market fell so fast that trading had to be suspended there. for more on the impact of today's events, let's check in with mary thompson, who's live at cnbc headquarters. how much is tied to technical rules china put in place and how much is it a signal of broader concerns about the global economy? >> i'm going to give you an answer you may not like, it's probably a combination of both. let's take a look at what happened today. what we have is chinese circuit breakers into into effect 28 minutes into the trading session in china. as you mentioned, stocks were halted for the second day this week. then, of course, the chinese government said we're going to abandon these circuit breakers. there's a sense the chinese government doesn't have a grip on what's happening, that raises concerns. then add to the fact that the decline in the market suggests slowing growth in china anyways and they are concerned the slower growth will be exported to the rest of the world. really it's a combination of

both and it's landed here in the u.s., which as i've been telling other people, keep in mind the u.s. is probably the strongest economy among the major developed economies, but there are concerns the weakness we're seeing in china could land on the shores on the u.s. and that led to concerns today. >> yeah, some chaotic reaction to china to the situation there. so what do we say to people who might be ready to pull their money out of the market and be done with the stock market altogether? do they sit tight or do they do that? >> well, i tell you, i'm a reporter, so i always tell people call your financial adviser, because they are the expert. that being said, conventional wisdom is always take a look at your portfolio and remember the first thing you should consider is what's your time frame. if you have a long-term time frame, is it wise to sell now, or are you better holding on? because this is a four-day period. a month from now the markets could be turned around. you have to look at it
4:48 pm
considering your time frame. if you've invested for 20 years if you look at the history as any kind of a guide, not that that's a guarantee, you would be ahead of the game if you sat tight. consider your time frame, consider how much risk you're willing to take, keep in mind it's a 5% decline in the dow over a couple of days, doesn't mean we are going down 20 or 30%, at least not now, but a financial adviser would look as to what your risk appetite is and the length of time you're committed to having the investments, then make a move whether or not you're uncomfortable or not. >> we appreciate the long view on that, mary thompson, thanks so much. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well, it's been a pretty cloudy day everywhere except over the poconos. it is crystal clear and been that way all day. the warming trend continues throughout the area. we are going to be seeing some weekend rain, but not a total
