: she and this group of other breast cancer patients received free apple watches equipped with a unique app and hands-on training thanks to a pilot project. they are taking part in a new study spearheaded by md anderson cancer center at cooper in camden and behavioral health technology campaign polaris health directions that could improve the course of treatment. >> i'm hoping that my participation in this will help other patients. >> reporter: each day the polaris and power app will ask patients to answer questions about their mood, levels of pain and fatigue, along with others. it will also gather information like heart rate and the number of steps each patient takes. the data is then transmitted daily to their medical care team to track treatment progress, provide support, and intervene if necessary.

vineland area. nbc 10's aundrea cline-thomas is live for us in vineland tonight. i know police just gave us an update. what's the latest on this disappearance? >> reporter: well, police say although neidy ramirez was last seen on friday by an acquaintan acquaintance, she and baby genesis were not reported missing until yesterday when ramirez didn't show up for work. even more concerning was on saturday ramirez's chevy blazer was found abandoned by her sister on northbound route 55. now, police don't know where ramirez and her baby intended on going. the baby's father has been contacted and he did not have any information, according to police. police have also been trying to track neidy's cell phone activi activity. they say there's been no cell phone activity since friday or any credit card transactions. >> signs of postpartum depression, anything like this, this is out of ordinary for her, hoping to bring her home safely.

>> reporter: neidy, we're told, has two other children. no persons of interest in this case have been identified. that's why vineland police are making a plea to the public, if you have any information about their whereabouts to give them a call. reporting live in vineland, aundrea cline-thomas, nbc 10 news. to more breaking news, this out of burlington county where emergency crews are on the scene of a serious accident. it involves a school bus in south hampton. investigators say it collided with another vehicle at pemberton road and ridge road. the person in the car has serious injuries and in the past 15 minutes we've learned nobody on the bus was seriously hurt, but parts of the area are blocked off while police investigate the school bus crash. nbc 10's denise nakano also on the way to the scene. she's working to get more information, which we'll bring you as soon as we get it. >> familiar faces, and kind of thinking about how fast time went, you know, just very appreciative
