>> reporter: neidy, we're told, has two other children. no persons of interest in this case have been identified. that's why vineland police are making a plea to the public, if you have any information about their whereabouts to give them a call. reporting live in vineland, aundrea cline-thomas, nbc 10 news. to more breaking news, this out of burlington county where emergency crews are on the scene of a serious accident. it involves a school bus in south hampton. investigators say it collided with another vehicle at pemberton road and ridge road. the person in the car has serious injuries and in the past 15 minutes we've learned nobody on the bus was seriously hurt, but parts of the area are blocked off while police investigate the school bus crash. nbc 10's denise nakano also on the way to the scene. she's working to get more information, which we'll bring you as soon as we get it. >> familiar faces, and kind of thinking about how fast time went, you know, just very appreciative and very thankful for everyone, to those who

winless franchise. live at the wells fargo center, doug shimell, nbc 10 news. >> got to be loving that, doug. here's a quick look at kobe bryant's career and connection to philly. he was born in philadelphia august 23rd, 1978. in 1996 bryant led lower merion high school to the pennsylvania state championships, and that same year he was drafted by the charlotte hornets, but he was later traded to the l.a. lakers and in 2001 bryant won the nba championship in philadelphia. that was the second of his five championships. and in 2010 lower merion high school named its gymnasium after bryant. a lot of memories for him right here, john clark? >> reporter: yeah, hey, i'm on the floor inside the wells fargo center and there are a lot more fans with laker jerseys and kobe bryant jerseys than sixer fans. coming up in sports we'll hear from kobe and he'll talk about the thing he learned playing on philly's playground here that led him to being one of the

greatest basketball players ever. we'll see you then. >> see you in a bit, john. to our weather now, and not the kind of day you want to spend outside, unless you enjoyed dodging the raindrops. nbc 10 in camden this afternoon where people held on tight to those umbrellas as they walked along haddon avenue. taking a live look in center city, roads are wet, rain expected to taper off into the night, but haven't seen the last of it yet. let's get to nbc 10 first alert meteorologist glenn "hurricane" schwartz. what about the morning rush, glenn, soggy as well? >> it's going to be damp. i think the main issue tomorrow morning is going to be the fog. we're seeing the rain really taper off this afternoon, traffic is moving along. the roads, of course, are still wet, but some places not even getting rain anymore. few hours ago, solid green indicating a large area of rain. it continues to break up, and so we finally ended the streak of 21 straight hours of light rain reported in philly international, but look at this.

a large area of rain, tennessee, north carolina, moving up in our direction and that's what's going to be affecting us tomorrow. in the meantime we have to watch the visibilities for the fog. mount pocono, dense fog already, pottstown and wilmington, less than two-mile visibility, and that fog is going to get more and more dense as we go through the night tonight. it's not very chilly out there. it is in the 50s across most of the area, and it's going to stay in the 50s overnight tonight. the timing on when to expect that heavier rain for tomorrow with the seven day in a few minutes. philadelphia police looking for the gunman who opened fire inside an apartment complex. happened in the lobby of the alden park apartments in east falls around 3:30 this afternoon. a person was shot three times. he's in critical condition right now. new at 6:00, a delaware county woman is facing charges after she allegedly stole thousands of dollars from her own elderly

mother. the d.a.'s office tells us she took over as her mother's power of attorney and withdrew more than $40,000 through her bank account and created a go fund me page stating her mother was ill when she was, in fact, healthy and pocketed the money she raised. tonight we're in the 11th hour for the city of philadelphia to hammer out a new franchise agreement with the cable service provider comcast. the agreements only come up for renegotiation every 15 years and the city is pushing the cable giant for significant community givebacks. nbc 10's george spencer has been tracking the final countdown at city hall all day. how's it going, george? >> reporter: jim, comcast and the city have been negotiating towards this agreement for some two and a half years now, and the goal at this point is to get it finalized by thursday. it would be a long-term agreement impacting both the city of philadelphia and the company. at city hall this morning, a final soundoff from philly

residents about comcast's new franchise agreement and its responsibility to the city where it's based. >> they are role models for others in the community and their leadership has really shown that. >> elisabeth is co-ceo of the boys and girls club of philadelphia and says comcast has embraced her group's mission to help kids, but for every supporter, there are also critics. like this group, which testified in today's hearing about their concerns. >> it's been a real struggle, so comcast, it's like they don't work with us. >> reporter: comcast is the parent company of nbc 10. the city renegotiates its franchise agreement with the internet and cable provider every 15 years. the agreement gives comcast access to city right-of-ways like city roads to provide its cable service in exchange, the city asks for certain givebacks to the community. >> i'm asking comcast to step up

just a little bit more. >> reporter: but advocates want the city to demand more of comcast, prevailing wages for all workers, bigger contributions to public schools, and an expansion to low income internet essentials program with an end to the 90-day shutoff period required to enroll. >> we couldn't feel prouder of the program and feel we've done more than any entity, public or private, to address the digital divide. >> reporter: many of the issues highlighted by the public today were also addressed by the committee members. it's clear, though, this deal has already come a long way and the goal is to get it finalized by thursday. live tonight at city hall, i'm george spencer, nbc 10 news. from our delaware bureau, kenmore has announced plan to cutback 400 workers, the dupont spinoff company says the layoffs

will be completed next year. the company expects to save about $50 million a year with the cuts. kenmore closed its edgewood plant last summer. kathleen kane is turning to a former maryland attorney general to investigate the scandal. doug gansler will lead the team of washington-based attorneys to comb through thousands of e-mails. kane discovered the pornographic and objectionable e-mail exchanges last year. kane says the content shows a lack of tolerance or respect for others. >> we've reached a point in pennsylvania where some government leaders have lost their sense of dignity, of duty, and of civility. >> kane is running the attorney general's office without a valid law license. the state's supreme court suspended her license last month while she awaits trial on charges she leaked grand jury information and lied about it.

earlier today everybody was getting rain. hour after hour after hour. we're in the 50s for the most part, 49 in allentown and doylestown. cool spots, but even that is not that cool for this time of the year and you can see temperatures in the 50s, despite all the clouds and east wind, temperatures continue to be above average. the visibility is below average, though. mount pocono is improved a little bit, coatesville improved a little, but blue bell's visibility has gone down and some of the other visibilities are going to go down quite a bit. georgetown, delaware, already down to a half a mile. that's what we're watching tonight. patchy, light rain around right now. not much back to the west, so it's going to be a drier evening, but look at that amount of rain down to the south. some of that is headed this way for tomorrow. as we go through the night tonight, you'll notice the temperature does not really go down much.

we have some patchy areas of rain and again the fog will be an issue. then as we go toward the late morning and early afternoon hours, look at this, tomorrow we're starting to get some of that heavier rain coming into the area. starts off north and west, there we are 3:00, it's warm, and it's very wet. so that will be even heavier rain than today, although it won't be lasting all day. tonight, light rain, drizzle, fog, 52 for the low temperature. not going to drop very much tonight. and tomorrow it's going to go up near 60 degrees. that's about 10 degrees above average, periods of rain becoming heavier late morning, into early afternoon, then the colder air comes in with gusty winds, but once it dries out, it's going to stay dry and beautiful for friday, saturday, and sunday. hey, i'm john clark live inside the wells fargo center. there's a buzz in the building tonight for kobe bryant's last
