the fbi director now says they are not looking for any other suspects in connection with the shooting and in is no indication edward archer was part of an organized terror cell. right now at 5:00, nbc 10's lauren mayk joins us live at police headquarters. lauren, what's the latest on the investigation? >> reporter: the fbi director today said they are still looking to understand motives, still investigating edward archer's travel, and they are investigating this as a terrorist attack. however, i heard from other federal and local officials today and not everyone is putting a label on it. the attack left a police officer with three bullet wounds as he fired back. >> i just think his actions that night were nothing short of heroic. >> reporter: senator pat toomey didn't mince words. >> make no mistake about it, this was a terrorist attack. >> reporter: as for the suspect -- >> what we know is he has declared his allegiance to isis,

said the attack was in the name of islam, that he had been radicalized. >> reporter: but he said he doesn't know how the radicalization happened. another senator also briefed by the fbi hesitated to offer a label for what happened. >> i'm going to leave it to the security professionals to make definitive determinations about what happened, why it happened. i think that's still pretty early. >> reporter: amid the questions of what to call it, philadelphia police commissioner richard ross imploring not to forget who it left bleeding on a philadelphia street. >> every day he's getting a little better, but he has a lot of recovery ahead of him. >> reporter: the commissioner was asked about concerns the officer could lose his arm. >> i don't think that's the case, but he did sustain some significant damage. >> reporter: and whatever you call it, he warns the run-in with the man in this video could leave more than just physical damage. >> we're worried about his healing as a whole. >> reporter: the commissioner here really stressing the

psychological impact for officer hartnett. physically the officer is awaiting more surgery. he also did get visits today from senator toomey and from the fbi director. live in center city, i'm lauren mayk, nbc 10 news. and tonight, local leaders are holding what they call an emergency community meeting to discuss last week's ambush and the ongoing terror investigation. leaders want to focus on neighborhood safety and mental health issues. also tonight, a new chapter in the powerball excitement. last night we were all hoping to win that historic jackpot and now we're all wondering who bought those three winning tickets. we know they were sold in munford, tennessee, melbourne beach, florida, and chino hills, california. also stores in our area sold tickets worth $1 and $2 million. deanna durante will have more on that coming up, but we begin in chino hills, california, where

someone is splitting the jackpot three ways. you're watching nbc's jennifer bjorklund live. still waiting for the mysterious millionaire to come forward. >> right, and that person has quite a while to do it. we're not expecting that person or persons or whoever is holding that very valuable tiny little slip of paper to come forward, but, you know, we're all still just sort of hoping to get a glimpse of the lucky, lucky person. maybe some of that will rub off on us. the owner of this 7-eleven got his novelty check, that big fake check they hand you that you have to try to imagine someone taking into a bank. that was a million dollars for selling that ticket to the jackpot. he says he was at home when a friend called to tell him that someone in chino hills had won the jackpot. he turned on the tv and saw his store on there. as soon as word got out, which was pretty much right after the drawing, this 7-eleven turned into an impromptu block party

and lasted all night. there were people here in the parking lot, in the store all night celebrating. people chanting chino hills, cheering, hoping they had the first billionaire lottery winner, but within a few hours the jackpot was cut from $1.6 billion to $528 million each. still not too shabby. and again, no one really expects the winner to show up here. that would be pretty bad advice if someone advised person to do them. sign the ticket, hide it somewhere, first person you should tell is a very competent tax attorney and nobody else until you have all your ducks in a row. keith, back to you. >> you bring up a good point, don't lose the tiny piece of paper, too. >> reporter: yes, very valuable. >> jennifer bjorklund live for us in california. thank you so much. here's a look back at local stores who sold smaller powerball prizes. in south jersey a $2 million

is becoming a favorite. >> makes you shake off the weight. >> reporter: at 78 years old, she likes trying new things and get free rides from home. many of these activities wouldn't be possible without all those lottery tickets, especially the losing ones. for each ticket sold the winner gets 62 cents, 29 cents goes to senior programs in pennsylvania. statewide centers provide 8.+q4 million meals and folks get to senior centers and grocery stores with the help of free bus rides, more than 44 million of them. and the lotto says in addition to property tax relief and resident rebates, back in 2013-2014, more than 20,000 older residents were given long-term care thanks to those worthless lottery tickets, the money you spent not going unnoticed by these folks. >> keep buying. you'll win one day, and we're winning from your buying. >> reporter: so even though we

i.c.e. confirmed five people were detained in norristown. i.c.e. says it doesn't conduct raids, but apprehends people in the country illegally who are criminals, gang members, and threats to public safety. still, immigrant officials are saying the families are afraid of deportation sometimes so much that they keep their children out of schools. >> these are, you know, students, students who need to go to school and create stress in the children. >> kids are trying to make sure families know their rights, including they don't have to open their doors to authorities without a warrant. a grand jury charged a philadelphia man with kidnapping two people to get atm access. 40-year-old nathaniel rodriguez was arrested after police say they were able to track one of the victim's cell phones to him. police say in that incident rodriguez forced a doctor into

her car inside a center city parking garage and drove to a gas station where security video shows them unsuccessfully trying to get money from an atm. meanwhile, two university of delaware students had their purses stolen. newark police say this is one of the two men who did it. the girls were walking in wilbur street tuesday when the two guys snatched their bags. one girl tried to fight back. one of the men then punched her in the face. police tracked them down after they allegedly used the girls' credit cards at several stores. this is the car they were driving, a gray or maybe a silver mercury mountaineer. if you can help, call police. tonight chip kelly has a new job while the eagles are still empty handed. the potential coach that took his name out of the running and who's still on the short list. plus, protecting your valuables. how officers in south jersey are using a new type of technology to help you get your stolen stuff back.

aerial refuelling planes. this is the picture of it. the kc-49 tanker, rather, the kc-46 tanker. one of 11 candidates that could get the tankers in 2018. the tankers are right now about 50 years old. members of local law enforcement got a lesson in a new high-tech way to protect your property from thieves. it's called dna asset marking. today police in burlington county got a lesson in how to use it. after purchasing a kit, the technology allows you to mark your valuables with dna, then register with police in case the items are ever stolen. >> that item, that jewelry or electronic device or anything like that is ever recovered, police trained today know now how to recover that mark and sent it to our labs for identification of the rightful owners of that property. >> the technology is already in use in camden county. have you heard about this now, two cities put new jersey at the top of the list for the

highest foreclosure rates in the country. the rest of the region isn't doing too much better. tim furlong joins us live now in wilmington to explain. hey, tim, what gives? >> reporter: yeah, i've been reading through the report, it's interesting if you get a chance to look at it. nationally the results are positive. more americans are able to keep their homes, able to pay their mortgage, reality track indicates nationally pre-recession levels, but in our viewing area the picture isn't so pretty. take a look, with all the casino closing and layoffs, atlantic city leads the way for all areas nationwide in terms of foreclosure rate. trenton came in second. the state of pennsylvania was tenth in the country for its foreclosure rate and the state of delaware is actually number six on the list. we caught up with a few minutes ago with an attorney who's helped many clients through the foreclosure process. i asked him what's happening in delaware that's had so many people foreclosing when so many people nationally are able to keep their homes. delaware problem is specific, sandwich generation, folks find

going to impact the rest of your weekend and if you have monday off for martin luther king day, we have much colder air moving in for that. a look at the forecast coming up. here are some of the other stories making headlines. family and friends said a final good-bye in north philadelphia today to a pregnant mother and her young son who died trying to escape a house fire. last friday morning elizabeth perez went back into her burning home to try to rescue her 2 year old son. firefighters found the mother with her son in her arms outside a bedroom. two philadelphia police officers were recovering from a hit-and-run crash that landed the other driver under arrest. investigators believe the driver was under the influence when he ran a red light in kensington, slammed into the police cruiser, then jumped out of his car and ran off. the two officers chased him down and arrested him. they suffered minor injuries but are expected to be okay. philadelphia's newly hired police commissioner is headed to

drexel university. charles ramsey accepted a fellowship there. he'll be a part of the university's department of criminology and justice studies. this is the second job that ramsey's picked up since retiring this month. he's working as a consultant for the wilmington police department. amazon employees in north jersey are getting hurt at work and the company isn't reporting it. that's according to federal regulators. our partners at the philadelphia business journal say osha has been investigating the warehouse since july. they say at least 26 injuries weren't reported. amazon flatly denies the allegations. a spokesman told the seattle newspaper, "we take safety very seriously. we do not agree with the findings and will be contesting the citation." from our delaware bureau, christina school board making another attempt to raise money

for the district, the third attempt in a year to pass a referendum. the proposal raises property taxes by 30% for every $100 of a assessed property value, less than the last two proposals. the district hopes to raise more than $16 million. delaware met charter school in wilmington is expected to close its doors soon and that means dozens of students will have to be absorbed into new schools and that will likely cause more budget problems. staying in delaware now, students will not be able to opt out of standardized tests. today delaware lawmakers voted not to override the governor's veto of a bill allowing that option. the legislation would have allowed students to skip state tests without any repercussions. the smarter balanced test is the new standarded test of delaware, takes eight hours over a few days to complete and asks questions in ways that some kids aren't used to. switching gears, "the sound of music" filled the halls today

this is nbc 10 news. >> your fate with me, the both of you would be on the train home. >> millions remember him best from the harry potter films, dark arts teacher snape. alan rickman has died. his family said today the actor lost his battle with cancer. he's survived by his partner of 50 years. the two recently married. rickman was 69 years old. off his big win at the golden globes sunday, sylvester stallone is looking to take home an even bigger prize at this year's academy awards. >> sylvester stallone in "creed." >> stallone was nominated for best supporting actor for his reprised role as rocky balboa in "creed." this is stallone's third nomination for the franchise.

we have an update on some breaking news that sky force 10 was over in trenton a short time ago. nbc 10 has learned an elderly woman has been found dead after a fire at this apartment building for seniors. this building, what you're looking at here, on south broad street. we're working to find out more at the moment, but again an elderly woman is dead after this fire at an apartment building for seniors. this is in trenton. advocates are calling for more transparency after a new analysis shows more than 90% of u.s. college campuses reported zero rapes in 2014. under a 2013 law, campuses are required to report rapes and dating violence.

hold an open forum on the issue next month. republican presidential candidates face off tonight in a debate, we're just three weeks away from the iowa caucuses with the gop field still deeply divided. joining us now with insight, jim schultz, regional field director for the bush campaign in 2004, served as jfrl counsel for the commonwealth of pennsylvania and worked for the eastern district of pa. always good to see you. >> thanks for having me on. >> nikki haley targeted donald trump after the state of the union address. many of us saw that. what effect do you think that will have on trump tonight? >> i don't think it will have any impact at all on trump. in fact, i think he will continue with the normal bluster that we've seen throughout this candidacy, and he may take a shot at governor haley along the way. the stakes in iowa are very

high. i think what you're going to see out of donald trump and ted cruz are some jabs taken at one another. i think you're going to see donald trump taking shots at cruz, challenging whether he's a united states citizen and you'll see cruz calling trump liberal new yorker. >> that's a good segue right there. ted cruz not reporting two loans from goldman sacks and citi bank while running for senate. does his move there make him more vulnerable than before? >> i think the general public expects transparency, so to that end, yes, i think it will have some impact on cruz and he'll have some questions to answer. long-term whether the fec makes a determination and penalties come, remains to be seen, but he's said they are going to amend the filing and deal with the matter appropriately, but he will have questions to answer. >> let's talk about chris christie, back on the big stage tonight. we've heard a lot of buzz about

this. is this debate make or break for him? >> it's a real opportunity for governor christie, especially in the wake of president obama's state of the union the other night to capitalize on his experience in dealing with terrorism. i think he will respond to the issue by pointing out that an obama -- or hillary clinton presidency is just a third obama term as it pe tans to foreign policy and dealing with terrorism and he'll say the president not saying that isis is not a national threat is dead wrong and that maybe we should be asking the families of the folks in san bernardino, paris, and other victims of terrorism around the country. >> a lot we will learn tonight in north carolina. political analyst jim schultz, thank you so much for your time. >> thanks for having me on. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, today we are about 15 to 20 degrees warmer across the area than we were yesterday.

so the warmup has begun. tomorrow we will be in the 50s, not something the ski resorts look forward to, the warmer temperatures, but a lot of people out there enjoying blue mountain ski resort, a lot of snowboarders out there this evening, but don't worry because it will get colder again. until then, tracking rain friday night and to start the weekend, but into the end of your weekend, especially martin luther king day, we have some arctic air moving back in. it's going to be really cold again. live look at center city, good conditions, 45 degrees, mostly cloudy. 18 degrees warmer right now than yesterday at this time so that warming trend will stay in the forecast. 27 in the poconos, 38 allentown, 39 in pottstown, about the mid 40s through delaware, but atlantic city is sitting at 50 degrees, so one of the milder spots in the area. dry, no rain just yet, but if we look to the south and west, a

lot of moisture there, so that's our next system brewing in the gulf. eventually it will become a nor'easter and that's going to happen quickly. as early as tomorrow night we'll be seeing rain from it. too warm for anything but rain. future weather showing us staying dry tonight, the wind is taking a different direction tomorrow, more of a south wind. by tomorrow afternoon we'll be milder in the 50s for most of the area. now here is friday night at 9:00 p.m. heavy rain could be moving up through the philadelphia area, south jersey and delaware. by midnight we expect more widespread rain, and then early saturday morning, this is around 8:00, we could have some rain left over from this. after that, though, we clear out for the rest of your saturday. not all of saturday by any means is going to be wet. the low will move offshore quickly, setting us up for a different weather pattern come sunday. we'll see wind direction shift in from the northwest, colder

tonight, concerns about a stretch of long beach island that's vulnerable to winter storms. that's because a major dredging contractor suspended beach rebuilding operations. the contractor is said to have abandoned new jersey during nor'easter season. ted greenberg explains. >> when that wind blows, you're

scared. >> reporter: with only a narrow stretch of sand between his house and the ocean, ed newman says the water he cherishes also causes extreme worry. >> get up in the morning and thank god to see the ocean's still further out. >> reporter: he says his home and others on the southern end of long beach island, which was hit hard by hurricane sandy, were left vulnerable to winter storms after a dredging company suspended a federal beach protection project here last month and moved its equipment to projects in other states. it's not expected to return here until march. >> we could see, you know, significant damage both to homes and infrastructure in a major storm. >> reporter: the head of new jersey environmental protection says he's urged the company and the u.s. army corps of engineers to resume the work without success. >> we're upset by this. we wish they'd do the right thing. >> reporter: but the d.e.p. admits great lakes was within their contractual rights. the company made other plans
