against bill cosby. the last hour, we've learned the los angeles district attorney will not file criminal charges against him. harry hairston live in the digital operations center with the very latest. what happens now? >> in documents released the district attorney says it was looking into claims two sexual assault allegations made against cosby. the cases in question from 1965, 2008. in those cases the district attorney indicated insufficient evidence to prove crime beyond a reasonable doubt led to dismissal. the 1965 case had passed the statute of limitations. now also today, we are learning cosby's next appearance in an elkins park courtroom has been postponed. he had been scheduled to appear in court for his hearing january 14th. cosby's attorneys requested the delay. the 78-year-old charged last

week with sexual assault. he's accused of drugging and sexually assaulting a woman in 2004 inside his home in elkins park. no new date set for cosby's preliminary hearing. he has yet to enter a plea. in the digital operations center, harry hairston, nbc 10. >> the winter blast left a wet mess here at jersey shore. families coming home to frozen pipes that have burst. and all of the warm december weather could be to blame. ted greenberg has more on this. >> reporter: when she saw a spray of water behind her neighbor's ocean city home, cindy knew what had happened. >> i thought there must be a pipe burst. >> reporter: a pipe at dorothy johnson's house that froze in frigid temperatures over the past couple of days and broke as the mercury started rising. >> not too happy about it. >> reporter: broken pipes

outside and inside houses are keeping ocean city firefighters busy. >> we've had multiple calls already. >> reporter: and other communities in cape may, atlantic, ocean counties dealing with a wave of water leaks as well. >> never had this problem before. this is the first year. >> reporter: the deep freeze, of course, came after a long stretch of unusually mild weather. firefighters say, as a result, some folk may not have winterized their homes like they normally do. >> they have forgotten to shut water off, to drain the pipes. now a lot of water leak calls. >> there's no shut juf f-off fo. >> reporter: hoping a plumber can help from bursting again. if you have a vacation home and didn't prepare for winter, you should do so right away. >> ones that haven't leaked, hopefully they're safe. >> reporter: have someone check to make sure there hasn't been any unwanted water. ted greenberg, nbc 10 news.

broken heater causes the academy to close today. tuesday morning the school's heater wasn't working properly, so students sent home. crews made repairs while students stayed home another day. the heat is back on, students can return tomorrow. when the cold weather hits and work at italian market burning barrels are a saving grace. market traffic light in south philadelphia today but those who did come up were bundled up. let's talk to first alert meteorologist sheena parveen. a little warmer today but below freezing looking forward to that tonight. >> about 8 to 10 degrees warmer today than yesterday. still around normal for this time of the year. seasonable temperatures today. right now still a little bit on the cold side, below 40 but warmer than yesterday. 38 degrees now in philadelphia. 36 wilmington, trenton also.

worried now there could be more victims out there. lauren mayk live with more. police say this abuse began years ago with a family member. >> reporter: good evening, that's right, keith. a family member, they are not identifying, not saying whether this is a boy or girl. but they are concerned there could be others and urging witnesses or potential victim to come forward. >> mr. robinson knows he's in trouble. >> reporter: the police superintendent talking about charles robinson arrested last week on his 60th birthday. he's accused of sexually abusing a young family member. police say that victim was 13 when it started. >> mr. robinson would start out by grooming the victim by first starting out by giving the person massages and from there, behavior would progress to the point where he would go into the family member's bedroom at

night, perform different sex acts. >> reporter: police are not done with their investigation putting out a call for witnesses or victims. robinson, a married father with adopted and biological children, was also involved with the boy scouts, youth group and church of the savior. the executive director tells me he and his family were members. robinson worked with a support group for those adopting or fostering children and also with the children's ministry one point. they haven't had complaints about him but his involvement in any leadership will now end the executive director tells me. as police investigate alleged crime that goes back year. >> the victim obviously lived in turmoil because this is a one heck of a thing to carry around with you. >> reporter: police tell us that charles robinson would take away the victim's cell phone so they couldn't contact anyone. he is right now out on $1 million bail and has a hearing scheduled for tomorrow.

minivan. the thefts originally sparked counterterrorism probe. steffan williams charged with similar crimes last week. both men remain in jail. neither was able to post bail. changes koum s could be co afterschool programs. a bill would establish a statewide afterschool initiative program, provide grants for high need students giving access to homework help and extended meal plan between 3:00 and 6:00. that time of day is cited as most dangerous for students. so lawmakers say the bill could turn attention back to the classroom. right now at 5:00, powerball frenzy at its peak. so many buying tickets. the jackpot jumped from 450 to $500 million.

as we go into tonight, another cold night across the air. tomorrow afternoon will be milder than today. now over the weekend, we'll start to warm into the 50s. the warming trend continues. the beginning of that, 8 to 10 degrees warmer than yesterday. as we go into the weekend with 50 degrees coming in we're talking about rain. poconos, 31 degrees. 35 in allentown and redding. temperatures are dropping off quickly now that the sun has set. 38 degrees if philadelphia. 36 now in trenton. 35 mt. holly. much of south jersey and delaware 30s. millville down to 29. one of the coldest spots in new jersey. again, live look at blue mountain ski resort. quite a bit of snow they have made already. looks pretty good. we saw people earlier testing it out, skiing, snowboarding.

cold enough in the poconos to support any snow that's being made. as we go through tonight for the rest of the area, dropping below freezing. temperature trend by 11:00 p.m. through philadelphia, around 30. early tomorrow morning most of the philadelphia area will be right around the mid-20s. elsewhere we could be seeing teens again. nice and dry on radar. we'll stay this way. as we go through tomorrow. and most of try. any precip is back off to our west. we have snow around chicago. rain farther south. we only expect rain. if you've been paying attention to california weather, it does not look like this. they are seeing a lot of rain moving in from northern california all the way to southern california and they're going to keep seeing that. that is one thing that we are watching. also flooding going on out there currently. locally, we'll stay dry. cold night for the area. teens expected across many of our suburbs. philadelphia area around mid-20s. high pressure, going to keep us

california restaurant. this is separate from the major e. coli outbreak linked to 53 chipotle restaurants and two cases in pennsylvania. the latest on the federal subpoena chipotle is now facing. >> reporter: the federal investigation is related to an incident at a chipotle restaurant if simi valley, california, last august when nearly 100 people became sick with norovirus a nasty stomach bug that spreads through contaminated food and water. you can get it from surfaces that haven't been cleaned properly or infected speem. in a statement at chipotle spokesman said, the company will cooperate fully with the investigation. it's one of several outbreaks linked to the chain since last summer. investigators said, tomatoes contaminated with salmonella made 64 customers sick in minnesota. then an e. coli outbreak sickened 52 people.

contentious stop made national headlines. the woman he stopped later died in jail, sandra bland died in her cell in july. death, ruled suicide. the trooper charged today was one who pulled bland over. he's accused of lying now about how he removed bland from her car. the same grand jury declined to indict sheriff officials or jailers. a deadly small plane crash in wyoming id under investigation. one of the victims has ties to our region. near the idaho/wyoming border, 61-year-old was from montgomery county, one of two people who died when the plane crashed two miles from a small airport. two other planes were flying in the area. inside those planes family members of the two victims. here at home, police looking for three guys who stole a 16-year-old's hoverboard. back right of your screen,
