storm and another night of below freezing temperatures. >> yes, that's right, keith. before we get to the storm, we still have a very windy and cold night to get through. winds are going to keep gusting tonight, making temperatures feel colder. sustained winds right now anywhere from about 15 to 25 miles an hour across the area, making it feel like the teens for much of us. 14 in allentown, 17 in philadelphia, 13 in millville and dover and as we go overnight tonight, going to feel close to 10 degrees below the actual temperature. take a look here, feels like temperature dropping down down into freezing digits much of the area, then feeling like 12 degrees in philadelphia, feeling like 10 in allentown, possibly feeling like a 9 in millville, dover 8 degrees and wilmington. so another bitter start tomorrow, not as windy or cold by tomorrow afternoon, and then, of course, we are talking about the snowstorm as we go, or the winter storm as we go into the end of this week.

keith? >> let's take a closer look at the winter storm. you're constantly getting new information that could change where it goes, also who gets the most snow. what's the latest? >> that's right, depends on the tracks of the storm. we're still several days out. it won't be here until late friday is what most models are showing, so we have a couple different storm tracks. slight shift in the track would mean a bigger difference who gets heavy snow and who doesn't. this is scenario number one, storm track would be closer to the shore here, so by midnight going into saturday snow already moving into the area. we would then see some of the heaviest snow moving north and west of philadelphia through saturday afternoon and then clearing out as we go into sunday. with this particular storm track, heaviest snow areas north and west of philadelphia, philadelphia would see snow changing over to possibly a wintery mix, and new jersey and delaware seeing snow changing over to rain. snow we have a second track here. the storm would be farther offshore, this may be less likely than the first track i showed you, but still certainly

something to keep in mind. so farther offshore would mean by possibly midnight saturday the snow is still just approaching. then by saturday through the day, that storm track farther offshore, so we may have a bigger cutoff across the area and see some of the heaviest snow through parts of new jersey and delaware, so it's switched, reversed from the first one i showed you. north and west may see the least amount of snow, philadelphia seeing snow and new jersey and delaware possibly seeing the heaviest snow. again we are still several days out, a lot can change here, especially the timing of the storms, so we'll be tracking that through the rest of the week and i'll show you another look coming up. >> we'll keep checking in, too, thank you. cold weather made for a short day at school, too, a heating problem forced the dismissal of students around 10:00 this morning. allen locke elementary closed today because of heat problems.

we have calls in to all the schools to see if they plan to reopen tomorrow. and many local businesses are wondering are they ready for a winter storm this weekend. nbc 10's rosemary connors is live in center city. rosemary, are they? >> reporter: i think they are. we're here and they've got their shelves stocked, plenty of soup, you know folks are going to be coming in for that over the next couple of days. a lot of prepared meals, too, dinners and lunches. they are expecting a lunch no matter what the storm does. earlier today we checked in with businesses in ardmore to find out what they are doing in the coming days. the variety of cookies and cupcakes appears endless at the ultimate bake shop, and the plan is to keep it that way during the inevitable rush before the winter storm. >> well, i figured we needed to start to make extra batters and mixes just because people tend to buy when they hear snow. >> reporter: renee, who owns the shop with her sister, would

schools in several northeastern states in iowa report getting threatening phone calls from a robotic sounding voice. schools received threats in delaware county, new castle county, and sussex county. some of those schools were locked down or even evacuated this morning. this video shows police evacuating students and teachers in burgen county. police used k-9s to search through schools but found nothing threatening. a chester county pastor wanted on charges of raping and impregnating a teenaged girl is awaiting extradition to pennsylvania. jacob malone arrived at newark liberty international airport from ecuador yesterday. customs agents were waiting. the alleged victim says she first met malone at a church in mesa, arizona, when she was 12. years later malone allegedly invited her to stay with him and his family in minnesota. then in 2014 malone moved to exton and detectives say that's

when the alleged abuse began. to the jersey shore now, atlantic city will not be getting any financial aid from the state of new jersey. for a second time governor chris christie rejected a financial assistance package for the city and its struggling casinos. atlantic city officials say the cash-strapped city is desperate for aid. an emergency manager for the city appointed by christie said the city could run out of money by early april. the eagles have a new head coach and for doug pederson, the pressure starts right now. nbc 10's tim furlong was there for pederson's big introduction and joins us live in south philadelphia. tim, pederson has a lot to prove to fans here, that might be an understatement. >> reporter: yeah, keith, i was thinking about it, we heard names like gruden, cowher, coughlin, the name doug pederson didn't get us geeked up, but at least we know he's a hard working, seemingly humble guy who's going to do whatever it

reporter ted greenberg shows us why the owners will soon face charges and a warning here for you now, some of the images you're about to see could be disturbing. >> that's very cruel. >> reporter: authorities say the igloo-shaped dog houses provided barely any protection from the brutal cold for a puppy and another dog that are now both dead. >> that makes me angry and it upsets me very, very much. >> reporter: atlantic county investigators say they responded monday to an anonymous call about a puppy frozen inside its dog house off jackson road in buena vista township. when they got there, they say, they also found a cold, severely malnourished older dog, possibly the puppy's mother, barely alive. she was rushed to a veterinarian clinic and died overnight. >> honestly, i barely slept last night and woke up this morning to news the second dog had passed away. >> definitely harsh. i mean, honestly, i think

whoever did it should suffer the same thing. >> reporter: authorities say the puppy appeared to be less than six months old and was also underweight. the dog's water bowls, they say, were filled with only ice. investigators would not identify the owners or their exact address because they are still preparing animal cruelty charges, including failure to provide proper shelter, adequate food, and veterinary care. >> please, bring your animals indoors. there's no excuse to have more animals dying in this extreme cold weather. >> it's upsetting, really is. >> reporter: officials hope to get animal autopsies on the dogs tomorrow and expect to file charges soon afterwards. in buona vista township, ted greenberg, nbc 10 news. right now at 5:00 the mayor of flint, michigan, hopes to meet with president obama to talk about her city's water crisis. mayor karen weaver already met with some of the president's senior staff. two years ago a state appointed

emergency manager switched from detroit's water system to the flint river to save money. later tests showed high levels of lead and drinking water in children's blood. now a group of flint residents announced two class action lawsuits against the governor of michigan and other state offices. >> we're hearing about the harmful physical impact that this is having on individuals, people, of course, are talking about rashes, they are talking about hair loss, they are talking about seizures that never happened before. >> president obama declared a state of emergency in flint that could get the city up to $5 million in federal money. to decision 2016 now. donald trump gets a major endorsement just days before the iowa caucus. nbc news has confirmed trump's been endorsed by former vice presidential nominee sarah palin. in a statement provided by trump's campaign, palin writes, "i'm proud to endorse donald j.

trump for president." trump responded by calling her a friend and a high quality person. when it comes to the democrats, senator bernie sanders is telling iowa voters that hillary clinton's nomination is not inevitable. clinton holds a solid lead in the state, but sanders has closed the gap, calling the polls, quote, very, very close. >> today the inevitable candidate does not look quite so inevitable as she did eight and a half months ago. >> the senator also dismissed clinton's claims that she'd be the strongest candidate against right wing republicans such as donald trump. the iowa caucuses are in 13 days. and the 2016 income tax filing season began today. the irs expects more than 150 million people to file returns this year. the good news for procrastinators, you have until monday, april 18th, to file your 2015 returns. that's because the emancipation day holiday falls on friday,

april 15th. the agency's providing additional online security measures for e-filers. and the deadline to sign up for health care is in about two weeks. if you don't enroll, you could face a fine. today students at the philadelphia college of osteopathic medicine phoned residents asking them to sign up for the affordable care act before the january 31st deadline. they also answered enrollment questions. according to the group enroll america the uninsured rate in pennsylvania dropped from about 14 to just under 8% since obamacare became law. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, still very windy and cold this evening. other than that, we are tracking a winter storm by the time the week is over and going into your weekend. now, there's a little bit of uncertainty, which would put the track of the storm maybe in two different spots, which would then determine which part of the area gets some of the heaviest snowfall out of it, so the

expected snowfall areas do look like they could be maybe north and west or maybe new jersey and delaware, so i'll show you those two scenarios in just a second. right now in philadelphia 28 degrees, the winds are gusting closer to 30, but sustained at 15. feels like 17 degrees, and the rest of the area feeling a lot colder than the actual temperature right now. feels like 14 in allentown, 10 in reading, feels like 8 degrees lancaster, 13 dover and millville and it's going to stay cold and windy tonight. tomorrow afternoon, not as cold and windy, so a bit of a relief there. nice and dry locally. tomorrow night we could see a few snow showers. missouri seeing the snow right now heading towards the chicago area and from this small weather system that could bring late night snow showers. tomorrow, i don't think it's going to be a big deal, but then this area in the pacific northwest, all this moisture will eventually move across the country as we go through the rest of this week and organize into a winter storm for the midatlantic states.

we'll take a look at that in just a second, but as we go through tonight, we're looking at the temperatures dropping well below freezing into tomorrow morning, so right now we're below freezing, but starting off your wednesday we'll be in about the low 20s by 9:00 a.m. through tomorrow night, light snow showers moving in, not for everybody, but we could see some. then thursday it's going to be a cold, sunny day with temperatures in the mid 30s. then we go into late week, we're talking about friday, into saturday, we are talking about two different storm tracks, so let's look at the first one, this is as the winter storm approaches the area. this would be option one, which is more likely to happen at this point. this would be where the storm track is closest to the area, heaviest snow in the lehigh valley, then we'll see the changeover to rain in south jersey and delaware, mostly snow through the philadelphia area, but there is a second potential track here, too, with some of the models picked up on today. farther out to sea, that would then put the heaviest snow

through parts of new jersey and delaware, least amount of snow through the lehigh valley. little bit less likely to happen, but models were picking up on this one today, so we do have to take into account both of these particular tracks. if you look at the big picture here, a small shift in the track would mean quite a bit of a difference as who gets the heaviest snowfall. tracks aren't too far away from each other, but the placement determines wind direction, which determines where the precip goes, so we'll be watching that through the end of the week. right now, though, we expect snow across part of the area. for tonight, 19 degrees for the low in philadelphia, windy and cold, 15 areas north and west. then we go into tomorrow and it's not going to be as windy or cold through the afternoon. 35 to 38 degrees, chance of some late night snow showers, but we look at friday and saturday, first alert weather day both of those days, late friday and the timing is going to change as we get closer, once the models get a better handle on the speed of

the system we'll start to see a better look at what time this moves in friday. right now it looks like later in the day friday, late friday evening or friday night, and that's when we could see snow approaching. then into saturday, so that's when we will be seeing, i think, the best snow coverage, the most amount of snow falling saturday through the day and again the placement, the track of the storm would then determine which part of the area sees the heaviest snow. >> i like how careful we're being, every day at 2:00 p.m. we have a meeting, we talk about this and we've been identifying the tracks, phases, bottom line here, i guess, to be prepared, right? >> yes, definitely be prepared. we do expect snow across part of the area, but right now it's which part will see the heaviest snow. this far out, only fuse, this wouldn't move in until late friday. this still has to cross the country, get better organized, then the models will be able to see what weather systems come into play and figure out the track of the storm. a lot to it, but at this point

this is nbc 10 news. >> the dalai lama is heading to the united states. he's got a doctors appointment in minnesota. the spiritual leader will visit the mayo clinic for his yearly checkup. the 80 year old cancelled a trip to philadelphia last fall due to health issues. he was supposed to be here in october to accept the liberty medal. now to the story of iron max. he's a boy from south jersey whose brave journey lead to a feature with one of the biggest

names in comic books. 5-year-old max levy suffers from a blood disorder that prevents clotting. he's a big comic book fan, too. when max needed a porch put into his chest at children's hospital of philadelphia, his dad got creative, told max he'd have a metal disk in his chest just like iron man. that's when iron max was born. when marvel caught wind of max's story, they wrote a new story about iron max and his battle against the disease. >> how proud are now to be in the iron man comic book? >> proud. not just pretty proud, proud. >> he's so cute. that issue of iron man also featured a real photo of max on the back cover. dad hopes max's story will help inspire other children fighting battles of their own. it was a mistake heard around the world. you know what we're talking about here, steve harvey announcing the wrong winner of the miss universe pageant.

up today as they sent their children off to school. let's bring in nbc 10 first alert meteorologist sheena parveen. sheena, families want to know if more cold is on the way and also looking at new information on that winter storm for later in the week. >> yeah, keith, that's right. so the cold this morning felt near zero degrees at the bus stop, but right now doesn't feel that cold, but feels very cold in the teens for most of the area because we have the winds around. still gusty outside. 17 is what it feels like in philadelphia, 14 allentown, 13 in millville, and these winds are really going to stay up through the night. in philadelphia, staebed wind gusting closer to 25 or 30 much of the area and we'll keep seeing this general wind speed through the rest of tonight. that's going to make the temperatures continue to feel colder than the actual air temperature, which is below freezing. here's the future feels like temperature as we go overnight, dropping into single digits for

most of the area. again, so by tomorrow morning we're not going to feel near zero unless you're up in the poconos, but it's still going to be cold when you step outside. 7:00 a.m. still feeling like single digits in millville, wilmington, pottstown feeling like 11 degrees in philadelphia, so it is going to be a cold start tomorrow. the good news is, not as windy or cold through the afternoon tomorrow. aside from that, we are tracking our winter storm as we go into the end of the week. you see scenario number one here, we have two of these scenarios as we go into the end of the week and the weekend, so coming up we'll talk more about this and what it means as far as who could expect the heaviest of the snowfall. i'll show you all those details straight ahead. after that december you might have wanted to put off buying that new winter coat, but now shoppers are ready to bundle up. nbc 10's cydney long is live in marlton burlington county. all about those layers. >> absolutely about the layers, keith. in case you're hiding inside or forgot what it feels like, it's

now to some of the other stories making headlines at 5:00. a shootout in philadelphia's strawberry mansion section caught on tape from inside a tattoo parlor last week. the suspects came in demanding money. one of the employees reached for a gun, started firing at the two men. a customer was hit in the leg. here's a better look at the men police are looking for. if you recognize them, call police. the state has revoked the license of this philadelphia funeral director months after authoñ5cs say they found three decomposing bodies in her garage. in november authorities arrested powell on several charges. she ran powell mortuary services in north philadelphia. officers say they were called to her garage after neighbors smelled a foul odor and stumbled across the corpses there. switching gears, 19 still the legal age to buy tobacco

products. new jersey governor chris christie didn't act on the bill that would have boosted the age to 21. the bill would have fined retailers up to $1,000 for selling tobacco products and e-cigarettes to anyone 20 years old or younger. you have to be 18, by the way, in pennsylvania and delaware to buy cigarettes. pennsylvania senators went back to work in harrisburg today, but there's no signs of a budget deal in the works. the state has been without an official budget now for seven months. today's agenda is a bill to provide for a new share the road license plate, just in case you were wondering. meanwhile, pennsylvania governor tom wolf was in a halfway house touting a program that saves taxpayers money. wolf praised the law that reduces the number of offenders and parole violators to prison. instead, they are held in less expensive halfway houses known as community correction centers. the centers also provide education, drug, and mental health treatment.

at this now. new surveillance video of a criminal installing a device on an atm designed to steal your bank account information. watch as police say a man installs a skimmer on an atm at the beneficial savings bank on city avenue in overbrook. he comes back to remove the skimmer. philadelphia police are hoping someone will recognize them and give them a call, so what exactly is a skimmer? this is what they look like here. a skimmer fits over the slot where your bank card goes and is extremely hard to detect. the device skims your bank account information without you ever knowing, so how can you protect yourself? police say cover the key pad when you put in your pin, only use atms you're familiar with. check your account balances often, and finally, look over the atm before you use it. if you think the card slot or anything else looks strange, bottom line, don't do it, folks.

plows are having trouble keeping up with it, and you know what, it's not over. forecasters expect more snow through tomorrow morning. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, whether you have two legs or four, you need to bundle up if you're going to be outside. good idea, jacket on the dog right there. nbc 10 on old lancaster avenue in lower merion township where this pup put on an extra layer to keep warm today. do not leave the animals outside tonight. you definitely do not want to do that. it is going to be very cold again, the wind is going to be up, so it's going to keep feeling colder. aside from this we're talking about a winter storm as we approach friday night and going into saturday. closer look at the timing, though, as we get closer to the end of the week, then we'll have a better idea exactly when it will be moving in friday, but there is a little model uncertainty, small shift in the track could mean a change across the area as far as who sees the

heaviest snowfall. we expect snowfall, accumulating snowfall across the area, but it's really a matter of who's going to get the heaviest. it is still windy outside, here's a live look, 28 degrees right now in philadelphia, winds are sustained close to 15 miles an hour, gusting closer to 25 and 30 miles an hour, making it feel like 17 degrees in philadelphia. and this feels like temperature, that's been the big story over the past few days, feels like 10 degrees in reading, 13 millville, 13 degrees in dover, and by tomorrow morning it will be feeling around 10 degrees most of the area, which won't be as cold as it felt this morning, but that's cold when you walk outside. locally we're nice and dry on satellite and radar. our next shot at any snow showers, which will not be for everyone, that's late tomorrow night and that's moving into areas of illinois right now, so we'll be watching this small system as we approach tomorrow night, but then the big system, big winter storm that's coming by the end of this week and the weekend around the pacific northwest, so still has to travel across the country and

then organize more and then it will be approaching late friday. here's a look at the feels like temperature before we get into the two scenarios with this storm as we go through the rest of tonight, winds stay up and by tomorrow morning not as windy in the morning, but still having a feels like temperature around 10 to 15 degrees. then late tomorrow night you see snow showers trying to move in. they'd be fairly light and i don't think everyone will see these either. thursday looks dry, then friday you see the storm system approaching parts of the carolinas, organizing with snow and rain with this entire weather system, and that will be moving up the eastern seaboard. so a small shift in the track would mean a big difference. take a look at these scenarios here, not too much of a change in the track you notice, but some of the models are picking up on this as of today. we'll talk about the first scenario. this is if the storm center were to be closer to us. snow changes over to rain at the shore and in delaware heaviest snow would be through parts of the lehigh valley and we would see mostly snow through the

philadelphia area. that is the more likely track at this point, but there is a second track that could be taking place. that would put the low farther out to sea, heaviest snow through parts of new jersey and delaware and the least amount of snow through parts of the lehigh valley. so this is another one that we have to take into account as we go in through the next several days. of course, we are still several days out, wouldn't be until late friday this approaches, so there's still a lot that could change. either way, we expect snowfall across parts of the area. for tonight, 19 for the low in philadelphia, 15 areas north and west. tomorrow temperatures in the mid to upper 30s and not as windy through the afternoon, so it's not going to feel as cold. thursday sunny and cold day, then you see the first alert on friday and saturday. so that's when the storm approaches. again, closer look at the timing as we get closer to friday, but this storm system would be approaching late friday and then saturday we would be seeing snow across part of the area, but again, that depends on the track of this thing, so we'll be

watching it very closely as we get closer to the weekend, because we know things can change farther out in time. >> yeah, storm then friday into saturday. when is the worst of it? >> right now it looks like the worst of it, regardless of where the storm track is, would be saturday. saturday during the day or saturday morning. as of now looks like the worst, but again more specifics on the timing, which we wouldn't have until closer to the end of the week. this thing is still in the pacific northwest, still needs to move across the country. >> all right, we'll keep updating with your information, too. let's turn to breaking news now, sky force 10 live over center city, philadelphia. crews are on the scene of a fire there. look at this, it's an apartment building. locust street near 21st. we've been getting updated information about this. no reports of injuries. you can see, though, flames coming out of the top of that building. we will keep you updated as soon as we learn anything else about this. again, locust near 21st, but no reports of injuries at the moment here at this apartment

delivery today after weeks of doing springtime road repairs in what is supposed to be the dead of winter. >> it would be nice to have a little extra at the end of the year, because, you know, every year for the last few years, as everybody knows, it's been brutal. budget has been taking a serious hit. >> reporter: it's a similar story in much smaller spring city. where street foreman dan bugler and his one employee are patching together the two plow and salt trucks. >> between the salt and wear and tear on the trucks, mounts up, and the overtime also, but it does mount up quite rapidly. >> reporter: in spring city, last winter they went $12,000 over what they had budgeted for snow plowing and snow salting. he says they are hoping to hold on to what the surplus is they built up this winter, they are hoping winter doesn't go on forever. live in lower providence
