safe and sound. this is video taken a short time ago showing a 6-year-old boy carried by police. that child was asleep in a car that was stolen from a frankfurt 7-11. for 30 minutes police were searching across the city. kafty zachary is live at the 7-11 where this began and came to a peaceful end about an hour ago. i know you got an update. what happened? katy just got to the scene. we're just hearing you. go ahead. >> reporter: great. in the last few minutes, philadelphia police basically briefed us on what went on. it was the first time we talked

to them since finding out about this potential amber alert situation that was called around 2:00 this morning. take a look behind me. we're at the 7-11 store at the intersection of bridge and oxford streets in philadelphia. bridge and oxford in philadelphia. around 2:00 a.m. police say a man went inside, he left his car running to go inside and just buy something inside the store. at the time he left his 6-year-old step-son in the back of the car. unfortunately, the car was stolen by someone, police at this time do not know if that person who stole the car knew there was a child sleeping in the back of the running car. fortunately, about a half hour later police who were on alert in this area looking for the car, it was a 2004 silver honda civic, they found the car running at the intersection of

church and leaper streets, and fortunately, inside they found that 6-year-old boy unharmed, still sleeping. sky force 10 is right now over the car that was found. police are holding it so they can search it for dna, fingerprints, for evidence. we were also here at the 7-11 when shortly after that vehicle was found and shortly after police looked inside and found that 6-year-old boy sleeping unharmed, he was brought here to the 7-11 to be reunited with his parents. it was a really touching moment. police talked to us about all of this. they were inside when the reunion happened between the boy and his parents. they talked to us and also talked about how worried they were for this boy considering how cold it is, he also suffers from asthma so that was just another layer of concern added to this situation. so coming up in the next 25 minutes we're going to turn some of that police sound for you. it's eye opening to hear what

one was hurt. this morning investigators are looking for a cause of that fire. >> it's 4:06. 11 degrees outside. today philadelphia will get a new police commissioner. deputy commissioner richard ross will be sworn in as the city's top cop, he will succeed retiring charles ramsey. ross will take the oath at his alma mater. >> philadelphia's new mayor jim kenney made a casual connection with the supporters at the inaugural block party that he had last night. nbc 10 was at the pennsylvania convention center. money raised from this will go to public schools and the top educator said that move sends the right signal. >> talking about public schools and our students and our teachers and staff members so hasn't been like that since i've been here. this is exciting. >> kenney's block party raised $650,000 for philadelphia public

schools. mayor kenney wasted no time after his inauguration yesterday taking his first actions including making philadelphia a sanctuary city. the designation limits cooperation between philadelphia police and federal law enforcement in holding undocumented immigrants. kenney's action reversed the policy of former mayor michael nutter and followed a series of federal raids across the country targeting undocumented immigrants. we spoke to an wolf the mexican consulate in philadelphia. >> that the targets are people or families that hold any kind of final removal orders and that they didn't comply with it so we need to keep in mind that it's not like they are trying to deport everybody. >> the mexican consulate has a 24/7 hot line available for anyone seeking legal advice. >> funeral services will be later this week for a boy with autism. a celebration of the boy's life will be held friday at 2:00 at

cal st calvary temple. his body was found in a canal saturday. he had been missing since thursday when he ran away from a party. police believe his death was a tragic accident. police are investigating the death of a man in bensalem. police found the victim's body at the entrance to readner's supermark supermarket. first they thought he was hit by a car but video showed that the man fell on the road. investigators say the cause of his death is unclear. it's 4:08. happening today members of the delaware air national guard will return home after a tour overseas. about 20 are expected to arrive at their base. they complete add 60-day mission in southwest asia. they are from the 166th

around 130 you can see not a lot of cars on the roadway. you can see everybody moving along, we have the southbound drive time, headed to the delaware memorial bridge no problem. 23 minutes from the 42 freeway, average speeds there clocked in about 64 miles per hour so everyone is moving with no restrictions in place. there is a slow-moving maintenance vehicle on the garden state parkway between route 9 and greenbush road. the right lane is closed so watch out for that. it's not tying things up. the rest of our philadelphia majors no delays, all in the green, the schuylkill expressway, 95 and to center city we haven't budged, the schuylkill to 95 only 15 minutes. we continue to follow the breaking news a 6-year-old child sleeping in the back of a stolen car is safe and sound. the car was stolen from a 7-11 in frankford. police found the car 30 minutes later. the child was unharms, in fact

again. >> reporter: cydney long, nbc 10 news. it is 20 minutes after 4:00 and it is bitterly cold this morning. look at the wind blowing. gusty winds of 24 miles an hour in philadelphia. we're 21 degrees colder than yesterday with temperatures approaching what we saw in early march last year. hasn't been this cold since then. cold view from the blue cross river rink at penns landing, you'll see plenty of sunshine on the rink and temperatures will come back up this afternoon. but this morning got to deal with this. look at the gusts to 29 in dover. that's wind chills below zero for everyone even at wildwood. 1 below zero, 4 below in philadelphia, mount holly and look at the pocono mountains at 20 degrees below zero. snow is offshore. not expecting to see snow. certainly cold enough but we'll see sunshine turn these temperatures around during the
