now. the umbrellas getting a workout today, a light rain started this morning and has gotten heavier throughout the afternoon. meteorologist sheena parveen is tracking the radar. >> sheena, the rain is moving out but is affecting some areas. >> we have some areas seeing rain, which we expected at least for part of the area for the evening commute, but areas west of philadelphia have started to clear out from the rain. we have some heavier pockets up around trenton and this could be impacting some traffic here on 295 up near trenton, bordentown and moving out of the philadelphia area is the rain now. seeing the cloudy skies, maybe some lingering sprinkles, but morristown is seeing the light, consistent rain up through bensalem and parts of burlington county, but it's moving out quickly. much of south jersey seeing spotty showers, moderate rainfall about to move into atlantic county but that's the end of it, delaware seeing spotty showers, too, so very

different than what we had earlier this afternoon. we're going to keep seeing these improvements as we go overnight tonight. by 6:00 p.m. we'll be drying up mid 50s by 8:00. i think we'll be dry, cloudy by 10:00 tonight, don't expect the rain by then, temperatures staying in the mid 50s, so not a big drop in temperatures tonight, it will be colder tomorrow, but even colder as we go into your weekend, feeling more like winter. we'll take a look at how cold it will get coming up. now to breaking news, the fbi has arrested a pennsylvania man suspected of conspireing to help isis, his name, jalil aziz. authorities say he's used at least 57 twitter accounts to advocate violence against the u.s. and disseminate isis propaganda and is accused of posting names and addresses of 100 u.s. military members. and the fbi says he worked to help people travel to the united states. once again, a pennsylvania man under arrest this afternoon for allegedly helping isis.

we'll continue to follow this breaking story. right now at 5:00, parishioners want answers after a fire destroyed their church. a drone captured the moment the roof collapsed as flames engulfed that church in wilmington. and that fire did most of the damage and today parishioners had to watch in pain as a bull dozer finished the job. nbc 10 delaware bureau reporter tim furlong is live at the church. tim, investigators closer to figuring out what started the fire? >> reporter: they are not really saying much at this point, but i can tell you this, even in the heavy rain today investigators worked hard out here trying to figure this thing out. you can see they did take a lot of the lumber and bricks, moved them over to the empty lot to our right because they want things to dry out a bit so they can try to check things out to see what happened, what started this fire and if you were with us at 11:00, you know how big the fire was.

the pastor of the new jerusalem church isn't ready to call the fire an accident, hate crime, or anything else. he does find it peculiar this was the second fire in the last two weeks. this is a picture from the first fire. >> all of a sudden we heard a boom. what's going on? >> reporter: the whole neighborhood is still talking about the fire we first showed you last night. this is a viewer's drone video directly over the church when the roof collapsed. it doesn't look like there's any way to save the church, the damage so extensive, investigators still trying to find out what or who started the fire. federal investigators determining if a hate crime was committed. the pastor and other neighbors tell me they don't know why anyone would have targeted this church. >> it's been a staple in the community, been here for so long, as long as i can remember, a pillar in the community, and, obviously, we want to get to a determination as to how it started. >> reporter: second one in two weeks, what's your gut tell you,

did someone set this? >> i can't tell you, i can't speculate on that, because my speculation could be wrong. >> reporter: everyone wants answers, the pastor wants them, too, also prayers. neighbors say he and his congregation will get the prayers and anything else they need. >> we'll help them out any way we can, because that's what we do, we help each other out. >> reporter: and investigators wrapped up their work for the day, they are going to be back at 7:00 tomorrow morning, you can see wilmington fire is going to have a presence, dogs will sniff for accelerants and it's not clear at this point when the families that are going to be allowed back that were in the houses over there behind the fire scene, a lot of the damage is on the exterior and siding, but there is smoke damage inside. the red cross helping the families out. they have not been able to return home. stay with nbc 10 for the latest on this investigation. live in wilmington, tim furlong, nbc 10 news. a guy who was just out taking his dogs for a walk last night was shot to death on the street. police found mark marshall just a block from his west

philadelphia home. investigators say marshall got into an argument with a man who shot marshall in the back, chest, arms, and legs. marshall's neighbor is taking care of the dogs. nbc 10 is following up on the death of a ten-month-old at a daycare in north philadelphia. we reached out to the city's medical examiner and they say it could be weeks before they know why that child died. yesterday police were called to the sisters childcare center on germantown avenue. despite attempts at cpr, the 10-month-old died at temple university hospital. detectives are calling the death suspicious but still haven't ruled out the possibility of a medical condition. right now, thieves caught on tape targeting holiday shoppers. police say a pack of purse snatchers is making the rounds in two different counties. >> nbc 10's cydney long is live in turnersville, gloucester county. police say these thieves are on the hunt for people shopping

alone. >> reporter: jim, that's right. police tell me the thieves are young, ages 18 to 23 years old, and they've been joyriding into shopping center parking lots like this one looking specifically for women who are alone and who have their pocketbooks right here in their carts, they become distracted while putting purchases into their cars. in broad daylight friday and his every move caught on video, police call it a bold crime of opportunity. watch as one purse snatch thief follows his prey out of a busy walmart, then waits for the perfect opportunity to grab her pocketbook and run. it happened as the shopper places purchases into her trunk. >> it's a quick score if you think about it, run off with somebody's pocketbook, in this instance wallet, cash. >> reporter: police say it's happened dozens of times and so far only three people in what they call a ring or crew of thieves arrested. this one in the video is joe white, who turned 25 yesterday. >> one of those things sometimes

i have my purse, don't even think about it. thinking about it now, definitely going to try and limit the amount of stuff i carry on me. >> reporter: the captain with washington township police say cops learned about the ring from arrestees of other crimes who told them how the thieves operate. >> three or four in a car at the time, as soon as they get to the shopping center, two get out and they are on the hunt. >> reporter: police are reminding shoppers to be op alert, shop in pairs and don't let their guard down for a split second. they say that's all it takes. >> i'm just really always aware of my surroundings, kind of like have my keys ready for pressing the panic, you know, panic on the car. >> i have been guilty of putting my pocketbook in the car, i won't do that anymore. >> reporter: police in washington township have teams of police at work in undercover cars and plain-clothes detectives waiting for suspects and thieves to strike again. in the meantime, in gloucester

township, they are investigating several credit card thefts in which those thieves are using those stolen cards at area wa wawas. cydney long, nbc 10 news. rapper meek mill is back in court today hoping to avoid a jail sentence. prosecutors say mill has failed to keep parole officials informed of his travels and submitted a suspicious urine sample. mill has been on parole for years due to a 2009 gun and drug conviction. defense lawyers blame the slip-ups on the chaos of the music industry. music producer kenny gamble showed his support for meek mill, pledging as a mentor, saying it would do no good for mill to return to prison for parole violations and gamble's words echoed those of mill's girlfriend nick key minaj. saying she plans to bring more structure to mill's life. jury distributions for a woman accused of a beating of a

gay couple in center city, philadelphia. the assault on the two men happened september 11, 2014. the two victims were in the courtroom today. the jury asked to go home today about 30 minutes ago and the judge granted their request. new information this evening on one of the largest drug trafficking busts in delaware history. last year 46 people were indicted on charges in connection with a major heroin trafficking organization. as of today all 46 people either pled guilty or were convicted. the agents involved in the operations say these men and women are dangerous. >> andrew lloyd, his crew, miller, the palmers, there are several of them on this chart, they engaged in violatience tha made the north side of wilmington target practice. >> lloyd and miller led the organization, both are now serving more than 20 years in prison. from our jersey shore bureau, it could be one of the

most koconsequential days in decades, two measures that could radically change the gambling landscape in the state. they are expected to vote on a financial aid package to bail out the city. the resort town is still struggling over the closing of four casinos last year. lawmakers are also considering two proposals to allow two new casinos in the northern part of the state. a vote on that issue could come next week. mixed news for pico customers. the good news, reduced a rate increase asked for back in march, bad news, there will be a smaller increase. initially they asked to hike rates by $6.55 a month. the commission agreed to a hike of $4.17 a month. the increase takes effect in january. right now, we're waiting to hear the fate of a charter school in delaware. the school board of education is

wrapping up a meeting right now. the education secretary is expected to decide if the met charter school will close next month. critics say academic, operational, and financial problems are plaguing that school. the decision will impact 210 students who would be forced to move to other schools for the rest of the year. happening now, a rally to push for more charter schools in philadelphia. this is a live picture from outside school district headquarters. the school reform commission is meeting here tonight. that's actually inside, and these people are calling on the commission to approve more charter schools in the coming year. two philadelphia institutions are joining forces, thomas jefferson university and philadelphia university announcing today they are merging. the deal expected to close next june, after that there will be a three-year transition period. philadelphia university's name will not change, but school leaders say eventually it will be clear that the school is part of jefferson. the laws against marijuana

this just in, federal prosecutors have filed charges against a friend of one of the san bernardino shooters. law enforcement officials tell nbc news enrique marquez faces a long list of charges. officials say marquez told them he did it as a favor to farook, so farook would not have to go through a background check. farook and his wife used those guns to kill 14 people at a holiday luncheon. president obama is heading to san bernardino tomorrow to visit the victims' families and survivors of the shooting. and the president said today there's been nothing detected to suggest a terrorist attack on the u.s. >> as the administration tries to widen its probe of social media for isis connections, there are growing pains. nbc's steve handelsman reports. >> reporter: president obama went to the national counterterrorism center in> our folks are the best. >> reporter: the huge staff at

nsa and related agencies, he said, learn from san bernardino about jihad killers motivated by social media. >> but just as the threat evolves, so do we. we're constantly adapting, constantly improving, upping our game, getting better. >> reporter: and playing catch up. probing social media to screen visa applications, nbc news has learned was rejected by homeland security in 2011. >> you can see why we're scared to death that this administration, the department of homeland security, the state department, is not protecting the american people. >> reporter: house republicans slammed the administration's effort. homeland security is starting to use social media to screen for terrorists, but admittedly having trouble. >> some of the things we have seen have been more ambiguous than clear. there are challenges in terms of people using foreign alphabets. >> reporter: right, many public postings are not in english, and the california couple used

messaging. >> tashfeen malik, maybe her stuff was direct and it was private, we should have got that anyway. >> reporter: meanwhile, fearing a terrorist attack, officials at disney universal and seaworld theme parks with tighter security, metal detectors, ran dam screening, bag checks, and ban on toy weapons. president obama urnled americ u not to change the way we live our lives, but to be more vigilant. steve handelsman, nbc news, washington. the attacks in san bernardino have raised new questions about gun control, but nbc 10 took a closer look at the numbers and found a growing number of people looking to buy guns, as well. nbc 10's randy gyllenhaal has that story coming up at 5:30. the department of veterans affairs says it will pay for robotic legs to allow paralyzed veterans to walk again. many of the veterans cannot afford the rewalk, which costs

$77,000. they say so far it has evaluated 45 paralyzed veterans for the technology, which consists of leg braces with sensors and motorized joints. veterans are no longer living on the streets of philadelphia, and that is according to mayor michael nutter, who announced the city has effectively ended veteran homelessness. the city accomplished that challenge set by president obama to mayors nationwide by ensuring veterans have access to housing and city services. so far the coalition of agencies called phillyvetshome helped nearly 1,400 veterans get the help they deserve. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, the rain is quickly clearing out of the area. it's moving pretty fast, so many of you are probably seeing some sprinkles around, but it is ending quickly than we maybe saw a couple hours ago. but the cold snap is going to be coming this weekend and we'll continue to see improvements overnight and into tomorrow. next week, though, we have a

warmup on the way for christmas week. wait until you see these numbers. we could hit a record high temperature on christmas eve. right now in philadelphia, sprinkles around, 55 degrees. still cloudy, but mild through most of the area and now we are seeing the formation of some dense fog after that rain has left. so allentown, you're seeing visibility about two and a half miles, not too bad, but take a look at coatesville, zero mile visibility, dense fog. philadelphia about 1.5 mile visibility. wilmington a quarter mile visibility, so this is also dense fog. keep this in mind if you are heading out for the rest of the evening, we will have fog around, but then that will be clearing up in time for the morning commute tomorrow. so the rain is mostly in new jersey and delaware, closer to the shore and delaware beaches, a lot around the major interstates have cleared out, even though we could have light sprinkles left over, only rain in mercer county, east winter township and seeing more rain around the shore, atlantic county, galloway township with

light to moderate rain moving away quickly, so this extends across the ac expressway. it's on the lighter side, but across i-95 from wilmington to trenton, all the heavy rain we had around earlier, that's come to an end. big improvements with the driving as far as the rain is concerned, but remember we have that fog forming now, so that could cause some more problems. the back edge of the rain is moving through, we'll keep the clouds around tonight, and tomorrow we're going to keep the clouds around for moeps of the day, so kind of just gradual improvement. 7:00 p.m. tonight any rain left over should be gone. wouldn't be surprised if we had sprinkles, but that's about it. tomorrow by the middle of the day, see the back edge on the cloud cover, so clouds early, then the sunshine developing. it's going to be a windy day tomorrow, but windier as we go into saturday. there's a chance we could see lake effect snow showers blow into the poconos. now we're talking about saturday morning, colder and windy, so this is the feels like temperature. could be feeling around 20 degrees for part of the area

saturday morning, through the afternoon, could only be feeling around 30 degrees for philadelphia. mid 20s north and west and there you see we could see more lake effect snow showers blowing into the poconos by saturday afternoon. then we go into sunday and we are talking about football weather. tailgaters for the eagles game 45 degrees, so pretty nice for that football weather, but it's going to be colder by kickoff, fourth quarter temperatures about the upper 30s. tonight, though, the rain is ending through the area but we're seeing the fog forming. clouds are going to linger, temperatures in the mid to low 40s. tomorrow clouds in the morning, sunshine later in the day, breezy and colder, 47 to 50 for the high temperature. into the weekend it gets colder, but the snap of cold air is not lasting long. look at next week, we're back in the 60s and we could see a record high temperature for christmas eve. caught on video, a driver in distress. this truck barrelling down the street, how a brave trooper finally brought it to a stop. ♪

this is nbc 10 news. >> we're tracking the rain and umbrellas today as people did their best to try to walk the streets without getting soaking wet. let's take a look at nbc 10 radar. rain starting to move out, but it's still affecting some of our area. >> it's cold and wet out there. not a good combo. meteorologist sheena parveen is here with our first alert forecast. how long before this clears out? >> you know, most of the area seeing the clearing already from the rain, but if you're along the jersey shore and delaware

beaches, still light showers left over, so this is what the radar looks like now, green showing us the light rain from cape may, up to atlantic city, ocean county, along the shore seeing heavier rain right now. sussex county in delaware, that's the moderate rainfall and moving in the direction of cape may, but it's not going to last very long. we're going to keep clearing out. one thing that's happened since the rain has come and left for part of the area, we've already seen the formation of some pretty dense fog. wilmington down to a quarter mile visibility, coatesville down to zero, but in the areas where we're seeing visibility less than a mile, that's where you want to be careful on the roadways. mount holly less than a mile visibility, trenton seeing one mile visibility, but it's not going to last for the morning commute, it will be around this evening and that clears out. tomorrow going to be windy and colder, but the rest of tonight the rain keeps moving out. areas of fog by 6:00 and 8:00 tonight. 10:00 temperatures in the low 50s, so not very cold, but

you'll notice a big change tomorrow and especially as we go into the weekend. we'll take a look at how cold it will get coming up. we're following breaking news out of salem county tonight. new jersey state police say one of their own was killed in the line of duty today. trooper eli mccarson died in a trash in quinton township. he was responding to a report of a domestic dispute when his cruiser went off the road and slammed into a utility pole. the 30-year-old has been on the force since february. right now at 5:00, nbc 10 taking a closer look at the growing number of people trying to buy guns in the wake of the terrorist attacks in paris and san bernardino. >> in some local counties applications have doubled and tripled all since those deadly shootings. nbc 10's randy gyllenhaal joins us live with more on that story. randy? >> reporter: well, this spike has been happening in the last month or so. the numbers show conceal to carry applications are on the rise and for local stores like

here in king of prussia, the handguns, smaller items, are selling out very quickly. in the wake of mass shootings and terror attacks, gun shops are keeping busy. >> ar-15s are very popular. >> reporter: adam has seen a surge in first-time buyers searching for something smaller that they can carry around. >> lately it's been a lot of handguns i've been selling. that's comfortable in the hand and small enough that it's easily concealed on a person. >> reporter: across pennsylvania, conceal carry applications are skyrocketing. >> they are saying permits have increased double what they are usually doing. >> reporter: the data from chester county is typical. in september, 244 first-time applicants signed up. so far this month, that number is up to 622, more than double, and we're only halfway through december. >> i think most people are coming to the realization that they need to be able to defend themselves. >> reporter: another reason is the threat of legislation.

the president now considering executive actions on gun control. >> any household that brings a gun is actually less safe. >> reporter: and local activists say they are pushing for universal background checks at the state level. >> over 90% of the people support that. every single poll since sandy hook has demonstrated that. >> reporter: but gun shops know that any new laws will lead to even more sales. a rush to get firearms for fear of losing out. >> legislation that's knee-jerk reaction right after the fact, and that tends to be why people are kind of coming in and purchasing guns. >> reporter: it's the local sheriffs who are tasked with processing conceal carry applicants, he tells me they are seeing very similar numbers and increase in bucks county but because there might be so many new gun owners, he's asking people to take a training class, a gun safety class and they are offered at a number of local gun shops across the region. live in king of prussia, randy

gyllenhaal, nbc 10 news. new jersey lawmakers failed today to override governor chris christie's veto of a bill dealing with guns and mental illness. the democratic controlled assembly fell three votes short of reversing the governor's gun related bill veto requiring police to be notified when potential gun buyers try to get rid of their mental health records. marijuana will officially be decriminalized in delaware starting tomorrow. starting at 12:01 a.m., in fact, if you're caught with up to one ounce of marijuana you'll pay a fine of $100. those under 18 caught with marijuana in public will still face criminal sanctions. applicants say this is the first step towards legalization. >> a local tradition will help feed thousands in need this holiday season. today a tractor trailer full of donations made its way from the police atlantic league to the salvation army of northtown. there officers and local members of the community formed an assembly line to unload several

tons of food off the truck. the food parade tradition has been going on for 20 years to help those who desperately need it. >> we filled our food pantry, it's just to make sure kids have a nice christmas. all these things happen because we have people, partnerships, possibilities, and doing the most good. so we're excited, the rain didn't stop us, we're singing. >> the donations will help the salvation army serve more than 12,000 meals throughout the year. students at one chester county high school got to experience some of the latest tech toys on the market. the charter school in exton hosted a comcast gadget expo. these tenth graders are part of a program called steam, which focuses on science, technology, engineering, arts, and mathematics, they got to play with a robotic ball and drone and got to talk one on one with comcast gadget experts. the battle over the

this is nbc 10 news. >> take a look at this dash cam video of a sheriff's deputy in nebraska trying to stop a run away tractor trailer. here it is again in slow motion. the deputy runs across the highway, leaps into the cab of the truck, and puts the brakes on. the driver was having a diabetic episode and wasn't able to stop the truck on its own.

hiv drug by 5,000% up to $750 per pill. the fbi accuses him of illegally taking stock from a firm he started. his attorney and partner was also arrested today. prosecutors say it was like a ponzi scheme. these charges in today's indictment highlight the brazenness of the web of lies and deceit. >> he pleaded not guilty in court this afternoon and his bail was set at $5 million. a warning tonight about a scam targeting local seniors. gloucester county said the group calling them good samaritans of america is duping seniors into providing personal information. they say the group uses scare tactics to try to convince seniors to get genetic testing. the county says don't fall for this one. >> if someone is asking for your personal information, they are not giving you information, but

then christmas week we have another warmup in the forecast. we'll take a look at that in just a minute. right now we have two and a half mile visibility in allentown, coatesville is down to zero. philadelphia is less than a mile now, three-quarter mile visibility there, three-quarter mile visibility in trenton and mount holly, wilmington is at a quarter mile visibility, half a mile in millville. dense fog around this evening, but that will be gone for the morning commute and the winds will pick up, too. today 57 degrees, way above the average high of 44. tomorrow colder around 49, saturday will be dropping to 41 degrees, and below normal for this time of the year, haven't seen that in a while. sunday temperatures will be in the mid 40s and we keep warming up for christmas week. temperatures may be around 70 degrees, at least one day next week. right nowyear mostly on the dry side, areas of sprinkles, light rain along the shore from cape may through atlantic city, that's going to move offshore soon and along the beaches,
