wilmington. expect company if you're headed out there, aaa figures 47 million americans will travel 50 miles or or between today and sunday. that is the highest total in eight years. >> heavy traffic on the garden state highways. this is how things looked along route 38 near the cherry hill mall. low gas prices a reason for uptick in travel. just about $2 a gallon. george spencer talking to travelers. >> live along interstate 76 with more on how people are getting around the rainy rush. >> reporter: suffice it to say, it has not been an idea travel day as we checked out roads, rails and airport today. 76 here through center city and the vine street expressway one example. lots of people trying to get out but the weather is not cooperating. the roads were slick and headlights were on as turnpike

lit up with holiday travelers this afternoon. many pushed through today's springlike conditions, as they drove, travis goforth and his wife heading from south carolina to south jersey. >> that's one of the reasons we came this way, stay away friday d.c., baltimore with the fog and rain. this has been fairly easy drive coming through here. >> reporter: with low gas prices and unseasonably warm weather the pennsylvania turnpike authority expecting record breaking traffic over the holiday, 4.2 million drivers. megan was among them heading from harrisburg to atlantic city airport for a flight. how has the turnpike been for you? >> pretty good. it been slow with the rain and the fog but overall pretty good. >> reporter: for travelers at philadelphia airport we saw long security lines at the peak departure time. officials there say 90,000 people will pass through the airport today alone, 8% above typical volume.

tornadoes. more on that part of the holiday travel story at 4:30. breaking news right now. philadelphia police have made an arrest in the murder of a psychiatrist found in a center city hotel room. officers announced arrest of manuel baez in the past 30 minutes. he's homeless charged with killing dr. howard baker, a sigh i c psychiatrist. housekeepers found the body monday morning on the floor. he was naked with a belt tied around his neck. backpack and wallet were missing. autopsy determined baker was strangled. a homeless man under the arrest for the murder of dr. howard baker. this just in, police released video of a series of propane tank thefts. two of the incidents took place at fax air 2300 church street, in both cases suspects either

cut the security fence or climbed over it. the thieves hit the james morrissey construct company in the 4700 block of penny packer street. in all, 43 tanks were stolen, ranging from 20 to 100 pounds each. the suspects used what appeared to be a dodge caravan and a ford escape dur the heists. time is running out for pennsylvania lawmakers to pass a budget this year that would get money flowing to schools and social service agencies again. nbc 10's deanna durante live in harrisburg where some lawmakers already left and there's no spending plan. >> reporter: yeah, the senate passed a stopgap budget, one that they are saying themselves they don't consider to be a real budget, they expect the governor to veto it. without members of the house of representatives here, there is not much more they can do. >> it's embarrassing to stand here on december 23, and to be

leaving and to not have a product on the table that the governor will sign, whatever that product would be. it's obviously for the last few months the senate and the house republicans have been on different ends of this debate. >> reporter: house republicans no longer in session. they haven't taken a final vote on a general accounting bill. the bill, according to officials, not a full budget but would allow the governor to open up funding to schools and human service agencies while lawmakers figured out where tax increases would come from. the deal was agreed to yesterday and the house prevented from voting the measure through because house republican leadership changed its mind. >> we're waiting to for a tax packagen if that package cannot come to fruition, it's time for us to admit, take things off the table, we can take pensions off the table, we can take liquor off the table. i think we should take income tax and sales tax increase off the table and pass a budget realistic that can get 102 votes in the house, 26 in the senate,

get the governor to sign it, get money to school districts and human service agencieagencies. >> reporter: both senates, republicans and democrats and house democrats and republicans said a general appropriations bill has been voted on before without a tax plan in place under recent governors. they say they were for that measure. however, house leadership says they want that tax bill instead. no word when the parties will return. many saying not until the new year. live in harrisburg, deanna durante, nbc 10 news. police say suv that collided with the septa trolley was stolen. it smashed head-on with a trolley. both men in the suv are in critical condition. all 27 people on the trolley went to the hop, all expected to be okay. a grand jury indicted a walmart truck driver for a deadly crash involving tracy

morgan. charging roper with aggravated assault for last year's crash on the new jersey turnpike. morgan and several friends were injured when roper's truck crashed into their limo van. mogen's friend was killed in the accident. roper's attorney tried to have some charges thrown out. he argued morgan's settlement with walmart didn't give roper a chance for a fair trial. new information in the case of a bucks county man convicted of manslaughter in the death of his 2-year-old son. a judge sentenced him to 4 to 10 years in state prison. his son died from a fatal dose of prescription painkiller in october of last year. there's a new push to find the person responsible for a deadly hit-and-run crash a year ago today. police have put out a 15,000 reward to help them track down the tow truck driver who hit and killed theresa pozzi, crossing state road last year when she was hit.

police and her family unveiled a new billboard near the site where she was killed. they hope the reward will remind witnesses of what happened and >> during the holiday season it's a very sad time. if we can do a little bit to help the family reach closure, shake somebody's memory. look at the billboard, hopefully somebody will say i remember that day or a small incident at that time, it may help the police to find this person. >> police say the truck involved was an older model dlas dark co truck that would have had heavy front end damage from striking pozz. police say a truck driver overturned his tractor-trailer in the westbound lanes a jeep crashed into the trailer. the truck driver trapped in the cab and died. the driver of the jeep is expected to be okay. police are investigating what lid to the crash.

a massive outpouring of support by men and women in blue today in south jersey. thousands of police from across the state and the country came to pay respects to a fallen state trooper. he died last week when his cruiser crashed on the way to the call. cydney long has more on his life and his service. >> reporter: trooper mccarson's father holds on to a long embrace by friends. tears and hand shakes as hundreds if not over a thousand uniformed police officers came to pay tribute to trooper eli mccarson. >> like no other occasion law enforcement in the line of duty death brings law enforcement together from the entire country. >> reporter: from as far away as texas and wisconsin, law enforcement showing strength in numbers. strength mark carson family is counting on as oldest of five boys laid to rest two days before christmas. loved ones showed this fogt of a

man who loved to fish, surf, snowboa snowboard. just graduating the academy and sworn in in february. he married his wife jordan this past september. >> this family is a very strong family, strong in faith, and it seems like that's what's holding them together. >> reporter: mccarson killed last week, responding to a domestic call, his cruiser slammed into a toeelephone pole. he was turned down twice before being accepted at the state police academy. he never gave up hope. >> generally the 21-gun salute, the riderless horse where a horse is brought with the boots turned backwards. >> reporter: a pastor and friend, it a day to celebrate #j eli's life not just mourn or loss. remains of six u.s. troops killed in a suicide bombing in afghanistan are arriving the dover air force base this

afternoon. the staff sergeant was among the six killed. service members bid the troops a final farewell. the members kneeled during a ceremony. taliban claimed responsibility for the attack, the deadliest on u.s. forces in afghanistan this year. among the other victims a high-ranking female air force officer and 15-year veteran of the new york police department. the youngest victim just 28. leaving behind a pregnant wife and 3-year-old daughter. pennsylvania attorney general kathleen kane expects more fallout from the e-mail scandal that led to suspension of supreme court justice. kane issued a statement, suspend jut michael aiken. yet other step in restoring our faith in the justice system. in the coming months as the special prosecutor reviews over 1 million e-mails i expect there to be more of these days.

it comes a day after the court suspended jut michael aiken. aiken off the job while the court investigates him. he's accused of exchanging lawsuit and offensive e-mails with friends. scandal surfaced after attorney general kane released more than 1,000 of the e-mails and kane claims her legal troubles started when she released those e-mails. kane is facing federal perjury charges. 211,000 on the way to former penn state coach jerry sandusky from the state of pennsylvania, back pay from when the pension system illegally stopped retirement benefits after sentenced for child molestation two years ago. a judge ordered the pension be restored because he was not a university employee at the time of the crime. the pension is $5,000 a month. a woman accused of intentionally plowing a car through crowds of pedestrians on a las vegas sidewalk was arraigned on murder, hit-and-run, child abusea]d"

charges. holloway stood in shackles and did not enter a plea. the district attorney says additional charges are likely depending on results of drug and alcohol tests and police investigation. 24-year-old had her young daughter in the car when senators say she intentionally drove up on the sidewalk and hit 37 people. one woman died, some injured members of the wrestling team in doylestown. real house wives star theresa was released. she and her husband joe pleaded guilty to bankruptcy fraud. he's expected to begin his sentence in march. south jersey police want you to look at a clear picture of a crowbar wielding burglar wanted in four counties. he uses that crowbar to pry open doors and once inside, business,

he steals cigarettes and cash and brings a black trash bag to carry out the loot. all police departments in lehigh county begin using a drug that reverses the effects of a heroin overdose. the district attorney says once officers undergo the training, each department receive its supply. opiate overdose is the leading cause of accidental death in lehigh county. tempers flaring over a controversial dune project on long beach island. part of a plan to widen beaches and build protective sand dunes along the coast following superstorm sandy. several spots along the shore don't want dunes. the new jersey epa is critici criticizing the army corps of engineers moving equipment off the island. the engineers say the project will be finished on schedule. >> now, your nbc 10 first alert

we have heavier rain down there. we do have areas of fog, visibility is less than a couple of miles in several places including quaker town, poconos. six miles of philly international, delays close to two hours at airport. more of those delays coming tonight and in the morning. wilmington visibility down to a half a mile. it been low pretty much all day. and here come the records. tonight, we have a chance of getting a record by midnight. tomorrow is going to set the record. friday may very well set a record with 70. sunday setting a record of 71 and a mere 58 in between on saturday. that's 15 degrees above normal itself. and we're beating the records by the most tomorrow. the philadelphia record we could beat by 12 degrees, which is pretty much unheard of. we can see this rain across the area, most of it is on the lighter side. some of it gets heavy from time

to time like here in upper montgomery county. tapered off in philadelphia since 15 minutes ago. but it continues to be heavy in southern delaware, sussex county. this will be moving toward the northeast. and into delaware bay and perhaps crossing into salem and cumberland count anies in the next couple of hours. more down to the southwest that's going to be on the way here. and then more back in southwestern virginia. meantime, this system could be affecting us tomorrow with at least a shower, thunderstorm producing tornadoes in indiana and tornado threat down to alabama. unusual for this late in the season, too. watch these temperatures go up as we go through the evening. 8:00, goes up to 64. and 11:00, 67. if that is the case, that would set a record. 70 in dover by 11:00 tonight.

on a new passat and other select models. this is nbc 10 news. >> how crazy is our weather? seven months ago today memorial weekend a chilly start at the jersey shore. it was only in the 60s. fast forward to today, rainy but close to 60. certainly no heavy winter coats needed here in cape may. warmer weather ahead for tomorrow, record breaking high temperatures. certainly not often we see this weather around memorial day and christmas. >> we learned today the warm december is having an impact on business at the shore. nbc 10 jersey shore bureau reporter ted greenberg live in atlantic city. how is business out there? >> reporter: for december, jackie and jim and a couple of

days before christmas, it isn't bad. it's pretty good right now. certainly a wet and miserable evening out here on the boardwalk in atlantic city. still, nice and mild, and that has been key in extending the fall season here at the shore into winter. a steady rain couldn't keep shoppers away from cape may's washington street mall. sure they needed umbrellas but not heavy coats. >> fell like maybe you were in florida or something. >> reporter: the victorian seaside resort is decked out but with temperatures above 60 today, it felt more like spring than a season for snow. >> we always love to have a white christmas. i think everyone does. but in terms of just being out and enjoying outdoors and being outsite, it's a nice change of pace. >> i could have brought my shorts, it's so warm, and windbreaker. i bought a winter coat. i'm overdressed.

nbc 10 news starts now. into right now at 5:00, mixes bag, as we start the long holiday weekend. first, the rain to deal with. it's been coming down most of the day. getting heavier, too, travelers start heading to the holiday destination. but after the wet weather moves out, the warm weather will be sticking around. temperatures are still going up right now. we could break a record by the end of tonight. nbc 10 has been on the road, train administration, the airport, to see how people are getting through this busy travel day. we'll begin with chief meteorologist glenn "hurricane" schwartz. i understand it's the rain and fog, too, that could cause big problems for travelers.

>> obviously with all of the traffic on the roads, low visibility doesn't help. the airlines do not enjoy this on a holiday weekend. but the rain is not as heavy as it was a couple of hours ago. we can see the lower half of the buildings. a couple hours ago, we couldn't even see that across the river. radar shows just about the entire area getting rain. there are some patches of heavier rain out there. but not so much around the philadelphia area, montgomery, bucks county, delaware, chester county, new castle county, camden county. basically getting lighter rain. but at the shore it's getting heavier. cape may, we see bolt of lightning here near cape may itself. we've got heavy rain up there. little patch of heavier rain around east and we saw that a half hour ago, too, still coming down fairly
