how this keep these thieves from stealing your gifts and your holiday spirit. nbc 10 news at 5 starts right now. a severed pig's head left outside a north philly mosque. an employee made that disturbing discovery and now police are looking for who's responsible. nbc 10 joins us live from north philadelphia. what have you learned about this gruesome find? >> reporter: people who attend this mosque here on germantown avenue say they are sure that the person who did it will be caught because there are surveillance cameras all around the building. here's one of several in front of the building here, and those who work here and those who made the discovery at 6:00 this morning tell me that those cameras picked up a red pick-up truck that went around the block and then on that video you see a person slowing down and something being thrown towards the outside, the entrance to this mosque here on germantown avenue in north philadelphia. it was a severed pig's head. we can tell you that the manager said he made that discovery as

he showed up at 6:00 this morning for morning prayer services. east detectives right now are talking to witnesses and the people that made the discovery this morning and the field office for the philadelphia fbi says they are aware of this. all of those agencies are now working to try and figure out who left this severed pig's head here and why. that's the very latest reporting live in philadelphia. >> thank you. this just in. donald trump calling for a complete and total ban on muslims entering the united states. the republican presidential front-runner just released a statement saying large segments of the muslim population have great hatred toward americans. trump's campaign manager says the ban would apply to everybody including muslims seeking immigration visas as well as tourists. this comes as we're learning more about the terrorist attack in san bernardino, california. federal agents gave an update earlier this morning and we're now hearing from the survivors of the attack that killed 14 and

wuch wounded more than 20. jay gray has the latest. >> reporter: an update this afternoon from federal agents as they continue the terror investigation in san bernardino. >> we have learned and believe that both subjects were radicalized and have been for quite some time. >> reporter: earlier today the sister of syed farook was silent as she left a custody hearing for his 6-month-old daughter but the father of the alleged terrorist reportedly spoke out, telling an italian magazine his son became, quote, obsessed with israel and shared al-baghdadi's ideas before he and his wife killed 14 and wounded 21 during the massacre at the inland regional center. >> all of us were crying, oh, my god, what's happening. there's people dead. >> reporter: we are also hearing more now from survivors trapped inside the center as the shots rang out. >> i'm just holding onto their hands and i'm just praying out loud because right then and

questioning. wilson was a well known block captain and poll worker in the area. >> this is horrifying. i've known her for a long time and for something like this to happen to her is just unbelievable. >> police are waiting on autopsy results before finalizing those charges. don't adjust your television sets. new at 5:00, emergency sirens blasted for three minutes near the limb rick nuclear generation this afternoon as part of the planned semiannual test. the nbc 10 investigators have been reporting on calls for more ex pan sieve nuclear emergency planning. nbc 10 reporter mitch blocker live in digital operations center for us now. tell us more about this, mitch. >> reporter: today's test covered everyone within a ten-mile radius of the generating station. every nuclear power plant in the country is supposed to have what

is called an emergency planning zone all within ten miles, but go beyond ten miles and the rules change, as does planning for a disaster. 165 sirens boomed for miles around the limrick nuclear generating station. computers test each one to make sure they all sound. all 165 sit within ten miles of the power plant. if there's ever a real emergency, the sirens turn to emergency alert broadcast. tests like these are required. so is having an evacuation plan. but as the nbc 10 investigators first reported in june, that plan only includes those living within ten miles of a nuclear power plant. the limit of such an evacuation has sounded alarms from senator bob casey. >> i hope the nuclear regulatory commission would listen to the concerns that i have and a lot of people have. >> reporter: the disaster preparedness advocates. >> we're not saying a problem is likely. we're not trying to scare the

public. we're trying to say the whole purpose of emergency planning is to prepare for unexpected events. >> reporter: regulators have said there's no need to expand the zone. >> we don't see the need for the measures. >> reporter: emergency plans are constantly evolving and the ten-mile emergency planning zone may too, but for now three of the loudest minutes of the year are meant only for those within ten miles. more than 20 million people in pennsylvania, new jersey and delaware live within 50 miles of a nuclear power plant. there are plans in place to handle soil and animal contamination that far out but not to evacuate people. nbc 10 news. turning to our weather now, no clouds in sight this morning. look at that blue sky above newark, new castle county. this is main street here. people didn't seem to mind the sun out there. there's a live look at camel back mountain resort.

we may love that warmer, dry weather. people up here, look at those ski slopes, desperate for snow. nbc 10 first alert chief meteorologist glenn hurricane schwartz is tracking the weather. i would have never guessed the first full week of december would be this warm. >> especially after november was the second warmest november ever recorded in philadelphia. so we've had quite a start to this winter season. we have clouds in the area right now. it does not look at the end of the day the way it looked at the beginning of the day with the clear skies. you can see the clouds covering much of the region now. they're thinner out to the west than they are to the east. it's all related to this storm down south. not all that far away, just off the coast of norfolk and with the rain moving up to the northeast, it may just graze parts of the delaware beaches and cape may county. over the weekend we were in the 50s. the average high is 48. today's official high, 57 degrees.

we're going to drop down a little bit tomorrow, but that's still above average. the temperatures now down to 48 degrees in kennette square, 46 in wrightstown. those areas had clouds a little bit thicker. we have 46 in blue bell, 47 in pottstown and 46 in quakertown. we'll talk about how much warmer it's going to get and if there's any rain in a few minutes. >> thank you very much. the philadelphia district attorney's office demoted three lawyers linked to porn graphic e-mails but still some say it's not enough. three senior prosecutors found with pornographic e-mails on their state owned computers will no longer be supervisors starting today. seth williams transferred the men to other departments in the district attorney's office but they'll still get their full pay. a spokesperson says the office just wants to put the matter

behind them. city council and several women's groups in the area want the men fired. switching gearing, after a highly successful season, temple university made a move to keep its football coach around for a while and announced matt rhule has agreed to a six-year contract. he's a finalist for the eddie robinson coach of the year award, shouldn't surprise many people. rhule has turned around the program in three seasons. temple finished 10-3 this season and will head to their first bowl game in four years. temple will take on toledo in the boca raton bowl on december 22nd. december 7th, 1941, a date which will live in infamy. president franklin roosevelt famously said those words following the attack on pearl harbor and today marks the 74th anniversary.

to play, it's not clear if he will. he missed practice yesterday because of an upper respiratory infection. back to the news now. down in delaware, jurors will deliberate the fate of a dover police officer accused of breaking a suspect's jaw. they've been discussing the case of thomas webster since friday. dash cam video shows webster kicking vicarson during an arrest in 2013. webster testified that he intended to kick dickerson in the upper body, not his head, and that he feared for his safety. prosecutors say webster acted wreslessly and used access sieve force. to a big honor today. pennsylvania has a new teacher of the year. >> 2016 pennsylvania teacher of the year is -- rebecca foxwell. >> a first grade teacher in lebanon. local nominees at the hershey

five months and counting for pennsylvania's budget stalemate. we can report some progress today at the capital with the vote in the senate but no done deal yet. nbc 10 spoke with local education leaders about why they need these funds from harrisburg. we're joined live from rocks borough. what did they have to say about the stalemate? >> reporter: there is uncertainty right now. they borrow a certain amount of money at a time. it is not open-ended which means eventually the money runs out. in the meantime a group is creating a wish list for philadelphia schools when the money comes through. this is where the money should go. that's according to a child advocacy group that wants more investment in philadelphia's neighborhood schools. >> summer schools, extra help,

tutoring, that needs to be norm. >> reporter: public citizens for children and youth releasing a report called separate and une equal, suggesting the district's neighborhood schools need nor more counselors, leadership, money. >> it all points to a revenue question and these schools have been impacted disproportionately more than any other school simply because the types of children they're serving, serving children with significant needs. >> reporter: the report comes as philadelphia schools are borrowing millions just so stay open amid pennsylvania's budget impasse. >> we borrowed a lot of money to get us to this point. we think that money will get us through the end of the calendar year. we don't know what will happen if a budget is not done by then. >> are you started exploring borrowing additional money? >> we're exploring that right now. i don't know if we'll have the ability to do that but we are exploring. >> reporter: a senate budget bill was passed today and goes to the south now.

in philadelphia they're already planning ways to spend it. that senate bill calls for an increase in public education, spending for pre-k, for higher education, but it is just about the spending. we and the lawmakers themselves still don't know all the details of exactly how it would be paid for. nbc 10 news. new at 5:30 local first responders gathered in yardley today to push for the passage of a bill that covers the cost of 9/11 related illnesses. the firefighters and paramedics were joined by congressman mike fitzpatrick. the original bill expired at the end of september and must be renewed before additional money can be added to the fund. >> many of the first responders came down with different respiratory diseases, blood disorders. >> illnesses that were linked to

school at the carville state office building. this comes after a state committee recommended the school's charter be revoked. public comment will be accepted through december 11th. delaware's education secretary will decide by next week whether to close that school. new information on a philadelphia row home fire that injured a firefighter and a woman overnight. officials say that firefighter suffered heat exhaustion, not smoke inhalation as we were originally told. flames broke out around 12:30 this morning inside the house on moore street in point breeze. authorities say the woman who was hurt has minor injuries. the cause of the fire is still under investigation. meanwhile, camden county police are investigating an overnight shooting, but they don't know exactly where it happened. our cameras show police at the pines apartments along bill per avenue. we're told the victim was shot once in the lower body and is expected to be okay. we have sad news to tell you about tonight. a young boy with cancer who was

blessed by pope francis this fall has died. 9-year-old landon vargas was carried to francis there as the pope made his way to independence mall. the pontiff kissed and patted the boy on the head before passing him back to his family. landon's family tells us there was no one tougher or braver. his funeral is saturday. turning now to a controversial topic, guns. many retailers have reported a recent rise in gun sales while some are calling for stricter gun laws. nbc 10 went to the bass pro shops which opened in april. the general manager tells us he thinks that most of their sales are due to hunting. the store also gets many out of state visitors because of its location, but the gm says most walk away empty handed because of new jersey's laws. >> in new jersey you're required to have a firearms i.d. card in order to even be offered the at

we're following the turmoil. the latest developments involving the fire company. >> a shakeup at the car win fire company knocked three officials out of their jobs. these documents detail why the board of directors last friday voted to suspend the deputy chief, the treasurer and a member of the board of directors. this is in the middle of an investigation by the delaware county district attorney's office. we captured this video last month as county detectives searched the firehouse. allegations of fire officials misusing taxpayer money sparked that investigation. it's alleged that some fire officials used tax dollars to pay personal bills. according to an affidavit of probable cause obtained by the nbc 10 investigators, just last year $546 of taxpayer money was

used to pay for a fire official's personal electric bill, and it's alleged during this same month $512 of your tax dollars were used to pay another firehouse official's comcast bill. the president of the fire company says the sus suspensions are pending the outcome of the d.a.'s investigation. the d.a.'s office tells us the investigation is continuing. no one has been charged with a crime. back to you. elsewhere, chicago is bracing for more protests after prosecutors announced they would not file criminal charges in another officer-involved shooting. it stems from this dash cam video showing a chicago police officer fatally shooting a black suspect, 25-year-old ronald johnson. prosecutors say johnson was armed with a gun and had resisted arrest, justifying the use of force, unlike the shooting of 17-year-old laquan mcdonald. the city's unrest and growing

mistrust of police have prompted the justice department to open an investigation into the chicago police department. >> we will examine a number of issues related to the chicago police department's use of force including its use of deadly force. >> mayor rahm emanuel originally said that the federal civil rights investigation would be, quote, misguided, but after today's announcement he welcomed it. closer to home, swath more college has become the latest school to rescind an honorary degree awarded to bill cosby. the school voted this weekend to take back the degree. the comedian received it in 1995. swarth more's president says cosby's personal behaviors are inconsistent with the school's values. dozens of women have accused cosby of molesting them decades ago. he's denied the allegations and has never been charged. from our nbc 10 delaware

the wind is very light out of the west. 2 degrees warmer than we were at this time yesterday. we got up to 57 degrees. 52 for the high the next couple of days and then it starts going up. 57 on thursday, 61 on friday, and it may continue warming over the weekend. next weekend is not going to be cold by any stretch. it's not that cold right now either. it's 46 in quaker town and in coatesville, 45 in blue bell. 48 in reading and allentown and doylestown. it's 52 in philadelphia. remember we were 57 so it has cooled down a few degrees. washington township, 46. kennette square 47. 46 in writestown, 51 in trenton and cooler weather towards south jersey and southern delaware. the clouds thickened up here a little earlier and that's why it didn't get as warm. woodbine is 54, millvale 44,

dover 46 degrees. for tonight we start off with the clouds and then we clear out and so the temperature is going to fall farthest to the north and west, the area that's going to clear out first. reading and lancaster and pottstown 29. pottstown 29. hu÷ wilmington. it's not going to be as cold as we head toward the end of the week and these clouds of course prevent it from cooling down very much. so the clouds did move in and it looks like this rain might just graze some of the beaches, especially the delaware beaches over the next couple of hours. but the general trend is for this thing to head off shore as we were suggesting last week. the future cast computer models show the same thing, although perhaps a little overly optimistic for the shore there, but we're going to be seeing a lot of sunshine here as you can see into the day tomorrow.

announced they have arrested two people and charged them with murder and robbery. good evening. i'm jim rosen field. >> i'm jacqueline london. tonight at 6:00 we can tell you that police found the victim this morning and that murder may have happened friday. nbc 10 joins us live from the crime scene in the city's fishtown neighborhood. doug? >> reporter: police just announced that they have arrested a man who used to do handy work for kathy wilson. they also arrested a woman who used to clean her row home. both have been charged with murder and robbery for also taking more than $20,000. >> everyone knew her by the heart-shaped glasses and the tie dyed shirt but police say kathy wilson was brutally beaten inside her fishtown row home. >> i don't understand everything that happened to her. she was well known in the neighborhood and i don't see anything -- anybody from
