still cold, still going to feel cold tomorrow morning, too, but as we go towards the end of the week we are watching that winter storm that we've been telling you about. so, of course, we are keeping a very close eye on that. >> sheena, on a lot of people's minds, as you said, so much talk about the threat of a winter storm, the first for our season here. >> could be big, maybe not. different si their owes. explain what's changing, sheena. >> we are still several days out, the computer models change closer to the storm, also based on other weather patterns occurring, so it is typical to see the models go back and forth as we try to get a better grasp on the storm. now we have two scenarios, very small shift in the track will mean a bigger difference for part of the area. this is the first scenario, the storm track closer to shore, so this is what that would eventually do late friday, we'd heavy snow across part of the area with the storm track closer

to shore, even as we go through saturday and moving away as we go through sunday, so what that would mean, philadelphia snow to a mix and along the shore snow to rain. then we have the second scenario, a slightly different track. we're not talking about a big difference, but that would be causing big differences across the area. that's the second scenario, storm tracks farther offshore or south. so now we go into midnight saturday, the snow still approaching the area, there you see the storm track farther south and farther offshore, we'd still be seeing snow across the area, but the placement of the snow as we go into late saturday would be a little different. north and west of philadelphia, lehigh valley, least amount of snow. philadelphia expecting snow, new jersey and delaware expecting the heavier of the snow and a majority of it being snow, not that changeover to rain like i showed you in the first scenario. yeah, we are looking at a couple different situations, either way, still tracking a winter storm and over the rest of the

afternoon rush hour, and this is the reason why. this tractor trailer filled with oranges flipped over on the northeast extension, causing a lot of headaches for drivers this afternoon. the southbound lanes near the lancedale exit are closed and will stay that way another hour. drivers heading south are being detoured. northbound lanes are not affected. the driver of this rig was taken to the hospital, state police telling us these lanes should remain closed until at least 5:00 this afternoon. all right, the eagles introduced their new head coach today and doug pederson is starting out optimistically saying he thinks the birds can win the afc east and make a playoff run. tim furlong was there and talked to fans about the change in command. tim is outside the novacare complex this afternoon. tim, also seemed genuinely happy to be back in philadelphia. >> reporter: yeah, i don't want this to sound bad, but sounds

last week. the driver got into an argument with another driver on north 5th street. it escalated when they both got out of their cars. the suspect punched the victim several times and even threw the man's wife in the orange coat into the street. last week we talked to the two victims not long after that road rage attack. they said they can't believe someone beat them up for pulling out in front of them. a chester county pastor accused of raping and impregnating a teenaged girl is back in the united states today and in custody. it's unclear right now when jacob malone will be brought back to pennsylvania to face charges. authorities arrested him in new jersey yesterday after he arrived on a flight from south america. malone worked at the calvary fellowship church in downingtown before resigning last november. the state revoked the license of a philadelphia funeral director months after authorities say they found three decomposing bodies in her garage. back in november janet powell was arrested on several charges,

including abuse of a corpse. she ran powell mortuary services in north philadelphia. officers say they were called to her garage after neighbors smelled a foul odor and stumbled across the corpses there. this just in, wall street rebounded in the last 30 minutes to finish on a positive note. the markets just closed. here's a live look at the closing numbers, dow closed up, this is a positive step for wall street, which had the worst start to a new year ever. here at home, pennsylvania lawmakers back to work without a budget once again. the senate returned for its first voting session of the new year. governor tom wolf plans to deliver his second budget proposal in about three weeks. the state's been without a budget for the past seven months. deficits will continue to rise, that's the word from the congressional budget office

today. a new report shows it will climb to $544 billion. the report also states a projected economic growth of 2.7%. that is lower than expected. what's worse is the cbo is predicting deficits to climb in each of the next ten years to a total of $9.4 trillion. that's also worse than originally projected. the u.s. supreme court has agreed to review president obama's executive order on immigration. the president's order allowed 5 million immigrants to live and work legally in the u.s., but some lower court rulings blocked the order. the justices will likely hear the case in april and decide by late june. to decision 2016 now. republican presidential front-runner donald trump is in iowa, where he says he's going to make a big announcement. there's speculation that announcement will be an endorsement from sarah palin. earlier in the day john wayne's daughter endorsed trump. trump refused to comment on what

his announcement would be later in the day, but the speculation is focused on the possibility sarah palin will throw her support behind trump. trump has said he's a big fan of the former alaska governor and have the shl nominee. you'll remember palin endorsed ted cruz in his senate run. today cruz made a stop in a new hampshire country store, but back in iowa cruz's campaign took a hit when the republican governor came out against cruz's candidacy, calling cruz an opponent of renewable biofuels and hopes cruz is defeated. >> supported renewable fuels and i believe that would be a big mistake for iowa to support it. >> the iowa caucus is february 1st, just about 13 days away. on the democratic side, hillary clinton continues to hold a lead on bernie sanders, but he is gaining support. >> a new poll released today shows sanders gained nine points in the last month. today sanders returned to iowa to campaign, dismissing claims

from clinton that she is the strongest candidate against potential republicans. >> today the inevitable candidate does not look quite so inevitable as she did eight and a half months ago. >> both campaigns acknowledge the race is tightening in iowa and new hampshire. investigators are looking into whether rain played a part in this deadly accident involving a greyhound bus in san jose, california. the bus ended up on its side as you see there and on top of that median. this was during a rainy commute this morning. two people were killed and nearly 20 others hurt. the crash snarled traffic for miles. tax season is under way. this is the first day the irs is accepting returns. you have an extra three days this year. the traditional date of april 15th falls on a holiday in washington, d.c., so the deadline was pushed back to the next business day, which is monday, april 18th. the irs expects more than 70% of

taxpayers to get a refund this year. from our south jersey bureau this afternoon, the next step of a redevelopment project at rowan university will be in the spotlight tonight. a public meeting is being held to discuss a new phase of construction along rowan boulevard. the plans call for a parking garage and three new buildings for student housing and classrooms. the project is designed to help link the university with downtown glassboro. if you rode the cape may louuciferry last year, you're f from alone. the delaware river and bay authority says because of the improved economy and favorable weather. police officers throughout montgomery county received some hands-on bomb safety training today. about 30 officers from throughout the area were at arcadia university. the university has a crime scene house on campus. today the bomb squad unit from the montgomery county sheriff's office set it up with booby

traps to show local departments what they might encounter. >> various agencies of police officers are here today and what we're doing is showing them if they are going into somebody's house, the dangers that they can come across. >> the bomb safety seminar runs tomorrow and thursday with two new batches of officers. not much beats a hot meal on a cold day like this one. the salvation army is providing people with the cooking skills needed to land jobs in local kitchens. nbc 10 was in winfield heights today where we got a look at the suits on program, it helps find them jobs after graduation. an added bonus, the salvation army raises funds by selling the food the students are making. >> sell our soups to various restaurants, supermarkets, we have our catering, which we sell to individuals. we have a pretty high end catering business. >> more than 400 students have graduated from the soups on

program and went on to find jobs. it is a chilly but fun day out on the ice at the blue cross riverrink for the one skater out there. live at penn's landing, pretty good skater, too, i'll add. early today students took part in the rink's good skates program. every tuesday and thursday students come to learn how to skate for free. the program runs through february 11th. seems like a good person to learn from. >> you bet. cold, though, right? >> you think so, but i guess skaters are used to it. >> maybe that warms you up. anyway, could soon be more wintery out there with a threat of snow in the forecast and local towns are getting ready now. doug shimell live in lower providence township with more for us. doug? >> reporter: you know, for a lot of small boroughs and townships it's a small line between a budget surplus, which many have because we've had no winter, and red ink.

>> our town is built on a hill, so it's pretty tough for us. >> reporter: with no winter to show for being late january, spring city knew this year's nonwinter wouldn't last long. >> really lucky, very, very mild compared to most winters and we need a reprieve. >> reporter: two trucks and two workers who have been busy putting hydraulic fluid into the plows that took a beating during last year's endless winter. >> we went through some equipment last year and the year before cutting edges, plow pumps, spreaders. we went through quite a bit of money just with replacing some of the smaller equipment. >> reporter: bur roug manager saw last year's snowstorms put him $12,000 over budget with a town with a limited tax base and know this winter's budget surplus may not last long. >> few times salting, then, of course, watched the weather

forecast and not so sure how lucky we are now. >> reporter: they say they have a reserve fund in case what they budgeted runs out. doug shimell, nbc 10 news. >> so it's a waiting game until we get further into the week as to what exactly we're going to be dealing with in the way of snow and rain, but we know it's cold out there now, right, sheena? >> yeah, it is cold and very windy. it's going to keep fielding colder through tonight. another cold night tonight, but yes, everyone is paying very close attention to the winter storm by the end of the week. now it's one of the tracks plays out, i think the poconos will love it, but then we have a second track that maybe wouldn't give the poconos so much, so we are talking about some model uncertainty here. we will show you that, i'll show you that in just a second and we do expect snowfall across part of the area, still with both of these tracks but some parts will

be possibly seeing it more than others, but again i'll show you that in just a second. complicated with so many days out still. 29 degrees right now in philadelphia, winds are gusting close to 30, but sustained at 20 making it feel like 16 degrees outside. the rest of the area mostly feels like the teens, 12 degrees in dover and wilmington, feels like 4 up in the poconos. feels like 13 degrees in millville and georgetown. windy through tonight, too, gusty winds staying in place. right now nice and dry. as we go into tomorrow night, area of snow across parts of missouri that we're going to be watching closely. with this one we'll only see maybe some light snow showers late tomorrow, so i don't think that's going to be a big deal. winter storm for the end of the week is around the pacific northwest, that moisture you see eventually will be organizing and moving towards our area by friday, into saturday. we'll show you that in just a second. feels like temperatures through tonight, though, since it will be windy will be around feeling like 15 degrees by 8:00 tomorrow

morning through the philadelphia area. tomorrow night, though, feeling like the mid to low 20s, but there you see light snow showers moving through. don't be surprised if you see that late tomorrow. then we go into friday. this is the first scenario, storm track would put it closer to shore and here's what it would mean for the area, more snow as you get farther inland as we go from friday night into saturday. there's saturday 8:00 a.m., heaviest amounts north and west of philadelphia, so that would be the first scenario in this situation, areas north and west, heaviest snow, philadelphia areas snow to wintery mix through saturday. new jersey and delaware starting as snow and could see it transition over to rain on saturday. scenario two, the storm will be farther offshore, so we are seeing this with our computer models now as we go into midnight, slower to see that snow approaching, then we go into early saturday, saturday afternoon, not so much heavy snow anymore. that storm track is farther offshore but will be giving

quite a difference to the area, then we would expect the least amount of snow north and west of philadelphia, poconos wouldn't be happy about that situation. philadelphia we'd see the snow around, new jersey and delaware would be seeing the heaviest of the snow, so you see not a big difference in the track when you look at one compared to the other, but that track does influence where the precip fall and that would be giving up a bigger difference based on the two tracks. of course, more updates the rest of this week, as well. tonight windy and cold, temperatures around 19 degrees, philadelphia 15 areas north and west. tomorrow not as cold and windy, chance of late day snow showers. mostly at night i don't think it will be a big deal, 37 degrees for philadelphia, wednesday, thursday, not too bad, sunny and cold thursday, but then friday we'll be watching that storm approaching. so areas south will start to see the snow move in first as we go into friday night. again, going to depend on the track but either way it does look like we are going to be watching that snowstorm move up

here's a police chase with a twist. officers in los angeles spin that driver out only to end up in a four legged pursuit. look at that. several dogs in the car make a run for it and down the highway they go. officers were eventually able to round them up. animal control is caring for six dogs now and the suspect is in custody. these frigid temperatures

have created a new lawn decoration craze in minneapolis. >> one neighborhood is proving you don't need a belt or suspenders to keep pants in place when temperatures dip below freezing. check out the jeans standing up on their own. it all started when one guy took his pants right out of the washer and molded them into shape outside. now people throughout the neighborhood are doing it, too, and the streets look more like, well, a clothing store. >> i just ran them through the washing machine and brought them out after the spin cycle. it took a couple minutes to freeze, then they were easy to stand up once they started to freeze. >> the guy credited with starting the craze says his brother has been doing it for years, but the idea just took off in his neighborhood. >> cold enough to do it here now, too. >> yes, it is. >> maybe we'll see it. governments misplacing your money. >> that's what the nbc 10 investigators uncovered next. why millions of taxpayer dollars are unclaimed or even missing.

nbc 10 breaking news. >> sky force 10 is live over breaking news in bucks county. crews are on the scene of this crash in bensalem. from sky force 10 you can see two cars are involved. they are quite a distance apart. this happened in the southbound lanes of 95. one lane is getting by as you can see, slowly, but that is creating a big traffic backup. we're told at least two people were trapped inside the cars. we'll let you know their conditions when we know.

now your nbc 10 first alert weather. >> strong winds whipping through center city today. despite the freezing temperatures, parents bundled the kids up and headed out near 22nd and ben franklin parkway. here's a live look at the conditions at camelback mountain ski resort, where skiers are enjoying colder temperatures after a delay when the slopes were closed for much of december. quiet out there. the poconos could soon get real snow. >> sheena parveen is back, tracking this winter storm threat and bitter cold, as well. sheena? >> poconos, yeah, with one storm track could see a good amount of snowfall into the end of the week, but until we get there, still dealing with the cold and the wind still below freezing outside, winds are still sustained near 20 to 25 miles an hour. it's making temperatures feel like the teens right now. feels like 16 degrees in philadelphia, 12 in wilmington and dover, 15 is what it feels

like in allentown at the moment, 11 in atlantic city. take a look what it will keep feeling like through tonight, single digits through part of the area and if you're heading out through 7:00 tomorrow morning, going to feel like single digits in some spots again, 9 degrees in millville, 8 degrees in wilmington. by 7:00 a.m., 1 in the poconos. still a bitter cold morning tomorrow. the afternoon not as cold and not as windy. a bit of a relief as we go through tomorrow afternoon, and then we continue to watch that winter storm by the end of the week, so we are actually looking at friday 9:00 in the morning, that's when the storm would approach the area. we really have two scenarios here as of now. we're still several days out, but we're seeing a bit of a disagreement with some of the computer models, small track change could lead to a big difference across the area. first scenario puts the storm track closer to shore. at that point saturday at midnight we would already see snow moving in and then we go into saturday and there you see

some heavy snow farther north and west that would last through saturday, clearing up sunday. what we would expect is heavy snow through parts of the lehigh valley, poconos, north and west of philadelphia, snow to wintery mix in philadelphia, new jersey and delaware, snow changing over to rain. again i mentioned two scenarios, this is just one of them. coming up, the rest of the area as far as who's going to see the heaviest snowfall. that's straight ahead. millions of your tax dollars have been found. does it get your attention? hope so. >> this is always a fun story, nbc 10 investigators discover government agencies across pennsylvania that were missing money. nbc 10 investigative reporter mitch blacher discovered it in the state's unclaimed property office. tell us more, mitch. >> from small boroughs to big cities, government agencies relying on our tax dollars, but questions came up when we discovered some of our money missing.

inside this vault buried deep beneath a government building in harrisburg, the commonwealth stores and tracks $2.3 billion worth of unclaimed property and money. a deeper look at all that missing money reveals millions of dollars belong to local governments. >> money that is entitled to the government really is owed to the taxpayers. >> reporter: pennsylvania's deputy state treasurer oversees the unclaimed property office. since 2009 it's found and returned more than $100,000 to the cash strapped school district of philadelphia, more than $152,000 to montgomery county, and more than $274,000 to delaware county. >> should a municipality know the money is missing? >> they should. >> reporter: sometimes they don't, so every six months the staff searches through missing property and money to reunite taxpayers with what their local governments forgot about. according to the state treasury, no other agency in southeastern

pennsylvania had more money missing than the city of philadelphia. since 2009 the city has been reunited with more than $783,000. the city's finance director tells us sometimes people send money meant for the city to the wrong place. other times city staff forgets to deposit checks. after two years banks turn over undeposited checks to the state treasury. is this a symptom of a greater problem, the fact you forget to deposit certain checks? >> well, i guess i would look at it the other way, which is we make sure we get the money. >> reporter: taxpayers told us -- >> i think it's a problem with management, yes. >> reporter: every tax dollar should always be accounted for. >> they should know. >> reporter: mike agreed. >> that to me shows you're not being a good steward of taxpayer dollars. >> reporter: nobody has reunited with more missing money than the allentown representative. with his help they found nearly half a million of their own isz

ma missing money. >> you don't have to scroll or move, you type in your name, and there's all the claims under a name. >> reporter: he said it should be that easy for local governments. >> it's not hard to check out, just a matter of saying look at this website every few months. >> in philadelphia the city treasurer checks once a year for unclaimed money. the kenney administration is moving the city toward only accepting online payments in part so no more checks go uncashed. perhaps the solution on the horizon. >> make it more efficient. >> we know about pa, what about new jersey and delaware? >> we checked that out and here's what we found. in new jersey the state would not tell us how much unclaimed property and money the state keeps, while in delaware they told us they have more than $1.6 billion worth and some of the money does belong to local governments. we found in delaware there's money belonging to the city of philadelphia, montgomery county, as well as the entire state of pennsylvania. >> and there's so much money out

this just in, nbc news just confirmed former vice presidential candidate sarah palin will endorse donald trump in the race for president. that endorsement will happen at a campaign event in iowa in about an hour. earlier we told you there was speculation this could happen. now nbc news confirming that announcement is an endorsement from sarah palin.

from our delaware bureau today, hospitals there are changing the way they discharge high risk mothers following an uptick in newborns addicted to drugs and alcohol. hospitals will check for six criteria. if a mother does not pass all six, the hospital will send a report to the division of services, to make sure high risk moms don't fall through the cracks without supervision. apple is working on a fix for its latest iphones. right now the 6s and 6s plus are not properly showing how much battery life is left. the problem happens when you change the time or if you change time zones when you travel. so here's a simple fix, restart your phone, in settings go to date and time and make sure it's set automatically to turn on. did you follow that? >> yes, i've got it. it was the mistake on live tv that's made international headlines. >> steve harvey announcing the wrong winner at the miss

winner, miss philippines. she said she's put it all behind her. good to see miss colombia has a sense of humor about it all. >> yes, she does. whether you watch the steve harvey show or pageant, everyone knew that took place. >> that's the definition of something going viral when that happens, right, sheena? >> pretty much. also what's going viral is the winter storm as we go to the end of the week, so we're going to show you what the models are showing on that and what you may be able to expect. that's what we're talking about, aside from the cold and wind right now, we're looking ahead to friday and saturday, a winter storm will be moving up the midatlantic states. there is uncertainty right now, which is starting to change where the snow area would be, but we are still quite a few days out. we expect snowfall across the area, but it's a matter of who's going to get the heaviest of the snowfall. we'll show you that in a second. right now the feels like temperature in the teens, very

cold outside with a cold air mass in place. below freezing with the actual temperature and it's windy, so it feels like the middle to low teens. there you see the flag blowing, winds are up. take a look overnight tonight. first line is the actual temperature going into 7:00 tomorrow morning, staying around 20 degrees, upper teens through most of the area, but that feels like temperature still going to be around ten degrees colder by the time you walk outside tomorrow. so still going to be very cold as you head out the door tomorrow morning, but by the afternoon it won't be as cold as windy. that will be a nice break. right now nice and dry, tomorrow later at night we could see snow showers move through, i don't think it will be a big deal, but we could see some and that will be coming from this weather system out in parts of minnesota, or minneapolis, i should say, or missouri, and we're going to see that heading in our direction. that stretches up near the great lakes there. our other weather system by the end of the week coming from the

pacific northwest, that would eventually move across the country and become that winter storm we've been talking about. so here's what it will look like as we go through the next 48 hours. right now we're going to continue to stay dry, even into tomorrow morning, 8:00 actual temperatures here, that will be around about the mid to low 20s, but feeling about ten degrees colder. through tomorrow afternoon, not as windy and highs in about the mid 30s through most of the area, so not as cold. then we go into tomorrow night, 10:00, 11:00, something to watch out for. thursday, though, we do stay dry. then we go into friday. if you're watching at 4:30, i showed you the first si naer you, we also have scenario number two if the storm track were to be farther offshore, that would change the area of snowfall. snow approaching from the south, this again is scenario two, which would be giving areas north and west less snow, but by saturday that snow falling across the area, that storm

farther offshore, so we'll see a difference from when i showed you the first scenario. new jersey and delaware would see the heaviest snow, philadelphia snow and north and west the least amount of snow. we are watching a couple different scenarios right now. right now windy and cold, 19 for the low in philadelphia, 15 areas north and west. tomorrow won't be as windy or cold, so a nice bit of a relief, 35 to 38 degrees, chance of some late night snow showers, but they'll be on the lighter side. we go into thursday, sunny and cold, 37 for the high, then by friday and saturday we watch that winter storm approaching late friday, into saturday, so we'll see some snow around parts of the area, but again that track is going to determine who sees what. of course, more updates the rest of this week. as the cold continues, did your car start this morning? >> oh, boy, for some the answer is no. next, the impact the cold has on your car and what you can do to make sure it survives the winter.

nbc 10 news starts now. >> right now at 5:00, stocking up. with a chance for a winter storm this weekend, people are making sure they have all of the essentials. and today those essentials included hats, gloves, and layers, as more bitter cold weather forced us to bundle up. good evening, i'm keith jones. we've been keeping you updated on a winter storm that will arrive here later this week. today we received some new information that could affect where that storm goes and who sees the most snow. let's talk to nbc 10 first alert meteorologist sheena parveen. sheena, you're watching that

storm and another night of below freezing temperatures. >> yes, that's right, keith. before we get to the storm, we still have a very windy and cold night to get through. winds are going to keep gusting tonight, making temperatures feel colder. sustained winds right now anywhere from about 15 to 25 miles an hour across the area, making it feel like the teens for much of us. 14 in allentown, 17 in philadelphia, 13 in millville and dover and as we go overnight tonight, going to feel close to 10 degrees below the actual temperature. take a look here, feels like temperature dropping down down into freezing digits much of the area, then feeling like 12 degrees in philadelphia, feeling like 10 in allentown, possibly feeling like a 9 in millville, dover 8 degrees and wilmington. so another bitter start tomorrow, not as windy or cold by tomorrow afternoon, and then, of course, we are talking about the snowstorm as we go, or the winter storm as we go into the end of this week.
