nbc 10's randy gyllenhaal is following that search and joins us live from allentown. randy, what's the latest where you are now? >> reporter: keith, they just dispatched another team of k-9 dogs and blood hounds to search for the missing boy. unfortunately, so far no good news to report. one of the blood hounds here coming back to the command center where we're at right now. this is where the allentown police department is coordinating this search effort looking for this 5-year-old boy, looking for any sign of him, he went missing last night during his family's new year's eve party and he was not wearing a coat, shoes, or socks and it's getting freezing cold out here. since then a very large search effort to look for him. early this morning police were knocking on doors, asking neighbors to look in their sheds and backyards. police say this is a child with autism. he may be scared, he may be hiding from the search team, so they don't want people to yell

his name or go running after him. if they see him, call 911. a few minutes ago we spoke to the sisters of the young boy urging people to keep an eye out on the east end of allentown. >> he was playing with his toy like he was supposed with all the kids and he left out of nowhe nowhere. i don't know what he's going through. i'm really scared. scared that something happened. >> reporter: and the family has been out here searching for hours. we're now almost 18 hours into the search. back here live you can see the blood hound teams and k-t9 team. there are a number of professional search groups out here looking right now, but it is getting dark, starting to get cold again and looking like this search will continue into the night. for now live in allentown, randy gyllenhaal, nbc 10 news. >> we'll keep checking back and hope for a good outcome. meanwhile today tradition

and current events collided on the streets of philadelphia. protesters from the black lives matter movement were making noise and confronting police in the middle of the mummers parade. mitch blacher live, mitch, tense moments. >> reporter: yeah, most of that protest it was completely peaceful, but just a couple of blocks from where we're standing police arrested at least two of those protesters when they tried to jump the fence on to the parade route. protesters promised a disruption, sky force 10 captured the scene. small pockets of protesters and groups of about a dozen held signs in the street and were seen being detained from the sky. >> the mummers parade has a history of being racist, using black face. >> reporter: several protesters said they targeted the mummers for this reason. >> last year there was black face in the mummers parade itself, and generally a white institution. >> reporter: they were also protesting police brutality for raising the minimum wage, and

for immigrant equality, but for some here to watch the mummers the message was lost. >> it rubbed me the wrong way, quite actually. i think that there's a time and a place for things like that. >> reporter: the protesters claim police across the u.s. have murdered at least 1,000 people in recent years. in philly the police presence was strong and noticeable. police stats show there have been fewer police-involved shootings every year in philadelphia since 2012. still, these protesters want police shootings eradicated and want those here celebrating to demand it. >> it's not okay to party when all these people are getting killed. >> for justice, to start off the new year, not just to have a good time and forget the things going on in the world. >> reporter: since 2012, philadelphia police have shot 153 suspects, those police officers have been attacked with weapons 705 times over that same period. mitch blacher, nbc 10 news.

still ahead, the protests were just a small portion of today's parade experience. much more sights and sounds from the mummers and what was different about this year's parade coming up later this hour. right now at 5:00, colder temperatures mean the ski resorts in the poconos can get back to making snow. this is a live picture you're looking at at camelback mountain in tannersville. the resort plans to open monday for skiing and snowboarding, but depends how much snow the resort can make over the weekend. chief meteorologist glenn "hurricane" schwartz is joining us now. we've seen colder temperatures lately, but even bigger chill is on the way. >> we got our first bout of colder air during the last 24 hours, enough to make snow up there and early next week it's going to get really cold up there, single digits in the morning. great travel conditions as we end the holiday season, and just some flurries in central pennsylvania, couple flurries in

night at the age of 65. natalie cole had complications from ongoing health issues. cole was a grammy winner in her own right, but her biggest hit was a duet with her father. she added her vocals to her father's song "unforgettable" after he passed away. cole was also famous for songs like, "this will be," "inseparable," and "our love." meanwhile, bill cosby is thanking his fans and friends for their support. he tweeted this message last night, "friends and fans, thank you." it is his first twitter statement since may. cosby is scheduled to be back in court for his next hearing in two weeks. the 78-year-old was charged wednesday with sexual assault. he's accused of drugging and sexually assaulting a woman in 2004 inside his home. cosby's attorneys came out swinging yesterday. they call the case flawed and politically motivated. the prosecution will have to show some of its evidence at the preliminary hearing.

>> evidence that a crime may have been committed and the accused may have been to do it, just over 50% of the burden on the commonwealth, meaning the judge sits and decides is there enough to proceed to trial. >> cosby is free on $1 million bail. you will notice a big difference driving on the pennsylvania turnpike in the new year. starting sunday tolls are now increasing by 6%. the hike is largely to repay loans taken out to help fund roadway projects. similar increases are expected every year until 2044. another change for turnpike drivers coming to bucks county. the first ever cashless toll facility opens this month over the delaware river. you will not have to stop to pay a toll. if you have ez pass, you'll pay with that. if not, a picture of your license plate will be taken and you'll get a bill in the mail. this is a test project to see if the whole turnpike should go cashless. cashless.

it was a forceful showing, wowed fans at the rose parade. star wars storm troopers took part in the storied parade now in its 127th year as one of dozens of floats and bands that made their way through pasadena, california, today. this year's grand marshal was documentary filmmaker ken burns. this year's parade was held under unprecedented security as new concerns about terrorism spread through the united states and the world. nbc's erika edwards -- edward lawrence, i should say, has more. >> reporter: as new york work crews clean up after one of the largest new year's eve celebrations, authorities in tel aviv israel look for a gunman. this security camera video shows the gunman first looking at produce, then pulling out an assault rifle and killing two people, injuring at least eight more. in germany, authorities evacuated two train stations just hours before the new year.

they had a credible threat that suicide bombers targeted the station for a midnight attack. new year's day also brought evacuations in ramadi, iraq. iraqi forces pushed isis out of the city and are now helping residents get out from under the terrorist group's control. in the united states, a man spends his first full day in jail. the fbi arrested the rochester man who they say was poised to commit a new year's eve isis-inspired attack in his hometown. >> this is a person who was a muslim, was in the state prison system, but then became radicalized through the internet. >> reporter: security was tight for all new year's eve celebrations. spectators saw the same level of security at the 127th annual rose bowl parade. each of the floats decked out with thousands of flowers. this year, along with the floats, bomb sniffing dogs, more uniformed officers, and a police helicopter patrolling.

a landmark church in north jersey is in ruins after an early morning fire. the church caught fire just before 5:00 this morning. the flames gutted the building, which was built in 1861. it took firefighters three hours to put out the flames. the building was empty when the fire started and luckily no one was hurt. still no word on how it started. it was day two, speaking of fires, for crews in dubai who were continuing to battle a massive skyscraper fire that broke out on new year's eve. it all happened just as people

gathered for a spectacular fireworks display to mark the start of a new year. >> skyscraper that was engulfed in flames yesterday just hours before dubai was set to bring in the new year. this skyscraper being very close to the world's tallest building that was the center point of the fireworks display in dubai. however, the show did go on after authorities there were able to bring the fire under control. >> we were really shocked, because it was burning right up the building, all the way, and we came to see the fireworks, and the lights were turned off, so we went back to the flat. we were scared, there were explosions, and we didn't know what was happening. >> authorities there say 14 people suffering minor injuries, one person they describe as being moderately injured and one

person they say did suffer a heart attack. however, amazingly in this massive fire, no fatalities. they do say that an investigation is under way to ascertain what the calls of the fire was and will publicly make that available as soon as their investigation is concluded. chapman bell, nbc news, london. back here in the united states, going into his final year in office, president obama said he's got some unfinished business. his new year's resolution to make it harder for some people to buy guns. >> a few months ago i directed my team at the white house to look into any new actions i can take to help reduce gun violence, and on monday i'll meet with our attorney general, loretta lynch, to discuss our options, because i get too many letters from parents and teachers and kids to sit around and do nothing. >> one idea on the table to stop violence expanding the existing background checks for people buying guns, and, of course, the

nra opposes that idea. elsewhere, flood waters around the suburbs of st. louis, missouri, are finally receding. residents are returning to their homes, the rare record setting winter floods closed roads, more than ten inches of rain fell in a three-day period last weekend. in illinois the governor ordered national guard to active duty to help with flood recovery efforts there, that way if the waters rise over the weekend they can be ready at a moment's notice. the governor today visited six communities hard hit by flooding. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> of course, goes back to this record el nino in the pacific, lots of moisture going into the

country with a very strong jet stream and there are going to be more instances of some extreme weather in the country in the months to come. we've got a normal winter cold. it's actually feeling like january out there. we have a dry stretch of weather that's going to last for several days, go ahead and wash the car, and a brief arctic blast coming in early next week. a lot of people will be really upset by that because we've been so spoiled. you can see in the western sky a bit of clearing. seeing a lot of clouds around, not just today, but days and days and days, and it was a wet month of december, as well as a warm month. 41 degrees right now. wind is 15 miles an hour, and we have not seen wind chills like that for quite a while. we have a huge wind chill for quite a while, so we were 52 the last couple of days, 43 today, right around that over the next couple of days, which is close

to average for this time of the year, but the nights have not been as cold as the average temperatures. it's 27 in mount pocono, plenty cold enough to make snow all night tonight, and much of the weekend, as well. temperatures in the mid 30s, 34 in quakertown, one of the cool spots, 37 in kennett square, 38 in trenton and i haven't seen numbers like this for a while. 44 in lewes, delaware. yesterday it was the mid 50s. and with the wind still blowing out there, not as strong as a couple hours ago, 29 in pottstown is the way it feels, 26 in allentown, 15 mount pocono. and the official final numbers in philadelphia for the month of december, 13.7 degrees above normal. that beats the all-time record by almost seven degrees, which is just unheard of. that kind of record all over the

eastern united states. allentown, mount pocono, atlantic city, wilmington, every part of our area at least 12 degrees above normal for the month. but here comes winter. we have a little bit of a taste of it today, and much more of a taste by monday as the arctic blast comes in and the arctic air really goes down through new england. they are going to get socked with this. but it's only temporary, because it's going to lift right back up into canada, and we're going to ease up on that cold as we head toward the end of next week and then things go back to being cold. so we're in winter now, so sometimes a little milder, sometimes it's colder. and eventually we'll get some snow. but not yet. clearing and colder tonight, 30 for the low in philadelphia, 25 north and west, and during the day tomorrow. a lot of sunshine, freezing cold, high temperatures only in the low 40s, which are around

average for this time of year. little wind on top of that, making it feel even colder. and the seven-day forecast, well, we have winds during the day on sunday. it's going to be windier sunday than tomorrow. then a windy and even colder, much colder day on monday. by tuesday morning we're in the teens in much of the area, single digits in the poconos, and wind chills even lower than that. and another cold morning wednesday, before we ease up on the temperatures. well, it's one of the most common new year's resolutions, getting fit. these people in burlington county were committed to starting the new year right. nbc 10 in mount laurel where a new year's 5k was scheduled and then cancelled, but these guys showed up anyway and decided to do the run on their own. so good for them. way to go. the nbc 10 team on the bottom

it's all too easy to fall for a scam. the better business bureau looks at the top scams of 2015. erica gonzalez tells us how people are being fooled out of their cash. >> scams cost consumers nearly a million dollars this year, that according to the better business bureau. the bbb compiled its list of the top scams of 2015. the number one scam reported, tax scams. >> i answered the phone and it was a prerecorded message. this is the irs, to avoid further legal action, call this number immediately. >> she explained the phone call she received, somebody impersonating the irs. the bbb says the tax scam is the most supported scam of 2015. the caller i.d. is often spoofed to appear to be from a government agency or police, but

you have to remember the irs will never call you to collect taxes. the second most popular scam involves phoney debt collectors, somebody calls claiming you have some unpaid debt, the scammer threatens consumers with lawsuits, maybe even some jail time if you don't pay right away. number three, you're told you won a prize in the sweepstakes. the scammer asks you to send money to cover a fee associated with processing delivery. the prize is fake, and you should never pay money to claim a prize. and the fourth top scam of 2015, tech support. >> i need to get inside your computer to find out what's going on. >> a person who impersonated somebody at microsoft told her she had a problem with her computer. her contact was actually a hacker who took over her computer, trying to steal money, computer passwords, and damaged her computer with a malicious software.

>> well, this isn't something you usually see at a mummers parade. protesters arrested and led away by police, but that's what happened today when protesters associated with the black lives matter movement rallied along the parade route. police did make two arrests. while the protests did cause tense moments, most of the parade went off without a hitch and this year the mummers mixed in a few changes to this new year's tradition. deanna durante has been following the parade, joining us live in center city. >> reporter: yeah, performances by fancy brigades happening right now inside the convention center and, of course, if it's new years, it comes with the mummers parade. from the undiscovered, to toy story, the tradition goes back for generations. >> 53 years. >> reporter: and extends into the rest of the family. while larry is marching as a toy soldier, his son as a rag doll.

some of them dressed as mini mummers, getting ready for the parade when they get older. reporting live in center city, deanna durante, nbc 10 news. >> deanna, thank you so much. the first day of the new year begins with a hike for hundreds in delaware. hikes were held at state parks up and down delaware. this one started at the blue bell barn in the state park in wilmington. we want to talk about this, though, glenn, chilly day for a hike, no rain in sight, but is that snow, glenn? >> snow flurries in the poconos in january, oh, what a concept. so rare. and we have had snow flurries, they are also making snow. it could be a combination of both in blue mountain right now. and it's certainly cold enough to make snow. they are going to be making snow all weekend up in the poconos, they are going to be able to make snow all week next week,

and we're finally getting into at least average kind of winter weather. it's 27 degrees in mount pocono now, 35 in pottstown, 36 in allentown, reading, lancaster, 39 in wilmington. we still have wind on top of that, making it feel like it's in the 20s across much of the area north and west of philadelphia and right around the freezing mark in the i-95 area. we have a few little flurries on the radar, but not quite as heavy as what appeared to be on that camera. we do have more significant flurries in central pennsylvania, and that is going to continue, as long as the cold air comes over the warm lakes. the temperature gradual going down as we head through the night. 34 degrees, we clear out, and then we really get cold early next week. i'll have those low temperatures with the seven day in a few minutes. the new year comes with a new vision for the delaware

water front. this week mayor michael nutter announced the plans to bury interstate 95 and create a new connection to penn's landing. nbc 10's george spencer has been digging into the plans all day. george, wheels are turning, but this will take a while. >> it will, keith. mayor nutter admitted the project is now in the hands of the city council, the feds, and his successor jim kenney. for decades the only way for pedestrians to get from old city on this side over to the water front on that side has been overpasses like this, above the interstate, but they are now set for a total overhaul. scenes from overhead interstate 95 looks every bit the classic american super highway, but that convenience has come at a cost. disconnecting city residents from the water front so central to city history. >> i think you definitely feel it, especially since it's a dividing line of a highway, that's a big busy area you don't

want to cross over. >> we've had to walk over the bridges where all the cars go and, you know, you kind of wonder there has to be a better way to get over to that area. >> reporter: with that disconnect, the city admits one of its greatest natural resources is left underutilized. >> we have some exciting news. >> reporter: in his final news conference, mayor nutter announced funding is in place for the first step, a full study of this plan to put i-95 and columbus boulevard underground and transform the space between chestnut and walnut streets into a greenway with direct access to the delaware river. from this spot you really get the best view of the dividing line that these roadways have become, separating the residential and commercial areas on that side from the water front areas on this side with the distinctly different look and feel. >> just this little area right here, it's not bad, but -- >> reporter: there's a disconnect. >> yeah, definitely a disconnect. >> reporter: we checked the data

and found 117,000 drivers use this stretch of i-95 each day, and many already endure unrelated construction farther north on the interstate. but for supporters, the promise of federal funding to pay for this project seems like a win-win. it would also put philly in the company of other east coast cities reconnecting to their water fronts. >> you go to cities like baltimore and go to the inner harbor, they have the whole water front area that we don't really have here in philly. >> reporter: as you might imagine, the delaware river water front corporation was encouraged by yesterday's announcement, saying the changes are really a critical part of their overall vision for this area. and at this point, though, there is no timeline for that study. live tonight in old city, george spencer, nbc 10 news. >> george, thank you. speaking of traveling, filling up your gas tank hasn't been too bad this year, but will we be as lucky in 2016? the experts give us their prediction for gas prices.

let's face it, gas prices were great in 2015. drivers may pay even less in 2016. aaa estimates the average price of gas this new year will end up between $2.25 and $2.45 a gallon. here's a look what we're paying right now. in pennsylvania a gallon of gas costs $2.18. in delaware it's $1.90, and south jersey it is $1.82. and you may be shopping for a new ride for the new year, but experts say you should really be shopping for new insurance

instead. linda from our sister station in new york adds up the reasons why. >> you're not going to see this on the road all the time. >> reporter: december is peak car shopping season. >> all lexuss have the voice reck sognition recognition. >> reporter: you may be losing out when it comes to car insurance costs. that's according to the financial blog nerd wallet. >> drivers can save about $859 each year. >> reporter: that's nationwide. according to the new survey of 1,000 drivers, in some states we're paying 30% more than we need to for car insurance, the equivalent of $469 a year, and there's one being reason why. >> a lot of them, about 70% of them, had distinct carryover for over four years. >> had this for a long, long time. >> they get comfortable and don't want to go out of their way. >> reporter: instead of getting comfortable, consumer experts say get busy. ask for new insurance quotes from at least three different

companies each and every year. changes like getting older and earning new degrees can lower your rates instantly. another way to get cheaper coverage, tell your insurance company that you'll park in your driveway instead of the garage, since pulling into a garage can cause dings and scratches. outdoor parking may be less of a liability. and if you get a ticket and think you can fight it, do it, because points will push rates up. there are even apps for that like fixed and off the record, which charge a fee to fight tickets, but if you don't win, you get a refund. also in new york, a push to get a pair of fantasy sports websites to pay up. the state attorney general filed a lawsuit to get fan duel and draft kings to give back all the money the sites won in new york state. the a.g. wants the sites to stop operating in new york, calling them illegal gambling operations.

that is just temporary. visibility's excellent right now. we still have a lot of clouds around, 41 degrees, wind west at 15 miles an hour, feels like 33. seven degrees colder than this time yesterday. 27 in the poconos, 30s north and west. 38 degrees in trenton and glassboro, as well. a bunch of 39s in parts of delaware and south jersey. those are pretty close to average for this time of the year. it's also kind of normal to have a little wind, too. this is a fairly average wind chill for this time of the day, this time of the year 20s north and west, low to mid 30s elsewhere. so the last couple of days we were 52 degrees. today 43, right around that number over the weekend, but then it gets a lot colder, at least briefly. here's the cold in there, the arctic air, which has been way up in canada, for weeks starts

to come down. on monday, and you're going to feel this. monday, tuesday, and into wednesday morning. get the heavy winter coats ready, because you're probably going to need them. especially because we've been so spoiled with all this warmth. by thursday and friday next week we're easing up on the cold, but then getting into a stormier weather pattern and over the next couple weeks we're probably going to be talking about at least a chance of some snow. you can see some of the clouds, generally high clouds moving out and breaks in the clouds back to the west, but it's been dry, couple of flurries in the poconos and especially in central pennsylvania. overall, it's a fairly dry pattern. obviously, need to dry out in the middle of the country, where the mississippi river continues to have record flooding in parts of the area. see the temperatures going down

into the 20s in parts of the area as the skies clear out during the night tonight. and then during the day tomorrow, doesn't really warm up a whole lot, although we'll be seeing sunshine at least compared to what we've seen today. clearing and colder, 30 for the low in philadelphia, 25 north and west. by day break, and the wind diminishes, as well. then it picks up during the day tomorrow, 10 to 20 miles an hour, making those temperatures, of course, feel colder. temperatures into the low 40s. it will feel like it's in the 30s. all day, even with sunshine. so yeah, it's january out there. and similar story for sunday, although sunday's going to be even windier. setting us up for that arctic chill on monday and into tuesday. look at this, high temperatures barely above 30, the lows in the teens. that's even in philadelphia. and in the single digits in the poconos and wind chills even lower than that.

ted greenberg shows us how some were for fun and others for a good cause. >> reporter: from atlantic city, to ventnor and ocean city, folks dove head first into 2016 with new year's day dips in the atlantic. >> cold. something i've always wanted to do. >> we heard it was the place to be. >> reporter: was it true? >> it was epic. >> reporter: atlantic city's polar bear club marked a milestone, its 25th plunge, while raising money for not one, but two causes. the multiple sclerosis association of america and living beyond breast cancer. >> we thought we'd try something different, unique, and bring a lot more people down and get involved. >> reporter: with air temperatures in the 40s and the water about 50, veteran polar bears say this plunge didn't have as bad a bite as past years. >> this year was actually warmer because this winter has been really warm.

nbc 10 news starts now. >> one of the oldest new year's day traditions in the country gets thrown into today's biggest civil rights issue. black lives matter demonstrators showed up at the mummers parade today, two people were arrested. we're live with the most dramatic moments as police push back against protesters. but we begin in allentown, a 5-year-old boy with autism disappears just minutes before the new year. authorities think he could be hiding somewhere close to his home. good evening, i'm jacqueline london. allentown police say the 5 year old ran away from his home just before 11:00 last night. they are asking people who live on allentown's east side to check their backyards and sheds for the boy. nbc 10's randy gyllenhaal joins us live from allentown with an update on the search. randy, what do we know right

now? >> reporter: well, we did just get an update from the police chief here in allentown who tells us the search is absolutely going to continue into the night. they are not going anywhere. however, it is getting very dark, it's getting much colder out here, and this boy was last seen not wearing a coat, shoes, or socks. let me show you behind me, the staging area. you can see a lot of search crews, some of them with allentown police, others with professional search crews throughout the northeast here on scene looking for the 5-year-old boy with autism who disappeared late last night. helicopters search the river bank near the boy's home as search teams and blood hounds track on foot trying to pick up a scent as the temperature drops and the skies get dark. >> we also have a drone that we fly out over top, good view of the area. >> reporter: 5-year-old boy with autism disappeared last night during a family's new year's eve party. he didn't have a coat, shoes, or socks. >> he was playing with his toys like he wa
