funding for schools, social services, and county governments who have been waiting nearly six months for a budget deal. nbc 10's deanna durante joins us now from our digital operations center. you spoke with lawmakers after governor wolf made that announcement. how do they feel about his harsh comments? >> well, many are applauding the governor's release of emergency funds, but say this should have been done long ago. senate and house democrats say no one knew the stalemate would last six months and we've gotten to a true emergency and some house republicans from the central part of the state say that the stalemate is the fault of the governor and not house republicans. >> this exercise in stupidity actually cuts education funding by $95 million. >> reporter: governor wolf wasted no time slamming republicans in the spending bill sent to him just before christmas. >> our financial house is a mess. >> reporter: and many took today to volley the insults right back at him. >> the legislature is not six months behind on this, our governor is. >> a $450 million increase to

education funding is not a cut. >> reporter: a group of state representatives slammed the governor, but he did release funds to schools, social service agencies, and counties. most have been borrowing, spending reserves and closures without cash from the state. >> they have been pawns in this despicable game this entire time. >> reporter: madeleine dean defended the governor, saying she and many others never felt they'd get to the last week in december without a budget. >> it's exhausting. >> reporter: also of montgomery county is supporting dean and the governor's call for lawmakers to get back to the capitol and vote on a budget plan. one that calls for pension reforms and education funding increases. >> what we can't do at this point is the rhetoric of blaming each other, whether it's republicans and democrats in the house or senate or the governor is not the solution to pennsylvania. it's grownups going back to harrisburg, doing their job, and

getting a final product the governor will sign. >> reporter: late today, the speaker of the house released a statement, one where he, again, calls for a balanced budget that he says will have two pension reforms and liquor sale changes and limit tax increases. he says there are no immediate plans to bring those house members back to the capitol. live in the digital operations center, deanna durante, nbc 10 news. >> deanna, thank you. also the state's budget stalemate is forcing a local community center to make tough decisions now, even with emergency funding, the aclmo in norristown has been forced to cut salaries for several employees, in some cases eliminate some positions entirely. one state representative says it's a problem hurting the people that need it most. >> the people being affected by this are poor people that live in this community, that currently cannot get certain services because the agencies just don't have the money to provide that service.

>> the community center serves nearly 5,000 people a year. now to your first alert weather. it's taking a while for the rain to clear out, but we can look forward to more mild temperatures in the future. let's bring in first alert meteorologist glenn "hurricane" schwartz. glenn, the rain has moved out. what's next? >> like we said, more mild weather. if it's december, it's going to be mild. as soon as we get to january, things are going to change. not much wind this afternoon, and that's a reason we haven't been able to get rid of the low clouds, but the rain system, that has moved out. the clouds themselves are not that thick, and so they may start to break up as the atmosphere dries out even more over the next several hours. as we go back from this morning, the morning rush, only place that had ice was in the pocono mountains as we expected with some significant freezing rain there and significant rain elsewhere kind of messing up the morning rush.

then we had several hours of the rain, the rain moves out, and now we're just waiting for the skies to clear out a little bit. it's going to take a while. 51 degrees in philadelphia now, but a big range from 33 in mount pocono, to 56 in atlantic city. it's even the 33 in mount pocono is mild for that area at this time of the year. 49 degrees at 7:00, the clouds hang in for most of the night, that's going to keep the temperatures from dropping very much. little bit of patchy fog, but i don't think it will be too widespread, and then the colder air eventually comes in. we'll tell you when and just how cold with the seven day in a few minutes. devastating and difficult, those are the words being used in delaware today after dumont announced nearly 2,000 workers will lose their jobs. nbc 10 delaware bureau reporter tim furlong is live in wilmington. tim, this will have a big impact not only on workers, but the entire state.

>> reporter: that's right, keith. growing up around here we knew the dupont family, it was a great employer for many years. over the years the numbers have gone down, the company has spun off many parts and now as it prepares for a merger, employees at five major sights, including the main headquarters got the e-mail they'd been dreading. >> so i'm being measured in what i say publicly. i have very strong feelings about this. >> reporter: delaware senator chris coons trying to keep his cool about the news, the ceo sent an e-mail to the 6,100 delaware employees letting them know about 1,700 people will be out of a job, basically making major cuts in a plan for a megamerger with dow. >> share holder value or stock market value at the cost of tearing apart the long-term value of one of america's most prominent, most successful research and development communities. >> reporter: this is a major blow to families, not to mention support businesses, schools, and

the real estate market. dupont and dow plan to merge and split into three smaller companies, the smallest of the three pieces would be based here in delaware, keeping the new agricultural division at dupont's current site would be a bigger plus, but that decision hasn't yet been made. >> i love in delaware, i'd be very unhappy if they left. >> reporter: this business professor says this is not good news for dupont families, although down the road maybe dupont comes out stronger here in the state. in the meantime, state politicians need to work on a plan b, gone are the days, he says, when you can put all your eggs in one local company's basket. >> you can't be reliant on one company and one industry. you have to diversify. we have a very talented employee base, nice place to live, and no reason why other companies can't come here. key is, make it attractive for them. >> reporter: statements from lots of politicians, some clearly angry, some focused on helping families, but i just got one from new castle county's top

executive tom gordon. he says he thought the cuts over the years were supposed to save dupont and the company is now being run only by investment bankers who are just going to, and this is a quote, leave us all with their costs and pollution. he says he wants to make sure politicians take care of the pensioners before anyone approves the merger with dow. we'll continue to follow the story, it's a big one. tim furlong, nbc 10 news. >> thank you. dupont has been based in delaware for 213 years. the company said it would have preferred to let affected employees know the news first, but it made the announcement now during the holidays because it's required to inform the state by the end of the year. closer to philadelphia right now at 5:00, within the past hour crews reopened lincoln drive on fairmount park after this crash that injured a state parole officer. cameras were kept far away from the scene following the accident. it happened before 1:00 today

between gypsy lane and rittenhouse drive. the parole officer was one of several people hurt. we're still working to find how serious everyone's injuries are. a double shooting in chester overnight leaves one man dead and another injured. it happened around midnight. police tell us it appeared this happened as part of an attempted robbery. detectives are talking to witnesses. camden county said good-bye to one of its most popular officers today. the funeral procession was held for zero, a police k-9. other officers and their k-9s watched and saluted as zero draped in an american flag was taken to rothman animal hospital. he died last night. his handler found him this morning. >> he allowed us to build bridges, build partnerships, and to be a part of this community. i will sorely miss him. he was a member of my family, he

was a member of this family. there's no other dog like him. >> zero broke the state record for catching the most criminals of any k-9. he also helped build bonds between police and camden residents at parks and community events. right now at 5:00, flooding is a major concern in several states in the midwest. just look at this video from missouri yesterday. water has swallowed up entire communities. after days of relentless rain, this is what they are dealing with. missouri's governor announced this afternoon that 13 deaths are now being reported on flood waters there. at least five people have been killed by flooding in oklahoma. a look at video from that state now, officials here say it could take days for the water to recede to inspect the damage. to make matters worse, they are bracing for another round of snow in oklahoma tonight.

more than nine miles of south jersey beaches are getting a touch up starting next month. it's been mild in this area. the u.s. army corps of engineers will pump sand on beaches. the goal is to repair damage from the storm that came through after a replenishment project in the fall. work begins in january and should be done by april. the federal government will foot the bill. the city of philadelphia is competing, i should say, to be the healthiest city in the nation. philadelphia mayor michael nutter and mayor-elect jim kenney plan to win the contest. the city has until january 31st to enroll as many uninsured people as possible into the health care marketplace. the plan is up 7% since 2013. right now philadelphia is in third place behind milwaukee and detroit. fireworks are a familiar sound on new year's eve, but it's not the only way to welcome

this is nbc 10 news. >> u.s. and coalition air strikes killed ten isis leaders over the past month. that's according to a u.s. military official in iraq. most of the militants were killed by drone strikes in iraq and syria. two of the insurgents were directly linked to the man behind the attacks in paris. another worked as a computer hacker for isis. we are getting our first look now at the so-called affluenza teen since he was detained in mexico yesterday. this is 18-year-old ethan couch. he disappeared earlier this month after officials say he violated his probation. couch and his mother tanya were picked up in the resort town of

puerta vallarta. he used the controversial affluenza defense in texas after killing four people in a drunk driving accident. chris clackum has the latest. >> reporter: with his blonde hair dyed black, ethan couch was taken into custody in mexico monday, along with his mother, 48-year-old tanya couch. texas authorities confirm tuesday they had leads the two had fled there nearly three weeks ago after ethan's apparent probation violation. >> we followed those leads and eventually led to puerta vallarta, mexico, where they were taken into custody. >> reporter: couch's case gained worldwide attention after he killed four people after driving drunk in 2013. during sentencing, his attorney claimed the teen did not understand the consequences of his actions because of his afluent upbringing. a judge agreed and gave him ten years probation, sparking

widespread anger, anger that reignited earlier this month when cell phone video surfaced that shows couch at a party, and though not seen drinking, alcohol use would violate his probation. they say that's what led his mother to load her son in their pickup and flee. >> probably driven that to the border and then crossed over. >> reporter: but before crossing over into mexico -- >> they even had something that was almost akin to a going away party before they left town. >> reporter: texas officials can't say when the couches will be returned to the u.s. and unlike his vehicular homicide case, he'll likely face jail time for this and so will his mother. chris clackum, nbc news. elsewhere, a chicago police officer who shot a black teenager 16 times pleaded not guilty to murder charges today. the shooting sparked outrage across the nation. this morning jason van dyke pleaded not guilty to first-degree murder charges. the 2014 shooting of laquan mcdonald was caught on video

from a dash camera inside a police cruiser. van dyke says mcdonald had a knife and said he feared for his life. van dyke was released on bond last month after spending six days in jail. protesters are gathering outside cleveland's downtown justice center right now. they are angry over a grand jury's decision not to indict two police officers charged with killing a 12-year-old boy. cleveland's mayor says the city has taken steps to alleviate anger of the decision. police were called to a park where reports of a man with a gun was actually a 12 year old, rice had a pellet gun. it looked like a real gun, when officers approached tamir rice, he pointed the gun. to the weather now, the massive storm system which pounded the nation's midsection continues to cause havoc. today it arrived in the northeast with snow, fog, and also some rain. nbc's chris pollone talked to

travellers dealing with delays and also cancellations. >> reporter: no snow today in new york city, but sleet and rain were enough to cause cancellations and delays. >> frustrating, but i've been in new york for 12 years now and i hate to say it, but it's kind of par for the course every time there's bad weather. >> reporter: a large system moving across the north and east caused a ripple effect for air travelers across the country in places like boston, chicago, and new york leading the list of cancellations and delays. >> been a very tedious process, it's been stressful. >> reporter: the snow and ice in the northeast came from the same system which tore through the nation's midsection over the weekend, spawning tornados and floods and leaving at least 43 people dead. it made driving treacherous in new york and new england and dumped the first snow on massachusetts days before record high temperatures.

>> i was surprised last week, then big change, i think winter's here finally. >> reporter: last winter saw the most recorded snow in boston, wondering if a repeat lies ahead. on an average day in the united states, fewer than 200 flights are cancelled. yesterday alone in the u.s., 2,900 cancellations. in new york city, chris pollone, nbc news. a new mexico couple is lucky to be alive after being stuck in a snow drift for nearly 20 hours. that snow drift contains a car of jimmy and betty anderson. look at the video, the husband and wife were delivering newspapers in new mexico when conditions got bad. how bad? they got stuck and here's a look from inside the car in the snow drift. after nearly a full day trapped, they were rescued. they say they expect to get back to work as soon as the weather cooperates. now your nbc 10 first alert weather with chief meteorologist

glenn "hurricane" schwartz. >> and they did the exact right thing when stuck in a car in a blizzard like that, the advice is to stay in the car, don't get out and try and walk, because you may end up in more trouble. they were safer in the car, especially if they had some phones. now december is ending mild, no snow, partly in the poconos, we do have a rain chance before the beginning of the year and it's going to start getting cold as we go into the new year. the whole winter is not going to be like december, i guarantee you that. there's the low clouds cutting off the tops of the buildings, still around, that prevents us from getting warmer. 51 degrees right now, wind north/northwest at 7, eight degrees warmer than this time yesterday. big temperature contrast here from 43 in mount pocono, 51 in philadelphia, and even warmer farther to the south. it was close to 60 degrees in southern delaware, and extreme

south jersey. despite all the clouds. and we're going to continue to see some of that. this is unbelievable. the amount of warmth throughout the area during the month of december, that's nearly 14 degrees above average, like i was saying, july averaged 14, it would average 100 degrees every day. can you imagine that? that's -- we're just smashing the old records by so much that it's -- there's just nothing to compare it with, absolutely nothing. now you can see one mile visibility in blue bell, half mile in mount pocono, 2 in reading, 3 coatesville. a light fog, two miles in mount holly, one in blue bell, so we're going to keep an eye on this, especially from philadelphia northward, see if it gets a little bit more dense as we go through the evening hours, but right now, everybody's just reporting cloudy skies.

none of the airports in the area reporting any precipitation. the clouds are low, not that thick, rest of the atmosphere is pretty dry right now, and you'll see that on the radar, nothing significant there. back to the west there isn't anything that's developed yet, but moisture streaming up from the gulf of mexico, eventually some kind of prescription is going to break out, and that is what is going to be moving in during the afternoon. this model exaggerates it to some degree, but just a general idea of rain moving in later in the day tomorrow, tomorrow evening, the best chance is in delaware and extreme south jersey. then it moves out, and we're dry for new year's eve. and once we get dry for new year's eve, we're going to stay dry for a good while. and for new year's eve and the fireworks, no weather problems. it's going to be chilly, but then it's supposed to be chilly this time of year. for tonight, we see the clouds around, some partial clearing

towards day break, and kind of mild for december. 43 degrees for the low in philadelphia. and this is mild for late december, some rain coming in late in the day. delaware, south jersey especially, chance of rain farther to the north. then new year's eve, 50s, that's still mild. then it starts getting colder as we go towards new year's day, then we stay chilly through the weekend, but we're staying dry and on the windy side. you can call it a late christmas gift or great way to start the new year. see how new jersey's become a very lucky place, at least for people who play the lottery. plus, trouble on a bus trip in new jersey. we'll tell you how a passenger wound up crashing through this front windshield.

one new york city police officer has three reasons to smile. he got to see his three sons graduate from the same police academy. his 24-year-old son and 22-year-old twin boys were sworn in today at madison square garden. one will work on staten island, one in coney island, and the other in the west village. good for them. and forget garden state. new jersey may want to think about a new nickname after a recent string of lottery success there. recently, someone in camden

county won $1,000 a day for life in a recent cash for life drawing. and atlantic county man went one better, taking home a cool $1 million prize, and the biggest winner of them all in burlington county, where someone took home $4.3 million after hitting the pick 6 jackpot. plenty more where that came from, too, $117 million is up for grabs in tonight's mega millions drawing, or if powerball is your thing, take a shot at $300 million tomorrow night. we've seen donald trump at odds with a lot of his fellow candidates for president, but now the republicans have a new target. we'll tell you the subject of their attacks. an even bigger budgets and bigger productions for new year's eve, not just in philadelphia, but the suburbs, as well. the story coming up.

this is nbc 10 news. >> many people will celebrate the new year with fireworks, but it's not your only option for welcoming in 2016. nbc 10's doug shimell is live in center city where people take part in another new year's tradition. doug is behind the scenes,

what's it like there, doug? >> reporter: the mummers start putting their new year's eve and new year's day acts together and philadelphia starts priming its two brand new fireworks show, many of the suburbs are doing the exact same thing. >> i'm going to plug it in. >> reporter: from a distance it looks fine, but there is trouble in mushroom land. >> looks like we have a couple out. >> reporter: expensive l.e.d.s won't cooperate on part of the $10,000 symbol of the new year. in just three years the mushroom drop has attracted more than 3,000 people to downtown kennett square. >> it's also fun to look up and see people all around, so all of the apartments invite their friends around and you can look up and they are all partying and having a lot of fun. >> six, five, four, three -- >> reporter: many suburbs have figured out there's more to new

here on nbc 10 at 6:00 thursday. we'll be broadcasting the sugar house new year's eve fireworks. meanwhile, let's talk about the weather. glenn, we're going to end 2015 with the warmest december on record. >> it's the warmest december on record by the greatest margin of any month ever recorded, probably in any part of the country. it's just an amazing, we're going to be beating the record by close to seven degrees. well, we have the low clouds around right now. knocking out the tops of the buildings and you can see it's relatively thin, above those clouds the atmosphere is pretty dry. that's why we're not seeing rain. we did see the freezing rain up in the poconos this morning. some significant freezing rain, and as expected it was not an issue in the lehigh valley, berks county, down to the south, it was warm enough it was just

rain, nasty rain, heavy rain at times, then it moved out and that's the end of the rain, but the temperatures have been gone up more than they have, still way above average, 51 in philly, ten degrees above normal for this time of the year. 56 in atlantic city, 60 degrees farther south. with the clouds that means the temperature doesn't drop a lot during the night, so it's fairly mild. it's not going to stay that way. how much colder and when with the seven day in a few minutes. >> thanks. a tour bus passenger sent to the hospital after being thrown out of the front window during a traffic stop. the accident happened in north jersey. authorities say the bus came to a sudden stop, which sent the man flying through the window and on to the street. he's expected to be okay. the bus was headed from baltimore to manhattan. philadelphia officials are hoping to complete the memorial for the market street building

collapse by the third anniversary of the tragedy. today the city announced it signed an agreement to release $700,000 for construction of the memorial park at 22nd and market streets. these are the renderings showing what the park might look like. it was back on june 5th of 2015 that a building under demolition collapsed on to the salvation army thrift shop killing six people and injuring 14 others. in october a philadelphia jury found demolition contractor griffin campbell guilty of involuntary manslaughter, benshop took a plea deal in july. the number of police officers killed in the line of duty is up across the country. that's according to the national law enforcement officers memorial fund. in our region five officers died in pennsylvania, four in new jersey. fortunately here none were killed in delaware. the number one cause of death, though, traffic accidents.

>> so oftentimes the officer is simply driving too fast. carry more about the person in need than their own safety. >> 52 officers died in traffic accidents, 42 shot and killed, seven killed following traffic stops. all right, decision 2016, today on the campaign trail, iowa was in the spotlight and senator marco rubio was under attack. chris christie, donald trump, and supporters of jeb bush all took turns criticizing rubio's experience. brian mooar has the story from washington. >> reporter: in iowa, a heavyweight endorsement straight from the u.s. capital. >> i found my king, marco rubio. >> reporter: trey gowdy is a boost for rubio's campaign. >> this is the time for action. and that's why i chose to run for president. >> reporter: rubio also found himself under attack as he and

chris christie crisscrossed the hawkeye state in a series of duelling town halls. >> we do not want another president who sits in a chair in the oval office on the first day and spins around and says, gee wiz, isn't it great i'm president? >> reporter: rubio's experience is the target of a new attack ad by jeb bush supporters. >> over the past three years rubio has missed more total votes than any other senator. >> reporter: donald trump bragging on twitter his campaign's under budget, says he's about to join the air war. >> we're going to spend a lot of money in the next four weeks and we're just going to not take any chances, we're too close. >> reporter: close on the calendar, too, with the iowa caucuses just over four weeks away. with iowa now looking like a conservative showdown between donald trump and ted cruz, the other candidates are setting their sights on the next big prize, new hampshire. brian mooar, nbc news, washington. more people on social media,

a former "glee" actor was arrested today at his los angeles area home on suspicion of possessing child pornography. representatives have commented on the arrest, you might remember he played noah puck on "glee" from 2009 until the show ended earlier this year. twitter is stepping up efforts to fight abuse and harassment across its social media platform. officials at twitter safety center say they've taken steps

>> take a live look at times square. if you're planning on ringing in the new year there, expect some company, because close to 6,000 police officers, some of them with guns, will guard the festivities. new york's police commissioner says recent terror attacks in paris and san bernardino, california, have raised fears. there are concerns now that isis supporters could attack what is the nation's largest new year's celebration. the commissioner says police have spent months preparing for anything that could possibly go down. >> we are aware that the threat picture has changed because of isis. it's changed significantly from what it was a year ago or two years ago. and in response to that and, in fact, ahead of that in some respects, that's why we have a large capables here in the city. >> hundreds of thousands of revelers are expected to pack times square. millions of people will watch from home. your financial security's also important in the new year,

so to help get money in order for 2016, we welcome robert wilson. robert, you have some tips for us here. you call the first one playing by the rules. what do you mean by that? >> look, we all get a little bit annoyed at how large the tax code is and all the different rules we have to follow, but you can use those rules to your advantage. so first of all, you can play a little game called defer your income or accelerate deductions. if you think you're going to be in a lower tax bracket next year, maybe accelerate that income now to take advantage of the differences. if you think you're going to be in a higher tax bracket, maybe have your deductions go into the next year to take advantage then. make sure your health care situation is taken care of. you know because of the aca there are big penalties if you don't have adequate health care. if you have a flexible spending account at work that allows you to take pre-tax funds and use them for childcare or medical

expenses, make sure you've spent the funds. a lot of the plans are use it or lose it. maybe take an extra trip to cvs, get the medication or medical supplies and use those funds. of course, you can always donate to charity. particularly if you do those donations via credit card, you can absolutely deduct on taxes this year. good for you, also good for whatever charity you're contributing to. it's great. second tip here, review your investments. what's that involve? >> tax season or not tax season, you want to take a look at your portfolio to see if you're allocated the way you want to, but a good thing to do now is to sell the losers you might have held throughout the year. take the losses and offset them against gains you had during the year and if you have more losses than gains, you can use those losses to offset up to $3,000 of your ordinary income. that's a definite benefit you want to take advantage of. if you haven't contributed to the max of your 401(k), there may still be time to write a

but that flag was blowing, it would help a bit. the wind needs to pick up a little, it's now up to 7 miles an hour, it was calm an hour ago, could help break up clouds eventually. 51 degrees, eight degrees warmer than this time yesterday. remember over the weekend we got into the 60s, tied a record on sunday. yesterday only 47, today's high 52, tomorrow 56 degrees, assuming we get a little bit of sunshine. and quite contrast across the area, same temperature in allentown as yesterday at this time, but 12 degrees warmer in atlantic city. so quite variable conditions across the area as you'll see here, little bit of a northwest wind, only 33 in mount pocono, but they had problems with freezing rain last night and this morning, so that didn't help. 39 in doylestown, 46, though, kennett square and coatesville, way above freezing and not anywhere near that tonight,

temperatures not dropping much. 46 in mount holly, 44 in trenton, and as we go down to the south, more of a west wind, 58 degrees in lewes, where we got over 60 degrees. that mild air that's been around is going to stay just until thursday, and as soon as we get to january 1st, here comes the cold air. it's not going to surge all the way down to florida or anything, at least not yet, but the cold air is in, and it's going to be more or less staying here for a while. and then the week after this, the second week of january, i think that's when we're going to be seeing some real winter, including very cold and threats of snow. and not just small threats. now, all the airports in the area just reporting cloudy skies, none reporting precipitation. mount pocono reporting relatively dense fog with a half

mile visibility, other places, again, lighter type fog, not dense, and farther to the south, no fog at all, but there are the low clouds just hanging around, very dry above them, so that's why there's no precipitation around. then we look back to the west to see if there's anything coming in, and the clouds are increasing coming up from the southwest, but eventually moisture coming up from the gulf of mexico is going to end up in precipitation at some point. that's for tomorrow late in the day and in the evening, by new year's eve it's all gone and we have no chance of any kind of rain or snow. it's 46 degrees at 8:00, by midnight it's 38 degrees, which is chilly for this time of the year, but then it's supposed to be chilly, isn't it? for the rest of the night, some patchy fog, generally to the north, partial clearing late as the northwest wind picks up a little bit. 43 for the low in philadelphia,

philadelphia, a protest over a grand jury's decision not to bring charges in the deadly police shooting in cleveland. we told you just minutes ago about similar protests happening in cleveland. these groups are protesting yesterday's decision in the tamir rice case. rice was 12 years old, he was shot and killed by police last year. rice was carrying a pellet gun, and again, a grand jury announced yesterday it would not bring charges against the officers involved. there are celebrations today in the west african country at the heart of the ebola outbreak. health officials declared guinea free of ebola. africa's ebola epidemic began there two years ago. the world health organization is holding a ceremony today to mark this milestone. we have to tell you now about another fire scare involving a hoverboard, this time at a texas mall. take a look at these photos that show a hoverboard that caught fire at the deer brook mall
