looking for a man who shot a man on belmar street. the 23-year-old victim was shot multiple times. he was taken to the hospital where he died. there are no arrests in the case. in the city's may fair s.e.cect take a look at this mess. a car came crashing into the home of the house had to be condemned because of the damage. the woman driving the car went to the hospital for treatment. police say she hit a parked car, went up on the lawn and smashed into the front of the home. why it happened, that is still unclear tonight. new information on a delaware police officer caught on camera kicking a suspect. this video you may remember showed corporal thomas webster iv kicking a man in the head and breaking his jaw. the jewelry acquitted him of assault and now the dover police chief says he will return to the department tomorrow. he'll be placed on administrative leave. department policy requires he undergo a psychological evaluation before returning to full duty.

funeral arrangements are set for a state trooper killed on his way to a call in south jersey this week. the viewing and the funeral for 30-year-old ely mccarson will happen at rowan university fleeinger concert hall. a newlywed who just graduated from the police academy in january. he died when his car slammed into a pole. they cut him out of the car. turning to the budget battle. it could have been a big day but fell apart leaving them in limbo again. the state has been without a budget for six months. nbc 10's drew smith live in the digital operations center to explain what happened in harrisburg. drew, this is the final push. there are a lot of places simply running out of money. what happened here? >> the pennsylvania house overwhelmingly rejected changes

to state pension plans today. that effectively collapsed progress on a compromise for the state budget. house leaders wanted to get rising pension costs under control before okaying any new tax hikes. negotiated with house republicans agreeing to this deal with leadership. yesterday the governor said he had enough votes to get taxes approved this. pension bill leaves in shambles. local schools and agencies are once again left wondering how to pay the bill. get reaction from a philadelphia councilman tonight. >> if you try to compromise, people think you're a wuss. i don't know if that's a good way to go. it's a democracy. people have to know when to compromise. getting things done is what's best for the people. >> governor tom wolf reacting to this day, quote, a stopgap is not the answer. we need a full year budget. let's get back to work all of us, let's get this done now. lawmakers discussing a temporary budget solution.

police are hoping a composite sketch will help them find someone breaking into homes. the suspects throw rocks into back doors to get into houses. five break-ins on thursday. in delaware a dozen similar break-ins recently. dover police say they arrested this man twice in just a few hours. officers picked up joseph graden for a series of car break-ins. after released he was caught breaking into a police department employee's car. graden's home says he's addicted to heroin. a rallying cry to some of philadelphia's muslims. asking for support of two islamic holidays.

they want the public schools to add the holidays to the calendar. they are asking schools be closed as well as city courts and offices. while other districts around the country acknowledge the holidays but no cities do. a major honor for philadelphia archbishop. a weekly catholic newspaper named him one of the catholics of the yur. our visitor says chaput deserves the honor for helping with financial troubles and guidance and leadership during world families. more than 2,000 local kids feeling holiday spirit thanks to operation brotherly love holiday carnival. 700 greater philadelphia families enjoyed carnival games, dancing, face painting and balloon animals. it happened at lincoln financial field. each child received a personalized holiday gift and also a new winter coat. >> on behalf of myself and everybody here, merry christmas. right, santa? >> merry christmas.

sunday, a chilly eagles forecast on tap for you. then we're tracking record warmth as we head into christmas eve. i'll go over details on that forecast. philadelphia right now 39, clouds, wind out of the west northwest at 18 miles per hour. our feels-like temperature closer to 30 degrees. it's been a very cold day. part of that is the temperatures, part of that is strong wind speeds. a closer look at hourly forecasts, see the temperatures dropping down, get down bought 20s in the overpass hours, another cold start to the morning as we push into sunday. our right now temperatures at 28 degrees in the poconos, 36 in allentown, mid-30s pottstown, 39 wildwood and 37 in atlantic city. feels-like temperatures throughout the rest of the region at 27, allentown. 28 in reading. only feels like 17 in poconos. our wind gusts up to 29 miles per hour in poconos, 21 in pottstown gusting to 1 in

trenton. our future wind speeds show we're going to see windy conditions as we head into the rest of tonight and even into sunday morning. you'll notice by noon on sunday, we'll start to see wind speeds subsiding a little bit, which is good news. it's still going to be cold tomorrow. temperatures pretty close to average. we're not going to be dealing with strong wind ptsd as we head into sunday. satellite weather shows a little snow flurry activity due to lake-effect snow so seeing a little activity drift closer to us but mainly north and west of the city. as we head into the next couple days, sunday is our peak with the cold temperatures. that cold air sitting right over philadelphia stretching all the way south into the carolinas. but you'll notice as we head into next week, mild air makes a return. in fact, temperatures are going to head once again 20 to 25 degrees above average. we are tracking a warm christmas week for you. we'll make a run towards the record as we get into the middle part of the workweek by thursday on christmas eve we expect to see record breaking warmth.
