here. now these will be changing as we go into tomorrow and friday. we'll be updating these as we get a closer look at the storm as it gets closer to us. right now saying possibly 14 inches or more as we get into northern delaware, areas like chester county, possibly interior new jersey, and that also is leading into parts of washington, d.c., where they're under a blizzard watch for this storm approaching over the weekend. for the philadelphia area, possibly 10 inches or more. that extends up to trenton, interior new jersey, suburbs north and west. there's a cut-off for the snow. that's going to lie closer to the poconos and lehigh valley. that's what it looks like now. again, watch the storm track closely because any shift could push that snow line back up to the north and west and bring a rain/snow line into new jersey and delaware, or the opposite would happen. this is what it looks like as of now. snowfall expected, a good portion, through a good portion of the area. so, yes, we expect snowplows to

she's not lucky. >> stocked up on wood and everything else to make sure if we lose power we'll have here. >> reporter: theresa remembers those days clearly. >> i had an infant at the time. when she woke up and her lips were purple, i was like we can't stay here. too cold. >> reporter: power lines and trees on the ground, they didn't have electricity, including heat, for days. >> it's scary. you don't know when your power's going to go back on. it's cold. especially with the snow, it not easy to travel. >> reporter: once he found a place to get warm, it was hard to get there. in radnor, many found shelter in the township building. officials are ready. >> residents had issues with being issues to shower. we had that available to residents. >> reporter: some came in to charge phones, watch tv, get sleep. since winter of 2014, it's upgraded police cars to suvs, enable officers to get around, power lines are stronger.

residents. i downloaded it to my phone. swift 911, only operational here in camden since the start of the year. emergency managers, preparing the calcium chloride and salt, this system could be put to the test during the winter storm. they want residents to be in the know during snow. in addition to the stockpiles of salt, plow trucks, and crews, camden is ready in a brand-new way to aert wi ererlert residen include this weekend's snow. it's called swift 911, a free easy to use app. allows to see how important messages, old school, home phone, cell phone, e-mail, and social media. >> that was the difference between us using the system we had before and new system here. a lot of people don't always listen to phone or do things like that.

but they're quick to see facebook or twitter or things like that. >> it will alert you, caution, please stay out of -- if you don't need to get outside, during these storms, please stay home for your safety. >> reporter: freeholder says, 25,000 of the 500,000 residents signed up. but with pending storm, now's the time. >> 911, where is your emergency? >> reporter: alerts about trash pickup, root closures, accidents, black ice to avoid, have it at fingertips. it allows county to call employees to work if the operations center is activated. >> we have set up. one button push. i can start making my way into the operations center. each municipality has righted in their own town, too. for instance, cherry hill would have their own ability to put out a message in their town which makes it easy for them. >> reporter: the swift 911 system used in burlington and mercer counties.

if these messages cross county lines, emergency managers consider it a plus they'll be able to share information cohesively. cydney long, nbc 10 news. >> as mentioned, heavy snow not the only threat from the storm. >> back to nbc 10 first alert meteorologist sheena parveen. people at the shore need to be ready. looking to deal with coastal flooding, right? >> yes. talking about a storm, not just for areas seeing snow but shore we expect to see snow, but high winds on shore winds along the shore. we are seeing that full moon coinciding with high tide. looking at quite a mix of things here out of the storm system. 50 mile an hour onshore winds possible with wind gusts near 60 miles an hour. keep in mind, there's a full moon as we go into saturday. that would be coinciding with high tide time. that is going to really be increasing the threat of coastal flooding. here's a look at possible storm

surge. now looking at sussex county, delaware, delaware beaches. green, that could be 3 feet. blue showing 2 feet. gray is 1 foot. either way, 1 to 3 feet expected here. we expect at least moderate to major coastal flooding. cape may county, you see mainly about 2 feet. some areas 3 feet. even up into atlanta county, ocean, all expecting some type of storm surge. if you live along the shore, if you know anybody, and your street is prone to flooding when we have a full moon in high tide anyway. you are going to see bigger impacts because that strong onshore wind will also be in place. coming up, more about the rest of the area, snowfall timing and snowfall forecast, how much you may be able to expect straight ahead. >> with a threat of coastal flooding, public works crews used heavy machinery to close up access paths with sand. that will keep the ocean from

hit the low-lying beaches hard. >> we as the government not big enough, it going to happen. we tell people to be prepared, teach utilities to be prepared. >> reporter: roxanne move down here. she doesn't know what to expect. she does know it is time to make a plan. >> my plan is probably just to go up to the store, get sandbags and if it comes up close to the house, pretty much sandbag the house. >> certainly it's very concerning. >> reporter: tony pratt is the shoreline guru. he does not like what he's seeing in the weather forecast. delaware beach got pounded in october. they haven't recovered to full strength. he's worried about delaware's bay and ocean coastline. he's also concerned for residents who live near them there i'm confident in general the public will know what to do, pay attention. as the tide gets up around your tires and hubcaps, base of the door, you say it's time to leave and get inland a bit. >> reporter: live. you see that building there?

nypd yesterday evening. the anonymous tipster claimed armed man was going to shoot philadelphia and new york police officers. this comes less than two weeks after a philadelphia officer was targeted and shot while in his squad car at a stop light. according to sources, last night's tipster said the alleged gunman pledged allegiance to isis. sources inside the philadelphia police department say there was initially no department wide message about the threat but police say they have said department wide warnings for officers to stay alert. two federal law enforcement sources told us that they weren't told about the threat initially but philly police say the fbi is involved with the investigation. we're also told new york police detectives are questioning the suspected gunman but it's unclear whether he committed any crime. right now at 5:00, police at jersey shore looking for a drive who are hit and killed a dog, and then drove off. it happened last night at 6:00

the boardwalk. but that person's managing to do it. now we are going to have most likely a snow covered boardwalk as we go into the weekend. we had the winter storm approaching friday into saturday. it does look like your sad, majority of it, is going to be covered with snow. we have the snow totals for you in just a second. parts of the area can expect quite a bit of snowfall. we are talking about, yes, snowplows out there for a long period of time overnight friday into saturday. coastal flooding a big issue. delaware beach strong onshore winds with the storm system heading our way. philadelphia, dry at the moment. mostly cloudy, 34 degrees, not as windy as we have been. it feels colder, around 27 out there most of the area is close to freezing or below freezing. snow off to the west. this is not the storm system that we expect friday and saturday. a small clipper system coming in for tonight. light snow falling across

western p.a. locally, flurries in chester county. it doesn't appear to be a big deal at the moment. maybe flurries around the p.a. turnpike here in the direction of philadelphia this small area it's heading. but as we go through later tonight. we could see more snow showers move in. here is future snowfall. light snow showers moving in through the overnight hours. we could see little to know accumulation. but if any on the roadways, because it will be cold enough to stick if any reaches the ground, then we would be talking about possibly slippery surfaces. that's tonight. tomorrow, we stay dry through the afternoon. then friday, there's a big storm system watching, friday 7:00 in the morning, down to our south but already developing that area of snow. that approaches as we go into friday afternoon. this is 5:00 p.m., evening commute. snow very close here with timing. it's approaching washington by 5:00 p.m. approaching delaware by 5:00 p.m. and moves up. by midnight we should be seeing it moving into philadelphia

area. much of new jersey snow covered, delaware, even counties to the west of philadelphia. then this slowly moves up to the north through the morning saturday. look at poconos, though, right on the edge of this snow. now, that is an area where we could see very little snowfall or maybe just a decent amount. but certainly not the most out of this type of storm system now. rain/snow line you see it offshore saturday, we'll have to watch the track closely because if that track shifts, this rain/snow line would start to shift and that would then mess with those snow totals and we'd have to update those. 2:00 saturday, expect snow to still be falling, maybe not as heavily in the afternoon. but aside from that, we have concerns along the shore, strong onshore wind, 60-mile-an-hour-wind gusts possible, high tide with full moon at the same time, will create big problems. and we do expect snow in these areas and possibly rain/snow mix as we get towards the end of the storm. so the shore, another place we will be watching, for other

graduation requirement for high school students next year. the senate voted unanimously to postpone the requirements for two years and governor wolf says he will sign the bill. critics in pennsylvania complained that too much time is devoted to preparing students for the tests. the requirement now would take effect in fall of 2018. unlikely group is recommending big changes for high school students in the college application process. harvard university sponsoring a new report that suggests college deemphasizes standardized tests and make the act and the sat optional. they say applications stress quality over quantity when it comes to extracurricular activities and a.p. classes. and also dial down a achievement pressure among students. locally the university of. . and princeton university endorsed the report. new college applications also may include essay questions for students to explain that contributions to others. >> you only see the number, what

this is nbc 10 news. >> preparing for the storm. heavy snow and strong winds heading our way, companies are trying to make sure your power stays on. we spotted the crews trimming tree branches near power lines today. >> from trimming trees to bulldozing the beach. the delaware beaches and jersey shore, not just worried about the snow but also coastal flooding. nbc 10 first alert metrologist sheena parveen giving us constant updates on the winter storm. >> what's the latest? >> we do expect areas of heavy snow across our area and the timing is coming more clearer. we're able to see that better late friday into saturday and even through the afternoon saturday. but the latest now, we have snowfall totals for you. so this is what we really expect across the area, down into the washington area, there's a

blizzard watch. we expect over 14 inches through the section which could carry over into chest of county, northern delaware, interior new jersey. philadelphia area could see ten inches or more, that's going to extend up to trenton and north and west you're going to see lower amounts especially near the poconos. that's where we expect the edge of the snow to be. through new jersey and delaware, talking about quite a bit of snowfall here. here's a look at future weather. there's the storm as we go into friday. still to our south friday afternoon. the snow should just be to our south and then moving in overnight friday into early saturday and then we will see a good area of -- good portion of the area seeing a very steady but windy snowfall with even heavy snow at times. winter weather advisories out for the entire area. looking at heavy snow, low visibility, wind gusts near 35 miles an hour and possibility of power outages. we will be watching all that as we go into the end of the week.

5:00." new jersey lawmakers say their biggest goal in the session is fighting poverty in the garden state. recent study fount from legal services in new jersey that a family of four needs a minimum income of about $64,000 a year to make ends meet. that's much higher than the federal poverty income level at $24,000. >> we talk about people leaving the state of new jersey because they can't afford to live here. the people that i see are not those people that are fleeing the state. i say people are trying paycheck to paycheck to survive. >> the speaker said lawmakers will meet one week from today to hear testimony and consider legislation on fighting poverty. ugi customers in burkes county could be paying more on gas bills. utility company filed its first rate request with the puc in 21 years. it would increase base rates for commercial residential and industrial customers. average customer would pay

this is nbc 10 news. >> ever wondered what happens the best way to get rid of old prescription drugs? today north philly, d.a. seth williams announced new drug return program. drug drop boxes are set up at six police districts around the city. williams says, unused or unwanted prescription drugs are public health risk because they lead to opiate and heroin abuse. >> all of the statistics, nationally and here in philadelphia, show us that the ma majority of people who are addicted to heroin began their addiction as a result of being prescribed painkillers.

>> right now, it just a test program. the plan is to eventually install drop boxes at every police district in the city. school meals could be a bit tastier. a senate committee approved a bill to ease restrictions on president obama's healthy school meal program. it would lift requirements for whole grains and delay a deadline to cut sodium levels. the goal's to help schools that say rules are too restrictive. the new rules could be in place by next school year. some heart experts insist we should get more fat in our diets as well as it's the right kind. polyunsaturated fats are the key here. estimates that eating healthier fats could save more than a million people dying from heart disease worldwide. found in olive oil, nuts, seeds, fatty fish like salmon.

nbc 10 the first to show you flames engulfing an apartment building in center city. this was the scene last night. today from fire to ice, one of the many problems for fire crews and neighbors in this area. nbc 10's rosemary connors has been following cleanup all day. what's next here? >> reporter: well, denise, demolition, who, to remove any loose freestanding masonry that may have been damaged by the fire. the work has stopped for the day. in the meantime, police are here, want to make sure that nobody comes into this area, in the middle of the block, between 21st and 22nd on locust street because it's considered a collapse zone. be sure investigators will be back here tomorrow to do their work. >> we are hoping, though, that we can save majority of the building and just remove the exposed freestanding masonry at this point. >> reporter: crews with licenses

and inspections begin demolition work, fire marshall is trying to determine the cause of the blaze. flames ripped and roared through the 22-unit apartment building for more than two hours tuesday night but residents and neighbors on locust street managed to escape unscathed. >> most important thing is your life. so i -- that's the most important thing. i'm happy with that. and other things, they can be replaced. >> reporter: most of the pets made it out, too, including the cat, now reunited with her owners thanks to red paw emergency relief team. >> they were so relieved the cat was okay, it didn't look like it had signs of smoke inhalation. >> flames intense, amazing how hot it was. ice in the back. >> reporter: investigation will take days, if not longer, to complete. in the meantime, lni looking into the history of the property. >> building has a current rental license and no open violations on the building prior to this

investment is the largest ever for the law school. and the second largest in villanova's history. now, your nbc 10 first alert weather with meteorologist sheena parveen. >> we have snow showers for the area overnight tonight. not everybody, but the big story, that's later on this week. winter storm coming friday into saturday. late friday and then through pretty much the whole day saturday. expected snow totals, i have that for you. how much to expect as we go into the weekend. we're also talking about coastal flooding, concerns with the storm, too. not only dumping snow across the area, it's also going to be causing flooding along the shore. that is what we do expect as we go through the day saturday. right now in philadelphia, little breezy but not as windy as we have been. feels like 27. actual temperature 34. we will be dropping down below freezing tonight for everybody. and some snow showers approaching the area, too. so, there's a chance some snow showers moving through overnight

could be sticking. so we'll have to watch closely. this is a small system. it is not the snowstorm that we expect friday and saturday. this is a small clipper system approach the area. locally we don't have anything just yet. parts of lancaster county may be seeing snow flurries but it's overnight models are picking up on this. what it looks like, 11:00 p.m. midnight, 2:00 a.m., light snow showers across the area. little to know accumulation. but if any, it would be able to stick to the roadways. be careful out there if you see any. future weather, though, takes us into friday. this is when we expect a storm system to be just to our south. friday morning, your morning commute will be fine. snow will still be far to our south and still south of much of virginia at this point. then moving up through the day, approaching our area through the afternoon, this is 5:00 p.m., snow approaching washington, snow approaching delaware. then we go into friday night that snow started to move in, midnight going into saturday.

notice rain/snow line is, offshore. this line is very important with our snow forecast and the track of the storm will be dictating the line. as of now, it looks as though this entire system would be bringing snow to the area to start, especially at this hour because temperatures would be below freezing and able to support. depends on the track we're going to have to watch that closely over the next couple of days. saturday morning, take a look at snow. with the cut-off near the poconos. the poconos could get skimped out on snow in the weather system. elsewhere, expect some heavy bands of snow for a period of time that could lower visibility, cause problems out there on the roadways. you don't want to be driving in this because it will be windy. we do expect blowing and drifting snow. 2:00 p.m. saturday, snow. we could see that changeover to rain with mix of new jersey and delaware. at the same time, strong onshore wind. shore concerns, 40 to 60-mile-an-hour-wind gusts. high tide occurring with a full

moon. so this is why we are looking at the concerns along the shore and of course we'll be watching the area to be changing from snow over to a mix. now, for the rest of us, for the snow forecast, we could see 14 inches or more moving intoest charger county, northern delaware, interior new jersey, 10 inches or more, philadelphia up to trenton, interior new jersey. farther north and west through lehigh, we'll lower totals, maybe 6 inches or more and lower up towards poconos because, remember, i showed you where that snow starts to come to an edge and kind of cut off there. but of course, as we go through the next couple of days, track of the system is key. the smallest movement could make biggest difference as far as that rain/snow line is concerned. tonight we have very late snow showers, very light, too, 25 for the low in philadelphia. 20 north and west. and then tomorrow, sunny, cold, temperatures mid to upper 30s. but we'll be dry tomorrow. friday, you'll see clouds increasing. that's ahead of late snow. as of now, we are watching the

time for friday. it's going to get close to the area through the evening commute. going into the overnight hours, snow will be moving in, accumulating. the snowplows will be out there. they will be working around the clock going into saturday. snowy, windy, low visibility. be careful. then we go into sunday. and any of the roads plowed and have a sheet of snow on it, would freeze over and become icy if not treated. as we go into monday morning. there's a lot with the weather system. watching key time frame friday into saturday. >> when is the best time to get off the roads? >> to get -- you don't want to be on the roads saturday. i suggest staying home. because we do have a lot of s w snowplows out there. friday especially in late afternoon, evening hours, especially friday night. >> that's a time watching where you want to make sure you're off the road. how far, this is why you need to stay tuned here. we are 48 hours out.
