had negotiated with republican leaders until it fell apart last week. >> i am expressing the outrage that all of us pennsylvanians should feel about the garbage the republican legislative leaders have tried to dump on us. this budget is wrong for pennsylvania. >> nbc 10's rosemary connors is live at philadelphia school district headquarters in spring garden. rosemary, what are school leaders saying about this short-term relief in funding? >> reporter: well, jacqueline, they are pleased and grateful. i think it's safe to say they are going to be sleeping easier tonight. still, the big question remains what's the big picture here in terms of long-term funding. parents are also weighing in on this as their children's education, the quality of their education, has been a constant concern now for months. >> very frustrating to have schools underfunded, no books, no computers, not enough teachers, you know, yeah, it's frustrating. >> reporter: at the original turkey in reading terminal, eric williams is the master carver.

he's also the proud father of an eighth grader he says is a top student in the philadelphia school district. while at work today, williams got word of the emergency funding from harrisburg. >> that's good, but that's not a solution. >> reporter: the short-term effects, children in philadelphia can return to the classroom after winter break without wondering whether schools will close. the district had warned that it could not meet payroll beyond january 29th without some relief. as for the governor's hard line in this budget battle, the superintendent is backing him up even if it means the long-term funding is still up in the air. >> i'm in 100% support what he's attempting to do in order to get more money for public education across the commonwealth. >> this budget is wrong for pennsylvania. >> you heard governor wolf with strong words for the legislature. do you have a message for them? >> look, i'm trying to educate children here, so i'm not an elected official, i'm not in office, but i do -- we do need revenue to educate children in the commonwealth. >> reporter: eric williams has a

message for pennsylvania lawmakers. >> maybe we should stop voting for them, put somebody in office that's going to care about our kids instead of -- >> reporter: superintendent dr. william hite tells me he expects the emergency funding for philadelphia will be about $500 million and will take the school district into about june, about six months into the new year. he says even if that turns out to be not the case, he says the district can look forward to some funding coming from and related to city property taxes. that usually gets dispersed early springtime. reporting live outside of school district headquarters, i'm rosemary connors, nbc 10 news. >> nbc 10 reached out to state lawmakers in both parties today. they are hopeful a budget could be passed soon but are concerned the fix announced today is short term. >> what i support is us not leaving. what i support is us being back there now. i don't care who's exhausted, and getting this job done. >> there was a compromise fully

ready, voted on, and supported by a majority of the members, it went first consideration, second consideration, then we were shamefully gavelled out. >> reporter: pennsylvania has been without a budget since july 1st. and new at 6:00, state representative leslie acosta from philadelphia says the house ethics committee is investigating three incidents of so-called ghost voting. acosta says she was out of the country last week when she was notified a vote was cast on her behalf. during a budget roll call at the capitol. they have an idea who did it. the house ethics committee would not confirm, nor deny the investigation. count on nbc 10 for continuing coverage of pen's budget battle for the latest developments from harrisburg and to listen to governor wolf's entire address, go to our nbc 10 news app. new at 6:00, st. joseph's hospital in fairmount will close

next month. that announcement was made today. about 675 workers are expected to lose their jobs. the mental health system is consolidating its operations into one campus at the gerard medical center. a tale of two commutes. here on the left you can see the heavy downpours we dealt with during the morning rush on i-95 in wilmington. on the right, a live picture from i-95, heavy traffic, but no major problems tonight in south philadelphia. and taking a live look at camelback mountain resort, the manmade snow wasn't enough to open the slopes today. more mild weather and this month's temperatures are for the record books. glenn "hurricane" schwartz joining us now with his first alert forecast. glenn, a mild end to the month, but the true taste of winter is not far off. >> yeah, that's right, jacqueline. we have incredible, incredible numbers to end december. the warmest december ever

recorded by an amazing amount, but as soon as we hit january it's going to feel like winter again. now, we have the low clouds around, need the flags to be blowing harder, little more wind to break up some of the low clouds, and set us up for a decent day tomorrow. you can see how cloudy it is across the area right now. the entire area reporting clouds, but there's nothing on radar. this is the last of the freezing rain in the poconos. they had more freezing rain than snow, and that is not a thing they like either. then the rain for the morning rush, that has moved out, as expected, and we have dry weather to end the day. but the clouds kept the temperatures from being even higher. it's 34 degrees in mount pocono now, ranging 20 degrees plus warmer in south jersey at 56 degrees. but we'll see when it's going to get a whole lot colder with the rest of the seven day in just a few minutes.

all new at 6:00, in less than a week the city of philadelphia will witness a changing of the guard. current mayor michael nutter will hand over the reins of city governor to mayor-elect jim kenney, and as he prepares to leave office, he's reflecting on his eight-year tenure, the successes, mistakes, and lingering challenges. george spencer spent 45 minutes with the mayor this afternoon. and george, he says poverty remains the city's biggest challenge at the end of his term. >> reporter: jacqueline, more than one in five philadelphians still lives below the poverty line. it is certainly not a new problem in this city, but it is the issue on which the mayor says he is most focused on a personal level as he prepares to leave office here at the end of the week. mayor sat down with us, as you said, for about 45 minutes this afternoon, and as we talked, he said the poverty issue is so difficult to overcome in philadelphia, precisely because it's been an issue for so long. he believes the generations of

local families all living in poor economic circumstances are holding the city back perhaps more than anything else. he says it's the result of the system failing its own citizens. he described poverty as an all hands on deck concern, one which he promises to work tirelessly on, even when he's no longer the city's top leader. >> we've had a poverty rate over 20% for 30-plus years, so it's in a generation. there are, you know, adults, there are grown people, serious adults, who may have actually been in poverty themselves during the course of their childhood. >> reporter: that said, the mayor says the city working alone will have a tough time tackling the issue of poverty. he says it is the place where the federal government can step in most effectively by providing

from an agreement between the township and the police union not to lay off six officers. cutting the six officers would have saved the township more than $860,000 next year and more than $1 million by 2017. new at 6:00, three men facing child porn charges are questioning attorney general kathleen kane's ability to prosecute them without a law license. the attorneys for the men argued today that the suspension of kane's law license invalidates her case against the men. the state supreme court suspended kane's law license while she defends herself against charges she leaked grand jury information to embarrass political rivals. kane maintains her innocence and has said she does not need a law license to continue her job. now to a call for justice. friends and family members of three young people killed in a street racing crash last summer came together today. nbc 10 in bustleton where they

held a peaceful protest walk this afternoon. it was five months ago that 17-year-old sabrina rose and yvette gonzalez and 20-year-old filip hernandez died in a crash. they were in a car going about 75 miles an hour when it went airborne and slammed into a tree, then split in half. this is video of the wreckage. two people in the car survived, including the driver. we spoke to yvette's mother. >> it's hard, i haven't heard without her, had to go through thanksgiving without her, christmas without her. and all i have is her ashes to kiss good night and good morning. >> yvette's mother tells nbc 10 she wants the driver of the car her daughter was in to face charges. hundreds and hundreds of dupont employees have been told they will be out of a job by the spring. dupont's ceo sent an e-mail to the company's 6,100 delaware-based employees today. he tells them to cut costs

before a planned merger with dow. 1,700 of them, about 25%, will lose their jobs. dupont and dow say this will help them give more value to shareholders and make the companies leaner once they merge. >> i live in delaware, i'd be very unhappy if they left. on the other hand, a share holder of dupont really is not that interested where they are headquartered, as long as they make profits and returns to those who invest. >> dow and dupont plan to merge and split into three companies. the smallest one, the specialty products division, will be based in delaware. next on nbc 10 news at 6:00, this deserted lot will be home to a jersey shore church. why a local businessman bypassed several buyers and donated the land for free. another mild day of temperatures, but winter is going to come. i'm tracking the changes just in time for the new year, plus the next chance for rain in my exclusive nbc 10 first alert

yesterday afternoon. police say the same men are responsible for a robbery at a 7-eleven earlier this month. a retired south jersey businessman answered a local church's prayers when he donated land to help them move to a safer site. ongoing crime has been a concern for the church, but a new home in nearby egg harbor township will give the congregation a chance for a fresh start. nbc 10 jersey shore bureau reporter ted greenberg found out why the businessman gave away that land for free. >> it was just time to go. >> reporter: crime outside their atlantic city house of worship was putting fear into the faithful. >> membership kind of fell off, because people didn't feel too safe. >> reporter: so when city of hope worship and outreach center pastor kenneth applewhite saw a classified ad asking perspective buyers to name their price for this plot of land in neighboring egg harbor township, he called the owner and told him about the

congregation's plight. >> i just got out of church. he said, the land is yours. >> reporter: that man is 82-year-old jimmy horowitz, a retired jewish businessman, who lives in cherry hill. >> i figured i might as well do some good. i had it advertised in the past, but i just didn't feel as though i wanted to pursue anyone to sell the property to. >> reporter: the church still needs to come up with between $300,000 and half a million dollars to build its new large home on the site, which applewhite says is much safer than its current location. >> this is an overwhelming gift. i'm just amazed that someone, that god would touch someone to do this for our church. >> reporter: the pastor knows there's still a lot of money that needs to be raised, but he's hoping to be able to break ground here in march. >> there are still some really good people, some great people. that's an awesome blessing. >> reporter: generosity that deeply moved church members and

answered their prayers. ted greenberg, nbc 10 news. the groundwork is being laid for the new year's eve festivities at penn's landing. nbc 10 at the navy yard in south philadelphia, where thousands of rounds of fireworks are waiting to be placed on to a barge. >> we have a show at 6:00, which is star wars themed, so that should be the in trend for what it is. it has great musical cuts, as well as fireworks to go along with it. >> taking a live look at the blue cross riverrink at penn's landing, crowds will gather two nights from now to ring in 2016. and nbc 10 is helping your family celebrate the new year with fireworks along philadelphia's water front. this year sugar house new year's eve fireworks display will be televised live on nbc 10 and telemundo 62 at 6:00 thursday night. we're ending 2015 in the record books, but our warm december weather will be long

gone when the new year arrives, glenn. >> that's right. we're going to be sort of average for this time of the year, which means it's going to be cold for new year's eve and new year's day, but nothing extreme. no snow or rain, so pretty good conditions throughout the area. december ending not only mild, but all-time record mild by a mile. beating the next closest month by a greater margin than any other month has been beaten. the next rain chance, that's coming later tomorrow, tomorrow night, but that's going to be it for a while, then it's cold starting in the new year. we continue to see the low clouds and fog, not dense fog at this point, but it's keeping the moisture around. 50 degrees, trying to break up the clouds a little bit. wind north at 7 miles an hour. every mile an hour of the wind helps to break the clouds up a bit. 40 degrees in allentown now. did get down to the freezing

mark, as expected, there were no icing issues for the morning rush in the lehigh valley or berks county. poconos it was pretty nasty with freezing rain up there. 50 degrees in philadelphia now, 55 in atlantic city, southern delaware, south jersey up near 60 degrees today, and the airports all reporting cloudy skies, but none of them are reporting any kind of rain. despite the clouds that are around. there is some fog, half mile earlier in mount pocono, that's improved. reading is down to a half mile, so patchy light fog, of course, generally northern portions of the area so far. clouds pretty much everywhere for the moment, but the rain pretty much nowhere. then back to the west we're watching for more rain to develop, moisture starting to increase back across the ohio and tennessee valleys, but no rain has developed with the system yet. it's going to be a while before it happens.

watch what happens with the temperatures here. just don't go anywhere, so it's not that cold tonight, it's not that cold tomorrow, and then some rain comes in. but not for new year's eve or new year's day. temperatures down to 38 by midnight, and mostly clear skies. for the rest of the night tonight, gradual, partial clearing, mild for december, though, 43 for the low, not very low, and with a little bit of sun tomorrow, temperatures go into the mid 50s, the rain comes in later in the day, light rain, generally delaware and south jersey. then it's dry after that. it's still a mild day on thursday, and as soon as we get to january, it gets colder again. nothing extreme, but the wind is going to be an issue, especially saturday and sunday. hi, i'm ron burke from comcast sportsnet. coming up, sam bradford gets another vote of confidence from the coaching staff. plus an interesting exchange in the locker room where fletcher cox. that's next. we work weekends here.
