forecast but we begin with monique braxton live at the blue cross riverrink at penn's landing. it looks busy there already. >> no doubt about it, lauren. just a couple of hours the fireworks will light up the sky here over winter fest as well as over the delaware river. now, ice skaters from todayer wills to adults took to the rung a short time ago. dozens are taking advantage of this day off, spending time with family and friends. you may recall how spectacular the show was last year. well, this new year's eve there are two new features. the shows are longer and there are splendid special effects. the sugarhouse new year's eve fireworks shows are 6:00 and just before midnight. they last about 14 minutes and include four tons of net explosives. today you may see them loaded up on to barges and moving into place. special effects include mini domes, a lollipop and nautical

we need? do we need a blanket? what do we need? >> probably a pretty thick coat and blanket, too, if you're planning on staying up until midnight for the fireworks. so temperatures at 8:00 p.m. at 46 degrees. by 10:00 p.m. 42 and midnight 38. but we are going to be dealing with a windchill so it will feel closer to 34. 35 at midnight. a few scattered showers pushing in. other than that, a few clouds and we will stay dry today. this weather system will stay to the south of us and the one that moved through yesterday is offshore. we're at 49 in philadelphia. you'll notice the wind direction, colder air from the northwest. 36 in the poconos. 47 in allentown, 46 in reading, 49 in wilmington and we're at 52 degrees in atlantic city. our city planner shows that as we go into the next couple of hours, by 1:00 p.m. 50 degrees. by 4:00 p.m. 48, and then by

7:00 p.m., 44 degrees so that's the beginning of cooler weather that is moving in. we are going to drop down into the 40s starting tomorrow and we will stay there into the weekend. i'm tracking what you need to know in my full forecast. >> thanks, brittney. happening now, kids can celebrate the new year before their bedtime. the please touch museum in fairmount park rings in its 2016 with its countdown to noon. boys and girls can watch the ball drop at ten seconds before noon and there's still time to get there. because of the demand there is now a second countdown at 1:0024 afternoon. and pete's fest is underway in bethlehem at the arts quest center. the alcohol-free event includes music, arts, crafts, s'mores making and the peep drop. the peep drops 59:15. and new york city has the ball drop, you just saw the peep drop, in kennett square chester county there's the annual

mushroom drop. the mushroom will be lowered at midnight to ring in the new year. kennett square bills itself as the mushroom capital of the world. for the first time, comedian bill cosby is facing criminal charges in a sexual assault case. he is free on a million dollars bail after appearing in court in montgomery county yesterday. authorities charged the 78-year-old comedian with aggravated indecent assault just days before the statute of limitations ran out. prosecutors say cosby gave andrea constand pills and wine and assaulted her at his montgomery county home 12 years ago. no charges were filed at the time but prosecutors reopened the case after court records from a civil suit filed by other alleged victims became public in july. cosby's next court date is january 14. cosby's attorneys say "we intend to mount a vigorous defense against this unjustified charge and we expect mr. cosby will be exonerated by a court of law." cosby attorney monique pressley appeared this morning on the

"today" show. >> he knows he has a legal name is intent on defending him until he is exonerated. >> she says cosby is not guilty and there will be no talk about a plea bargain. attorney gloria allred, who represents other alleged victims was pleased that prosecutors brought charges against cosby. >> seeing him criminally charged and having to face a trial is the best christmas present that they have ever bruce caster, the former d.a. who did not prosecute cosby said he did not have a comment. it is not our policy to name victims but andrea constand has spoken publicly about her case. now her lawyer says constand feels gratified. the lawyer says she is receiving numerous communication from women with heart wrenching accounts of their own experiences. the statement goes on to say "naturally it is troubling that it took until the 11th hour for this day to arrive."

the lawyer says constand is, in her own words, hopeful her patience has encouraged other victims to come forward. nbc 10 was the first station to bring you news about bill cosby being charged. we have expanded coverage on line. tap the nbc 10 app to read the court documents in the case. one man is on the run and another in the hospital after the police say they terrorized a family in north philadelphia. mr. us say the two men broke into the home on north bancroft street about 11:00. police say a mom and her two young kids were threaten with guns. one of the men fired a shot but hit himself in the leg. he's at presbyterian hospital. police say the mom was able to identify him. the mother and children were not hurt. in north philadelphia, police are searching for the gunman who shot and killed a 21-year-old man. authorities tell us the victim was riding a bike before 12:30 when he was shot several times. he ran a half block away to 25th and clearfield where he

collapsed. the man died at the hospital and police are trying to determine a motive. fired eagles coach chip kelly says he is grateful and blessed to have coached the team. he's also apologizing to fans. this is courtesy of fox sports. the statement reads in part "i'm grateful to jeffrey lurie for allowing me to coach his philadelphia eagles for the past three seasons. i deeply regret that we did not bring this great city and its fans the championship they deserve. my players mean the world to me, i will miss them very much and i will be rooting for them to achieve their dreams. kelly left philadelphia with his girlfriend and his dog. he was fired on tuesday. the eagles have a 6-9 record and were eliminated from playoff contention saturday. >> the end result was meet i don't think -- mediocrity and i have to look at the project and

crowd. security is tight ahead of the big new year's eve celebration in the u.s. nbc's chris pollone has the latest from times square. >> reporter: it's setting up to be an unseasonably warm new year's eve in new york city and about a million or so people are expected to crowd into the times square area to watch the balldrop to usher in 2016 later on today. 6,000 police officers will be in the area trying to make sure this event goes off without a hitch. the mayor of new york, bill de blasio, said this will be an unprecedented level of security that this might be the most secure spot in the united states tonight. among those 6,000 officers will be 500 members of a special anti-terrorism traffic force created over the last couple years. they'll be armed with long guns and wearing body armor. they'll be watching 14 checkpoints where people will be coming into the times square area. people will be checked with metal detectors and not allowed

to leave once they are in the times square area. police will be using bomb-sniffing dogs, radiation detectors, monitoring a thousand cameras all to make sure that this very popular event, one of the most popular events of the year in new york city is completely safe. it should be a good time and as people said it should be a safe time. they're encouraging people to enjoy the nice temperatures as we ring in 2016. in new york city, i'm chris pollone, nbc news, now back to you. the u.s. has resumed air strikes against isis targets. the department released video of planes launching from aircraft carrier the uss "harry truman." the "truman" joined a french nuclear carrier which has been launching air strikes from the persian gulf since late november. belgian authorities arrested a 10th person in connection with last month's paris terror attacks. the man was caught yesterday following a search in the same brussels neighborhood where some

of the paris attackers live. officials detained six others for questioning over a plot to stage new attacks in brussels during the holidays. new year's celebrations are the last things on the minds of many people in the midwest today. they are dealing with historic deadly flooding. we got this video this morning of a flooded airport in alton, illinois. meanwhile, the missouri merrimack river crested at a record level closing a major highway south of st. louis. forecasters say the water levels will gradually fall over the next several days. good morning. temperatures today will stay above average once again in the low 50s but heading into tomorrow our temperatures will drop closer to average and stay that way be into the beginning of next week. i'm tracking a cold new year's eve night. winter is coming. it will finally feel like winter and we will stay dry. we have a dry pattern setting up for us. for philadelphia, 49. a mix of sun and clouds.

look at our win speeds picking up out of the northwest sustained at 10 miles per hour. our wind speeds will be sustained for 10 to 20 mile per hour. across the region, 49 in trenton, 52 in atlantic city, low 50s in wildwood. 51 in millville. 49 in wilmington and 47 degrees in pottstown. our future win speeds show that as we go into the rest of tonight we'll see speeds gusting up to 22 miles per hour. wind gusts 29 in the poconos 30, in trenton. that's 29 in atlantic city. radar shot shows we are seeing sprinkles develop in sussex county. it's the tail end of the system that will stay to the south of us. future weather shows we'll stay nice and dry and see a break in the clouds as we go into the afternoon and evening which is good or our fireworks forecast.

we could see moisture giving us sprinkles south of dover and into the northern parts of sussex county. but it will be a mawnly dry night tonight for everyone. our feels like temperature shows by 8:00 p.m. temperatures will drop off quickly. it will feel like 39 with the wind speed out of the northwest. by midnight 28 in allentown, 29 in pottstown. and then by tomorrow morning if you're waking up heading to the mummers parade it will feel like just below freezing with the cold wind speed and colder air coming in from the northwest. temperatures are going to be colder tomorrow as well. another breakdown of new year's eve by 10:00 p.m. 42, by midnight 38, but again you have to factor in the windchills so temperatures are mainly going to feel a lot closer to freezing. and then for the mummers parade tomorrow by 10:00 a.m., 38 degrees, by noon 40 degrees, wind speeds sustained 10 to 15 miles per hour. for today, temperatures will still be above average ranging between 50 and 53 degrees.

it's the last day of 2015. let's take another look at where monique braxton has been today. she is at the blue cross riverrink and we are seeing something today we haven't seen in quite some time -- the sun. yeah, there are some clouds anging around but you know that skating rink is packed with skaters. folks may be taking out their spot for the evening to see the fireworks and first alert meteorologist brittney shipp is here with the forecast for what you can expect tonight. brittney? >> it will be crowded because it's starting to feel like winter, temperatures today will be above average, in the low 50s. but by tomorrow we're in the 40s. we move closer to our average. is 49 in philadelphia. 47 in pottstown. 47 in allentown. 52 in atlantic city and 52 in

wildwood. temperatures won't move too much over the next few hours. by 1:00 p.m. 50 degrees, 48 by 4:00 p.m. so we'll start to drop. we'll see a high of 52. we'll drop to the mid-40s by 7:00 p.m. by the time you head out for fireworks expect temperatures to be in the 30s with the windchill it will feel above freezing. satellite radar shot shows we have a few clouds. we also have a few little light showers and light rain moving into millsboro and what moved through as well yesterday offshore. so we expect to stay nice and dry. the only eggs acceptixception i county. 49 in wilmington, low 50s along the shore. a dry day and crisp day. i'm tracking colder conditions as we head into the weekend. i'll go over the details including your new year's day forecast coming up.

computer and synced to a sound track. on his last new year's eve as philadelphia police commissioner, charles ramsey is issuing a safety reminder. don't celebrate with firearms. as he does every year at this time, the commissioner reminded the public bullets fired into the air can be deadly when they fall back down. that's something this man knows all too well. in 1998, while he was walking in south philadelphia, he was struck in the head by a bullet fired in celebration. >> i wish everybody would follow newton's law of gravity -- what goes up must come down. >> snow wjoe was 11 years old a time and he still has the bullet lodged in his head. he's paralyzed on the right side of his body as a result. at least 21 people are dead in the widespread flooding across

much of the midwest. several communities have levees that are in danger as rivers are reaching their highest levels. nbc's miguel almaguer has the latest. >> reporter: the morning the mississippi, the missouri and the merrimack rivers are raging. homes here have washed away. neighborhoods are torn apart. at least 21 in the area are dead, a death toll many fear will rise with the water. >> i've never seen that before and it's a historic flood. >> reporter: parts of i-44 shut down. the coast guard and the national guard have been deployed. all hands on deck ready for rescue rescues. in some spots outside st. louis flood records have been shattered. in eureka, they've never been hit this hard. >> i'm six feet tall, it's four feet high here. >> reporter: with hundreds of homes now islands, thousands more in danger. nearly two dozen levees are at risk, power plants and water

facilities are down. the rising river cresting around valley park where nearly 900 have been forced to pack up and get out. >> it's devastating to think about everything, our own home going under and everything in it. >> reporter: with the mississippi river and st. louis expected to crest today. the flood stage sits at 30 feet. the water here expected to reach 13 feet above that. they're packing tens of thousands of sandbags to fortify cities big and small. the next 24 hours critical. as the water rises, any sense of comfort vanishes. >> i just pray that everything goes good and that we're safe. >> reporter: that was nbc's miguel almaguer reporting. new video of a burglar breaking into an apartment building in university city to steal a bicycle. this happened on lancaster avenue a little more than two weeks ago. police say the man picked the lock on the front door then went

to the building's storage area, cut off a lock and removed the red-and-black bike. if you recognize the man, philadelphia police want to hear few from you. the mother of the so call aid influenza teen is back in the u.s. but the teen himself remains in mexico after his deportation was put on hold. the question is, for how long? nbc's gabe gutierrez has an update on the ethan couch case. >> reporter: this morning, tanya couch, the mother of the so-called affluenza teen, is back in the u.s., deported from mexico, she arrived in los angeles overnight. >> people are going to want to know, what were you thinking? >> reporter: prosecutors in texas plan to charge her with hindering an arrest for allegedly helping her son run from authorities. a felony that could put her behind bars for up to ten years if she's convicted. meanwhile, ethan couch was rushed from this immigration facility in guadalajara to mexico city. earlier his newly retained mexican attorneys filed paperwork to block his

deportation. now a judge must decide. >> it's on their time schedule. we've seen these things happen as quickly as two weeks to two months and it depends on the court system down there. >> reporter: jason mills is an export in deportation law. does this motion indicate that ethan couch wants to stay in mexico for the long haul? >> i think it does or at least that ethan wants to stay anywhere besides the united states. >> reporter: this gritty apartment in porto vie y-- puer vallarta is where they were arrested. mexican authorities say the pair did not register when they crossed into this country in this pickup truck. a cell phone call they made to domino's pizza reportedly helped investigators pinpoint their location. couch had been on the run since failing to check in with his probation officer. the 18-year-old kill four people when he drove drunk in 2013. the defense argued he grew up too affluent to know right from wrong and a judge gave him ten year's probation rather than jail time.

investigators are checking whether friends or relatives knew about their escape plan. the sheriff says they threw a going away party before they went missing. >> it's another perfect example of the arrogance the entire family has. >> that was nbc's gabe gutierrez reporting. new information about the come accused of driving her car into a crowd in las vegas killing one person and injuring 35 others. tests now show lakeisha holloway had more than the nevada legal limit of marijuana in her system at the time of the december 20 crash. but prosecutors say that will not change the charges she faces which include murder and felony hit-and-run. holloway is in jail, her next court date is january 20. changes are coming to the chicago police department following several shootings by officers that prompted protest. the mayor says the goal is to reform the way officers respond to tense situations. one of the first changes, every patrol car will be equipped with a taser by june 1.

todayed is the deadline for verizon or sprint customers to file a claim for a refund over mobile cramming. earlier this year, sprint and verizon reached a deal with the fcc to pay out millions of dollars for alleged cramming. that's billing customers for text messaging subscription services without their permission. authorities accused both wireless carriers of charging as much as $14 a month for unwanted text services such as horoscope, celebrity gossip and sports scores. at&t customers will no longer have to sign up for a long contract plan to get a smart phone. the company is doing away with two-year contracts next week. starting january 8, you'll only be able to buy a new phone by paying full price or part of an installment plan. the policy doesn't apply to business customers. verizon and sprint got rid of two-year contracts in august while t-mobile stopped offering them two years ago. with the new year about to begin, the internal revenue service says you can file your 2015 tax returns on january 19.

forward. i'm certainly excited to help finish out this year. it's unfortunate mr. lurie felt like a change was necessary but we're going to do what we can to play the giants. >> we know that he brought the offense but how much of the ideas ended up being yours? >> i think any time you put guys together, coaches that haven't worked together there's a collaboration so it became the philadelphia eagles offense. percentages of whatever. certainly coach kelly was the inspiration for the running game and a lot of what we did and the passing game. i had ideas. other coaches in the room had ideas and what we did became the philadelphia eagles offense. it was much different in year one when we started out with michael vick than it is now playing with sam bradford and offensively you do what you can do with the players you have and get the best out of them.

the next couple of days so a dry stretch on tap. for philadelphia, 49 degrees. a mix of sun and clouds. wind speeds a northwest of 10 miles per hour. 52 in atlantic city, low 50s in wildwood. 47 in pottstown and temperatures haven't moved much today and that will be true into the afternoon. one thing that will move is wind speeds so we'll see wind speeds into the overnight hours and definitely you'll notice it going through the day tomorrow. so by tomorrow wind gusts will be closer to 25, miles per hour miles per hour. radar shows we're seeing light showers moving in to parts of sussex county, moving into the southern tip of cape may county. it's also shaded with this weather disturbance to the south of us that will stay to the south of us. just the tail end moving into the southern part of our viewing area. a closer look at our futurecast shows we will see a mix of sun and clouds and see the clouds thin out a bit in time for the firework activities but we could see a few little scattered

showers moving into the central and southern parts of delaware for tonight. a few passing sprinkles. you wouldn't need to bring your umbrella but a heads up that might happen tonight. future weather shows by 9:00 p.m. temperatures will drop quickly into the 40s for philadelphia. the feels-like temperature dropping quickly into the 30s. towards the shore we'll stay warmer but by midnight, 1:00 as you're heading home if you're staying out late for the fireworks temperatures will be in the 30s so it will be a cold night ahead. temperatures feeling like they're close to freezing and then if you're getting up early to grab a great seat for the mummers parade, by 8:00 a.m. our feels like temperature again in the 30s in philadelphia so tomorrow will be another cold start with temperatures expected to be a lot colder tomorrow than what we'll see today. so your new year's eve forecast shows by 8:00 p.m. we'll be at 46 degrees. by 10:00 p.m. low 40s and by midnight 38 degrees with a few clouds today so perfect for the fireworks. and tomorrow make sure you bundle up if you're heading out to the mummers parade.
