brand new program, these officers go above and beyond. they have come to learn where any elderly or disabled residents live in their patrol sector and today a face-to-face encounter to make certain they are not suffering inside. it's called operation guardian. >> not only do we have to implement the law, but also get to know our residents, keep them safe at all times. >> reporter: we rode with police today to help residents manage the extreme cold. they are going door to door to prevent the loss of life. checking on both elderly and disabled residents to make sure they have heat, proper working utilities to make it through another frigid night. >> heat is working perfect. got a new heater. >> that's good to hear. >> reporter: he invited us inside to feel the warmth.

ruiz and many others appreciative of operation guardian's well checks. >> doing a better job than they used to do before. we're very happy. >> say we come across an elderly person without any heat at all, we grab their information, give it to our chain of command, see if they have programs available to help them out. >> it can be a life or death situation. >> reporter: when people are desperate to keep warm, they'll put others in danger. >> whether it's vandalizing a car so they can get arrested for a couple months and get out of the cold, or if it's being in an abandoned house and just grabbing whatever's around to heat themselves and putting them in a potential fire hazard situation. >> reporter: and all of the operation guardian well checks today did go well. all residents advice they were keeping warm without going to extremes like running an oven to heat their homes and it's all part of the code blue initiative that's been in effect in camden

county for more than a decade. prior to that, health officials say that the frigid cold temperatures did take lives. live in camden, cydney long, nbc 10 news. now to president obama's plan to curb mass shootings in the united states. tears streamed down his face as mr. obama made his case for tightened gun control today. >> that's why we're here today. not to debate the last mass shooting, but to do something to try to prevent the next one. [ applause ] >> mr. obama announced new executive actions aimed at expanding background checks for gun buyers and ran through a list of mass shootings that happened during his presidency and delivered a speech peppered with that emotion you saw there, and sometimes tears. >> our inalienable right to life, liberty, and the pursuit of happiness, those rights were stripped from college kids and

from high schoolers and from first graders. every time i think about those kids, it gets me mad. and by the way it happens on the streets of chicago every day. if a child can't open a bottle of aspirin, we should make sure they can't pull a trigger on a gun, right? the gun lobby may be holding congress hostage right now, but they cannot hold america hostage. we do not have to accept this carnage. >> so, president obama wants anyone in the business of selling a gun to have a license. he wants background checks for all guns sold on the web, as well as at gun shows, an upgrade or update to the background system, and stronger enforcement of safety laws by adding 200 atf

agents and a boost of gun safety technology. the plan is sparking mixed reaction this afternoon. nbc 10's lauren mayk visited a gun shop today and talked about what they think of the president's plan. what did they have to say, lauren? >> reporter: good afternoon, jim. well, this store here already do background checks and take pride in being responsible. the opinions here varied and so did the reasons for coming here, from recreation, to personal safety. and we met one young woman coming here for the very first time for a very specific reason. this is her first time at the range. the 21 year old had never shot a gun before, but recently started thinking she should learn. >> never, never, never, i never knew i would touch a gun. >> reporter: when did that change? >> very recently. especially with the violent threats and everyone getting a gun and gun shootings everywhere. >> reporter: sosa says there were even threats on her college

campus. she isn't bothered by the idea of more regulations and background checks for gun buyers. >> seems it's been really easy for people to get guns, especially young people, younger people, which is, to me, scares me. >> reporter: not everyone feels that way. >> keeping the guns out of the hands of criminals doesn't matter, criminals obtain theirs illegally. >> reporter: existing laws like mandatory minimums need to be enforced. >> this is the way it's been, put more laws on the books to hinder the law-abiding citizen instead of coming in hard on the criminals. >> reporter: it's criminals she's worried about. >> scary to think people can have it so easily and it can happen out of nowhere. >> reporter: i also spoke with pennsylvania governor tom wolf today and asked for his opinion on the president's orders. he tells me he is not coming out for or against them at this point. he has to take a look at them

and see what the impact would be on pennsylvania. live in northeast philadelphia, i'm lauren mayk, nbc 10 news. >> take a look at some new video here of a very frozen golf course clubhouse at philadelphia's overbrook neighborhood. this is how it looks after an overnight fire destroyed the building. now there's nothing but ice left from the water that was poured on to the flames. this raging fire destroyed the clubhouse overnight. cause is under investigation right now, but not believed to be suspicious. freezing temperatures made it hard for firefighters to do their work. they had trouble with water pressure because of the cold. new information in the case against a new jersey woman accused of poisoning her husband's grandmother with antifreeze. she pled guilty in the death. she admitted to mixing antifreeze in the mix of her husband's grandmother back in august of 2012. she had cared for her in the

family's brook lawn home until the 88 year old was moved to a rehab center. she'll be recommended to a sentence of 25 years. sentencing is set for february 5th. now to breaking news. bill cosby's wife will not have to testify tomorrow in a deposition in massachusetts. a judge made that ruling just moments ago. camille cosby was supposed to testify in a defamation suit in springfield. the lawsuit was filed by seven women who say bill cosby sexually assaulted them, alleging the comedian allowed his representatives to paint them as liars. a few minutes ago the judge decided to delay the deposition to give mrs. cosby's lawyers time to appeal. harry hairston is in massachusetts right now. you can count on him to have a live update coming up on nbc 10 news at 5:00. nbc 10 was first to report bill cosby is facing criminal charges of sexual assault. he was arrested last week in montgomery county, accused of

drugging and sexually assaulting a woman in 2004. he is scheduled for a preliminary hearing next week. bill cosby says he is innocent. new surveillance video shows the moments a father's car was stolen with his 6-year-old son sleeping in the back seat. police later found the car with the boy still asleep and unharmed, fortunately. deanna durante has more on this story from northeast philadelphia. >> reporter: at first the video seems like any other parking lot shot, but watch, a white car pulls up to a silver honda civic and it's quickly stolen. the car had its engine running. the owner comes running outside. his 6-year-old step son is sleeping in the back. >> someone entered the car and took the car and drove towards the boulevard. >> reporter: police say because it was so early in the morning, after 2:00, and not busy, they broadcast the alerts for officers to be on lookout for the car. >> police radio room did a great job putting out a description of

the vehicle. every minute. >> reporter: 2:15 district officers spotted the car two miles from where it was stolen, the boy still inside asleep. >> he was fine, he was not injured and he even told us he was asleep the entire time. now, fortunately, the vehicle was still running when the police found it, because it's really, really cold out here. >> reporter: lucky for the boy he never knew what happened to him. with the boy reunited with his mom, northeast detectives are now hunting for the person seen getting out of the white car and taking the car and the child away. police say when that person is found, they can be charged not only with auto theft, but kidnapping, whether they meant to take the little boy or not. and tonight investigators are hoping someone out there knows who was behind the wheel of the white car and will tip them off as to who they are. in northeast philadelphia, deanna durante, nbc 10 news. a highway worker is in the hospital after being hit by a pickup truck this morning. sky force 10 over the scene on route 1 in delaware county. penn dot tells us the victim was

picking up trash along the highway. the worker's injuries are not life threatening. no charges are expected for the driver. a federal judge tossed out a lawsuit involving a delaware man kicked in the head by a dover police officer. the graphic police dash cam video shows lateef dickerson being kicked in august 2013. the american civil liberties union filed a lawsuit against the dover police department. a federal judge dismissed the suit yesterday as part of a settlement. details on the settlement are not being released. corporal thomas webster was found not guilty of assault last month, he's on paid administrative leave. another delay in the trial for a former catholic priest accused of raping a 14-year-old boy. james brennan's trial was supposed to start this week, but a new date has been set now for october. this is his second trial. the jury deadlocked in the case back in 2012. brennan is accused of raping the boy in 1996. he was one of five people charged after a grand jury investigation into how the

archdiocese of philadelphia dealt with child sex abuse complaints. brennan right now is free. last month the conviction of monsignor william lynn was reversed. prosecutors say the senior church leader failed to stop priests who committed abuses against children. lynn is still in prison while the next legal stop is being decided. pennsylvania lawmakers are back to work for the very first time since a full budget deal collapsed before christmas. leaders of both parties plan to talk about the stalled budget. in an interview today, governor wolf told us he is not taking part. the governor aperused most of the $30 billion republican spending plan last week. calling it garbage. >> i let some funding go through, but again, this budget, this so-called budget that i was presented with, which is not at all the budget we agreed on, does not have adequate funding for education or human services, and so i think they need to get back to work and pass the budget

we agreed on. >> the budget expired seven months ago. philadelphia has a new police commissioner this afternoon. richard ross was sworn this by mayor kenney earlier today. >> i, richard ross, do solemnly swear, that i will support, obey, and defend. >> ross is a 26-year veteran of the force, who says he's focused on improving relations between the community and police. he also wants to use technology like body cameras to help fight crime. ross takes over, of course, for charles ramsey, who served as philadelphia police commissioner since 2008. coming up at 4:30, ross says what he wants to see changed within the department. montgomery county district attorney was sworn in as a common pleas court judge this morning. judge fehrman was sworn in in norristown. she pulled off a mild upset in september when she became the top vote getter among six candidates.

now to decision 2016, a new nbc news poll shows donald trump and hillary clinton are staying way ahead of the pack. trump has 35% support among republican registered voters. the next closest candidate is ted cruz at 18%. marco rubio is third with 13%. on the democratic side, hillary clinton had 53% support, while bernie sanders is at 36%. and a slight turn around by the trump campaign when it comes to their first tv ad showing people streaming across what might appear to be the mexican border, but the video is actually from morocco and not mexico. today trump's lawyers say he'll be speaking with the person who made that mistake. yesterday the campaign said the video was used on purpose. four other republican candidates campaigned in new hampshire today, taking part in a drug addiction forum, calling for more compassionate discussion when it comes to substance abuse. new hampshire will have the first primary of the year on february 9th. an attack today in afghanistan has left a u.s.

service member dead and two others injured. the department of defense saying it happened in the helmand province. special operations forces were involved in counterterrorism when they came under attack. a spokesman for the taliban claims the group shut down a u.s. transport helicopter. france is marking the one-year anniversary of the deadly attacks on the "charlie hebdo" newspaper offices and paris kosher market. francois hollande unveiled a series of plaques honoring the victims. it is a start of a week long remembrance of the attacks. they began at the newspaper's offices and continued for several days as authorities searched for the killers. that plaque had to be covered up briefly after a spelling error was discovered. the name of the murdered cartoonist ends with an "i," but the plaque had a "y." a first for west point academy today, the first female commandant assumed command at the academy. diana holland graduated from west point in 1990, holds a

masters of arts degree from duke university. her military education includes a u.s. army command at general staff college and the school of advanced military studies. holland has commanded at every level from company through division. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, a very cold start this morning, you probably had a scarf, gloves, hat, and you'll want them again for tonight and tomorrow morning, too. we're going to be in the teens again through tonight, so most areas will be in the teens tonight and early tomorrow morning. some spots, though, you'll be in single digits for morning lows. we will have a gradual warmup, despite the cold morning tomorrow we'll be warming above normal by the end of the week, but right now we're below normal. then we have rain coming into the weekend, along with the milder temperatures. right now clear skies outside and this is going to help us get cold again through tonight. take a look what's going to

happen with our temperatures here. 9:00, 10:00 we should be in the mid 20s, then 7:00 tomorrow morning expect to bottom out in about the mid to upper teens. some spots north and west in the single digits, allentown 32 degrees, 31 pottstown, 32 bensalem, 32 wilmington, 28 in glassboro, and the normal high for this time of the year is 40 degrees, so we're actually below normal, but by tomorrow we'll be warmer than we are now, about ten degrees warmer. look how much of the country is under this cold air mass. the coldest being up in new england, but that jet stream is dipping far south and that's where cold temperatures extend to. 44 degrees right now in charleston, south carolina. raleigh coming in at 34, and 32 in philadelphia, 25 in boston, so this cold air is hanging around tonight, but again tomorrow it will be warmer than today, right around 40 degrees, close to ten degrees warmer than today. nice and dry locally, nothing in

the way of clouds, which is why we're going to be so cold tonight, but also because of that big area of high pressure, that's keeping us dry through the rest of the week, so it's not going to be until friday when we see the approach of any rain, won't be until friday night, but the flow around the high is pulling down the very cold air mass from canada, where the arctic air is and we are getting some of those temperatures tonight through the area once again. single digits again through the lehigh valley, cold and clear tonight. the winds going to be calm, so calm winds and clear skies and the air mass in place we'll be dropping to 8 degrees for allentown and pottstown, 8 in reading, 17 for philadelphia, 13 mount holly, 6 degrees in millville, always a colder spot in new jersey. 14 possibly wildwood and dover. wilmington and reading around 8 degrees, too. tomorrow, though, sunny day, not as cold as today, but seasonal for this time of year. the average high is 40 degrees, we should be around 38 to 41 degrees through the afternoon. not as windy, though, so it

won't feel as cold at least. thursday we're going to be in the low 40s, sunny skies, going into friday we get milder mid 40s, that's going to come with late rain friday night. mild air extends over the weekend with temperatures in the low 50s. that's going to come with rain both saturday and more i think as we go into sunday. then we get colder again as we go into next week, temperatures around 40 degrees, so at least we are going to get in the seasonable weather pattern. the atlantic club is up for sale after a year long effort to redevelop the property. the owners announced they'll be accepting new offers. a property firm made extensive redevelopment plans but wasn't able to get the money needed to complete the project. the it's located at the south end of the atlantic city boardwalk. keeping your house warm, of course, it is kind of cold, it can get costly.

this is nbc 10 news. >> up in flames. a man in california was riding his hoverboard when it started to smoke. he jumped off and began shooting video with his phone. the board actually exploded in flames. the man says he's had the hoverboard a few months with no problems, but several people have reported their hoverboards have also overheated and caught fire, a story we've been covering for some time now. our low temperatures could bring high utility bills. >> but there are ways to cut costs, including several things

you can do right now. >> you really should keep your heat around 68 degrees at this time of year, because for every degree you go above that, you're increasing your heating costs by about 1%, and that can really, really add up. >> other ways to save, check your air vents. if you have an obstructed air vent, your heating system will work overtime to compensate. next check your doors and windows for holes or cracks where air could escape. use kaulg or weather strips, and keep your curtains open during the day to let in sunlight, a free way to heat up the rooms. also close the curtains at night to help insulate your home. while the warmup is ahead, another arctic blast is on the way. >> sheena parveen is tracking the weather roller coaster ahead. sheena. >> that's right, seasonably cold tomorrow, then rain and colder

this is nbc 10 news. >> really want to make sure you bundle up today, hats, hoods, scarves, gloves, everyone trying to stay warm in philadelphia. >> it is cold out there. first alert meteorologist sheena parveen is tracking that cold air. sheena? >> that's right. temperatures today have only been around the freezing point and tonight we're going to see them again getting to single digits for part of the area, so take a look at the current

temperatures, really doesn't feel too much colder. we haven't seen as much wind around through the area right now than we did earlier today. northeast philly, though, coming in at 32 degrees, 32 philadelphia, 32 in wilmington, 29 chester springs, 29 degrees in washington township. keep in mind the average high is 40 degrees for today, so we are running quite a bit below that.7 32 now in allentown, 31 reading and pottstown, 32 in blue bell, 30 degrees in doylestown. much of south jersey and delaware at or below freezing. 299 atlantic city airport, 29 mount holly. 30 degrees in dover, but take a look at tonight, temperatures will be dropping off by 10:15 this evening to around 23 degrees. so it's already going to be in the mid to low 20s through the philadelphia area later on tonight. then look at the numbers, they keep on going down tomorrow morning, so the morning low will be right around 18, 19 degrees in the philadelphia area. that will be happening right around sunrise. now the coldest spots as we go through tonight, that will be

areas north and west, single digits once again, so if you're in allentown, bethlehebethlehem temperatures around 8, 9 degrees. quakertown possibly 7 degrees and this is because of the cold air in place, combined with lighter winds tonight and clear skies. bundle the kids up at the bus stop tomorrow morning, make sure you stay warm as you head outside for work or school tomorrow. the cold temperatures are not going to last the rest of the week, we have a warmup coming. i'll show you those numbers coming up. >> all right, sheena. these temperatures are just too t your pets outside. philadelphia's animal care and control team, a.c.t., is trying to make sure you don't leave animals outside. nbc 10's keith jones is live in the digital operations center. keith, i know that organization goes door to door to check on animals in this extreme cold. >> yeah, jackie, we watched them do that yesterday. listen to this, a.c.t. says it's had more than 37 calls since 4:00 yesterday for animal welfare checks. they've issued eight citations

so far for dogs left out in the freezing cold with no shelter. they tell us the people they've made contact with did bring their animals inside. these calls are for animals with owners, not strays. the animals have had to adequate shelter and in this weather, best thing to do is bring them inside. live in the digital operations center, keith jones, nbc 10 news. philadelphia's new police commissioner says his top priority will be reducing crime. richard ross sworn in today as president obama announced a new plan to limit gun violence across the country. nbc 10's george spencer spoke with the new commissioner today about his take on the president's new plan and how it will play into his plan as one of the city's newest leaders. george, what did he have to say? >> reporter: ross really presents himself as someone who applauds his department for what it does well, but is also willing to speak up about the things that need to change. and on this day of significant national development, leaders here in philadelphia acknowledge our city is very much a part of

that larger national narrative. standing on the stage of central high school where he graduated three decades ago, richard ross jr. became philadelphia's 30th police commissioner. he takes over a department in the process of reform, with improved homicide rates, but at a tense moment of law enforcement community relations nationwide. >> complex issues with no easy fix. there's no easy way around being able to, we have to confront them and be bold about it. >> he instills in me and us a steady, quiet, confidence, a decency and dignity. >> reporter: swearing in comes on the same day president obama announced his executive action expanding background checks for gun buyers. for ross now leading the force of more than 6,000 in a city still plagued by gun violence, it represents progress toward,

quote, responsible gun ownership. >> hopefully, we can get some sense of reasonableness about it. we got a long way to go in this country in that regard, but i think it is a small step in the right direction. >> reporter: and in this crowd today at the new commissioner's old school, a sense of pride for philadelphia lifers who watched ross climb the ranks, like his own father. >> never in my wildest imagination did i think he'd rise to the highest pinnacle in the police department. >> reporter: and pride from graduating seniors here seeing one of their own leading the police force. >> it's really inspirational. it lets us know we can do the same things he's doing. >> reporter: and ross has been with the philadelphia police department for some 26 years, and as the mayor spoke today, he made it clear that ross was his top choice for this position from the very beginning. kenney whispering to ross several months ago that ross should stay here in philly. reporting live, george spencer,

nbc 10 news. help is on the way for parents in the camden school district looking to enroll their kids in public school. the camden school district and city officials went door to door to get the word out about the new open enrollment process. the superintendent handed out informational packets aimed at simplifying the process for parents. more information can be found on nbc10.com. unarmed guards will soon roam the halls after a threat of violence was posted on social media. four guards will start in about a week, two in each building. this move comes after the school board voted unanimously to kbroou the cost. the school board president says he's pursuing a more permanent measure for the schools. fire rescue calls in utah got a special thank you from a dog that fell through the ice in a frozen pond. this is tucker, he looks picture perfect right here as he sends a heart warming note of thanks to

his rescuers. things weren't looking so good for tucker earlier in the day. he fell through thin ice while on a walk. his owner called 911. fortunately the nearest fire station happened to have a water rescue suit. >> be aware of your animals, be their advocate. they are not going to know that the ice is dangerous, and so if you're going to bring them around, make sure they are on a leash. tucker wasn't the firefighters' only rescue that day. another dog found itself in the same icy situation. both animals are okay. firefighters say you should never try to rescue an animal or person by yourself. always call 911. he's a cute one, right? >> probably tempting, though, you see them out there, you want to run out there, but definitely call a professional. >> tough for me not to jump in. >> i know, i hope they are getting a lot of tlc, i have a feeling they are. clocking out for a bathroom break, that's the policy of a center of a lawsuit in pennsylvania involving thousands of workers. >> next what a judge says about

this is nbc 10 news. >> pennsylvania company will pay back thousands of employees who had to clock out during bathroom breaks. a judge ruled america future systems will pay 6,000 workers in pennsylvania, new jersey, and ohio. the company argued it wasn't required to pay employees while they took short breaks. in all the company will pay out about $1.75 million. a new study finds depression and anxiety are more common among women who earn less than men. researchers from columbia university analyzed data from working adults ages 30 to 65, finding women who earned less than their male counterparts were at least twice at likely to

suffer from major depression. experts say some of the burden could be relieved by instituting paid parental leave, affordable childcare, and flexible work schedules. buggrger king starting todaa five-item meal for $4, bacon cheeseburger, french fries, chips, and a cookie. mcdonald's offered its mcpick two and wendy's four for $4 deals. all restaurants say they are looking for value conscious customers looking for an inexpensive meal. a big jump in e-cigarette use and advertising is partly to blame. cdc says nearly 70% of middle and high school students have seen e-cigarette ads and e-cigarette use went from about 1% of high school students five years ago to 13% three years later. the nicotine in e-cigarettes can be harmful to a developing teen's brain. we have learned a big name

three nfl teams have asked the league for permission to move to los angeles. the san diego chargers, the oakland raiders, st. louis rams all filed paperwork for that move last night. all three teams previously called l.a. home. league owners are expected to meet in houston next week to vote on whether to allow any of the teams to move. the nation's second largest market has been without an nfl franchise for 21 years. for the eagles now, they are expected to interview another perspective head coach today. >> now a former eagles coach could be throwing his hat into

the ring. john clark is following what's happening behind the scenes, a lot going on there, john. >> it may take a little while. remember it took the eagles a few weeks to find andy reid's replacement three years ago, so we're just getting started in the search, but it appears the birds got the first interview with one of the hot candidates this year. the birds are reportedly interviewing bears offensive coordinator adam gase today. he helped coach jay cutler to one of his best seasons this past year. gase was the offensive coordinator the previous two years with peyton manning and the broncos. he has two to three other interviews set up this week. the giants are now requesting an interview with him. the eagles may not be interested in their former coach shaun mcdermott. the eagles have not requested permission to interview the panthers' defensive coordinator. mcdermott was an assistant under andy reid. today on 97.5 "the fanatics,"

areas in the single digits and tomorrow morning most of you will be in the teens to start off your day, but some spots north and west will have single digit morning low temperatures. i'll show you that in just a second. otherwise we do have a gradual warmup this week, so as we go into thursday and friday you'll notice it will be milder and into the weekend, but that is going to come with rain. the warmup is going to bring the next chance of precip, but too warm for snow. at this point it looks like just rain across the area. clear skies across center city now, this is going to help temperatures drop through tonight, and they are going to drop pretty quickly, too. right now in philadelphia still 32 degrees. this is as warm as we've gotten today in philadelphia. most of the area either at or below freezing today. the winds are light at three miles an hour, so it doesn't feel colder, feels like 32 degrees oud. yesterday we got to 33, today we got to 32. the average high is 40, so we are actually below normal for this time of the year. tomorrow we'll be around 40, by

thursday low 40s and the gradual warmup continues into the weekend. temperatures elsewhere through the lehigh valley, right around freezing, 31 for reading, most of south jersey and delaware the upper 20s to 30 degrees. right now nice and dry, we'll stay this way and tonight help the temperatures drop off. one more night temperatures north and west will be in the single digits, most of the rest of the area in the teens. what's happening here is we have a big area of high pressure. that is keeping us dry, but what it's also doing is pulling in the cold air from canada. that's why our temperatures have been so cold this morning and this afternoon. this high is going to slowly move offshore for wednesday and thursday, giving a slightly milder temperatures, then friday and the weekend we see the approach of some rain. so we do have rain in the forecast along with the warmer temperatures. tonight, though, temperatures will be again single digits north and west, allentown 8 degrees, quakertown 8 degrees, reading 9 in quakertown, cold, 17 for philadelphia.

14 glassboro, 14 degrees mount holly, 15 in wilmington and dover, even cape may. possibly 6 degrees in vineland, that is one of the coldest spots in new jersey. so we do expect single digits there if you're in vineland. tomorrow, though, sunny day, not as cold as today. temperatures around 40 for the afternoon. that's average for this time of year, thursday low 40s, friday mid 40s, then the approach of rain. late friday night we could have showers, but over the weekend temperatures around 50 degrees, and we'll see the showers moving in for the weekend, too, but again, a little too warm for anything else but rain. areas farther north now we're talking about upstate new york, may be cold enough for a mix, but we're going to stay just below that and then we get colder into next week again. >> hands are getting dry. >> exactly. >> change in the air. >> one day of cold and we all want it to get warm again, unless there's snow, but tomorrow morning make sure you bundle up, the gloves, scarf,

now. nbc 10's doug shimell found a family doing everything they could think of to try to stay warm. doug is live in lower merion township. hi, doug. >> reporter: if you think this bitter cold has been a shock to your own system, it is even worse for your heating system. >> about two hours, and i realized that the temperature wasn't right. realized that there was something going on. >> reporter: it got cold fast in her house. >> we have to dress, keep socks on, my main source is the heater. i have heaters downstairs, heaters in every bedroom. >> reporter: she knows it's not ideal, but the kitchen stove has also been a prime source of heat for the last four days. it got to the point where she had to call philadelphia's heater hotline to get it fixed. >> what kind of problem you have? >> i don't have any heat. >> reporter: repair tech ron gibbs says the warm winter
