traffic on the roads, low visibility doesn't help. the airlines do not enjoy this on a holiday weekend. but the rain is not as heavy as it was a couple of hours ago. we can see the lower half of the buildings. a couple hours ago, we couldn't even see that across the river. radar shows just about the entire area getting rain. there are some patches of heavier rain out there. but not so much around the philadelphia area, montgomery, bucks county, delaware, chester county, new castle county, camden county. basically getting lighter rain. but at the shore it's getting heavier. cape may, we see bolt of lightning here near cape may itself. we've got heavy rain up there. little patch of heavier rain around east and we saw that a half hour ago, too, still coming down fairly hard. there's another batch in

lancaster county that we'll keep an eye on, heavier rain down by washington. we're not done. not close to being done with it. we're not done with the temperature climb. up to 62 degrees in philadelphia. 63 in millville. the record for the day is 66. we could get up there before midnight. visible's up a little bit now at philly international. a half mile reported at wilmington and it will get more dense as the night goes on as the rain tapers off. look at these temperatures. look at the wind and the chance of lightning in the middle of the night. more record warmth. 70s coming up. more on the temperatures and when the next round of rain is coming with the seven day in a few minutes. >> that rain is taking a toll on roads out there. this is a look at the blue road and darby road in halverford.

widespread problems. they are reminding drivering headlights must be on in weather like this headed out. authorities predicting a record breaking holiday for the purn tyke, more than 4 million vehicles between now and new year's day. at the airport, our team has been keeping tabs on the arrival and departure times. today our cameras captured some crowds there. the newest information at 5:00 is that hit or miss delays lingering there at the airport. really, it seems rail travel has been mostly immune from the weather impacts today. we've reviewed arrivals and departures through philly. most trains leaving and arriving within ten minutes of scheduled time. checked and saw one of the departures about 35 minutes late. for drivers, hitting roads, planning to taking 76, you will not be alone, if you're coming through center city tonight. bear that in mind.

center city hotel room. his nape is manuel baez. he's homeless and now charged with killing howard baker, a psychiatrist with offices in center city and wind wood. housekeepers found the body monday in the floor of his room at 12th and walnut. he was naked, with a belt tied around his neck. backpack and wallet were missing. an autopsy determined baker was strangled. again, a homeless man is under arrest for the murder of dr. howard baker. new information about the owners of the north philadelphia day care where a child died last week. the department of health and human services has ordered a second location owned by the same people closed. sister's child care was shut down after a 10-month-old girl died. the second location operated under the same name and also in

germantown has an expired license and isn't suitable for child care. right now at 5:00, any hope that pennsylvania would have a state budget before the new year, it's over. today members of the house refused to vote on a spending plan, and they also left harrisburg. deanna durante joins us live from the state capitol. the senate just voted but that doesn't -- that spending plan doesn't have support from the governor, right? >> reporter: it doesn't appear so. it's a budget that the house of representatives in pennsylvania had voted on on december 8th. and a senate spokeswoman told me that the senators felt like they needed to be, quote, the grown-ups in the room here. >> there's nothing else to do with them not here. >> reporter: around lunchtime house republicans called it quits leaving for the holiday without passing a spending plan. >> waiting for a tax package.

budget one the governor is expected to veto. live outside the capitocapitol,a durante. right now, a man accused of helping isis is staying in jail. the judge ruled the 19-year-old aziz is a dangser to the public and may plea if he's released. accused of using twitter to build up support for an attack in the u.s. 57 different accounts traced to his accounts. threatened to behead president obama. his lawyer says there were no guns in his home. he has no money or a passport and no way to travel outside the country. police say this suv that collided with a septa trolley but was was stolen. both men are in critical condition. investigators say the hyundai was trying to make a right on to

gray's avenue when it smashed head-on with the trolley. all 27 people on the trolley went to the hospital. they're all expected to be okay. a grand jury has indicted a walmart truck driver for a deadly cash involving tracy morgan. the jury charged roper with vehicular homicide, aggravated assault in the crash. morgan and several friends were injured when the truck crashed into the limo. morgan's friend was killed. roper's attorney tried to have some charges thrown out yesterday. he argued the morgan settlement with walmart didn't give roper a chance for a fair trial. some of philadelphia's finest making christmas brighter for a group of deserving kids. nbc 10 in wynnefeed, several police officers delivered gives to turning points for children,

while it's near freezing up to the north. this temperature contrast is creating nasty severe weather, tornadoes in the midwest. we have some areas of heavier rain but also breaks. heaviest is the shore right now. cape may county, stone harbor up toward atlantic city. all moving towards the northeast. we even had lightning strikes. heavy rain for another hour or so. we also have heavier rain between washington and baltimore coming up toward the philadelphia area. we're not done with the heavier rain. there's severe weather in illinois and india na. other rounds down south with tornadoes on the ground right now as a result of the tremendous energy going on in the atmosphere. you can see the temperatures going up as we go through the evening. you don't see that too often. and actually getting to 70 degrees by midnight, at least in

right off the jersey shore, long beach island nailed right now. atlantic city getting nailed. and ocean city as well. another area of heavy rain lancaster county, now getting into burkes county, that will be approaching the redding area within the next hour or so. there's that area coming right up i-95 from baltimore. right toward wilmington, philadelphia eventually within the next hour. so. might be light now but it will be getting heavier. 63 in philadelphia. upper 50s across the rest of the area. and that temperature is just going to keep going up. we've got rain throughout the evening. and even after midnight, computer suggesting thunderstorms possible. if we get up to 68, that would be a record for today with more reports to come. we'll get into that. plus next rain with the seven day in a few minutes.

normally when will you set an extreme recording skyrockets for an hour or two and goes back down, a front comes through, not happening tomorrow. 70s or 60s hour after hour after hour. temperature tomorrow morning, 40 degrees above normal. now, here's the rain. one batch coming up i-95 toward philadelphia. hitting wilmington first, of course. this other batch from southern delaware. still clobbering atlantic city, long beach island. it's tapered off in ocean city. things moving fairly quickly from southwest to northeast. and this other area coming up from washington, things may taper off after that. this is an area getting severe weather now, indiana, another area in alabama and mississippi.
