independence blue cross. live fearless. right now at 11:00, get ready for the snow. we are tracking a major winter storm that will affect our area in a big way. and this just in -- parts of our area could see blizzard conditions. a live look at the radar shows where the system is currently and now is the time to make sure that you're prepared for the heavy snow and the strong winds that are coming our way. nbc 10's first alert chief meteorologist glenn "hurricane" schwartz has been tracking this system as it moves and we're trying to be careful with our terminology. explain exactly what a blizzard watch means. >> of course that means there's

the possibility of blizzard like conditions in parts of the area and that includes the heavy snow but it also includes very strong winds and low visibility. that becomes more dangerous than just a regular heavy snowstorm because you can deal with just the snow. there is a blizzard watch in effect. we'll show you just the areas that are going to get it. and many parts of our area are going to get 10 inches of snow or more and there's likely to be some major coastal flooding, at least in parts of our area. the blizzard not only includes very heavy snow, it includes wind gusts up to 35 miles an hour or greater for a period of three hours or more and low visibility, a quarter mile visibility or less. so when the wind is blowing real strong and the visibility is bad, you can't see right in front of you so that's what makes it more dangerous than just if snow was falling

straight down. the blizzard watch continues across the i-95 area from lower bucks, lower mount gulf of mexicory, chester county, the northern half of delaware and much of south jersey with the exception right at the shore where lesser amounts of snow are likely. now, of course, the storm is far away. nothing's going to start for more than 24 hours, but we've got a couple of pieces here of moisture, a couple of storms that are going to combine along the east coast. there's a lot of moisture already with this and it's just getting started. so here's the general timing here as we go into friday. by 5:00, the afternoon rush tomorrow, basically dry. maybe a little bit of light snow in southern delaware. the snow really starts friday night, later out friday night, the heavier that snow will get and by saturday morning it should be snowing pretty hard.

there may be a mixture or a little bit of rain at the shore, but all day saturday is snowing. this is a long-lasting thing friday night, let's say about 9:00 through saturday night 9:00 into sunday morning. that's a long-lasting storm and the winds, of course, will be a part of it as well. it looks like it's going to be all snow north and west of philadelphia, a lot of snow but also some mixing with sleet and even rain during the day on saturday. from philadelphia down through central delaware and much of south jersey and the snow changing to rain farther to the south. how much snow? generally 10 inches plus in the philadelphia area.

14 inches or more from wilmington into chester county down toward northern delaware and parts of south jersey with lesser amounts toward the shore. we'll get more specific on who's getting what and when with the seven-day in a few minutes. >> all right, glenn, thank you. the city of philadelphia is already getting its roads ready for the incoming storm and so is the state. katy zachry spent the morning at a salt yard in phil foyle show us how they're getting ready. >> reporter: we've seen a number of things happen so far this morning. trucks were bringing in salt to stockpile it. it won't be used for another day and a half until the storm moves in but that doesn't mean road prep has not begun. most brining operations started last night. that's when trucks spray a salt and water solution on the roads to prevent freezing from happening. officials in philadelphia say they'll decide once the storm hits tomorrow when to issue a snow emergency. that's when cars parked in

designated snow areas will have to be moved or towed. and the streets department tells us they've been in active communication with other city departments that will also be working around the clock this weekend. >> we try 48 hours before our first snowfall, our salting operation starts when the snow begins to fall so it's two separate operations and we prepare for this and plan for this as soon as we hear that there may be an event. >> reporter: two important things are happening this afternoon that we'll be following. pennsylvania governor tom wolf will be holding a press conference at 2:30 to discuss how the state is preparing for this storm. later around 5:15, philadelphia mayor jim kenny will meet with city officials and answer questions about their storm readiness. reporting from south philadelphia, katy zachry, nbc 10 news. as this storm approaches our region, you want to rethink any weekend travel plans, especially if you're planning to fly. airlines are predicting delays

no one was hurt. time to check in on the roads with first alert traffic report jer yesz a boyington. jessica, what are you seeing there? >> we had a disabled vehicle a moment ago in this area but it just cleared out. no real delay moving past this scene and it's pretty much back to normal on the schuylkill eastbound and westbound. but in center city, if you're out and about, locust is still blocked between 22nd and 21st street and we want you to watch for icy conditions in the area. we talked about this a moment ago but if you missed the tail end of that, watch out in burlington county browns mill, route 70 closed around lakehurst road which is route 530. a backup there. and some emergency construction over in bellmawr new jersey at route 42. the right lane is closed and a

big backup behind 295 as well but the route 42 freeway looks great. a five-minute drive time. if you are heading over the bridges, the burlington sbrifl the middle of an opening, george? philadelphia police had a lot to deal with in west philly last night. first they say a man killed his cousin because of a dispute over a home and a captain responding to that call was in an accident that injured two kids. we'll begin with the shooting. authorities say a woman had a nail gun and was trying to nail the front door of the home on pearl street shut. detectives say she'd recently gotten ownership of that home and was trying to get the suspect to move out. they say the man shot her five times. officers caught him as he was trying to drive away. meanwhile, a police commander was driving to that scene. investigators say a woman driving along belmont avenue crashed into the officer's unmarked car. there were two kids in her car, a nine-year-old girl and a

two-year-old boy. both those children were treated for minor injuries. there were no car seats in that woman's car. police hope new video will help them catch a robber who has held up a gas station in the burholme neighborhood. the man went into the sunoco on december 16, he pointed a gun and demanded money. after taking cash, the man ran away. if you know anything about this person, police want to hear from you. montgomery county prosecutors say bill cosby wants special treatment in the sex assault case against him. cosby has asked to have the criminal case thrown out before even a preliminary hearing happens. last week, the comedian's attorneys filed a motion to have the criminal case dismissed and insist cosby cannot be prosecuted because that would violate an agreement cosby made with former district attorney bruce castor. the current d.a., kevin steele, said yesterday there was no valid agreement made for cosby.

the hearing will be next month to determine if the case will move forward and castor is expected to testify for the defense saying he made a deal in order to persuade cosby to testify in the accuser's 2005 civil lawsuit. happening today, the philadelphia parking authority will announce a new reward for information about the murder of a man who was shot while walking his dog. that victim, mark marshall, worked for the pta. police say on december 16, a gunman pulled up in a van at 47th and kingsessing and shot marshall. his family tells us a witness overheard some type of argument between the victim and the gunman and it appeared he did not know his killer. >> let's get some clues in here. it really, really, really hurt our family. >> marshall's mother says her son spent five years with the parking authority and was going through the process of entering the philadelphia police academy.

he had dreams of joining the mounted patrol. happening now, a bill to protect kids on hoverboards is being introduced to philadelphia city council. that new measure would require kids 12 and under to wear helmets, knee pads and elbow pads while they're on those hoverboards. violators could face a $25 fine if that is passed the law would be the very first of its kind in the entire country. and from our delaware bureau, today governor jack markell will deliver his annual state-of-the-state address. lawmakers will come together in dover this afternoon to hear the governor's plans and his goals for delaware in 2016. he's expected to discuss the state's economy, schools, the criminal justice system, and government services. this will be markel's last state-of-the-state address as he enters his final year in the governor's mansion. coming up, chaos in the capital. the big one hasn't even arrived

well for our approaching storm. just about an inch of snow crippled traffic in the washington, d.c. area last night. although it was only a small amount of snow, when it hit the very cold asphalt, it created a thin glaze of ice. there were crashes everywhere and side streets and ramps were blocked by cars that spun out in the ice. people sat, going nowhere for hours, just trying to get home from work. here's an interesting note -- that snow managed to slow down president obama. the president usually uses a helicopter to move between joint base andrews and the white house but because of the bad weather in d.c. last night, the presidential motorcade had to take a slow drive, very slow, through the snowy streets of d.c. usually that ride only takes about 25 minutes. the president made it safely home after more than an hour on the road last night. here it is, an aerial view of the congestion. you can see cars lined up for

miles. it gives another look at the accidents that people were involved in. here a car slid into the back of a bus. this car looks like it spunout on those very icy roads. as we get closer to the winter storm, crews get ready in montgomery county. deanna durante is live there. deanna, what are they doing there? >> it's the same scene in 62 marco rubio palties. this holds gallons of brine, a salt water mixture. now there's 70 miles of roads here but they had to make multiple passes just before the storm hit so we talk to one of the drivers who's preparing to spend hours behind the wheel this weekend and he tells you exactly what you need to do, not just here in whitpain but all over in order to make their life

easier. >> for me, just keep your cars, if you have driveways, please use your driveways. keep the cars off the road. the closer we can get to the curb, the better off it will be for everybody. keep the snow on your property versus putting it on the road for me, especially if i've cleaned your road and it ee's salted. >> now, the brining is part of the pre-treating process. that gives them a window of opportunity before they need to plow. the hope is the salt water mixture will melt any fallen snow that falls before they need to start plowing and then salting. why not salt first, here in whitpain they say this is a way to brush the salt off the road after the spoe falls so this will give them a barrier to get a head start on the storm and, like many people, they're trying to figure out how much they'll

get here in the township. they are preparing for a very long weekend. deanna durante, nbc 10 news. pre-treating those roads is critical. what you saw in washington, d.c. last night happened because they didn't pretreat the roads because that snow was kind of a surprise. makes a huge difference and it will help us tomorrow night. we've got a first alert for this major winter storm. a blizzard watch has just been issued for parts of the area and the storm timing generally friday night into sunday morning. kind of a long lasting thing. we have clouds around right now. the 33, the winds north/northwest at nine, humidity 46%. so the blizzard watch includes the heavy snow. just because it's snowing hard

and we've got some wind doesn't make it a blizzard. 35 mile an hour winds or greater for three hours or more. and low visibility, because you can't see very far in a blizzard. that makes it dangerous. people can get stranded in cars in blizzards where they wouldn't necessarily in a normal regular heavy snowstorm. this is a very serious situation here. fortunately it's happening on the weekend when a lot of people will be home anyways. good time to stay home. low 30s across rest of the most of the area. from 8:00 friday to 4:00 a.m. saturday the snow spreads up from the washington and baltimore area. starts light but then it gets heaviest 4:00 a.m. to noon. the wind increases. more wind the closer you are to the shore. noon to 8:00 p.m., heavier snow

but mixing from philly south and east. blizzard conditions in parts of the area possible and then 8:00 p.m. stoord sunday morning the snow is tapering off but the wind is not tapering off. it could be every bit as windy sunday morning as it is during the day saturday. the blizzard watch goes from the philadelphia i-95 corridor all the way down into central delaware and a good bit of south jersey. winter storm watch surrounding that. so the wind is not expected to be as strong farther away from philly and we're not expecting as much snow in cape may county and southern delaware. now we are expecting high tides. major coastal flooding. these areas in green will get into more detail with that as we get closer to this storm. but there's the potential for more than a three foot storm surge in parts of cape may and

atlantic counties. and that's pretty serious. there will be flooding, damage, beach erosion. here's the storm in two pieces right now. it's going to come together and then really intensify. starts off as an ice storm down in north carolina and here comes the snow as we go into friday evening. 10:00 still not doing that much but as you get up saturday morning, it will be snowing and snowing hard. then it changes to rain near the coastline but it stays as snow from philly north and west. and there's the snow, all snow north and west. a mix but it's still mostly snow from philly south and east because that's how you get 10 inches plus. there's philadelphia and bucks county to mercer county to burlington county. now, the heavier snow, the closer you get toward baltimore and washington, that includes

northern delaware and parts of chester county as well. for the rest of the day today we've got a fair amount of sunshine. temperatures get above the freezing mark but not by a whole lot and then the seven-day foreca forecast. tomorrow is generally dry until late in the day into the evening hours. then on saturday into early sunday we have the first alert for that major winter storm, including possible blizzard conditions, then really cold monday morning so it's -- the snow will be hanging around for a little while. they absolutely need to be pre-treating those roads. it will help at the beginning. >> one thing, glen. you guys are going to be monitoring the track of this so closely. that will really matter. >> right, and we'll get more information this afternoon, get more specific on the snow totals and the timing for different parts of the area the closer we get to the storm. >> so update accord g.i. and

computer models are agreeing this is going to be a major snowstorm. this is only a doubt about certain of the details but there is definitely going to be a big winter storm. a blizzard watch issued for parts of the area. many parts of the area will get at least 10 inches of snow. that's a major snowstorm for just about any part of the area and some places will get more than that. major coastal flooding is possible for at least a portion of the coast, which is not good news. what does a blizzard mean? it's not just heavy snow, it's about the wind, too, frequent gusts to 35 miles an hour or greater and low visibility for at least three hours, you right remember the blizzard of '96 wasn't really a blizzard. it wasn't windy enough to be technically a blizzard. there's the blizzard watch as you can see here. it does include the philadelphia

area and lower bucks county, lower montgomery county, southern chester, delaware county, the northern half of delaware look how much of south jersey is covered. you won't be spared. there may be more power outages because the snow will be heavier and weather and there will be stronger winds. a winter storm watch from upper bucks montgomery and chester through berkshire hathaw and, but couan and, ban andbeand berks county. so there will be significant snow but there will be mixing going in. not much close by. we have two pieces of more choice and energy and these two storms are going to combine as we get toward the east coast. we'll add more gulf of mexico moisture and then we'll add atlantic moisture to this and it

will be very large, covering a lot of the country, there will be a lot of airport delays and cancellations. there's friday 6:00, it's not quite here. but as we go through the evening, the later you stay up friday, the more likely it will snow and the heavier it will snow towards saturday morning and it snows pretty much all day saturday and into saturday night. the only exception would be where we see a changeover. we expect a changeover to rain at many shore locations but you'll get snow accumulation first. the snow to mix, although there will be a lot of snow before the mix and at the end of the storm, too and it's all snow farther to the north and west. so six inches or more toward the lehigh valley which is not the biggest snowstorm they've ever seen but 14 plus from wilmington southward and 10 plus at philly.

shore area residents are being urged to sign up for the code red emergency notification system to get alerts about weather development. >> there's a little flooding, roads were salted but that's what we deal with at 6:30. >> reporter: atlantic city electric says they will work around the clock in case there are outages and on that note they are asking all residents to be prepared and get an emergency kit together in case. in atlantic city, matt deloouuc nbc 10 news. once the snow starts to fall, parking spots could become scarce. you cannot save parking spots in philadelphia with cones or chairs. police have even released an animated video to let people know with the hashtag "no savies." that's the rapper drake in their vid video. police say to call them. find the reminder video the hashtag "no savesies."

jim cantore tells about issues in washington, d.c. >> reporter: if last night was a precursor, we are in big trouble in washington, d.c. only seven tenths of an inch of snow but look at the headache it caused. we had accidents everywhere. 150 of them reported by the police department with traffic locked up everywhere. every major interstates with less than an inch of snow. there's so many aspects of the storm it boggles the mind, we have a major ice storm possible for charlotte, north carolina. polices like birmingham, atlanta, memphis, they have a chance of snow eventually. then there's the crippling snow which we've had such high confidence talking about over virginia, west virginia, maryland, delaware, southern pennsylvania for the last several days. now it looks like 20 to 30 plus

over the next couple of days. got a first alert for a major winter storm. it won't start for more than 24 hours from now so we're not talking about tonight, we're talking about tomorrow night. a blizzard watch has been issues for a good bit of the area and the trialing is friday night into sunday morning. we have mostly cloudy skies now but it's not related to the storm at all. 33 degrees, winds not that strong, feels like 25. so when we say blizzard what does that mean? not just heavy snow, and not just kind of windy. the official definition, 35 mile an hour sustained winds or frequent gusts for three hours or more along with a low visibility. quarter mile or less for three miles or more. you have to distinguish between a heavy snowstorm which is a real nuisance and a blizzard which is potentially life

threatening if it gets bad enough when you can't see in front of you and cars get stranded on the road. the can't temperatures, 30 to 33 in most of the area. and here we go as far as the snow starting about 8:00 friday evening and that would be in central and southern delaware. will it take a while to reach through the entire region by 4:00 a.m. and 4:00 a.m. to noon it's picking up in intensity. the wind is increasing as well and it's likely to snow all afternoon north and west. it may mix with some sleet or even some rain from philly down towards the shore and it may be blizzard conditions at that time. it's a blizzard watch, not warning so we're not sure we'll see the blizzard conditions just yet. the snow tapers off after 8:00 saturday night and ends sunday morning when it's plenty windy. here's the area of the blizzard

watch in purposing. includes northern half of delaware, much of south jersey outside of cape may county and the philadelphia area. the far northern and western suburbs may escape the hardest with this storm because it's going to be farther to the south. there's the heavier possible storm surge in parts of the delaware beach and sussex county. there could be up to major coastal flooding. we're talking about three feet of a storm surge parts of atlantic city and up toward long beach island z. there's ocean city. significant flooding. we have three high tides in a row to be concerned about. the highest of those high tides comes sunday morning. we are dry right now. two storms in the middle of the country will combine and bring a big area of precipitation.

obviously it will start as snow. everywhere, even at the shore it's starting as snow then gets heavier overnight. saturday morning there's heavy snow atlantic city. it may change over to rain there but probably not up to the philadelphia area. it may never change to rain. there could be a little sleet mixed in there then continues into sunday morning and we have snow changing to a mix from philly south and east. 14 plus inches from the wilmington area toward baltimore, 10 plus in the philadelphia area. less through the north, a little less to the south, we'll update this throughout the afternoon as we get new information we're dry during the day today, temperatures in the mid-30s and the seven-day forecast, the snow comes in friday night, the first alert for friday night and into sunday morning and then we start to warm up later next week. >> glenn, thank you.

video of a snowboarder surviving an avalanche has gone viral but he could face charges. you might have seen this video, christian maris was wearing a gopro when he boarded down a steep run at the sugar bowl resort in california. it shows him being buried under the snow and then fighting his way back up to the surface. now, though, the resort is pursuing trespassing charges against him saying maris triggered that avalanche. sugar bowl says he was in a very active avalanche area which had been closed to the public for years. they say maris put himself, his friends, the ski patrol and even the public at risk. a pair of premature twins in australia is already so close they don't want to let each other go. take a look at this. you can see little christian and christina holding hands there. they were born at 28 weeks. their mother posted this video of them and their father to

in "ebony" magazine's power 100 list and i got to go to the gala. >> is it weird to see yourself on stage like that? >> a little bit. >> this is the question everyone wants to ask you, were you nervous? you have to have been nervous? >> i feel like i was a little bit nervous but i don't think enough time to get, like -- to realize what the stakes were if i were to go out there and do horribly. >> that's probably better. and steve has been your mentor for some time now. steve, talk to us a bit. you've worked with us in the choral setting. what kind of guy is little bobby? not so little, 14 years old. >> well, people often ask, has his head gotten real big? i'd say bobby is the same today as he was then. he's a ham, he loves it but you wouldn't send anybody but a ham throughout to do it. >> he's developed as a singer over the time you've been working with him. >> he's been singing since age three with his mom and his

a busy day for us here at nbc 10. glenn "hurricane" schwartz here with a check of what we can expect over the coming days. >> right. and this is going to take a while before it starts. the storm has barely come together in the mid-le of the country so we're talking about friday night there's more than 24 hours away before a flake falls but by the end of the storm, by sunday morning some parts of our area will get more than 10 inches of snow. that includes the entire philadelphia area up through bucks and montgomery county, camden, gloucester, and more snow in parts of chester county and delaware county and northern delaware. >> huge snow amounts. watching that coastal flooding for the areas along the atlantic. >> a blizzard watch is in effect so the wind will be a factor as well. the fact that we have a full moon doesn't help. thanks for watching nbc 10
