we'll have the adisisnssistant director say a few words. >> fbi is here with our state and local partners as well as partners from the atf. we are here to essentially assure that all of the wounded are extracted and public safety's the number one goal at this upon. we will work as law enforcement community to assure that we have done everything we can in our power to find, locate, apprehend the subjects. at this point, i know one of your questions is going to be, is this a terrorist incident. i will tell you we do not know if this is a terrorist incident. we start from beginning working with local partners we take the presumption it may be, it may not be but we will work hand in hand with them from the beginning. if things change we're here from the get-go and no steps lost as the investigation proceeds. i'm going it turn it back over to chief. >> quickly, after the initial

response, we have several hundred people in the building that are not injured. those people have been taken to a safe location and part of the investigation. in addition to that, we know this is a human incident and tragedy. we've got a lot of folks concerned and worried about loved ones that may be at the facility. we set up a place for family members to go for information. we will push information out to that for family members as we can. also sheriff's department put out the crime tip hot line number if anybody has information. we'd very much like to hear from you. a couple of questions. >> [ inaudible ]. >> i don't. i heard everything a meeting to potential lunch type gathering for the holidays. that's not confirmed. that's preliminary.

it's my understanding most of the people that were wounded, victims, were all centrally located in one area of the facility. >> employees? >> in terms of employees the facility has state and county as well as folks that work for a number of organizations. the center serves a number of organizations that treat mental illness type issues and that sort of stuff. i don't -- i know that state and local county employees work there. i do not know if any are victims or who they are. >> tell us what type of weapon -- >> i do not have any information any children were involved. >> on the weapons used and number of people involved here, what do you have in way of evidence? can you characterize this as an organized event? what were these men shooting people with in. >> these are people that came prepared. they were dressed and equipped in a way to indicate they were

if we don't have anything specifically, we will come back to you every hour on the hour at least for the next several hours to provide an update. >> top of the hour? >> top of the hour is fine. >> thank you. >> listening to the police chief in san bernardino, california. updating us with what they know and headline here, up to 14 dead, 14 people injured in that facility that's in san bernardino today. up to three shooters presumed to have fled. s.w.a.t. teams going to the building. but they presume they have fled. a chilling remark there at the end, he says they came prepared as if they were on a mission. the fbi saying they do not know if this is terrorism. the chief noting that ultimately it is, whether it's the kind we tend to think of or domestic terrorism, certainly a horrible loss of life here.

suspects could have gotten away in an suv. they have a lookout for a dark-colored suv. the men marched into a meeting going on. wasn't sure if it was a holiday get-together. but all of the victims were shot in a central part of one of the buildings on this facility. it's part of the developmental disables center. government workers, state, and county workers. as a result of this, there have been security precautions taken in other government buildings in the area as well as hospitals. the area still very much on high alert because of unknowns on this attack. there's a live view. >> another building to the left of the facility where this took place. if the camera widens out -- not sure where it is.

>> it's above it. above it is where the facility took place. tom costello watching along with us. >> yet again, this country's dealing with mass murder. at least 14 people dead, up to 14 dead, what his exact words were. 14 injured. his point was, minimum, this is a domestic terror. so this is terrorism in some fashion. what we don't know is whether there's a nexus to foreign players in any way. are foreign actors involved or foreign state or foreign terrorist organization involved. he reiterated that point from calls to police, witnesses who said there may be as many as three individuals who are involved in this mass shooting, and the police chief saying, still now, at what is it now, 1:30 or so on the west coast, they are still -- 2:30 on the west coast, going on assumption

of three suspects loose. assumption of nearly three suspects on the loose. faa put flight restrictions in place over this area as they try to work their police choppers to look for the suspect and ask the media back off, give them as much space as possible. important to note they are trying to answer the question, who was involved and is there more than one vehicle. looking for one vehicle that black suv, described by some as a possible yukon seen leaving the area at a high rate of speed, possibly with one or three suspects involved. this is an unusual situation, at least in my experience. covering quite a few mass casualty and shooting incidents. three hours later we are still looking for perpetrators and there may be as many as three on

the loose. this will go down as an unusual situation here. >> something that may have slipped by quickly in the confrenz, one reporter asked the chief, are you pursuing active leads and he paused and said, yes and i don't want to go further. perhaps a hint they have something to go on in the search. what we heard certainly not comforting from the standpoint of i think the takeaway not only the horrible loss of life and injured here, tom, this is still ongoing, there is a clear and present danger. schools on lockdown, government buildings protected, hospitals protected. three people, who the chief says came prepared as if they were on a mission are still on the loose. >> mass killer or killers on the loose that is a terrifying statement but from the mouth of the police chief in san bernardino, california. they are looking for right now

that building room by room to make sure there aren't suspicious explosive devices. this is unfolding the inland regional center, run by the state of california. mitch is following the developments. >> and a lot of news came out of the news conference. >> this all started around 11:00, sorry, 11:00 a.m. on the west coast, 22:00 p.m. eastern time. every law enforcement agency in los angeles responded entering the building, going through active shooter protocol. up to three shooters on the loose. suspects who have fled in a dark colored suv. actively trying to find them. we don't know motive, don't flow if it was terrorism or a terrorist incident. we know it is a domestic terrorist incident.

situation. live in the digital operations center. mitch blacher. >> the worst mass shooting sense newtown, connecticut. nbc 10's george spencer. >> you spoke to a security expert about what unfolded and what's next. >> reporter: just like the rest of us about terror related as the california law enforcement said domestic terrorism q. active shooter situation changed after the columbine back in 1999. i'm told by the security experts, now ai das when law enforcement arrived at scene of an active shooter situation like what unfolded today in california, they first established a perimeter, then almost immediately head inside,

searching for shoot somewhere trying to neutralize the situation. that is in stark contrast between what used to happen before days of columbine, pre-1999 when protocol was to wait outside a situation like this. nowadays law enforcement trains unfortunately specifically for incidents like this. take a listen to what one former police officer told us. >> active shooter training, we're going to go in, not going to get there, establish the perimeter, wait on s.w.a.t. get there, establish perimeter and going and isolate the active shooter. >> reporter: isolate active shooter. as california law enforcement just mentioned in their press conference, huge issue from the perspective of security experts here is the scope and size of that government building where this occurred. it was on a campus so large it

took a significant amount of time for them to go room to room clearing and neutralizing that building. also, i'm being told, idea is that the shooter, or shooters, may have arrived at that building in full body armor, certainly indicates to experts that this was a planned attack, not something these people came up with on the spur of the moment. something people are watching closely here in philadelphia, with the west coast. george spencer, nbc 10 news. >> thanks for that update. as many as 500 people work in the building in san bernardino. 200, 250 people may have been in the area of a community type event going on there. official with that facility said, if there was a community event going on, doors would be opened as we begin to ask questions about what kind of security was there at that facility. and as we know right now, as you see at bottom of the screen from

we begin with cydney long. >> reporter: they have a 5-year-old son together, we found out this mother and the baby were actually killed inside her own apartment here in vineland some time friday and then her podbody dumped 20 mile away. >> she was in town friday. >> reporter: the 34-year-old and her infant daughter, according to police, spent their last hours alive inside this super laundry. police confirmed they will work with owners to get surveillance video. but the 34-year-old, detectives say, came clean to police tuesday which led them to a wooded area in fair field township, accessible by dirt roads to recover bodies. >> co-parents and it appears there was some dispute going on.

>> reporter: criminal complaint and source confirmed santiago, the father of the 5-year-old son killed ramirez and her new baby girl inside her own apartment later using her suvs to dump the bodies. >> just confusion. a lot of worry. a lot of questions. >> reporter: worry turned to heartbreak for ramirez's loved ones, saying, quote, they are devastated after gathering in prayer for a different outcome last night. friend and neighbor's son went to school with the surviving 5-year-old. >> broke me down in tears. broke down my son in tears. that was my friend, he doesn't have a mommy. that hurt me most. >> reporter: two of the uncles told me immediate family is busy making funeral arrangements and signing paperwork to prevent

her cubical, they started barricading doors, wherever he went they had some ability to keep him from entering their floor. she is on a second or third floor looking down. the gunman on the outside of the building apparently making his way in. once again, worked there over a year. she's never expressed any concern over her safety, this is the first time we've heard they had security guards at the building. not sure what exactly happened to them or if they're among injured. this is a witness who says as soon as shooting started he got a phone call or on his phone with his wife around the time it started. he found out that she's okay. going to be reunited. but this is a chilling, chilling depiction of what just happened through the eyes and ears of a husband who heard it through the telephone in a conversation with

his wife who he says loved her job and loves this establishment and loved where she worked. now very much changed as they try to collect themselves from what just happened and his wife ends up being debriefed by police. >> we heard confirmation there was a holiday celebration going on. everything was very festive when the three shooters walked in and opened fire there. >> right. also a question as to how there might be more individuals at the establishment, at the center, on a day like today than normally. again, we have no motive obviously. so even authorities aren't sure if this was circumstance that there was -- what role the center played in all of this. as you point out, it's noteworthy that this time of season not to mention today and

tomorrow, there's some events taking place that are used to help bolster those clients that they have in this establishment. we can only guess there were more than usual at the center today. whether that plays a role, whether that was part of a plan, no idea. but it's worthy to note that. >> her description matches what the police chief was telling us he was hearing. he has said men dressed in black carrying long guns, possible tactical gear which clearly sounds like what luis gutierrez's wife saw and mentioned a man wearing a mask. >> first time we heard he may have been wearing or they may have been wearing masks here. as we are talking to you, looking at video that was shot immediately after what happened. i've got to ask you, we saw several people appear to be wounded coming out of a truck -- >> listening in to knbc's live

just got to the scene. let me ask you, sir, when you found out what was happening this morning, what was your reaction? >> well, i was at a meeting, a sandbag meeting, as soon as i received that information i left that and went over to city hall to start contact. >> reporter: i know you've been getting updates from the chief. can you take us through moments getting new updates, the emotions and frustration that these shooters, shooter, still out there? what was that like from that moment until now? >> i have great confidence in our pd as well as sheriff's department. they've done a great job of harnessing all of the resources they can. we have other agencies they're assisting in aiding in this. appreciate invitations and offers from the state and local and county level that have been here on scene to make sure the area's secure, we have been contact with other major

facilities in the community, make sure they're staying on top and keeping their responsible facility safe and secure. they have done that. in touch with superintendent of schools, cal state president, as well as community college. they are all monitoring the situation, making sure they take whatever protocols necessary to make sure their facilities are maintained and kept safe. >> what do you want your constituents to know about what's happening with the response in finding these people? >> i can say too much more. you know information needs to stay secure, as long as it's an open investigation. we have to rely upon pd and sheriffs and fbi here to provide, give us their support. our community comes to egg at these times, they have in the past. i'm grateful and expect they will do the same thing. we want them to stay away from the area. we want them to be cautious and look out for any suspicious

activity and report that as indicated earlier to the tip lines so we'll have all of the information that will help them move as quickly as possible and apprehend in the suspect. >> reporter: i know it's been hard on you, trying to resurrect a city that has so much other violence and firefighter and police officers asking for help because of the economy. how is it, in your eyes, now that you're going to have to deal with this huge tragedy, human tragedy up on that. so much is on your shoulders. >> i believe our council with the staff will come together. we will make necessary changes to be sure that the community continues on that rise that we have been on, the bankruptcy certainly is one of the things that keeps us in the press. we are making progress. i think that will help to bring the city back into more economic and viable community.

certainly this adds a dimension of something that we're going to have to deal with. san bernardino's very resilient. we will recover from and do the best that we can to make sure our community will stay safe. >> reporter: you probably have it leave the scene and face a difficult scene. i'm sure you're visiting victims' family members. how are you preparing for that? >> as any tragedy like this, we rely upon that higher source that gives us that comfort. i would just encourage those who are going through this to draw upon that faith that they have that will be able to comfort them during this tragic time, families are going to be impacted, it's something they'll be dealing with for the rest of their lives. thoughts and prayers go out to them we are mourning with them at this time. >> reporter: mayor, thank you so much. the city is going to struggle

even more but there are good people here and they will come together, just like the mayor said. back to you. >> right about that. a town of 215,000 people. we're getting more information. we understand the attack took place in a conference area where the san bernardino county department of public health was holding a banquet. that's the information we're getting from the scene. conan is standing by, he's got someone else who may have witnessed this. >> reporter: yeah. live on channel 4. you used to work at this facility. >> correct. >> reporter: and you heard at your new line of employment on the dispatch that there's a shooting. you went directly there. >> directly here. i got here 30, 45 minutes after. when i got here, cars driving franntically frantically, people running all over the place, trampling all over each other. i had to get out and direct

traffic from there. try to get everybody out here safe and sound. just trying to help out law enforcement. >> reporter: did you hear any weapons fire? there did not hear weapons fire. just like i said -- >> reporter: you didn't see any of the suspects, suspect they're looking for. >> no, not at the time. like i said, when i got here, everybody was being escorted out of the building but a lot of people, they weren't -- they weren't -- they weren't able to walk out of the building. they were running frantically. >> reporter: you used to provide security. >> correct. >> reporter: how long ago. >> two years ago. >> tell us about how much %uááñ have. >> they normally have on a day to day basis i would say eight to ten guards there. >> reporter: unarmed. >> unarmed, yes. the number of guards were high for a building like that. normally they have about two or

three to a building like that. >> reporter: you were there. had there been any incidents where people had arrived with weapons or there's any kind of exchanges that border on violence? >> no. not since i've been working there. it's pretty much a calm area. >> reporter: have you heard about any former colleagues, their situation, who may have been working? >> no, no. no. like i said, it's pretty much a cool area to be in. >> reporter: i mean, they're okay? >> yes, they're definitely fine that i know of, yes. >> reporter: when you got there, you didn't see weapons fire, the suspects, 30, 40 minutes afterwards. s.w.a.t. arrived? san bernardino city and county sheriffs arrived. >> i was there before the s.w.a.t. arrived. when i got there, it was about 20, 0 squad cars there arrived.

yeah. >> yeah. what did they tell you? did you seek information from them or did they tell you to take cover? >> at the time they couldn't give me information. i tried to speak with other employees from the build ilerring. they were being interviewed. me weren't allowed to give any information at the time. >> reporter: year here, based on what you've seen thus far, let me ask, you worked at that building for quite some time. what's your reaction to seeing this? >> i definitely -- with all of the stuff going on, definitely think it had to be a part of a terrorist attack. >> reporter: they don't know that for a fact but that's in your gut feeling. >> that's my gut feeting. >> reporter: private security guard, used to work at center where this took place. on the scene shortly afterwards. once again, this at intersection of waterman is where media mass

converged hearing some stories from individual whose have not only were there shortly after the weapons fire started but also individual whose had conversations with loved ones. still trying to reunite. that is taking place. interviews are also taking place as police try to figure out who's responsible for what happened and how can they find them. >> you know, you mentioned, conan, too early to call this act of terrorism. not an act of overseas terror ep but this is an act of domestic terrorism. when you have this assault on people, 14 dead, 14 injured. >> those numbers are preliminary. i want to make a clarification, too. within an hour and a half after what happened in san bernardino, there were reports that there was some sort of s.w.a.t. altercation or barricade situation going on in pasadena.

like a kevlar vest, carrying a large gun. she might have been on the second or third floor on the balcony when heard something, went to look outside and saw this happening on the first floor. the group she was with managed to put desks together to block the door. she was still on scene trying to locate friends. expected to be talking to police department or someone in charge shortly. >> bear with us to viewers. swapping in anchors a number of hours, four hours into what's going on. talking about what one witness was saying and that conversation with his wife inside. one thing that struck me, he said, as people who survived in the building, as they were let out by law enforcement officers, they were being interviewed and separated into ditch groups, people who saw the shooter or shooters and people who did not. the thing that, as i've been

nbc 10 breaking news. >> we do not know if we still have an active shooter. we have two down inside. making entry. >> "nbc 10 news at 6:00" begins and with more on breaking news out of california. emergency calls coming in during a mass shooting at a social services crepe ter in southern california. from the air, you can see the police presence coming up in video we'll show you. on the ground a look at victims treated, ambulances on the scene, and many of them. we know up to 14 people are dead. more than a dozen others wounded. and there are as many as three shooters on the loose at this hour. this began to unfold four hours ago now. it's about 60 miles east of los angeles. shooting happened at the inland regional center, a place that helps people with developmental disabilities. president obama has been briefed on the violence. here's what he had to say. >> we should never think that this is something that just happens in the ordinary course

of events because it doesn't happen with the same frequency in other countries. >> mitch blacher has been following the story since it broke. >> in just the last hour, police confirmed that those suspects, they are still on the loose. here's what else we know. within moments of this shooting, virtually every type of law enforcement in the los angeles area responded to the scene. followed active shooter protocol as they entered the building. they say at least 14 are dead, 14 injured. and the suspects fled in a dark colored suv and actively looking for them right now. police also say they do not have a motive and do not know whether or not this was a terrorist incident. nbc news did talk to a man whose daughter was inside the building during the shooting. >> my daughter's out of the building and safe. >> you just got the call? >> yeah. >> how are you feeling now? >> relieved. but sad f
