plus a record breaking jackpot. 700 million reasons to line up and get a ticket. good evening, i'm jacqueline london. >> i'm jim rosenfield. we begin with breaking news in philadelphia's east falls section. sky force 10 live over a traffic mess that's already lasted two hours on the roosevelt boulevard extension. police say the driver of a car jumped off the boulevard to the road below after this multicar wreck. he's in critical condition right now at temple hospital. three other people have less serious injuries. >> the southbound lanes of roosevelt boulevard, that extension, remain closed. if your loved one goes home that way, they will be late. be patient. randy gyllenhaal is on the way to that scene, we'll bring you new information as soon as we get it. now to those new clues in the case of a woman shot in the face as she walked home carrying a bag of groceries. this happened back on new year's eve and tonight police released surveillance video of the car involved. the woman's daughter talked about her mother's frightening experience. >> nbc 10's lauren mayk joins us

live from center city with more on the story. lauren? >> reporter: next time you head out on the roads here in philadelphia, police want you to be on the lookout. this guy got away for now, but they are hoping you can help to track him down. the first thing you see is her walking home with groceries on her day off, but police want you to take a close look at a car you see next. someone inside shot that 75-year-old woman in the face. >> her head was turned the right way, because if it wasn't and he went the other direction, he would have killed her instantly. >> reporter: her mom survived. >> she'll be fine, emotionally i don't know. >> reporter: it was one of philadelphia's last shootings of the year. that grandmother in the city's mayfair section became one of 1,243 shot in 2015. and police want to know who did it. >> he yanked her into the car.

>> reporter: police say he struggled with her for her purse, got away with $400 from the paycheck she just cashed. take a close look, do you recognize the car? look at the moon roof, the front. >> the front grill is bent up a little bit where the nissan emblem is. >> reporter: a family grateful their loved one is alive wants the shooter off the street. >> there's definitely an angel somewhere, but the thing is, the next person might not be so lucky. >> reporter: and the one reason that daughter explains that she was so lucky, that bullet apparently went in one cheek and out the other, not even hitting any teeth, possibly because her mouth was open screaming. live in philadelphia, lauren mayk, nbc 10 news. police in south jersey are looking for the vandals who smashed their way through a catholic church on a holy day. investigators say the vandals broke several stained glass windows at our lady of guadalupe

parish shrine yesterday morning. the vandals also knocked over the church's pascal candles, flag, and cross on the altar. the damage cost the church thousands of dollars. turning to weather, temperatures warmed up enough today for these kids to venture outside in franklin square. they still needed those hats and coats, of course. >> some nice hats there. nbc 10 chief meteorologist glenn "hurricane" schwartz is joining us now with his first alert forecast. glenn? >> it has warmed up somewhat during the week, but also been a time where they can make snow in the poconos and there are actually skiers out there at camelback right now. the temperatures have gone above average across most of the region. 45 degrees in philadelphia. that's our high so far today. 39 in allentown and pottstown. 29 in mount pocono, so it has been clear up there. their temperature was dropping. no precipitation around, despite all the clouds we had all day. we're going to have clouds all

night, and we're still not going to have any precipitation out of that. the clouds have helped keep the temperature up at night, so we're only a slow drop in the temperature. very little wind during the night tonight. a lot warmer weather over the weekend, but also some significant rain. i'll have the timing on that with the seven day in a few minutes. now to the giant powerball jackpot that's now the largest lottery game in u.s. history and it could reach a billion dollars. >> no one won last night, so saturday's jackpot is now $700 million. nbc 10's randy gyllenhaal reports on lottery fever from center city. >> reporter: that billion dollar jackpot, which has never happened before, is only really possible if a lot of people buy tickets before saturday. you can see they are already lining up, or if it rolls over again. yesterday's jackpot was about $524 million, now it's up to $700 million. that is more than the gdp of a number of countries, you can buy a skyscraper.

how many gamblers come from north jersey to try their luck in a.c. >> certainly try it. absolutely. we would try it to see if we like it. >> reporter: lucille and robert stromer like coming to atlantic city but say no question casinos in north jersey would be a lot closer to their hometown of monroe, new york. >> two hours less driving. takes us three hours to get here, so it would take us less than an hour. >> reporter: they were in the seaside resort on the same day public hearings were being held in the state legislature on rival plans that would ask voters if two casinos should be allowed in the northern part of the state, places like the meadowlands and jersey city. >> i would go there, more convenient. >> reporter: before voters can decide whether to change the state constitution that restricts gambling to atlantic city, lawmakers must agree on a single plan to put on the ballot. the senate and assembly have been unable to find common ground on certain issues, including the amount of tax revenue generated by north

jersey casinos that should be sent back to atlantic city to help make up for expected losses from competition within the state's own borders. >> right now about 50% of atlantic city customer base comes from central and north jersey, as well as new york. >> reporter: meantime, the senate and assembly are set to vote monday on their own version of the plan. at this point, there's no sign of a deal. in atlantic city, i'm ted greenberg, nbc 10 news. >> meantime, some help for atlantic city casinos is up to governor christie. today new jersey senators approved an aid package for the casinos to allow casinos to make lump sum payments instead of taxes for 15 years. the governor, however, vetoed an earlier bill just two months ago. new at 6:00, villanova university wants students to leave their hoverboards at home. the school's office for residence life sent out an e-mail saying hoverboards are banned from residence halls. the news comes after several

hoverboards have caught fire around the country. many other schools have already banned hoverboards, including king university in new jersey. one republican lawmaker is trying to strip bill cosby of his medal of freedom. paul gosar formally announced today he's introducing legislation to take the medal from cosby. the comedian was awarded the highest civilian honor back in 2002 from president george w. bush. cosby's charged with assaulting a woman in his montgomery county home. the congressman says taking away the medal will show that the u.s. will not tolerate such lewd behavior. tonight a bucks county man is accused of killing his aunt over money. police arrested jeffrey stafford for the murder of alyssa wilson. police say stafford's friend went to police and told him stafford told him he killed his aunt. he's also accused of stealing her car and selling her jewelry for cash. tomorrow is sentencing day for the contractor responsible for that building collapse that

killed six people in center city, philadelphia. the jury convicted griffin campbell of involuntary manslaughter back in october. campbell faced murder charges. prosecutors say he controlled this work site back in june of 2013. a four-story wall tumbled on to the salvation army thrift shop below, along with six people killed, 13 others were injured. more high school seniors in camden will receive their diploma this year. camden school's superintendent joined recent graduates and current students to celebrate the district's graduation rate today. 64% of camden seniors will graduate this spring, up from only 49% three years ago. alums from camden schools have advice for college-bound students about how to stay on the right path. >> just seemed one thing after another was coming after me, coming after me. i had to basically build up myself and know that i want this, there's nothing else i can do for my life except be

successful. that's what i continue to do, and that's where i am today. >> the superintendent says he is very proud of the district's progress, but he recognizes they have a lot of work to do. developers are ready to green light a $40 million building for a new shopping center in wilmington. developers unveiling their plan last night. the property will be built near wilmington's little italy neighborhood with luxury apartments and retail stores. the plans call for demolishing the shops on pennsylvania avenue. construction will be completed by 2018. next on nbc 10 at 6:00, a new city hall in one local town. the work is halfway done. one big problem, the city can't afford the other half. we'll explain what's next. also, king of veggies. dishing out a new favorite for a good cause. the warmup continues, but there's rain on the way. when you may need to bring your umbrella in my first alert forecast.

beach. >> reporter: these city services are out back now in trailers. i got a look at the old city building that's now gutted at the inside, a wrecking ball will soon handle the outside to make way for all new facilities. problem is, city leaders just learned the new facilities are going to cost about $2 million more than expected. not a fun surprise when the job needs to get started quickly. >> it was, it was, it was definitely a disappointment. >> reporter: so here's what happened. i'm told there were originally five bidders for this project but at the last minute three of the bidders, the lowest bidders, they pulled out to do other projects, which meant they had to use one of the higher cost developers, which meant they needed a couple million extra for the project or make cuts here and there. sharon lynn is city manager. she and others are scrambling to find the dough needed to turn this into this. it's a lot of dough. >> well, we're not going to find it in anybody's sock drawer, that's for sure. >> reporter: the city could spread out some costs into

future budget years and contractors are finding ways to find savings. the city hopes to have a plan by next week. they need to have the parking building done by may when summer crowds arrive. city officials promise it is all going to work out. >> it's going to happen. it's definitely going to happen. >> reporter: in rehoboth beach, tim furlong, nbc 10 news. now to a bridge battle brewing, residents say they've used this foot bridge over the newtown creek for decades to get from one side of the township to the other, but in recent weeks barriers have prevented them from getting to the other side. turns out two wood slats are missing. the township says it doesn't own the bridge and fixing it would make it liable for other repairs. residents just want the bridge fixed. >> simple thing to fix, got a township, got a borough, two sides. all it would take is one person to go in there either with a drill or a nail. >> the township says the bridge

is privately owned by two parties, one side wants it gone, the other owner can't be gone. for now the bridge will be closed. philadelphia's cheesesteak war has been brewing for decades. >> and today one of the city's most popular destinations added an unusual item to its menu, a vegetarian steak. pat's king of steaks handed out the free sandwiches as part of its guest chef series. >> we did some avocado, some mango, red onion, cilantro, broccoli rab, with some fresh red pepper, and then fried egg on top, and then sprinkled with some rolls. >> hold the cilantro for me, that much i know. can't do it. customers paid what they wanted for these sandwiches. pat's owner matched the

donation, gave the money to the national ovarian cancer coalition. so a great cause there. >> wonderful cause indeed. all right, glenn, still dealing with this nice warmup. >> yeah, we are going to be seeing temperatures go into the 50s just as we get into the weekend. what great timing. except we're going to be seeing some rain. the warming does continue through sunday, we are going to be seeing some rain on the weekend, definitely, but also definitely not going to be a total washout. and the next arctic blast is definitely coming in next week, maybe two arctic blasts next week. we have cloudy skies around here and seen that all day. 45 degrees, that's as warm as we've gotten, but that's still 12 degrees warmer than it was at this time yesterday with the clear skies, temperature was dropping pretty quickly. 32 for the high on tuesday, 40 yesterday, 45 today, and 48 tomorrow. then up into the 50s on saturday. maybe 60 on sunday. right now it's 28 in mount

pocono. only place with the clear skies as the temperatures are dropping quickly there, and other areas upper 30s to the mid 40s. not dropping a lot, because it's still cloudy, but nothing on the radar. there's been nothing on the radar all day close by. back to the west, different story, plenty of rain down towards the gulf coast, some of that is headed this way. for the weekend, go through the night tonight, find a lot of clouds around, but nothing falling from the skies on the future cast. then through most of the day tomorrow, too, it's cloudy, but it's dry. then in the evening, generally after most of you have dinner, that's when some light showers start to come in, and you can see during the day on saturday, not much of any kind of rain, but saturday looks pretty cloudy, too. it's going to be pretty mild. saturday got a good chance for some outdoor activities. then saturday night, that's a different story. again, generally after

dinnertime unless you're eating real late. here comes the rain, heavy at times overnight, and into sunday morning. a very wet sunday morning here. that's when we're going to get the greatest amount of rain, but it keeps moving and it may very well be out of here by the time we get to the middle of the day or at least early afternoon. so the end of sunday's looking decent and warm. cloudy, not as cold tonight, 44 for the low in philadelphia, 24 north and west. tomorrow, another day with lots of clouds, but temperatures above the average of 40. showers coming in at night, again, generally after dinner. and then on saturday, similar story, cloudy skies, even warmer. the showers coming in, generally at night. but heavy rain late saturday night and into sunday morning, then sunday afternoon up near 60 degrees if we get a little sun. then the arctic blast comes in on monday. really feel that. and another re-enforcing shot on wednesday.
