this morning. no construction. so it's not closed. we sigh the police activity there we start off on a good note. so you can see westbound towards the schuylkill expressway. no problems, no ramp restrictions as well. drive times are doing great t. schuylkill, you see in the 14 no problem. i'll check in with mass transit when i come in. tracy. >> new from overnight. one person is dead after being hit by a septa train. it happened near the ardmore station. this did not impact the morning commute. and in west philadelphia, police are searching for the gunman that shot and killed a 21-year-old man. authorities tell us the victim was riding a bike when he was shot several times. he ran about a half a block to 25th and clearfield when he

collapsed. police are still trying to determine a motive for the shooting also, new from overnight, philadelphia police are investigating a violent home investigation. they say two men barged into a home with kids inside and terrorized the family. nbc's matt delucia is live. >> one of the suspects got hurt. tell us about this. >> reporter: yeah, tracy, police tell us one of the suspects shot himself in the leg during this home invasion and robbery. he appeared at presbyterian hospital. officers are keeping a watchful eye over him at this hour. just after 11:00 last night in the 2500 block of north bancroft street, police tell us the mother was in the 2nd floor of her house when two masked men came in, ran upstairs and ordered herred a gunpoint to empty her purse and then the chief inspector took it from there.

>> reporter: in the next room, a 7-year-old boy and 3-year-old girl started crying. one of the perpetrators, orders the woman tell your children to stop crying and fires the gun. >> reporter: and with that shot, police say the man put a bullet into his own leg. both men then left a short time later. the folks here report a man showed up with a gunshot wound to the leg. the victim whereas brought here. she positively identified the suspect. the good news is that mother of those children were not injured. it was a little over $300 in her purse. investigators are getting ready to question that one suspect in the hospital shortly. happening today, philadelphia leaders want you to be safe tonight, this morning the police commissioner charles ramsey and seth williams will issue what has become an annualry minder of

it's 4:06. this morning, bill cosby is free on a million dollars bail and faces hearings from chinl charges stemming from a 2004 sexual assault case. yesterday, cosby was confronted. authorities charged him with aggravated indecent assault days after the statute of limitations ran out. prosecutors say he gave andrea constand wine and assaulted her but no charges were filed at the time. prosecutors reopened the case after court records from a civil suit filed by others became public in july. >> we opened this case with our duty as law enforcement officers with a foreign obligation to uphold our constitution and to uphold the law. >> cosby made no comment about the charges against him. his next court date is january 14th.

if he is eventually convicted, cosby could spend ten years in prison. it is against our opinion to name the person but the lawyer says she is quote receiving numerous communications from women with their heart wrenching experiences. naturally, it's troubling that it took to the 11th hour for this day to arrive. she is hopeful na her patience has encouraged other victims to come forward. 55 women in all have made accusation against bill cosby. they started to come to light after constand filed her civil suit. >> that suit was settled out of court. since then, allegations have piled up. attorney gloria allred represents 29 of the victims says this has been a long time coming. the women she represents tell a similar story. >> i was willing in 222005 to

the river water reaching nearly 13 feet above flood stage. if that happens, it would be the second worst flood on record since the devastating floods of 1993. they continue to deal with the historic flooding in that state for the weekend. bridges and highway passes are now under water. 12 of 14 reported deaths related to the flood were caused by high water. the governor acted the missouri national guard to assist in safety. flood waters are impacting the water treatment e treatment plan in missouri. authorities say the public water supply flooded contaminated primary water supply. back-up water supplies are providing drinkable water for customers. the back-up supply should last the next few days. so authorities are calling for people to conserve water a south florida beach is packed with tourists.

you can start filing your 2016 tax returns january 19th. you will have more time to get your taxes together this year due to the emancipation day falling on april 15th. so they pushed it to monday, april 18th. if you do a refund, you will get it within three weeks of filing. the irs says nine out of ten refunds will be processed in less than 21 days we are getting our first look at a man for a propane tank theft. this is under surveillance video of the burglaries from earlier this month. police say their investigation led them to a lot in richmond where they found two vehicles and seven tanks. they tell us they believe the pair may be metal scrap epers.
