tough now, but keep in mind here, something to look forward to, we have 50s coming up in the forecast. >> yeah, first we have another bitter night ahead of us and first alert meteorologist sheena parveen is tracking that. >> we have 50s ahead, not until the weekend, though. before that, the bitter blast continues for tonight. we have areas dropping into single digits again. right now we don't have single digits on the map, but we are ten degrees below normal for this time of year. 28 in allentown, 28 in pottstown, 31 degrees in philadelphia, 26 is the temperature in millville, 25 atlantic city and dover, but not as windy outside right now and not as windy outside tonight. so the winds will be calm, skies will be clear, and that is going to help temperatures drop very quickly. we expect 8 degrees for allentown, pottstown, and reading. this is an overnight low temperature, so very similar to what you had last night and early this morning. these numbers will be hitting around sunrise, so bundle the kids at the bus stop.

morning and brought her in from the cold. >> we had a couple calls, 13 degrees out, and the dog has no food or water. >> reporter: she's now at the cumberland county spca, along with this dog seized today from a house in vineland. investigators say he spent the frigid night outside after his chain became tangled around a lawn mower, preventing the pet from going into a garage in the backyard. >> the body temps were down several degrees, got them warmed up. >> reporter: experts tell me this cold snap is especially dangerous to pets. after a long stretch of unusually mild weather, many animals are more vulnerable to the cold now than they would typically be in january. >> by this time, you know, they've normally had two months where their coats thicken up. this is an exceptional time where you really need to be aware of your animals and their situations outside. they must have shelter.

atf agents and a boost to gun safety technology. the plan is sparking mixed reaction. in delaware the state sportsman association raised concerns about the president's plan. >> regardless on whether i'm in favor of the action he's taking or against it, i'm concerned about the precedent he's setting of acting unilaterally. there is no gun show loophole. dealers selling at a gun show are required to abide by the same background check laws that they have in their shops. there's no exception when you're outside your store. and similarly with the internet sales. they are always talking about that. >> nra responded by saying, "the american people do not need more emotional, condescending lectures that are completely devoid of the facts. the fact is that president obama proposalsr/g> would not have prevented any of the horrific events he mentioned." breaking news from sky force 10, this is a live look over the ben franklin bridge. that's where a patco train is

stuck on the bridge at this hour. it was headed westbound when it broke down in the past 30 minutes. passengers have been taken off the train safely, and patco says commuters should expect some delays. right now at 5:00, a kidnapping caught on camera. nbc 10 was the first to show you this surveillance video of a father chasing after the stolen car, which had his young child inside. philadelphia police say the father left his son in that car while he went into a convenience store. >> nbc 10's deanna durante shows us how officers were able to reunite the boy with his panicked family. >> reporter: the cameras are motion activated. the video picked up a car that pulled into the lot, believed to be white. what you don't see, the person getting into the driver's seat of a running silver honda civic. watch as the owner of the car and father of a 6 year old inside tried to chase down the thieves, with no luck, the car sped away. >> great job putting out the

description of the vehicle, every minute. >> reporter: it was after 2:00 a.m., police have not said why the man left the child in the car, why he was out at 2:00 a.m., or why his car was targeted, but thanks to an alert officer who spotted the car running two miles away, the 6 year old was found safe. >> police found the car right after 3:00 a.m. the child was still in the back seat, and he was still asleep. police literally had to wake up the 6 year old. >> reporter: police say he never knew he had been taken. the boy was reunited with his mom and step dad. his mom was seen taking the boy away. the boy's step father goes with police, trying to track down the people who stole the car. >> he's going to be charged with stolen auto, and, unfortunately, the charges are going to be elevated to that of kidnapping because he didn't realize he had a car with a 6 year old child in the back. >> reporter: police say it was a lucky break, whoever took the car left it running with the boy inside and the heater still on, and police were able to find it so quickly. tonight they are asking for

help. if you know anything about who was responsible for that car theft, they want you to call northeast detectives. in northeast philly, deanna durante, nbc 10 news. right now at 5:00, breaking developments in a civil suit against bill cosby. a judge has just agreed to delay a deposition that was supposed to be given by cosby's wife. nbc 10 investigative reporter harry hairston is the only local reporter live in springfield, massachusetts, where the deposition was supposed to take place. harry, what happens next here? >> reporter: well, what happens next, legal wrangling will continue. by no means is camille cosby out of the woods yet. this just means a deposition is just at a stay for the deposition. as you may remember, she was ordered to be deposed on new year's eve by a judge. she appealed that. i was told by court officials a little before 4:00 when i was on the phone with them as this decision came down, they said this only means they will have to wait until there's a ruling on that appeal that could come

no earlier than next week. i also talked to the attorney that is representing the seven women suing bill cosby. he says this is just a minor setback for him. he believes that eventually he will get the opportunity to depose camille cosby and he believes that he'll be able to do that sooner rather than later, and he feels quite confident that she is going to lose her appeal. so what does this mean for camille cosby? well, this seems to be a small part of a victory for her in some degree. she may take it that way, because when the judge ruled she was going to have to be deposed, a wide range of questions could be asked, questions about what she knew, when she knew, what bill cosby may or may not have done, and also questions about their sex life. intimate details were on the table for the people to ask by deposing her, so we'll find out in about a week or so if this deposition will be rescheduled or not. reporting live in springfield,

massachusetts, for the investigators, harry hairston, nbc 10 news. >> thanks, harry, for the update. lawmakers in pennsylvania are back to work on the budget for the first time since before christmas. both parties held sessions today, but in an interview, governor tom wolf told us he's not taking part. the governor approved most of the $30 billion republican spending plan last week. the rest he vetoed, calling it garbage. >> we worked through the summer to come to an agreement, all five parties. they need to get back to work. they need to pass the budget we all agreed on. >> a state representative recently reintroduced a bill that would suspend pay for members in the general assembly if a budget is not passed soon. it has been more than six months since pennsylvania has operated with a budget. a police officer's body camera captures a moment of joy and relief. >> hi, sweetheart. you okay? come here. come here. >> what led to the frantic

the mother of a fugitive teenager known for using the affluenza defense in a drunk driving case was in court today. tonia couch agreed to be sent from california to texas. couch is in los angeles after she was deported from mexico last week. investigators believe that she and her son ethan fled to mexico in november while prosecutors investigated whether the teen violated his probation. the mexican attorney for ethan couch met with his client for the first time today at a detention facility in mexico city. fernando benitez arrived at the facility flanked by reporters. benitez has said it could be a couple of months before the 18 year old is back in the u.s. >> he's a young man, an inexperienced young man in a foreign country being detained. i think he's entitled to the same compassion as any other human being would in a similar

situation. >> couch used an affluenza defense after the drunk driving accident that left four people dead and injured nine others. a small group occupying a federal wildlife refuge in oregon is showing no signs of leaving tonight. authorities are keeping a low profile as they look for a peaceful end to the situation. nbc 10 national correspondent leeann greg has the story. >> reporter: antigovernment protesters continue to control buildings at a federal wildlife refuge in remote eastern oregon. leaders of the occupation now in its fourth day say the group won't leave until it's implemented a plan. >> where the community will begin to participate more in that and then begin to take that over, and so that they can claim their own right so they can begin using them and then they can stand strong enough to defend them themselves. >> reporter: digging in despite

take a look. >> hi, sweetheart. you okay? come here. come here. come here. i know, come here. >> you can see and hear her relief. the girl was found crying and cold around 1:00 yesterday morning. the 3-year-old girl vanished the night before when a thief stole the car she was sitting in. her mother had gotten out to fill up the car, fill up the water jugs in the car, and officers found the car, but the girl was not inside. and that triggered a massive search ending in these moments captured on video. police are still searching for that thief. happy reunion today in delaware. >> after serving 60 days overseas, 20 airmen returned home. family members lined the runway at the new castle international guard base. the plane carrying their loved ones arrived. the men were serving deployments in southwest asia. once off the plane they were greeted by their children, loved

ones, even pets. for many of the families it's now time to catch up on holidays they missed. >> happy glow, yeah. really good to be back and have my family in my arms again, it's good. >> the airmen are from the 166 operations and medical squadron. check out this video of a very frozen golf course clubhouse in philadelphia's overbrook neighborhood. this is how it looked after an overnight fire destroyed the building, and now there's nothing but ice left on all the water poured on the flames. the fire destroyed the clubhouse of the golf course overnight and the cause is still under investigation, but it's not believed to be suspicious. the freezing temperatures made it hard for firefighters to get their job done. they had trouble with water pressure because of the cold. now your nbc 10 first alert weather with meteorologist sheena parveen. >> and it's going to be cold again as we go into tonight. some areas will be in the single digits again, so teens through

most spots for the overnight hours, but areas north and west you'll see low temperatures right around 8, 9 degrees by the time you wake up tomorrow morning. before the week is over we have a gradual warmup in the forecast, so the 40s will come back and the 50s by this weekend. that is going to bring us rain. if we were colder over the weekend, that would be snow. if we were cold enough for it, but we're not going to be that warm, air is going to move in. 31 in philadelphia, 26 in wilmington, glassboro, even millville, 25 in dover. temperatures starting to drop off quickly and that will stay the case overnight tonight. clear skies looking out at center city, so with the clear skies and the calm wind, this is the perfect setup for another very cold night. so as we go towards 10:00 in the philadelphia area, even 11:00, temperatures should be getting closer to the low 20s. then by 7:00 tomorrow morning we'll be topping out in the teens or bottoming out in the teens, i should say.

a lot of cold air across most of the country. that jet stream is very far down to the south and that's why the cold air extends into the southeast. 49 degrees in jacksonville, florida, 32 in raleigh right now. below freezing now in philadelphia. 24 in boston, and the colder air you can see is up in new england, but for us tonight we will be dipping into the single digits for some spots. locally we're nice and dry, going to stay like this pretty much the rest of the week until late friday night, but in the meantime an area of high pressure is going to keep us dry and pulling in the north wind, so the arctic air up in canada, that is spilling down and why we're going to be so cold again tonight. tomorrow afternoon, though, that's going to be a different story. warmer through the afternoon hours. here's a look at tonight's lows, these numbers will be hitting around sunrise, possibly 6 in mount pocono, 8 degrees allentown, 9 quakertown. bundle the kids up at the bus stop tomorrow morning, it's going to be cold again.

12 degrees doylestown and trenton. middle teens, 13 possibly in mount holly. 15 degrees cape may and atlantic city and temperatures could drop into the single digits for vineland. that is one of the coldest spots in new jersey. tomorrow afternoon, though, sunny, not as cold, temperatures right around 40 for the high. about ten degrees warmer than today. thursday will be in the low 40s by friday. mid 40s, so milder by the end of the week, late rain friday night and going into the weekend, mild but with the rain showers. temperatures right around the low 50s saturday and sunday, but we do get cold again as we go into next week. there you see high temperatures around 40 degrees again, and keep in mind the average high this time of year is 40 degrees, so we're going to be seasonably cold as we go into tomorrow. who wouldn't want $500? turns out, though, that's not

26 in wilmington, 30 northeast philly. lehigh valley about the mid to upper 20s. 25 right now in quakertown. south jersey and delaware now mostly in the mid 20s, so temperatures are dropping very quickly with the calmer winds and the clear skies. and that is going to lead us into a very cold night tonight. again, some areas will be in the single digits. take a look at the philadelphia area, though, as we go through time here later on tonight, around 10:45, temperatures should be getting into the mid to low 20s and by the time you walk outside tomorrow morning, around 7:00 a.m. around 20 degrees. many areas will be in the teens, but some spots like i mention will be in single digits. so here are the coldest spots overnight tonight, early tomorrow morning, allentown, bethlehem, expect temperatures around 8 degrees, quakertown possibly down to 7. 9 degrees. bundle the kids up, especially in the lehigh valley for the bus

radiator broke and all my coolant flooded out of my vehicle and i was stranded on the side of the road in the freezing cold. >> reporter: at the new aaa car care center in south philadelphia, they've gone from zero to 60 in two days. >> we're getting a lot of battery failures, a lot of radiators, coolant issues, cars overheating because people aren't maintaining vehicles properly. >> reporter: jose gonzalez says drivers haven't charged batteries and done other preventive maintenance because the warm weather made them think they didn't have to. >> this battery tested marginal at this time. >> reporter: throw it on a charger and it would be all right? >> exactly. >> reporter: topping off your washer fluid and antifreeze are low cost disaster preventers, along with keeping an emergency kit in the trunk. for matt wright, the ruptured radiator makes him $1,000 lighter and he swears he won't get fooled by mother nature again. >> yeah, caught us off guard, it was 60, 70 degrees a week or two

ago. next thing you know, single digit temperatures this morning. >> reporter: the car repair shops say normally by this point in the winter they are seeing nothing but bent wheels and suspensions from potholes, but there's been no potholes because there's been no plowing because there's been no snow. doug shimell, nbc 10 news. a code blue emergency is set to be in effect for a second night in a row tonight, and today camden county officials and metro police checked on the disabled and the elderly door to door. it's called operation guardian, where officials make sure residents have working heat and utilities. camden county shelters also provide shelter during weather emergencies like these. young mom lauren ott is especially thankful. >> it's a blessing. it really is. i mean, my mom, my dad, my grandfather, everybody, my whole family don't have to worry about is lauren out on the streets again, what is she doing.

>> camden's code blue emergency expires tomorrow morning at 7:00. across the river tonight, philadelphia's police department has a new commissioner. one of his top priorities will be improving the public's relationship with his officers. george spencer joins us now with a closer look. what's his plan, george? >> reporter: mayor kenney spoke publicly at the swearing in today, as well, keith, saying that the police department is really the most important department in all of the city, saying it really sets the tone for the entire community and now with a new police commissioner in place, philly's new mayor is saying the police department will see really an evolution in its tone. a warm reception this morning as richard ross jr. was sworn in to lead his department on the stage of his old high school. as part of a new administration, ross and his boss, philly's new mayor jim kenney, promised a

of the hundreds of gadgets sure to turn heads. the show runs tomorrow through saturday. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, temperatures tonight dropping to single digits for some spots. most areas will be in the teens again by tomorrow morning, so these numbers will be hitting around sunrise. bundle the kids up at the bus stop, it's going to be cold, make sure you have your gloves with you if you want to walk around in the morning, definitely want your hat or anything to keep your head and neck warm. before the end of the week we have a gradual warmup coming. you will notice this tomorrow afternoon, so today we were around freezing for a high temperature for most of the area, tomorrow will be around 40 degrees, so quite a bit warmer and that continues into the weekend. with the weekend warmup, we have rain coming so it's going to be too warm for anything but rain at this point. 28 degrees is the temperature in allentown. 30 reading, 28 in pottstown. it's 31 now in philadelphia, but most of south jersey and

delaware has already cooled down into the mid 20s. and it will be colder as we go overnight tonight. the average high 40 degrees, take a look at what our temperature trend is doing. yesterday we got to 33 for a high. today only 32. tomorrow right around 40, so seasonably cold tomorrow afternoon. not as cold as today, and by thursday low 40s and that warmup keeps going until the weekend, where we should be about the low 50s saturday and sunday. nice and dry right now, we stay that way overnight. low temperatures, one more cold night with areas single digits north and west. that's what we expect. philadelphia area, much of south jersey and delaware in the teens overnight. here's what's happening, big area of high pressure is going to keep us dry into tomorrow. the flow around this high is pulling down that cold air from canada. this is why we are so cold right now. by tomorrow afternoon, though, then thursday, we see this high shift offshore, wind starts to shift a little bit, so we get the milder air coming in, then

we go into friday and the weekend and our next round of rain approaches. with the warmup and temperatures we have some rain on the way. for tonight, going to be cold, 8 degrees for allentown, 9 quakertown, 13 norristown, 12 degrees for trenton and doylestown. 14 chester and westchester, 14 in glassboro, 13 degrees for mount holly and much of south jersey and delaware will be in the teens. vineland is one exception where you see temperatures drop in vineland and millville into single digits quickly, so we expect that to be a colder spot. tomorrow, though, sunny day, not as cold, but high temperatures still around 40 degrees, which is seasonable for this time of the year. tomorrow we're seasonably cold, thursday we stay dry and sunny, temperatures in the low 40s for thursday. friday will be in the mid 40s. that's going to come with late rain friday night, extending into the weekend. over the weekend, saturday and sunday will be milder around 50

this is nbc 10 news. >> the warmer than normal start to the winter was a welcome sight for most people in the northeast. >> but people who live in one north jersey town are wondering what that mean it is to cherry blossom tree bloom next spring. nbc's brian thompson with the story. >> reporter: a cold winter sun shines down on now dead cherry blossoms. record high temperatures had hundreds of trees in the branch brook park acting as though spring had sprung. >> 60, 65, 70 degrees in december. >> reporter: there are some 4,000 cherry trees here, the largest collection in the

wear the extra layers, but some people can take it, temperatures in the teens didn't stop these folks from getting their morning exercise on the ventnor boardwalk. sheena parveen is joining us now. >> sheena, how cold is it going to get tonight? >> tonight is going to be similar to last night, many areas in the teens, some spots in the single digits. right now, though, we are quickly seeing these numbers drop down. with the clear skies and calm wind, these temperatures will continue to drop off quickly through the overnight hours. right now in pottstown it's 24 degrees, millville has already dropped from the mid 20s about 30 minutes ago to 19 degrees right now. 30 still in philadelphia, 26 in trenton and northeast philly, 25 dover, wildwood, 19 degrees up in the poconos and these numbers will keep getting colder. we'll be bottoming out through most of the area in the teens. philadelphia around 17 degrees for most of delaware, new jersey, middle teens, millville could get to 6 degrees, but areas north and west, these will be the coldest temperatures
