a teacher at george washington high school in philadelphia had to go to the hospital after a student punched him in the face today. the school district tells us the teacher took away a 9th grader's cell phone. two students tried to get it back and that's when one of the students punch the teacher. the students were suspended and face expulsion. the discovery of a bullet inside radnor high caused police to sweep the building. they were given the all clear. it's still unclear where the bullet came from. now to new information about the terror attack in san bernardino, california. in the last hour the fbi gave an update on the shooters. among the new facts released, the two took target practice just days before the deadly assault, and we just received this photo of syed farook and

tashfeen malik. it's the most recent photograph of the two that's been made public. keith jones is reporting live with more on today's newest developments. >> reporter: one thing we've learned, the two shooters honed their skills leading up to their attack last week. that includes practicing at several shootings ranges all throughout the area. >> we do have evidence that both of these subjects participated in target practice in some ranges within the metro area or within the los angeles area.uq that target practice in one occasion was done within days of this event. >> the fbi also said today that syed farook and his wife tashfeen malik were radicalized and they had been for some time but the bureau doesn't know when or whether anyone else radicalized them. thousands of san bernardino county workers are back on the job for the first time since the

shooting. this is video of them evacuating the building last week. they say they returned today and it wasn't easy but they know it's what they need to do. >> we can't be afraid of our lives, of our community, of our neighbors, of our co-workers. we have to have the strength to continue. >> security has been increased throughout san bernardino. county leaders there say there will be more security guards and now they're going to be armed. live at the operation center keith jones. nbc 10 news. >> as you may have seen, president obama offered reassurance to americans worried now about terrorism in a rare primetime address last night. >> he spoke very little of policy and time lines in the fight against isis, the major message being it's going to be okay. >> after so much war, many americans are asking whether we are confronted by a cancer that has no immediate cure.

well, here's what i want you to know. the threat from terrorism is real. but we will overcome it. >> obama says his administration's current plan is working and they will not start a new war against isis. president obama also implored americans to not turn against muslims at home, saying the islamic state is driven by a desire to spark a war between the west and islam. and today we learned local muslim leaders are taking steps to stop extremism. tim furlong has more on how they're trying to keep terrorism out of their religion. >> reporter: president obama in the oval office trying to reassure americans we will overcome terrorism. >> okay, let's point to the w. >> reporter: at the islamic academy of delaware, they say they too are trying to help4gmg prevent terrorism. >> i can assure you that isis does not represent anybody that's in here. >> reporter: the kids in the school talk about what's happening in the news.

they know the words isis and radicalized and why they're dangerous. families talk about monitoring their kids' social media and how to avoid becoming easy targets for those looking to recruit muslims in american. >> we feel there's so much effort that has to be done on our part to make sure that our children are safe and that our children will not go that path. >> reporter: about 1,000 muslims come to the mosque here on fridays. the head of the school tells me he wants everyone to know that he and other leaders in the local muslim community now more than ever are on the lookout for people who might become radicalized. he says they would not hesitate to call law enforcement agencies when they see something suspicious. they say true muslims reject everything isis stands for and people with that mind-set would not be welcome here. >> we should be very careful about people who pop in that we're not familiar with, and we should check if they have anything on their minds or if they have any agendas. i believe we're fully vigilant and fully alert to this fact.

>> reporter: the leader of the academy tells me his community needs to do a better job with outreach, of letting their anonymous lum neighbors in delaware know they're a peaceful people and they too are working against the influence of isis here on american soil. i'm tim furlong, nbc 10 news. homeland security is preparing to roll out a new terror alert system. it said today it will do so in the coming days. it will be the third terror alert system put in place since the september 11th terror attacks. a color coded system you'll recall was replaced by the national threat advisory system four years ago. homeland security says the change is needed to better inform americans. looks like a beautiful day out. take a look this guy right here. we found him with shorts in a t-shirt. not bad for december, right? beautiful day out there. let's head down the shore. a live look at cape may where people are no doubt enjoying these above average conditions for this time of year. it could be a nice night to get

quicker. but if you think this is a mild pattern for december, wait until you see some of those numbers in the 7-day forecast coming up in just a few minutes. >>. 20 minutes of nonstop news continues with the federal government saying it will take a hard look at chicago police and the department of justice investigation. attorney general loretta lynch says they will focus on whether or not chicago police have a pattern of violating people's civil rights, specifically they will investigate the department's use of force. it comes as a request of local, state and community leaders. this investigation comes after another probe already under way into the deadly shooting of teenager laquan mcdonald. officer jason van dyke shot mcdonald 16 times last year. he's now charged with murder. the attorney general's office says the new investigation wants to look at the department in a wider scope. >> we need to hear from community members, from residents, who have experienced

situations where they may feel that the use of force was not dealt with appropriately. it's also important that we hear from rank and file police officers about their perceptions of their training, their perceptions of how use of force is handled from their perspective as well. >> lynch went on to say that based on what the investigation uncovers, the justice department will work with the city on appropriate reform. a new jersey man tried to walk right through airport security with a loaded gun. chad wiggen was arrested on saturday at the newark liberty international airport after officers detected his gun in his carry on bag loaded with six rounds. he was arrested on state weapons charge. officials say there was no impact on airport operations at newark. we have new video of a mail theft. this happened in late october near 20th and walnut street. look at this guy rummaging right

through people's mail. he took several pieces, in fact, and then ran off. here's a good look at his face. he may be responsible for taking credit cards taken from the mailboxes. anyone who knows who this is is asked to call police. >> a mason worker is recovering after he accidently tore off part of his fingers. the man reached into a moving cement mixer this morning when the machine tore his fingers. officials say it was just a mistake on his part. he was taken to the hospital where three of his fingertips had to be amputated. officials are hopeful they will be able to reattach them. the black bear hunting season started in new jersey today. the environmental protection agency has created new zones for hunters where bear sightings are on the rise. an aide to pennsylvania attorney general kathleen kane went on trial today for criminal attempt. patrick reese is cain's driver and bodyguard. he's accused of illegally

snooping on computer files to keep tabs on his boss. reese says he wasn't aware of a court order protecting the e-mails. reese was charged the same day cain was charged with percentage and obstruction. cain is accused of leaking secret grand jury secrets to the media and lying about it under oath. to decision 2016, a new poll shows republican presidential hopeful ted cruz is surging. cruz is now in first place in iowa. the monmouth university poll shows the texas senate with 24%, ahead of donald trump and marco rubio. cruz is in south carolina where he spoke about the president's address on the war on terrorism. >> we don't need a president who goes on national television and lectures the american people like a school marm, conned sends to the american people and says

the problem we have is islam phobia. no, our president refuses to recognize our enemy. >> other g.o.p. hopefuls voiced their concern in the fight against isis today. we'll have more of that coming up at 4:45. another new poll shows the majority of americans think donald trump is hurting the republican party's image, 58% of them. 35% of americans say that democratic front-runner hillary clinton is hurting her party's image. some encouraging news from former president jimmy carter three and a half months after he revealed he was being treated for cancer. >> when i went this week they didn't find any cancer at all. >> carter stunning his congregation there in georgia yesterday when he announced he is cancer free. this summer the 91-year-old had a small cancerous mass removed from his liver. doctors found four spots on his

brain. he began rigorous treatment that included highly targeted radiation and a new drug. >> very difficult to say which treatment was the real effective one here. i think in combination for president carter they've obviously been a great success. this is actually very positive news. it's as good of an outcome as someone with advanced melanoma can hope for. >> the fda approved this drug last year for patients with melanoma who have exhausted other therapies. it is the date which will live in infamy. today marks 74 years since the attack on pearl harbor and people from across the nation and the world are remembering those who lost their lives that day. in camden county a ceremony for all veterans who served, protecting our nation. dozens came out to be recognized

and show their support. about 2400 americans were killed in the attack 74 years ago. and in pearl harbor, hawaii, officials rang a bell at the time of the attack, 8:00 a.m. on a sunday morning. survivors and supporters gathered for a special ceremony to remember those who lost their lives. >> they are the guardian angels of our nation and here they will never be forgotten. today and for every tomorrow we owe our debt to the men and women who gave their full devotion on that december 7th morning and throughout world war ii. >> ceremonies will last throughout the day in pearl harbor including a look at the uss arizona which was bombed during the attack. people of jewish faith are celebrating the beginning of hanukkah. >> today there was a special menorah lighting bringing preschoolers and seniors together. the jewish festival of lights officially began at sunset last

night. there was aspecial intergenerational lighting of the menorah and ends a week from today. the goal of a new effort by comcast, the company hosting its first ever diversity and inclusion summit. about 100 business leaders from our area attended today's event in center city. the focus how to better serve customers and the community by hiring people from a variety of backgrounds. in what appeared to be a david and goliath matchup in foxboro, the philadelphia eagles just stunned everyone with that incredible win over the patriots last night. >> a lot of people are wondering if the tide has finally turned for the birds. comcast sportsnet john clark with more on today's reaction to the big upset that could leave the eagles, yes, in first place in their division. who would have thought this a

few weeks ago. >> it really is stunning. they're a half game out of first place in the division. eagles fans, you got to be cowboys fans. if the cowboys beat the redskins, the eagles will be in a tie for first place in the nfc east. a huge upset last night in new england. the patriots in gillette stadium in the month of december have been 25 and 3. this is the first time bill belichick has thrown a 14-point lead at home. the birds were down 14-0 but they came back to tie it before halftime with the blocked punt returned for a touchdown. jenkins intercepted tom brady. darren sproles, a punt return. chip kelly showed clips of all the good plays that every good players had made this season. chip is all about building his players up and all the negativity that was surrounding his team these last few weeks in

eagles are doing right now. let's keep it going. we're going to have to do it, jackie. >> thanks. the next game the eagles are playing at home on sunday, you won't believe the weather forecast i have for next sunday. you'll just have to wait a little bit but it's pretty amazi amazing. it's mild for december out there and later this week it's just going to get warmer. it's also going to likely stay pretty dry for the week despite the clouds that we have out there right now. it's 55 degrees. the wind is only 6 miles per hour. that's 4 degrees warmer than it was at this time yesterday. now we have 56 so far today, 52 the next couple of days, and then we start climbing. thursday 57. friday up to 61. and then it gets even warmer

next weekend. it's 49 in potstown, even these numbers are above average for this time of year. washington township also 49 degrees, was in the 50s over the weekend. average high temperature is 48. 48 in woodbien, 47 in millvale. northwest wind is not all that strong right now, 5 to 10 miles per hour. with the clouds that will prevent the temperature from dropping a whole lot. you can see these clouds have moved up the coast during the day with a storm that's not that far away. we've been talking about this last week. we were saying that we were expecting this to stay off shore and it does look like it's going to do that but not by a whole lot. parts of perhaps the delaware beaches or cape may might get a

sprinkle out of that. aside from that system it is pretty die over the eastern two-third of the country. so we're going to stay that way. here's the future cast that keeps the rain well off shore, not too far off shore compared to what's going on now. eventually that will move out and the skies will clear and a little bit cooler air is going to start to come in tomorrow. tomorrow we only get up to 52 degrees. you can see there's hardly any kind of cloud cover tomorrow or into the middle of the week. what about that arctic air? we've been trying to follow this and it's up obviously in the north pole, extreme northern canada. here we are on tuesday and we watch it through the week. there's sunday. okay, it's getting a little bit closer but it's still not south of the border unless you go into the rockies. and that's december 17th.

more than halfway into the month there's still no arctic air anywhere close to us. the clouds early tonight clearing late, 35 for the low in philadelphia. 28 north and west. that's seasonable. then for tomorrow, sunny, cooler than today, highs in the low 50s but still not much wind. the 7-day forecast, similar temperature on wednesday with a lot of clouds around. then it gets warmer thursday and friday. here we go. saturday and sunday 64 saturday, possible record warmth on sunday, 66 degrees. >> that's a good one. now to juasa just released stunning images of pluto taken during the closest ever fly by in july. you can see pluto's drain.

on fire after a crash. here's a closer look. the cab was up in flames. fortunately the driver and the passenger both got out with only minor injuries. >> the car crash gave guests at a hotel an early wakeup after a man drove his car through the hotel and into the lobby. a lot of guests were startled out of bed at 3:30 in the morning. police say the driver fell asleep at the wheel. the name is out. late this afternoon kim kardashian revealed the name of her new bundle of joy. >> kardashian and her husband kanye west named the first baby north. everyone wondered if the compass would be part of the boy. later this afternoon she tweeted that his name is saint west. earlier the couple referred to their son as a saint throughout her pregnancy given she had such a hard time conceiving. >> let's hope he continues to be a saint. >> of course he will.

a bipartisan budget deal is now through the pennsylvania senate and on its way to the house. >> the proposal could end the state's 5-month-old budget stalemate but the majority leader admits house republicans aren't completely on board and there's concern that the impact could carry into the new year. we spoke to the leaders about the impact on education and we're live with more. >> reporter: good evening. there is some good news in that bill that you mentioned for schools like this one. it includes a big boost in education spending but no full deal yet means no money is flowing. here in philadelphia it costs $10 million or more every day to keep the schools open. for philadelphia schools, the countdown isn't just until winter break now. it's until the district runs out of money. >> we've borrowed a lot of money to get us to this point. it will get us through the calendar year. >> philadelphia schools have borrowed more than a half

billion dollars until they wait for state funds held up by the impasse. >> reporter: what happens next? >> i don't want to speculate because i'm hearing exactly what you're hearing, that people are getting close in harrisburg and we don't know what close means. we've heard that a couple of times. >> reporter: there is progress today with the senate passing a budget bill that includes what's being tautd as a historic $400 million increase in education funding. >> we need to just complete this mission and we need to get it completed right away. >> reporter: senator vincent hughes told reporters on a conference call there's is an agreement of four or five actors. house republicans now take center stage. meanwhile, philadelphia schools count down until the cash runs out. >> have you started exploring borrowing additional money? >> we're exploring that right now. we don't know if we'll have the ability to do that but we are exploring it. >> reporter: the superintendent tells me this budget delay is causing other problems now too with principals making requests

for supplies or to hire people and right now there is just still a lot of uncertainty. live in red sox borough, nbc 10 news. from crime to college, philadelphia launching a new program that will allow some nonviolent offenders to become students instead of inmates. district attorney seth williams announced those who qualify can avoid incarceration and a criminal record while earning up to 24 college credits but candidates have to meet several criteria and be at least 24 years old. now to the nbc 10 news headlines. police tell us a fishtown woman discovered dead in her house today was severely beaten. kathy wilson was well known in the area. two people are being questioned about the murder. police have not made an arrest. the two attackers in the san bernardino attacks participated in target practice, including one session within days of last week's shooting. the fbi made that announcement this afternoon. it also said the couple was

radicalized and had been for some time. it set off a panic during one of the biggest holiday shopping weekends of the year. >> police are searching for police robbers who smashed the counters of a jewelry store, prompted the lockdown of a mall. vine video shows one robber using a sledge hammer to smash a case at a jewelry store. this was in riverside, california. frightened shoppers seen running away. the robbers are still on the loose. police say there were initial reports of shooting and people confused it with gunshots. dozens of officers ran towards the scene. >> massive stampede out of the food court. i grabbed my daughter and i was screaming rub, run. >> the tyler mall in california is about 17 miles from last week's attacks in san bernardino oscar pistorius is going to appeal in court to ask for bail.

a sentencing date may be addressed during tomorrow's hearing. last week south africa's supreme court of appeal overturned and upgraded a manslaughter conviction for shooting and killing his girlfriend in 2013. he was put under house arrest in october. vice-president joe biden says the u.s. is still backing ukraine despite efforts to work with russia against isis. he talked about seeing signs of economic progress there. he also announced almost $190 million will go towards new assistance to sort ukraine's progress. he says the country is on the right track but everyone needs to do their part. >> all officials, business leaders, the business community, every day citizens, they've got to work together to root out corruption that has held this country back for so long. >> mr. biden went on to say the u.s. has become ukraine's ally around the world.

the u.s. postal service wants to e-mail you your mail. the postal service will send you an e-mail with images of what's going to be in your mailbox that day. nothing can be opened but you'll be able to see what's coming to your doorstep later that day. it's free and you can sign up online. if you're looking to save on your electric bill, you might want to start a simple switch of your holiday lights. led lights use about 70% less electricity than traditional incandescent. you don't have to worry about burnouts and the cost savings are considerable as well. running three strings of led lights, 150 hours, costs about 56 cents. running three strings of incandescent mini lights for the same time costs more than $3. another thing to keep in mind, led lights may cost more up front but they'll save you in the long run. doctors are recommending a change when it comes to children's checkups. >> next, the additional screening they say parents should add to the list. plus, new advice for preemies, what adults who were

babies who gain too much weight could be at increased risk for type one diabetes. researchers tracked 100,000 children from birth through their preteen years. those kids who gained weight more quickly during their first year of life had a higher chance of developing diabetes. more studies are needed to confirm the link. researchers have come up with new guidelines for adults who came into the world as premature babies. the goal is to help them manage problems they're more at risk for later in life. the guidelines include paying close attention to blood pressure and getting lung function testing.

weight bearing exercises are also recommended. a little girl with a very big heart is proving it doesn't matter how old you are, anyone can make a difference and inspire others. >> we first told you back in march about 10-year-old maya rigler. the mryn mawr girl had been diagnosed with cancer for the second time in her life. maya asked people to give money to fight childhood cancer. she wants to raise a quarter of a million dollars by mid january. better yet, her family says she's winning the fight against cancer with one final round of chemotherapy coming up next week. >> she is delightful from the moment we met her. she said i'm going to raise this money and we're going to fight cancer. >> looks like she's a winner. coming up, new recommendations out today when3 it comes to wellness screenings for kids. >> the biggest change, the

war with islam. nbc news washington. after the second warmest november ever recorded in philadelphia, we're certainly starting off december in a similar way. it's very mild for december and that forecast is going to actually get even warmer as we head towards the end of the week and next weekend. we also have fairly dry week's forecast here. the sun has just officially set minutes ago. beautiful sunset. you can see some clouds except in the western sky. that's why you can see it the way it is there. 55 degrees, the wind only 6 miles per hour. the relative humidity 34%. the temperature today up to 56 so far. by tomorrow and wednesday about 52. even that is above the average high of 48. then it warms up. 57 degrees on thursday.

how this keep these thieves from stealing your gifts and your holiday spirit. nbc 10 news at 5 starts right now. a severed pig's head left outside a north philly mosque. an employee made that disturbing discovery and now police are looking for who's responsible. nbc 10 joins us live from north philadelphia. what have you learned about this gruesome find? >> reporter: people who attend this mosque here on germantown avenue say they are sure that the person who did it will be caught because there are surveillance cameras all around the building. here's one of several in front of the building here, and those who work here and those who made the discovery at 6:00 this morning tell me that those cameras picked up a red pick-up truck that went around the block and then on that video you see a person slowing down and something being thrown towards the outside, the entrance to this mosque here on germantown avenue in north philadelphia. it was a severed pig's head. we can tell you that the manager said he made that discovery
