right now temperatures are in the teens and 20s and we could see our first flakes of the winter this afternoon. under arrest and headed to court. the camden county father charged with killing his 3-year-old son will be arraigned on murder charges. and state take over. atlantic city's financial woes are far from over. there is talk lawmakers want to take control of the gambling town. good morning. 4:00 a.m., this is nbc 10 news today. i'm tracy davidson. let's get right to meteorologist bill henley with his first alert forecast, talk about those snowflakes. >> we've been seeing a lot of the manmade stuff. the real stuff will fall from the sky during the afternoon including in the mountains.

it's certainly cold enough for snow with temperatures in the teens and 20s. 24 in philadelphia, we're running about 10 degrees colder than yesterday at this time. but i'm expecting a big warm-up before the snow showers move in. so we'll see snow falling but accumulation during the day is unlikely. the snow is in central and western pennsylvania. so we'll stay dry this morning. actually see some sunshine, too. 26 to start with, look at the fast warm-up by 9:00 this morning, 33 degrees above freezing at 9:00 with southeasterly winds becoming south-southwesterly at lunch time. those winds at 20 miles an hour will deliver the warmer air. 43 at noon time, that's before the showers move in this afternoon. we'll go through the forecast neighborhood by neighborhood to show you where snow showers are more likely some more likely than others. jessica boyington has your first alert traffic. >> that's right. we're watching the 42 freeway in new jersey right around runnemede around the new jersey

turnpike, exit ramp northbound from 55 to the walt whitman bridge. average 59 miles per hour. it's northbound lanes headed into philadelphia to get to the walt whitman bridge no problems there. 295, construction there to watch out for. otherwise everything is doing great. we're open on the vine street expressway again for the second time this week, normally we're closed between broad street and the schuylkill expressway. no detours there. at least for this morning. can't say that for the rest of the week. the schuylkill expressway is doing great. you can see we're in the green there east, westbound, 13 minutes at the most into center city from the blue route to the vine street expressway. tracy. >> 4:02, the first alert weather team is tracking snow. it could affect your commute depending when and where they start falling. katy zachry is in south philadelphia, pen dot is getting ready. this will be the first time we've seen salt on the roads, right? >> reporter: it's a cold morning, you realize how cold it

is and hearing we're going to get snow makes you feel colder. behind me is the penn dot salt yard. it's not active yet but give it a few hours and you can bet you'll see trucks loading up stalt. the timing on this one is a little tricky because we're told the snow will fall in the afternoon hours and should taper off by the evening. but the evening rush is smack dab in the middle of that. so, you have highway crews and city streets departments that will be treating the roads for the tens of thousands of drivers who will be commuting when this weather does turn and things could get dicey on the roadways. coming up at 4:30 we're going to check with a hardware store in the area and tell you why some of the owners of hardware stores are predicting an even worse snow this winter than years past. katy zachry, "nbc 10 news." >> today camden county father charged with murdering his 3-year-old son will be in court.

a grand jury indicted david creato jr. in october he told emergency responders that brendan, his boy, vanished and probably wandered off overnight. the 3-year-old was found dead hours later in a wooded area near the cooper river. his autopsy was inconclusive and the toxicology report came back with negative results. >> the autopsy performed with inconclusive results. a lot of toxicology with negative results. >> we don't know what caused the death. my client's accused we don't know what she accused of having done. >> creato jr. is expected to plead not guilty. community organizers are leading a walk for peace in response to the shooting of officer hartnett. here is a look where the walk will end. it's about 4:05, 24 degrees outside.

students from the academy at palumbo will hold a town hall on understanding islam. the event is to promote education over prejudice. police say the suspected gunman in the officer ambush told them that he committed the crime in the name of islam. now to the latest on that ambush investigation. police are trying to determine how the alleged shooter who was unemployed, managed to get a passport and pay for a long stay in the middle east. edward archer is charged with the attempted murder of officer jesse hartnett. police say he shot the officer at point blank range. archer took trips to egypt and saudi arabia in 2011 and 2012, and investigators want to know if the travel was funded by anyone with links to terrorism. authorities are also investigating whether there is a larger threat against philadelphia police. a tipster claims three other men linked to archer are even more dangerous. nbc news reports investigators know the names of two of those men, in the meantime, officer hartnett is being hailed for his

bravery under fire. >> and because of his heroic action literally under fire, the shooter was apprehended. this is an amazing example of "true grit." >> that's pat toomey recognizing the officer on the floor of the senate. officer hartnett is being treated for gunshot wounds to the arm. >> new jersey lawmakers are threatening to try to take over atlantic city's finances. the president of the senate says a resort can't keep asking for state bailouts. steve sweeney won't say when he may introduce a bill but lawmakers are tired of being asked for help. atlantic city should sell assets like the water company and the airport site to raise money. ac's mayor says the city has already made painful budget cuts and will continue to do so. sweeney's comments came hours after lawmakers reached a deal to ask voters to expand casinos

to north jersey. he may introduce a bill to authorize a november ballot question whether to build two new casinos, it's a kprom nice give to license holders willing to invest a minimum of $1 billion and half the gambling tax revenue from the casinos in north jersey would go to atlantic city. >> it's 4:07. today new jersey governor chris christie will leave the campaign trail to deliver his state of the state adrerks nbc 10's matt delucia is live in trenton with detail what is we can expect to hear. >> reporter: i was talking to local analysts who think that this state of the state address should sound different in the fact it servings as more of a campaign speech, this is the first state of the state that govern christie has given since announcing his run for president. nonetheless christie is still the governor of new jersey and some have criticized him for not spending more time in the state.

he has been on the campaign trail and in new hampshire yesterday, and now for today's address christie's office said the governor plans to propose new initiatives on education, health care and drug treatment. all while his approval rating here has reached an all-time low. christie's address happens later this afternoon here at the state house and coming up at 5:00 i'm looking into more what the speech could do for christie's presidential aspirations, one thing is clear, he is expected to be back on the campaign trail tomorrow. live in trenton, matt delucia, "nbc 10 news." >> i want us to be able when we walk out this door to say we couldn't think of anything else. >> that's a preview of tonight's state of the union address. president obama's final one in office. coming up we'll have details on what topics the president will be covering. >> it's 4:08. 24 degrees in philadelphia. happening today the pennsylvania state senate will consider whether to remove the embattled state attorney general from

office because she doesn't have a valid law license. kathleen kane is trying to get her license back. she filed a petition arguing one of the supreme court justices who voted to suspend her license was involved in a scandal that she helped uncover. and that raises questions of impartiality. the court suspended kane's license in september after she was charged with leaking grand jury information and lying about it. also today, the chairman of montgomery county's commissioners is expected to make a formal announcement that he is running to be pennsylvania's next state attorney general. he will join at least three other democrats competing for kane's seat. that's josh shapiro. nine minutes after 4:00. temperatures coming way down. it's a colder start and i'm tracking snow showers this morning. they are to our west. we won't see the snow this morning. but it will arrive this

afternoon, just as temperatures are turning warmer. we'll be above freezing. so it's going to be one of those events during the day we see snow coming down, with little to no accumulation. the temperatures will be too warm. but this evening there may be a few residual showers in the area, and with the temperatures coming down that's when we could see some areas picking up a dusting of snow. 19 degrees right now in read, 24 in philadelphia, and cape may 25. not everybody is seeing the cloud cover, it's dry for now in center city, that's a live view from center city. clouds are starting to move in. they have taken over for western and central pennsylvania, and this is where the snow, light snow is falling this morning. it's making some progress, it's steadier in western pennsylvania so it still has territory to cover before it moves in. it will be moving in, the temperatures will be moving up. 40 degrees in reading and quakertown, snow could be starting right around the lunch time hour in allentown, 39 degrees this afternoon. should be above freezing at lunch time.

doylestown, norristown in the 40s along with trenton at 45 degrees. some scattered snow showers possible this afternoon. as you go farther south and east this is where the snow changes over to rain. so some scattered rain showers, upper 40s for atlantic city and cape may, vineland 46, near 50 in dover and middle 40s for wilmington, drexel hill and philadelphia. most of the day it's going to be dry. all morning long it will be dry with some scattered showers this afternoon. could see a rain/snow mix for philadelphia and swedesboro this afternoon. we're talking light showers today. and that chance of showers this evening. going to take a closer look at that hour by hour the futurecast when i'm back in 10 minutes. >> see you then. 11 past 4. about the time you get out the door, let's check the roads. heat up your car first. that's a hint. what are you seeing? >> some good advice. and listen to me, watch out for construction and ramp closures in new jersey, on the 295 southbound ramp to the 42

freeway. northbound that will be closed until 5:00 a.m. so another 15 minutes or so at least for that. watch out for crews on the scene. 95 a lot of construction, northbound around girard avenue and southbound ramp at aramingo avenue are closed for construction. and on 95 northbound between broad street and the walt whitman bridge the right lane is closed for that construction. you can see our drive times are okay, the biggest one usually where we see volume and delay is the southbound into center city from woodhaven road but we're only 13 minutes now. >> attacked by the side of the road. check out this surveillance video showing the violent attack and hear from the husband and wife beaten by a complete stranger. >> one last walk along the streets of south philadelphia. the circus plans to permanently detour its elephants.

>> we're following this breaking news just in from overseas. explosion at a popular tourist spot in turkey leaves several people hurt. police have seal off the area in case there is another explosion. there were two deadly bombing attacks in turkey last year, the cause of this blast is under investigation. you can count on nbc 10 to follow this all morning long. we'll bring you new information as we get it on air and on our nbc 10 news app. the owner of philadelphia's biggest newspapers is donating them to a newly formed nonprofit. jerry lenfest announced last night. he's giving $20 million to help endow the new operation but much more money would be needed. he bought the news company for $88 million in 2014, readers are

not expected to see changes right away. philadelphia police looking for the driver who attack add couple on the side of the road. the victims say road rage may have triggered the attack. this is surveillance video of the attack at fifth street and the roosevelt boulevard yesterday afternoon. tammy sally says that a man jumped out of a truck and started punching her 61-year-old husband adolph rivers. >> hitting my husband in the face. >> my wife like please, please, stop. he slug her to the ground. >> the couple claims they pulled on to fifth street ahead of the suspect and stopped to let him pass. they will be okay. police are looking for the driver after white chevy pickup seen in the video. they say the driver will likely face assault charges. >> happening today army sergeant bowe bergdahl will be in court on charges of desertion and endangering his fellow soldiers. he is facing a military court-martial that could end

with a sentence of life in prison. he disappeared from his base in 2009, the taliban captured and held him captive for nearly five years, then he was released in may of 2014 as part of a prisoner swap. >> it's 4:17. the formal process to extradite elshapo guzman to the u.s. will probably take a year or more. meantime, we're getting a first-hand look at the raid that was the beginning of the end for the mexican drug lord. this video was released by the mexican government. the mexican marines. el chapo managed to get away during this shoot-out on friday but was later captured on a highway. five people were killed in the raid, six others arrested. el chapo made one last effort to escape from this safe house through an underground tunnel. he add been on the run since breaking out of prison six months ago. in october el chapo had a secret

meeting with actor sean penn. the meeting was arranged by an actress who once played a drug lord on mexican tv. rolling stone says castillo tweeted about guzman and he reached out to her to discuss the idea of making a movie about his life. she connected with penn and they traveled to mexico to meet with el chapo. three months later authorities were able to track el chapo to his hideout balls of the secret meeting but sean penn play in order role in leading up to the raid. penn says he has no regrets about his visit. >> back at home it's the end of an era for the ringling brothers circus. the last time to see the elephants in philadelphia will be february. they are retiring in may. they were not supposed to come off the road for another year and a half but the circus says it was able to -- it was able to build facilities for the animals more quickly than expected. they will call this 200-acre

site in florida their permanent home. activists are happy but it is bittersweet for the circus. >> this just makes good sense for the company to make this decision, cut it off, move on to the new business model that does not rely on exploiting elephants. >> with anything that involves progress there's -- it's a double-sided coin. >> 11 elephants currently tour for the circus. >> look at this video. rescue crews rushed to save three deer trapped in an icy river in poland. it took two hours, boats and man power. two of the deer were saved and returned to a forest. probably following their gps. that happens a lot. 20 minutes after 4:00, it is cold. but it's not windy. the wind has died down. that changes this morning. the wind kicks in and will deliver warmer air.

24 degrees right now in philadelphia. it's 9 degrees cooler than yesterday at this time. completely dry on 95 in south philadelphia, it is going to stay dry all morning long. it's this afternoon that's when we'll see snow showers. this morning we've got the cold. teens and 20s, much colder than yesterday morning. 21 degrees at the airport, brandywine, look at phoenixville, chester springs, different township all in the teens right now. the temperatures will be climbing ahead of the snow showers. the snow falling just to the northwest of harrisburg, this is very light snow. and the first of the snow will show up on the radar screen but it's falling into dry air. this is going to take time to make it to the ground and once it does the temperature kansas for much of our area will be too warm to see accumulation. you see the snow is looking a little more impressive in western pennsylvania. if we do see any precipitation accumulate most likely happen farther north and west or this evening. show you what i mean. 4:00 this afternoon, could be

some cold spots, you might see a dusting in allentown or reading. it's showing zero which means it's below one inch. into the evening hours, temperatures get a bit cooler, we could see a dusting on some of the colder surfaces, cars by 8:00 this evening and even in the philadelphia area, it's really more likely north and west. we could get a snow shower that could pop up with a quick inch or two in some areas. there is a chance of that this evening. by 11:00 this evening the system is out of here, smite snow on the ground during the evening hours, but not during the day. scattered snow showers but look at those temperatures, the wind picks up a breezy afternoon to warm us in the 40s today. don't get used to the 40s, the snow will be moving out and the temperatures coming down. i've got the seven-day forecast in the next half hour. >> bill, we'll see you then. thanks for that. it's 4:21. let's check your ride to work. jessica boyington has a look at the drive times on the pennsylvania turnpike. >> yeah, tracy, we have a lot of

construction to talk about. we also need to check out majors and make sure they are moving okay. the you can see the p.a. turnpike we're pretty much in the green right now. no problems 22 minutes, 23 minutes at the most on the eastbound side from valley forge to route 1 so good to go there. heading into new jersey turnpike around the delaware memorial bridge no problems. we're okay. either direction. so approaching delaware memorial bridge heading into delaware or back into new jersey from delaware you'll be just fine. for the rest of the area bridges, we're clear. no scheduled openings for now, on the burlington bristol and the tacony palmyra and no problems from the ben. >> it's 4:22. a grieving mother from camden is on a mission. >> this is where my son took his last breath. >> hear what she is promising to do following t ing thing the sh of her son. lawmakers approved to up the age to buy cigarettes. whal still has to happen before the change becomes law.

>> it's 4:25. 24 degrees outside. a bill is headed to governor chris christie's desk that would raise the age to buy cigarettes in new jersey. the state assembly approved a measure that would raise the smoking age from 19 to 21. governor christie has not said whether he will sign it. currently hawaii is the only state with a smoking age of 21 or higher. similar law exist in new york city as well. today the eagles head coaching search will take a break while jeff lurie meets with his fellow owners. reports say the birds have no other coaching interviews planned right now. the eagles interviewed tom coughlin yesterday. he won two super bowls with the

giants. he resigned last week after three straight losing seasons. reports say the 49ers will also interview coughlin. so here are the six candidates so far. they met with doug peterson on sunday, adam gase took the dolphin job on saturday. now chip kelly's firing triggered the search. mayoral ree merrill seemed to have trouble getting along with his team. >> a bright guy with tremendous everybody felt this was the next genius but i don't think anybody really knew him. i have already spoken with the three more than i did with chip in three years. >> kelly's name has been mentioned for several coaching job openings in the nfl and in the college football. >> now to south jersey where carli lloyd, the pride of burlington county has a top honor in soccer.
