in some places. they are getting sleet now. you can see how wet it is compared to two hours ago. the flag is blowing. we have a stronger wind. but the wind is bringing in warmer air. we have warmer air coming in so we are getting to the point where it's too warm for snow. at the lower levels of the atmosphere we have cold air and so that area in pink is sleet that's falling around parts of the lehigh valley. and some of that will fall in the poconos as well. the rest of the area will be seeing rain. some of the heavier rain back from the southwest will come just in time for the morning rush. winter weather advisories with freezing rain and sleet. more of a borderline situation in the lehigh valley. you can see over the next several hours if anything this line moves to the north as warmer air moves in. it also gets pretty wet. heavy rain for the morning rush.

airport. there were six cancellations from chicago. winter storm warnings. heavy snow toppled the canopy at the gas station. two cars were. cleanup and recovery under way after tornadoes ripped through north texas. people are cleaning up in garland. one of the hardest areas. eight people died. 15 more were injured in the twister. the national weather service says the ef-4 brought winds in excess of 200 miles per hour. the system brought heavy rain and flash flooding to illinois, missouri and texas. in missouri, police confirm at least six people died when their vehicles were swept away by rushing flood waters. jay nixon declared a state of emergency after officials closed 400 roads statewide. tomorrow, pennsylvania's governor plans to make an announcement about the budget crisis. his office is tight lipped about specifics.

governor wolf is deciding what to do about a republican bill on his desk. it would end the six-month budget stalemate without adding taxes. it doesn't have enough for schools or social services. the governor could sign the bill into law, could veto it or eliminate any of the individual spending items in it. if the governor doesn't do anything the budget bill becomes law. new tonight, good news for families who worry that the budget stalemate could force them to change schools. pennsylvania is resuming a program to earmark tax money for scholarships. it was on hold because of the budget crisis. some worried they wouldn't be able to provide school without the scholarships. philadelphia police are searching for an armed robber who is targeting women at bus stops. there have been six armed robberies in the west oak lane area this month. you can see the locations here

on the map. the first of these happened december 6. the most recent was today. in each of the cases the suspect robs the woman of her cell phone at a bus stop in the morning. police say the attacker is a black male in his 20s with a mediumle build. officers say the man has a light brown complexion with facial freckles, diskcoloration and a mole. they shot and killed tamir rice in cleveland last year and the man will not face charges. a grand jury made the decision today. rookie patrolman timothy lowman shot the boy outside a rec center as he reached for a pellet gun. they say police could not have known it was a toy gun. >> it would be unresponsible and unreasonable. if the law required a police

officer to wait and see if the gun was real. the family is urging anyone to express their feelings peacefully and democratically. the attorney's office is conducting an independent civil rights investigation. protests in cumberland county. a year since police shot and killed a man during a traffic stop. drew smith explains what demonstrators want. the grand jury decided to indict those involved. >> stop police brutality. >> they matched past the state offices and jail making the way to the courthouse. they chanted the name of the man who died last year and another name in the news today. sean reed paused to look at the memorial for his family. >> there are days i don't come

outside or eat. >> the traffic stop last december. officers pulled a handgun out of the glove compartment. >> [ bleep ]. >> the officer fired seven shots at reed leading to his death. a grand jury reviewed the case and in august decided not to file charges against the officers. >> if i do something i go to jail. if they do something they get a pat on the back. >> the family wants the u.s. attorney to launch a federal investigation. >> i need their badges and their guns taken from them. >> reporter: the mayor of bridgeton looked on but said he would not answer any of our questions. activists called on the mayor to make changes. >> we want to let it be known that we are not going to be quiet about this. >> reporter: in the year since reed's death there have been changes now when it comes to police incidents. the standard protocolle that all prosecutors must follow. nbc 10 news.

>> philadelphia's district attorney want it is state appeals court to take another look at the case of mon senior william lynn. they filed for the court to rehear the case a week after a panel of the same court over turned the roman catholic church's conviction. in 2012 lynn became the first church official ever convicted in the scandal. to keep him in state custody. >> to show all the other acts, all the things it showed lynn knew how dangerous it was to put a pedophile into a school with children. >> the court has 60 days to address williams's application. >> from the delaware bureau undocumented immigrants have a new resource to help them get behind the wheel.

catching fire. a jersey shore family says a hover board ignited in their living room. 11-year-old craig altarisio said he was terrified when the smart balance wheel he got for christmas exploded and burst into flames at his home last night. it was being charged at the time. >> it was just on fire. it was huge flames. i was really scared. i just ran outside. >> it sounded like a bomb went off. >> fortunately no one was hurt. the fire marshal tells nbc 10 it's a red flag that there is no address or manufacturer listed in the manual. experts say to charge the boards in dry, open areas, praef rably outside and only when they can be closely watched. new at 11:00. a high tech way to break into your car. they don't have to break a window. this is a click of the remote.

>> take a look at what's happening here. a man walking back and forth in front of someone's car in a fish town neighborhood. on christmas eve he waves an unknown device and is able to get inside stealing cash and lottery tickets. >> you can see how the guy gets in, makes the belongings and leaves before anyone the notice. the big tip is to make sure you lock the vehicles. >> there is a trend and you can be a victim even if you lock your car doors. they are opening locked doors with a remote, but not yours. it mimics the remote. police don't believe that's what happened here. >> he's in full stride at the point in time he stops, looks at the vehicle and pretends to have that device thing. i don't know if that opened the vehicle. you don't see flashing lights from headlights or anything which happens with some of those keyless entries. >> police seized this makeshift

gadget during a traffic stop of two car thieves. others used power am polyidentifiers to boost the remote signal. they think the key is closer than it is and the door opens. to counteract these, some put their car remotes in the refrigerator to cut off the signal. >> police say the number one tip is not to leave valuables in the ka. a common sense solution to a high tech crime. united airlines is making it more expensive for minors to fly alone. kids under 15 are being charged an additional $150 for an escort off and on the flight. the airline already had an escort fee policy in place for children 5 to 12 but changed the program to include 13 to 15-year-olds. delta and american have a similar fee but cap it at the age of 14. new at 11:00, for the first time we are hearing the 911 call

from last week's bear attack in jersey. >> my scout master went into a cave and a bear is in the kaef with him. >> is he like he can't get out because of where the bear is or is he injured? >> i think the bear is on top of him. >> a boy scout made the call after his scout master was mauled by a black bear last sunday in rockaway township's flint rock reservoir as he entered a cave. the scout master was hiking with three scouts. luckily crews were able to locate the group and the scout master wasn't seriously hurt. another bear sighting in north jersey is causing anything but fear. wild life officials confirm pedals the bear was spotted in north milford days ago and appeared healthy. last year pedals became a social media darling when it was captured in videos like this walking on its hind legs due to an injury. fans of pedals have been worried because the bear hadn't been

seen for some time. now he's back. glen, cold and wet weather now after a warm stretch over the holidays. >> when we start the new year it will be back to winter. we are starting to see a little bit of that. camel back seeing snow flakes. making snow and getting real snow. not for long. it will change to sleet and mess everything up. they will get sleet in other parts of the area, sleet as well. we are also tracking heavy rain. some of the sleet will turn to rain. we have a cold new year that's coming in. we've got rain reducing visibility a little bit around the philadelphia area, but not too much. snow or sleet reduces the visibility. it's 42 degrees, way above freezing with winds out of the east. it's not cooling down. if anything it will warm up overnight. 34 degrees is what it feels like. the temperature, 5 to 10 to 15 degrees colder than it was at this time yesterday.

but tomorrow is not going to be a cold day. it will be warming up. it's down to 32 degrees in quaker town. we have sleet but it will get warmer toward day break. 25 in the poconos is a problem. that changes to rain, not freezing rain. freezes on surfaces when things get icy. you get a glaze. 37 degrees. 40 in washington township. 40 in mount holly. 39 in wrights town. 38 in tren tan. most of the numbers are going up. just about everybody is reporting rain except mount pocono reporting snow. even that will change. the sleet is warming up aloft. if it's too warm up there it's got to be something else.

heavier rain back to the west will be coming in. sleet in the lehigh and northern bucks county. again it will gradually warm up. there is the fickle moisture moving in during the morning hours. also watch the temperature. so we are down here at the freezing point for a few hours. toward the morning rush we'll have 42 degrees even in allen town. 48 in philly. lots of temperatures down in delaware. up to near 70 degrees. that's heavy rain coming in during the morning. the rain gets heavier toward daybreak and the sleet, lehigh valley and in the poconos, the temperatures are rising. near 70 in southern delaware. during the day tomorrow. that's the last of the warm weather. it's mild on wednesday with rain
