of events because it doesn't happen with the same frequency in other countries. >> mitch blacher has been following the story since it broke. >> in just the last hour, police confirmed that those suspects, they are still on the loose. here's what else we know. within moments of this shooting, virtually every type of law enforcement in the los angeles area responded to the scene. followed active shooter protocol as they entered the building. they say at least 14 are dead, 14 injured. and the suspects fled in a dark colored suv and actively looking for them right now. police also say they do not have a motive and do not know whether or not this was a terrorist incident. nbc news did talk to a man whose daughter was inside the building during the shooting. >> my daughter's out of the building and safe. >> you just got the call? >> yeah. >> how are you feeling now? >> relieved. but sad for the others.

situation like this entails. >> reporter: local law enforcement experts are piecing this together right alongside authorities from california. and sensing, based on what we know, this is was, in fact a planned attack. the type of attack that requires that the most delicate response from law enforcement. huge component of all of this is the size and scope of the government building where this occurred. law enforcement in california acknowledging it is so large, it is extremely difficult and extremely time consuming for police to clear going room to room, assuming that a shooter is there on the scene and working to neutralize that threat for anyone left in the building. that type of work and active shooter scenario, i'm told, exactly what law enforcement trains for nowadays. >> going directly to the shooter. so you can step over people are hurt, people mained, going directly to isolate the threat.

>> directly towards the danger? >> reporter: absolutely. active scenarios something law enforcement is well trains for in today's world. security experts here in philadelphia telling me, they were paying a lot of attention to early reports that the shooter or shooters may have been dressed in full body armor and an indication to them, certainly, that this attack was well planned, not something occurred spur of the ploem. reporting in northern liberty, george spencer, nbc 10 news. >> recap, 14 people are dead, at least 14 others injured after the mass shooting inside the facility in san bernardino, california. police say the suspects, as many as three, fled possibly in a dark colored suv. still on the loose. little to go on in the way of a description. right now authorities did not have a motive. they do not know whether this was a terrorist incident but many are calling -- terrorism.

that area's getting hit hard at the moment. the rest of the area starting to see improvement. drier air moving in. so the rain is moving out. it's not totally over with but on the way out. the visibilities are on the way up. nine mile visibility in philadelphia, will help for plains getting out. some fog to the north and west. a lot of fog in atlantic city. but most places, seeing improvement. you can see more of the buildings now. a little bit of light rain coming through the night tonight. we'll let you know when the sun finally comes back out. how long it's going to stay that with the seven day in a few minutes. broke down my son in tears. his words, now my friend doesn't have a mommy. that hurt me most. >> sadness, disbelief after an arrest in the murders of a mother and young daughter in cumberland county today.

a story developing throughout the day. learning more about the suspect. santiago faces two murder charges, he is the ex-boyfriend of the woman. the investigators found the body of her and her 3-month-old daughter last night. the two seen last friday. and the next day police found ramirez's car along route 65, her poddy with her daughter's in fair field township. following the story with team coverage at this hour. deanna durante and cydney long. we begin with sidney, gathering information on victims as well as investigation. >> reporter: that's right, loved ones were notified of the horrible double murder. that's when hope turned to despair. it happened ach the suspect came through the doors of vineland police last night letting detectives know where to look for the bodies.

we know the mother and daughter were lying in a swamp, dead all weekend long, and that suspect is now facing two counts of homicide. within the last hour we learned the bodies of the 34-year-old and baby were left in a swampy area near a boat ramp, accessible only by dirt roads in fair field township. nearly 40 minutes from her home where she lived that a source confirmed two were killed late friday. police say santiago and ramirez had some disagreement about parenting. the murders took place after she did laundry. santiago came clean to police tuesday telling them where to find bodies. >> he was not the father of genesis. he was the father of a 5-year-old child in the care of miss ramirez's family. >> why would you kill a baby of a 3-month-old?

talk it out. don't get to point of murdering. >> reporter: ramirez spent thanksgiving with her family. nothing was out of the ordinary. now making funeral plans. >> reporter: loves ones told me, she adored her three children, saying, quote, they were her life and she will always be loved and always in their heart. family confirms they are trying to prevent the suspect's family have havingfully custody privileges whatsoever. deanna durante also digging into who this suspect is. >> reporter: we have learned that santiago's first arrest was not with the homicide charge. we have learned he has another previous arrest here in vineland for making terroristic threats in february. w santiago is not listed as the owner of the home but residents

would see him time to time. when the photo appeared on the news, that's when he learned the man they would see was accused of murdering his former girl freper and 4 baby girl. the murders happened here inside the apartment. according to the criminal complaint, murders happened during a physical altercation. we found a published police blotter, listing him arrested for making terroristic threats and sent to jail in lieu of a $2500 bond. we wanted to find out more about santiago. no one answered the door. santiago's being held on $1 million bail. first court appearance set for tomorrow. deanna durante, nbc 10. >> coverage of this still-developing story continues online. logon to nbc10.com or the nbc 10

appointments available now. back to breaking news out of southern california, san bernardino, california, scene of the mass shooting. let's listen in to our sister station knbc, where there appear to be new developments about about a possible suspect here. >> completely shut down. okay, jim. >> are we in the middle of a residential area here? >> no, no. this is a commercial area, actually. no residents that we can see at this point. but very commercial in this area. in fact, directly south of the

san bernardino international airport. again, sending in the s.w.a.t. team now to try to get these people to surrender. but we believe this is the vehicle right here, hearing that -- hearing officers asking if there's any suspects outstanding that have maybe left, running away from the scene. they're saying no. they believe the suspects are within that vehicle right there. >> gill, i want to jump in for a second. reporter tony shin is telling us he's getting reports that two suspects are down, of course, all of 0 this unfolding before our very eyes. preliminary report. let me ask you this. as we're watching it, can you tell us which law enforcement agencies are engaged now? san bernardino police? sheriff's department? >> looks look a combination of chp and san bernardino police department. i've not seen the sheriffs here but i haven't looked at all of

the vehicles. more units responding to the scene. it is san bernardino pd that engaged the suspects in a pursuit, short pursuit. that ended here. again, chp and san bernardino pd involved. >> as we continue to look at your picture, do we have the ability to bring in tony shin, he's at the command post? tony, go, what do you have? >> reporter: within the past ten minutes a flurry of activity. we have seen police car after police car, s.w.a.t. vehicles, talking about the big ones, big armored ones, going code which means lights and sirens on, blazing down waterman avenue, heading south. presuming getting on the freeway and heading over to the other scene gill is above now. this is scanner traffic. we can hear police officers talking. normally we don't give out information. what they're talking is this sounds like what they're dealing

with. one suspect down inside the vehicle. one suspect possibly down outside the week and another suspect on the run. what they're dealing with on the police scanners, police officers talking to each other, trying to get into a situation to everybody knows what possibilities are. rapid fire shots, my photographer says, rapid fire shots. goes along with what happened here with witnesses that we talked to who say that they saw three armed men with armor, with masks, long guns, possibly assault rifles we don't know but they were long rifles and a flurry of shots fired that were heard from witnesses that we talk toed to who thought theresd a gun range but there wasn't. the tragedy happening inside the building you could not see from where our vantage point is now because it is so far away. we're being kept far away. the reason, it's an enormous

crime scene. back to the beginning. >> hang on. we're looking, a pickup truck, brown, drove right through the middle of this. turned the corner. and kept going. it was most incredulous thing i've seen. turned between the suspect vehicle and two black and whites on the corner. >> amazing. anybody who would commit this atrocity you don't know what they're going to do. i think what's happening now is the unthinkable people who do mass shootings are unimaginable, horrible human beings. we don't know what their motive is. we don't know why they would target innocent people at this center. sounds like they're on the run. hopefully police will be able to get them cornered so we can end this. >> right now, news chopper 4 following that vehicle. i think it was an armored vehicle, heavily armored s.w.a.t. vehicles ran through

one scene. we're getting reports multiple scenes. and the black or dark colored suv one location as well, one to two suspects down now. all of this matching up, we've been hearing report of rapid gunfire, matching up with what witness as the original scene, inland regional center, these men came prepared, on a mission. again, this looks to be the beginning of the end here, news chopper 4 closes in on s.w.a.t. vehicles. you you can see members of the s.w.a.t. team, police officers appearing to use the vehicle as i shield but now it's moving forward. bear with us. extremely fluid situation. watching it from different angles and bringing pictures live now. >> those are definitely s.w.a.t. vehicles as we see them roll down. looking for here a black suv of heard it described as yukon.

there is it right there. it might be an expedition. it in the middle of the road there. there may be one, possibly two suspects down in this suv. again, s.w.a.t. rolling up in force, more law enforcement off to the right ha-hand side of yo scene. >> s.w.a.t. vehicles getting in position right now. the original area we were looking at was san bernardino avenue north of the 10 freeway. being told this is in fact the suv right now that has been shot out. a gun battle going on. >> bullet holes through the windshield. windows are gone in the back. you see the wipers up and down. there definitely been a shoot-out. >> are we able to bring gill back? he moved locations. maybe something he's able to see or hear as he's been closing in on this area. the original area talking about,

san bernardino, north of the 10, was a commercial area. this appears to be a little bit more residential. so obviously, incredible amount of danger, if there's a gun battle where there are homes, people, right now, it just seems to be some kind of stand-off situation. you see officers gathering behind those armored s.w.a.t. vehicles. they are not closing in on that black suv at this point. again, hearing reports of rapid-fire shots fired. this could still be under way. we don't have the audio of what's happening. we're judging this based on the picture. again, any way we can bring back gill and news chopper 4? >> there's no gill right now. i got an e-mail from robert with and the center where families are waiting for loved ones. mayor is there. they are blocks away, being told to shelter in place.

let's go out to the news conference and listen. >> number of fatalities remained at 14. we have a telephone number we'd like to provide for people that want to be united with family that would possibly at the inland regional center today. that telephone number is 800-637. 6653. we are asking anybody that has family at this facility call this telephone number first. the person will advise you where you need to go in order to talk to somebody, get reunited with family. >> we've been listen to sound from the command post. everything is happening in this one location in san bernardino. san bernardino avenue, i can tell you, very close to the area. but this is where they appear to have cornered suspects here. there's been some gun battle. we're focused on the s.w.a.t.

teams and officers who rolled up on scene. there you see, starting to move. but also an suv, black suv, windows blown out, what apeers to be gunfire, bullet holes in the windshield, we understand one, perhaps two suspects down. >> reports an officer may have been injured but the officer is okay. fluid situation right now. this is, we believe, that black suv in question. the same suv that witnesses in the initial shooting reported fleeing the scene with one to three suspects armed with long guns. there was a rapid fire shoot-out taking place, perhaps under way because it difficult for us to see what's happening. we know that the s.w.a.t. team stayed away from the vehicle. they haven't cloe closed in yet. one to two suspect shot dead but a third shooting back. one of the vehicles is closing in.

there. windshield has bullet holes in it. all of the glass blown out around the suv. this is -- they talked about three suspects today being dressed in all black, wearing perhaps something on their chest, possibly kevlar vests. they got away with long rifles or long guns is what the description was. they wore masks and in a black suv. initial description was perhaps yukon, gmc yukon but hearing this might be an expedition. as you pointed out, this appears to be more of a residential area. >> yeah. if you can see the white picket fence there. and the hatches are opened on the s.w.a.t. vehicles with armored -- armed officers, i should say. what we haven't seen, with the black suv, movement inside that vehicle. that done mean there isn't somebody in there. one to two suspects might be down. reports of a third firing on

officers. you can tell s.w.a.t. team not taking any chances bringing vehicles right up to the suv. and the fact it is a residential area, i'm sure, adding a sense of urgency for officers to bring this to a close. >> many reporters covering this. tony shin at command post. robert at the hernandez center, people are being asked to go back inside and shelter in place. others are asked to shelter in place and sort of take cover because of the shots that were fired surrounding these vehicles here. >> just the approach from the s.w.a.t. team leads us to abelieve somebody still in the vehicle because you can see the officers using that vehicle as a shield in front of them. although now backing up and opening up a bit. last report from the scanner traffic rapid fire, rapid fire,

also hearing multiple shots fired from gill and news chopper 4. we know what these mean are capable of and damage they did killing 14 was the confirmed number in the inland regional center. right now, hoping that all of this comes to a close very soon. >> as they continue to work this situation here, we'll bring in sounds from tony shin, there he is in the small picture there. he's at the command post. >> reporter: i'm here with the sergeant from the san bernardino police department. she had a press conference. we want to ask you personally what is happening nearby? what do you know from hearing radio chatter? we've been listening, too. >> i don't know any more than you've heard on the radio. i know shots were fired and reportedly a suspect down in the roadway or somewhere near, be possibly dark colored suv involved. >> reporter: what can you tell us about a possible officer that might have been injured?

>> that person may be dead. the officer would not confirm it was related. they are looking for a suspect in a dark suv. that is the suspect in the shoot-out with police. active crime scene. originally looking for three suspects. three suspects. and the officer telling us a short time ago at that press conference only one suspect was engaged with the police officer in a gun battle. it appears that that suspect has been hit, may have been killed. but again, police looking for three suspects. that search across the region for two more suspects, certainly under way. >> at the scene, have they finished their search at the facility itself? >> sounds like officers are still in an active situation behind me. 300 officers, still moving in and out of the building. sounds like the situation is not quite as fluid as it used to be. not getting many updates from

the scene. i can tell you, though, many vehicles continue to pour in and out of the area. certainly very busy here as police push forward not just this crime scene but several miles away where the gun battle took place. >> all within san bernardino itself? >> absolutely. a few miles away from our zwrundinzwrund i understanding. can't tell you how far from the crime scene but officers immediately responded to officer-involved shooting. seems it's all in the same jurisdiction. >> seeing those armored vehicles now, they've moved closer to the suv and the officers are outside. clearly they have observed the scene. seems to be safe enough as they begin to approve the vehicle. again, you may be able to see some of the windows were broken out from this gunfire as police honed into the vehicle. apparently the same vehicle, at
