single digits in allentown, reading, mount pocono, with the wind on top of that, the wind chills down below zero. we'll let you know when it's going to be warming up again with the rest of the seven day coming in a few minutes. >> and the sunny weather brought customers out for a car wash in delaware this afternoon. the cold air kept employees layered in hats and gloves. code blue in place around the region as local governments try to keep the homeless safe. >> nbc 10's rosemary connors has been out all day finding out about the effort to keep the homeless warm during the cold snap. rose mayr are is live in center city for us. >> reporter: this time of the afternoon most people are calling it a day, heading home from work, just a few people out right now, it is very cold. while the homeless may not be top of mind for everybody, for some in the city they are. in addition to the 2,500 beds already in place, another 250 are on line because of this code blue. the real issue here, though, is

getting the homeless to come in off the streets. it seems keeping warm is easier said than done. most of us, though, had somewhere to call home and get out of this cold. for those who don't, there is help. david holloman with the office of supportive housing tells me his outreach teams will be fanning out across the city during this snap of frigid weather, encouraging the homeless to come into the shelters. >> what they usually do, they have a good relationship with the majority of people on the street, so they are double checking the folks. >> outreach program come out here and talk to me. they came out last night actually. >> reporter: near the entrance to the ben franklin bridge you'll find ivan perkins, who lives in a tent. he tells me he'd rather be here than in a shelter, too much relocating and he can't bring all of his things. he picks up odd jobs in the neighborhood, sweeping the sidewalks, and relies on the

kindness of strangers. what will you do tonight when the temperatures really drop? >> i'll be out here. >> reporter: perkins has been here since the summer. so far he's managed, but then again winter didn't really arrive until recently. >> cold freezing temperatures starting to happen. that's when things get rocky a little bit. >> reporter: you going to make it through the winter? >> i'm pretty sure i will. >> reporter: if you see someone who's homeless and you'd like to get them some help, the number to call in philadelphia is 215-232-1984. that's project home's hot line. they work very closely with the city of philadelphia. reporting live in center city, rosemary connors, nbc 10 news. >> all right, rosemary. they are getting ready to help the homeless in bridgeton, cumberland county, as well. the hall of the resurrection being set up as a shelter for more than 30 people who need a warm place to stay tonight. city leaders also declaring code blue here. some new jersey counties do not have code blue programs, but a

closed about 275 points down. it was a bad day of trading across the board. the s&p 500 and nasdaq each lost more than 2% of value. the selloff comes after a manufacturing report from china. the losses are so big in china that trading was automatically halted by a new circuit breaker system there. back in this country a federal judge says bill cosby's wife has to testify this week in a civil lawsuit filed against her husband. camille cosby will testify in a defamation suit on wednesday in springfield, massachusetts. the lawsuit was filed by seven women who say bill cosby sexually assaulted them, alleging the median allowed his representatives to paint them as liars. cosby is countersuing, accusing the women of making false allegations for financial gain. cosby and his representatives have repeatedly denied all allegations of sexual assault. but cosby faces a preliminary hearing for a sex assault here in montgomery county next week. cosby's lawyer says the criminal

case is unjustified and politically motivated. and today the prosecutor at the center of the case took his oath of office in montgomery county. >> in his first public appearance as district attorney, kevin steele talked about the case ahead of him. deanna durante is live now in norristown, where the county's new leadership is moving in. >> reporter: many in the leadership not yet assigned offices or moved in. for kevin steele the move will be simple, moving from one office to another, however, the case load if he takes office is getting bigger. >> i, kevin steele, do solemnly swear. >> reporter: sworn in by his old boss, kevin steele takes the oath of office with his family by his side. after the ceremony, he talks about what lies ahead. >> we have a great many challenges that we have going forward in front of us. we have a heroin epidemic that we're facing and we're going to work very hard to try to stem that tide and make a difference in people's lives. >> reporter: steele will be taking on two major cases as he takes office, two he's already

been working on as the office's first assistant. the prosecution of attorney general kathleen kane, a democrat facing perjury and other charges after accused of leaking grand jury information to a reporter. steele has presided over two preliminary hearings in which kane's charges were acceptability sent to a higher court for prosecution. >> i've made a statement the other day about what we did in this case. and it was following the evidence where it leads us, whenever, wherever, it led us. >> reporter: criminal charges against cosby, the defense lawyer went on the attack, saying the case was only brought on for political reasons. >> we made a determination of charges needed to be brought and it was the right thing to do and that's what this is about. that's simply what this job is, about doing justice. >> reporter: hasn't announced

who his staff is, but it's expected steele will be at the prosecutor's table when cosby arrives here for a preliminary hearing next week. reporting live, deanna durante, nbc 10 news. promising news today as pennsylvania's budget battle continues. there's no full budget deal just yet, but the state tells us financial relief will begin arriving tomorrow for some. the state is sending out more than $3 billion to school districts, county governments, and social service providers. it's the result of a partial budget signed by governor wolf last week. lawmakers are back in work in harrisburg today hoping to end the seven-month stalemate. for the first time in eight years, philadelphia has a new mayor, jim kenney taking the oelt of office today. he brings new leadership to a city enjoying a development boom, but also still struggling with poverty in many neighborhoods. lauren mayk attended the inauguration and joins us live

to tell us about mayor kenney's first day in office. a new era, lauren. >> reporter: good evening, jim. yeah, party gets started here real soon, but this is not your typical inaugural ball. inside right now they are setting up food trucks and the new mayor will be taking donations for the school district. education, of course, a big priority of his for an administration getting under way just down the street. >> congratulations, mayor kenney. >> reporter: jim kenney hugged his childhood neighbor, now a state supreme court justice, and became mayor of his hometown. >> we did pretty good, kevin, don't you think? god bless america. >> reporter: kenney's focus now is simple, but not easy. >> division that will guide the administration is city government should first and foremost deliver efficient, effective services to every philadelphian. >> reporter: education and public safety among them. >> we will have to put aside our differences and acknowledge two things, that black lives do matter.

[ applause ] and that the overwhelming majority of our police are decent, hard working public servants who risk their lives every day. >> reporter: kenney becomes the city's 99th mayor. how does it feel to be a former? >> you know, it's a little different. >> reporter: outgoing mayor michael nutter has some advice. >> you have to get some rest. this is a grueling job. >> reporter: but not today. how are you feeling? >> good, fun, it's fun. >> reporter: surrounded by a crowd, mayor kenney took a brisk walk to city hall. what would you like to see from him? >> just more support for the school system. >> mayor needs to work on the second-hand cigarette smoking. >> i want to see him tackle the poverty issue in philadelphia. >> reporter: on day one, the work begins. the mayor already taking some actions today, signing several executive orders, including one

making philadelphia once again a so-called sanctuary city for immigrants. live in center city, philadelphia, i'm lauren mayk, nbc 10 news. >> all right, lauren. and mayor nutter's final act as mayor was a stop at his old high school. nutter paid a visit to st. joe's prep, both nutter and kenney are graduated of the prep. in 2008 a visit to the prep was nutter's first official act as mayor. he wanted to come full circle by speaking to students there this morning. >> these guys, you know, i love these kids and they inspire me, and i am who i am today because of what happened here at 17th and gerard a whole bunch of years ago. >> reporter: nutter graduated from st. joe's prep in 1975. kenney received his diploma a year later. a crash involving a delaware state trooper sent several people to the hospital. sky force 10 over the scene just after noon in newark.

in all, five vehicles involved. the injuries don't appear to be serious right now. investigators are working to determine just what caused this crash. a man's death outside a bucks county grocery store has investigators asking questions this afternoon. sky force 10 was also over bensalem around noon today. police found the man's body on the ground at the entrance of the supermarket. his face was injured, but it's not clear yet if he died from a fall or something else. a trip to the casino lands a new jersey couple behind bars. the two are facing child endangerment charges, accused of leaving their three children ages 1, 3, and 8 inside their car while they gambled inside parx casino last week. the kids were left alone for an hour and 38 minutes. the kids were checked out, released to other family members. today we're getting a first look at the rookie firefighter who's charged with arson for

several fires in berks county. cody widener was arrested yesterday after suspicious fires started popping up in his department's coverage area. the fleetwood fire department says that this is one of many suspicious fires under investigation right now. these fires began in august and they've kept the department busy almost weekly. widener has been suspended from the department. president obama is starting 2016 with a renewed effort to tighten the nation's gun laws. nbc 10's keith jones is live now in our digital operations center with more on this story. keith? >> the president discussed a strategy for increasing gun control. he had a meeting with attorney general loretta lynch and other top law enforcement officials, he extended his plans to tighten the nation's gun control restrictions without going through congress. he said the recommendations he'll announce fall within his legal authority and uphold the constitutional right to own a gun. >> but there are also ones that the overwhelming majority of the american people, including gun

owners, support and believe in. >> the president did not specify what actions he plans to take, but the steps are expected to include expanding background checks on gun sales by forcing more sellers to register as federally licensed gun dealers. gun rights groups are likely to challenge the proposals in court. nbc 10's tim furlong is in delaware talking to people about gun control and what changes they believe need to be made. his story's ahead at 5:00, and that's when i'll see you next. live in the digital operations center, keith jones, nbc 10 news. the president's proposal set off an immediate political debate on the campaign trail. hillary clinton cheered the plans, but many republicans are opposed. >> president obama's executive actions limiting gun rights will restrict our law-abiding citizens, not the criminals or the terrorists who target them. >> this is entirely backwards. we don't beat the bad guys by taking away our guns, we beat the bad guys by using our guns.

>> ted cruz began a bus trip across the state of iowa today. new jersey governor chris christie laid out his case for the white house today in new hampshire, calling on the republican party to unite behind a single candidate and focus on defeating democratic front-runner hillary clinton. >> americans deserve much better than what president obama has given us and what hillary clinton proposes for our future. so we must unite to win this election. >> christie closed out the year with momentum in new hampshire. front-runner donald trump has debuted his first television campaign ad and there's some questions this afternoon about the origin of some of the video in the ad. >> the politicians can pretend it's something else, but donald trump calls it radical islamic terrorism. >> the spot began airing today in iowa and new hampshire. it re-enforcing trump's stance on isis and immigration.

it shows people streaming across what might be the mexican border, but a fact checking group was able to determine the video was from morocco and not mexico. a statement from the trump campaign, no [ bleep ] it's not the mexican border, but that's what our country is going to look like. this was 1,000% on purpose, it said. hillary clinton in the meantime campaigning in iowa today while her husband is in new hampshire to campaign for his wife. this was the former president's first solo appearance on the campaign trail since hillary clinton announced her candidacy last summer. a new isis video is raising questions about whether there's a replacement for the british man known as jihadi john. security officials are studying the new video, this is a still image from it, it features a masked man threatening more action against the uk. he speaks with a british accent before shooting a purported spy in the head. he had figured prominently in

earlier isis videos before being killed in a drone strike in november. the body of missing country singer craig strickland was found in oklahoma this morning. strickland and a friend disappeared while duck hunting last week. he was the lead singer in a country rock band. the oklahoma highway patrol says it found strickland near an area called bear creek cove. the 29 year old and his friend both vanished during a winter storm. his friend's body was found last week. it is the third day of a tense situation in oregon. armed protesters continue to occupy buildings on a federal wildlife refuge. the debate, who has control over federal land. >> they are taking the land and resources from the people because that's where wealth is generate the and it's putting the people into economic depression, and the people are to the point where they have to stand and we don't have a lot of choice. >> occupiers say they are prepared to stay for months,

even years. the fbi says it is working towards a peaceful resolution. the u.s. government is suing volkswag volkswagon, the lawsuit alleges vw illegally installed software designed to fool emissions testing testimonies to give the company's diesel engines a pass. nearly 600,000 volkswagon, audi, and porsche cars were sold in the u.s. volkswagon admitted in september the cheating software was installed going back to the 2009 model year. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well, definitely a shock to the system after such warmth that we've seen during december. it's quite a change. we have two nights of arctic air here, but that's it. it's not going to be a long lasting cold spell, but we do have a wind chill near zero tonight in at least parts of the area. we will be warming up toward the end of the week, and

temperatures will actually go back above average. we have bright blue skies out there, but the wind is flowing pretty hard, not only bringing in colder air, it makes it feel colder. it's 30 degrees right now with a sustained wind at 22 miles an hour, making it feel like 17. and it's 16 degrees colder than it was at this time yesterday. it's only 11 in mount pocono. 23 in allentown, 25 in pottstown, 26 in trenton, 28 glassboro. the warm spot, dover, at 32 degrees. remember just right around christmas we were up to 70. here's the wind coming out of the northwest, it's gusting up over 30 miles an hour in parts of the area. northeast philly gusting to 32. mount pocono gusting to 36 miles an hour now. it's not going to be that strong all night, but it's not going calm either. the feels like temperature, 7

below in mount pocono, 9 in allentown, 11 in reading. tonight the temperature goes down near zero in mount pocono. this is a temperature, not just the wind chill, the way it's going to feel. it will feel more like 10, 12 below there. 5 in quakertown, 7 in allentown, 9 in doylestown. 10 in norristown, 11 in trenton. that 58 was an old number there. 10 degrees in vineland, 13 in dover. 14 degrees in atlantic city. i mean, it is, again, some old numbers there. 14 degrees in philadelphia. we have arctic air on top of us right now, we've been telling you about it, warning you about it for a week or two, but also i want to let you know it's not staying. at least not this week. it's going to ease up, and by the time we get to the weekend when a storm comes in, it's just going to be rain.

but the arctic air will return next week. we got another round, and that's going to be more permanent. so we definitely have quite a night tonight. so as we go through the night tonight, we're going to be seeing temperatures drop into the teens, the wind chill drop near zero, even in philadelphia. 6 degrees north and west, that wind. 10 to 20 miles an hour, the wind chills ranging from plus five to minus five, depending where you are. sunny and cold tomorrow, highs near the freezing mark. average high for this time of the year is 41, so it is finally below average. it's been a long time. then up to 40 after the very cold start on wednesday. and then temperatures creep up by friday night it's warm enough for rain and over the weekend we're near 50 degrees. >> some new high level scrutiny

this is nbc 10 news. >> that is a 600-pound elk. the animal landed in the living room of an idaho home after falling through a window well. the elk doesn't seem camera shy, in fact, looks ready for a game of pool. the home owner snapped off several shots, while dealing with the initial shock. >> to see, you know, a full-sized elk standing in your

downstairs' living room when you get down there is something you would never expect. >> the elk caused more damage as it pushed its way out of the house but made it safely back to the wilderness. 2016 brings something new to the pennsylvania turnpike. >> cashless tolling, of course. the first point is now open in bucks county. drivers going from new jersey into pennsylvania now have no need to stop because the new bridge toll is collected automatically at highway speeds. if you don't have easy pass, it will take a picture of your license plate and you'll hear from somebody for sure, they'll send you a bill. holidays, of course, officially over. drop off your tree to be recycled in philadelphia. environmental alternative to throwing trees in the trash, you can drop off trees at a number of locations. we put a list on our website, nbc10.com. the weather seems to finally be catching up with the calendar. >> we've been waiting for it. coldest temperatures in months are on the way.

hope to turn it around. they really took a hit this winter, doug. >> reporter: yeah, this has been the winter of holding on and holding on and holding on some more, but as you can tell, period of fun might be over. this was supposed to be the sound of money weeks ago at camelback mountain resort. >> last year winter started in october, ended in april. waiting, waiting, waiting, and nothing. >> reporter: john cress' parking and security job will finally start this thursday when camelback opens. >> i've been unemployed for a while, then got this opportunity and we were ready to go, kept getting warmer and warmer. >> reporter: there is now actually something to shovel, but the resort says it's resisting temptation. >> we ended up making a strategic decision to hold off another couple days. reason is, we can put our

2016 has been a rough one on wall street, the dow plummeting 400 points this morning, but rebounded to finish the down 276 points there. the sell off comes in the wake of a negative manufacturing report from china. its markets halted trading for the first time ever. philadelphia has a new mayor, mayor kenney was sworn in this morning. in his inaugural address he emphasized improving services in the city. he also brought up relations between police and the public and talked about making a strong effort to end poverty. crews rescued an elderly couple from a house fire in gloucester county. the call for fire came in around 1:30 this morning. crews battled heavy fire conditions. you can see the damage it left behind. fortunately, everyone is okay, the cause still under information. a truck driver hit and killed a man this morning. police say the 25 year old was walking on the northbound side of the highway in hamilton township when he was hit by a white box truck. the truck driver remained at the scene and is not expected to be charged. a bus rammed into a tree

this morning on the pike, police say new jersey transit bus driver rear ended a street sweeper causing the crash. three passengers were onboard. no one seriously hurt. the driver cited for reckless driving. out west a pizza delivery man is behind bars after a dispute with a customer, accused of stabbing a 20-year-old man mad about his pizza taking too long to be delivered. the customer was treated to wounds to the hand and neck. college football players' widow is trying to make sure more women don't have to live through her pain. >> next, the steps she's taking to better understand the hits players take on the grid iron. plus, you could soon be paying more for milk and cheese. the problems to the west that could mean you owe more for the next grocery run.

autopsy will help doctors identify brain problems in other players before they die. michael suffered at least ten concussions in his short 25 years, all while playing tackle football. he stopped playing after getting debilitating headaches and having memory problems. after he died his wife had his brain sent to boston university, where they found widespread chronic traumatic ctp. doctors are using his brain to better understand trauma and football. new rules for women who use pelvic mesh implants. makers will have to demonstrate the new rules in response to thousands of injuries reported after when the devices were used. many doctors are not pushing for their preteen patients to get the hpv vaccine. that's according to a survey released today. it found many pediatricians put off discussing the vaccine because they believe their

patients aren't sexually active or the parents would object. experts say the vaccine works best if kids get it early. 60% of girls and 42% of boys have received at least one dose of the vaccine. three are recommended. as we know, the eagles' season is over, they are on the hunt for a new coach and the rumor mill is up and running who it could be. next, what's happening behind closed doors. finally feels like winter out there and the wind chills making it feel even worse. how far below freezing it's going to get tonight next in my first alert forecast. winter is hard on your nose.

frustration. oops. that came after he missed his sixth extra point of the season. the good news, though, the bills won the game despite carpenter's miss. now to the eagles where the search for a head coach already under way on this black monday. >> several interviews are set as the birds look to replace chip kelly. john clark has more on who is interviewing for the job, and it did seem like a different team altogether. >> yeah, they had fun out there on the field. by the way, as you said, the interviews are taking place, interviewing pat shurmur this afternoon. they interviewed running backs coach drew staley on friday. reports say they'll interview bears' offensive coordinator adam gates tomorrow, also reportedly interviewing other assistant coaches in the nfl. here are the eagles cleaning out their lockers today. it was a very disappointing season. chip kelly changed over the roster big time and seemed they never came together as a team. there's going to be changes with the players, and, of course, the

for the team's new leader in the off-season. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> yeah, finally does feel like football season out there. the arctic air has moved in, we've got two nights of this here. then things are going to change. this is just a temporary shot. we've got longer lasting cold air coming later. wind chills near zero later on tonight, and first thing in the morning, but it will be warming up just toward the end of the week. look at that flag blowing. nothing but cold air, colder and colderer air. 30 degrees, even with sunshine, that's a cold air mass. 22 mile an hour sustained wind, making it feel like 17. well, remember we had record breaking highs, temperatures throughout the month of december, throughout the eastern half of the country, the western

half of the country was cold and snowy and now everything has just reversed. the jet stream has changed, the cold air coming down from canada, and now it's with us. but only temporarily. we're going to switch back a little bit to a warmer pattern, at least for a few days. right now it's 11 in mount pocono, 19 degrees in quakertown, 24 in coatesville, 23 in doylestown, 26 in trenton, 27 in washington township, 28 in whitestown. these are the lowest temperatures we've seen in a long time. 35 in lewes, delaware, a warm spot. they are making snow, this is blue mountain and i showed this camera last week and it was totally green. there was not one bit of snow on there. so they are catching up quickly in the poconos. the wind gusts up over 30 miles an hour parts of the area northeast philly and also mount pocono gusting over 30 miles an

hour, and the feels like temperature already down to single digits in allentown at 9, mount pocono 7 below, mount holly 17, and as the wind continues, of course, and the temperature goes down, that wind chill is really going to go. tonight's low is about 7 in allentown, 9 degrees in reading and in doylestown, 10 in norristown, 11 in trenton, 15 in mount holly, 14 degrees in atlantic city and 12 in cape may. you can see even wilmington, westchester at 13. that arctic air on top of us now is with us for two days and out of here. it's just cold. seasonably cold, maybe even above normal temperatures for a while. later on during the week and the weekend, then next week we get a longer shot at that. down to 14 in philadelphia, 6 north and west, with the wind chills as low as 5 below in

places like allentown tonight. sunny and bitter cold tomorrow, highs in the low 30s, but not nearly as windy as today. then with the calm conditions we're down to 18 in philadelphia and single digits in the suburbs for wednesday morning. we warm up nicely to 40, and then warm up even more later in the week. some rain moving in by friday night, and then we have some more systems coming in over the weekend, and it looks like it's going to be warm enough for rain, even in those areas that normally don't get it north and west. so this is just a little bit of a taste. next week we get a longer lasting hit of winter. >> this is the time of year when i wish i had a fireplace. it would be perfect. >> definitely. >> especially when we've been spoiled in december. >> absolutely, all right, glenn. >> with the cold settling in now, a lot of people getting furnaces going for the first time. >> when the bill comes around, could be a welcome sight. next, what is fuelling lower fuel prices and how much families can expect to save.

this is nbc 10 news. >> federal aid is headed to flooded missouri. president obama approved the governor's request for federal funds to clean up after devastating floods there. the mississippi river flooded last week after record rainfall drenched that state. and expect the price of milk to take a temporary hike. freezing weather in texas and new mexico recently killed tens of thousands of dairy cows, which means, of course, less milk will be on the shelves in the coming weeks. that in turn could cause dairy products like milk and cheese to jump in price for a few weeks as the industry struggles to get back on track.

it isn't all bad news, here's something that will help your bottom line, gas and home heating oil prices are dropping. >> cydney long crunches some of the numbers to add up your winter savings. >> reporter: she's been keeping a notebook of gas prices in her car for several years, and this new year she has something to celebrate. >> i love the prices, i love the prices. i really enjoy driving. >> reporter: as a pioneer today, $1.69 a gallon is well below the $2 national average. do you have january of last year on your notebook? >> i probably do. >> reporter: and the price today a solid 54 cents lower than last january, so her savings at the pump today, $8. she usually fills up at least five times a month. do you think you'll save $40, $50, $60 by the end of the month? >> definitely, absolutely, around $60 i should save. >> reporter: aaa estimates gas prices could drop ten to 15 cents this quarter.

customers saved an average of $700 between january and december of 2015, but it's not just here at the pumps you'll be putting money into your tank and back into your wallet at the same time. heating oil delivery company royal oil of duckford says with temperatures dropping and twice as low, customers are keeping them busy. this new home owner was initially worried about oil heat costs. >> i just bought 50 gallons and it was $120. >> reporter: you feel good about that? >> yes, i feel great. if it was any higher, i'd be wearing sweat pants and bundled up in blankets the rest of the winter. >> reporter: this time last year he would have paid close to $91 more for the same amount of fuel. >> now it's so low, people are jumping on it. keeping us busy. >> reporter: it adds up to a 2016 healthy average family winter savings of $130 by the end of january. from duckford, cydney long, nbc
