the nice weather we have been having. >> live team coverage in pennsylvania, new jersey and delaware. on the streets in your neighborhood as a major snowstorm barrels down on us. good evening. >> you are watching a special hour-long edition. tonight, the new jersey declared a state of emergency joining pennsylvania and delaware. live pictures from storm force 10 in cherry hill. wainwrigyne wright tells us the three inches of snow. >> while we were on the air this afternoon, people in delaware saw snow. you saw a car attempting to make a turn. this is our live camera in wilmingt wilmington. >> parts of chester county could see the largest snowfall. the plows doing a lot of work to clear the roads. >> we are in the thick of it. let's get a sense of the big picture. we begin with meteorologist

sheena parveen. we have a long way to go. what are we seeing? >> what we are seeing is snow for everybody. even heavier areas of snow in new jersey and delaware now. those are moving up to the north. we are blanketed by snow. blizzard conditions still expected as we go through the day tomorrow. power outages expected. major coastal flooding expected. what you are seeing is just the start of the storm. we will see a lot more as we go overnight and into early tomorrow. a look at delaware and south jersey. this is snow blanketing the area. heavier snow around dover. we have seen three inches in delaware. more moderate snowfall on its way to philadelphia. snow to the shore through montgomery and bucks county. everybody north and west of philadelphia, even in the poconos seeing light snow. it's falling and accumulating. future weather keeps it coming as we go into early tomorrow morning. maybe rain for cape may. but the rest of us by 7:00 a.m.,

dealing with heavy snow, wet snow close to the shore. best chance for power outages there. by noon, strongest winds gusting near 55 miles an hour. by 5:00 p.m. tomorrow, snow is continuing. by 10:00 p.m., that's when we will start to see things taper off into sunday morning. by the time it's all said and done, here is what the totals should look like. right now we have seen a few inches across the area. we expect up to 23. keep in mind, this will be snow falling for 24 hours across most of the area. 23 inches possible as we go into parts of northern delaware. much of new jersey. this will extend into mercer county. all this is going to be occurring through mostly the overnight hours, early tomorrow morning is when we expect the heaviest. we will see 12 through 17 through the lehigh valley into lancaster county. that extends into new jersey, including atlantic county and kent county. four to eight possible in some

areas where we will see it change over. there's a chance we could see 23 to 28 inches in some of the heaviest bands. near the poconos, four to eight. lehigh valley, 8 to 12. the heavy snow is on its way. what you are seeing right now is not the brunt of the storm. it's the beginning of the storm. it will start to get windier overnight and early tomorrow. we will see heavier snow bands moving in through the early morning hours before sunrise tomorrow. coming up, a closer look at the counties. we will show you what you can expect in your county. >> let's go back to delaware. this is a live look at wilmington from our come are a on top of blue rock stadium. baseball weather seems far away. you are looking at roads here. visibility is very low. you do see a few cars braving the storm. not a good time to try to drive tonight. randy gihas this.

>> reporter: they are considering a level two driving restriction, which means only essential vehicles on the road. the roads are open. you see some cars coming in. we see a lot of people making some very literal last minute purchases at the walmart and the grocery store with just hours before the real brunt of the storm comes in. how is the roads? >> it took me 30 minutes to get here. usually takes me seven. >> reporter: in delaware, snow started early, despite 330 plows on state highways driving was treacherous. >> it's cold out here. >> reporter: this family drove to the shoprite to pick up a backup generator, afraid of losing power. >> with the high winds coming, we can't take no chances. the heavy snow on the wires. we have to be prepared. >> reporter: you going to work tomorrow? >> hopefully.

>> reporter: mike cleans off his car ahead of his overnight shift. he will be out fixing downed wires. >> stay off the roads. people hitting trees or power lines. >> reporter: we have seen cars spinning out. this is just an inch or two. it will get worse. this man had a close call driving through delaware. you spun out a little bit. what's your advice? >> don't. stay in the house with the family. >> reporter: good advice. it started showing at 6 p.m. i would say we have three inches on the ground. that number is rising. we are expecting a briefing from the governor at 9:00 a.m. tomorrow. the other major threat away from the snow is on the shores of delaware beaches where they could see serious coastal flooding. live in wilmington, nbc 10 news. >> who needs graphics when we have you and snow on a van to illustrate it? thank you.

stay safe. >> the snow falling in chester county. >> that's where we find george spencer. he is live in west chester. how is it looking? >> reporter: definitely coming down at a good clip here. it's been that blowing and fine snow that we have seen out here since about 8:00 tonight. contrast to a lot of storms, it seems like the accumulation came more quickly on the cold asphalt surfaces. take a look at the parking lot of this acme. see the front end loader doing lots of work piling up snow in this area and, of course, we are only a couple of hours into this storm. the sounds of winter return to chester county tonight. rumbling and scraping. as west chester residents hurried out one final time. >> i've been out here for 20

minutes. my car has been covered. >> reporter: he was in good company. people with the proper equipment needed it. those without, we saw them making do using hands as scrapers as the storm began to show its force here. >> it's going to be a snow weekend. >> in the house. we're getting pizza. >> roads aren't that good. 202 is not as good as it should be. everyone should stay in the house. >> reporter: the lanes on 202 were already disappearing as we drove it tonight around 8:00. good to avoid if you can. you are one of the ones that has to be out in this weather. this woman had no choice after working until 9:00, she planned to creep back into philly ever so carefully. >> i'm going to drive five miles an hour on 76. trying to get home. pray to god that everything will be all right. >> reporter: the slow driving definitely a good idea. back to the live pictures. we are right along a major thorough fair in the area. you can tell traffic has quieted

down a lot for 11:00 on a friday night. not a lot of blacktop. you see this car passing right there. the roads are traversable. it's not recommended. things will only be getting worse as we monitor things out here overnight. we have seen plows. not a lot of blacktop. cars are getting by at least for right now. that's the latest right now live in west chester. >> george, thank you. >> let's head back to sheena parveen with a closer look at what to expect. >> yes. chester county is typically one of the counties that we see with some of the highest snowfall totals out of the storms. that's what we saw last winter. look at the radar. if you missed it, we have a lot of snow moving in here. the darker shades of blueish purple color that you see, that's heavier snow bands moving in. now we will zoom in. here is chester county, montgomery, bucks, philadelphia, delaware, all these areas seeing snow over the major interest in.

you don't want to drive in this. the snow accumulating and sticking to the pavement. west chester seeing some pretty good snowfall there. here is what we have seen so far. the updates on the snowfall totals right now, they are coming in quickly. i'm trying to update these as fast as i can. the snow is falling so fast that these numbers have most likely just gone up since i actually put these on here, which was only about five minutes ago. in philadelphia, we have seen a little over three inches. near west chester, we have seen close to two. close to two in berks county. they are going up from here. they will continue to go up overnight tonight. here is what you can expect if you are in chester and delaware counties. as far as snowfall totals, 17 to 23 inches in chester county and delaware county. this clouds downing town, king of prussia, concord. we will see these areas with some of the highest snowfall totals. there's a chance near west chester that some models are

indicating we could see higher amounts near about 28 inches. that's going to be n some of the heaviest areas. all snow is expected. the heaviest will be 3:00 a.m. to noon tomorrow. those heavier bands expected to move in overnight. they will get here before sunrise. you will wake up to heavy snow falling. the winds will pick up. it's not that windy now. but it will get windier as we go into the early morning hours. like i mentioned, most of the snowfall in this area of chester county is expected. your snowfall totals will be some of the highest in the area. we expect. this is along the entire i-95 corridor we have seen the snow falling, the plows are out there. it's sticking to surfaces. these are dangerous driving conditions. even though it doesn't look windy and maybe you don't think the snow is too heavy right now, this is only the beginning of the storm. it is going to get heavier and windier. we have a bliss azzard warning . we will take a closer look at

welcome back. now to philadelphia where a snow emergency is in effect tonight since 9:00 p.m. tonight. you should have moved your car from any snow emergency routes or you face towing. you are looking live now at eighth and market in center city. i see no traffic on the roads there. someone is trying to cross the street right there walking

across. i expect it's going to stay quiet tomorrow, too, on a saturday. >> it should. lauren, how is it where you are? we see snow coming down. >> reporter: good evening. it has been coming down for about four hours. you know, it may look fluffy coming down here. but this is very wet. look at this. just the mushy mess that it has created in the streets here. this tells you something else as well. some folks are throwing snowballs at me. it's snowball weather as well. there we go. i can tell you folks are out here. they are throwing snowballs. they are driving, walking. some folks working. take a look. amid flying flakes in philadelphia, the flashing lights mean this car has to go. trucks clearing emergency routes in the city so as the snow falls, the plows can get through. bundled, hoods and umbrellas up, some brave the streets. you chose to come out in this. jason was out to dinner. tell me what you thought.

>> we didn't make it before it started snowing. >> reporter: was that the plan? >> yeah. >> reporter: you didn't make it. we found some people out on a mission. traveling with a load of coats to warm those who need them. >> so far, we have been out delaware, right under the tunnel. >> reporter: the mission sometimes is personal. what is the cake for? >> my son's birthday. >> reporter: a trip worth the chill. >> i was visiting my kids. you know, it's always good to see them. now i'm heading home. hopefully, i can beat this. >> let's head down the shore now. this is a live look at cape may where we saw the snow start coming down when we were on the air this afternoon. it's still coming down. the wind blowing right there. >> it was snowing earlier when we saw you this afternoon. it's still blowing sideways. >> reporter: nonstop sideways snow around here.

the good news though is that folks in this area will not have to shovel nearly as much as others around the region. but around here, snow is not the biggest concern. in cape may, theip9=] started around 3:30 in the afternoon and hasn't let up since. >> a little more breezy than i'm accustomed to. >> reporter: the weather assured it would be a ghost town. for others -- >> we didn't come down to see snow. it happened that way. we booked the weekend at one of the bed and breakfasted. we have been watching the snow reports. we're coming anyway. >> reporter: the snow did not deter them from venturing out. why are you out on your bike? >> i don't know. >> reporter: scott murphy has a ski vacation he will have to cancel this weekend. he got a few miles in. he says this is the next best thing. >> skis don't work too well in the slush.

taking advantage of the good snow tonight while it's a little crispy. the skis can slide. >> reporter: snow accumulation is not a concern as totals are expected to pale in comparison to other regions along the east coast. it's the strong winds and high tide starting just after 7:00 a.m. that could be a damaging combination as the coastline floods. flooding has been characterized as possibly the worst since hurricane sandy. coming up at 11:45, i'm going to tell you how a state wide emergency declaration, how that impacts local response to the storm. >> somebody is going to want to borrow that shovel you have. thank you. let's head to sheena parveen who has a look at the radar. you see this storm all over our area. >> it's snowing everywhere. and we are talking about it becoming heavier in some spots. mostly delaware and south jersey seeing the heaviest snow.

there's more on the way. you can clearly see that. blizzard conditions expected tomorrow, most of the areas under a blizzard warning. very strong winds gusting near 55 miles an hour, very low visibility. could see whiteout conditions in some spots, power outages, especially in new jersey and delaware because those areas will be seeing the biggest amounts of wet snow falling. major coastal flooding, that's a big concern tomorrow with high tide. strong onshore winds and a full moon makes high tide larger than it normally is. now we see heavy pockets moving into cumberland county, kent county should be seeing this heavier snow soon, approaching vineland. it's snowing there like we ju saw. another band of more moderate snow moving into philadelphia. everyone seeing the snow down the expressway to atlantic city. we are continuing to see it in montgomery, bucks, delaware county, the lehigh valley, bushes out through allentown. north hampton county and the

poet c poconos. accumulating and sticking. temperatures are below freezing. the one thing to point out, this rain/snow line we don't expect it to move too far inland. cape may county and sussex county would see that. now we are going into 7:00 a.m. tomorrow. notice how the snow has not stopped falling from now to 7:00 a.m. we will see very high snow amounts. that rain/snow line has moved into new jersey and sussex county. not all of new jersey. keep our eye on the line very closely. that will be impacting snow totals. noon tomorrow, this is when the storm will be at its height with the wind. wind speeds could be near 60, 70 miles an hour along the shore. we will see snow continues by 5:00 p.m. some areas could see a break. we expect another burst of snow later on tomorrow evening. by 10:00 p.m., we should start to see this clearing out of the area. clearing even more as we go into

your sunday. here is the look at the totals once this entire thing is out of here, which isn't until late, late saturday night. we expect up to 23 inches through parts of the area. 12 through 17 flewthrough a goo portion of the area. almost everyone will see a foot of snow. there you see the higher amounts. some areas will see more. we will talk more closely about other counties around the area coming up. >> local transit agencies feeling the impact even as the storm is getting started. >> starting with septa beginning tomorrow morning at 4:00, all septa train lines will be down, except for the market frankford line and broad street line. those closures should last 24 hours. they hope to restore service by sunday. that's subject to change. >> new jersey transit is suspending bus and light rail service at 2:00 a.m. it will resume when weather conditions permit.

>> tomorrow, all flights are canceled at philadelphia international airport. people scrambled to get to their destinations today. you are watching nbc 10 first alert coverage of a major snowstorm. we have a huge team of journalists checking the conditions in your neighborhood. these are live pictures from storm force 10 along 70 in cherry hill. it doesn't appear that much plowing has been done here. the governor left the campaign trail to head back to the garden state. an update on new jersey's plans next.

we have our cameras at locations around the city to show you conditions. believe it or not, this is a live look yes at logan circle. maybe you can make it out there. scenic most of the time. not a good time to be on the ben franklin parkway for 24 hours or so. chris christie has declared a state of emergency. >> he said that new jersey is prepared for the storm but he had a warning for residents. >> be smart. just don't go on the roads. you don't need to. there's reason to go have an adventure. if you have to go out during the storm, stay behind the salt trucks and plows. don't mess with them. they're trying to do the work they need to do. be safe. >> the republican presidential candidate had been scheduled to remain in new hampshire where he has been campaigning through the weekend. he decided to come home once the forecast worsened. >> he made it in just in time. travel is tough out there. right, sheena? >> it's very tough.

everybody is seeing the snow. heaviest in south jersey and delaware. you see it covering the entire area. we will zoom in to south jersey and delaware, along the shore. this is a main concern. we have snow in some spots. what we have seen so far -- these numbers are going up quickly. this is as of ten minutes ago oñ so. so about 3.5 inches through sussex county. some spots around 3.2 inches. a little over two inches in areas in kent county. some spots up to three inches. cape may county saw two inches. these totals are going to go way up. here is what you can expect along the shore. atlantic county right here, cape may county and sussex county, we are looking at areas a little bit farther inland, 12 to 17 inches. maybe milford as well. then you get closer to the shore, the totals go down to four to eight inches, wet snow in the areas along with strong

winds. could be providing power outages to a big portion of these areas. that rain/snow line could give us a little bit of an uncertainty on the amounts. as far as the shore concerns, we have 60 mile an hour wind gusts expected. high tide, a full moon tomorrow will provide moderate to major coastal flooding. high tide, for sussex county, 7:00 a.m. tomorrow. 12 hours later, we have another, 12 hours after that, another one. for cape may county, the same thing, 7:17 in the morning is the first high tide saturday. atlantic county, high tide times, 6:43 in the morning tomorrow. at these times we will have a strong onshore wind and a full moon. if you live along the shore and are familiar with the tides and what full moons do to them, we already in some areas see flooding anyway. combined with that, we will have the strong onshore wind. we will talk about the snow

the storm has arrived. snow falling across our area. look at the plow there. it's going to be here for the next 24 hours or so. within the next day, much of our area could be buried. >> here is a live look at conditions in south jersey. storm force 10 is in camden driving along admiral wilson

boulevard with the wipers going. aside from storm force 10, we don't see many cars on the road. maybe one ahead. people heeding warnings to get home and stay home if you can. >> let's look at center city. we have a picture of the comcast center in the snow. it's definitely wintry out there. >> good evening. >> you are watching a special hour-long edition of nbc 10 news at 11:00. tonight, our reporters have fanned out all over our area, philadelphia, delaware, jersey shore and the pennsylvania suburbs. >> we begin with meteorologist sheena parveen and the latest on the storm. >> we have a lot of snow moving through. you saw the winds. windy conditions. the winds actually will be increasing as we go overnight and through the day tomorrow. here is a look at the radar. a lot more moisture moving in through the overnight hours. right now, everyone is seeing snow. blizzard conditions expected as we go into tomorrow. we expect power outages, whiteout conditions.

winds gusting near 55 miles an hour. along the shore, higher winds. we expect major coastal flooding. high tide and a full moon and a lot of wind and snow to get through also. that's going to be through the day tomorrow. we have snow stretching from parts of delaware and sussex county -- all of sussex county, cape may, south jersey seeing heavier pockets. philadelphia seeing the snow falling and accumulating on the interstate. if you are planning on driving at any point tonight, i would not do it. the snow is accumulating on the roadways. 476 up through montgomery county, even bucks county here and berks county seeing it snow covered at this point. lehigh valley seeing snow accumulating to an inch in these spots, moving up towards the poconos where the ski resorts i'm sure loving it. this is future weather. watch as we go through time. the snow will continue falling and accumulating and get heavier as we go into tomorrow morning. 8:00 a.m., if you wake up and

you notice the snow is falling, look at the ground. it's going to be higher than it is now. the rain/snow line into cape may and sussex county. we will watch this very closely. if that moves inland more, it's going to mess with snow totals. army w either way, a long duration of snow to fall and accumulate. 1:00 p.m. tomorrow, we haven't seen any breaks in the snow. a solid area of snow expected. the rain/snow line hanging right along the coastline. then some areas will start to see a bit of a break as we go through 5:00, 6:00. if your area is north and west, you could see bands of snow moving in. we could have a burst of snow later tomorrow evening. here is 11:00 p.m. saturday, finally starting to see it clear out and finally it leaves as we go into sunday. we are talking about 24 hours of snow falling here. that is why the amounts are so high. we have a very long duration of snow. we expect heavy snow at times. we could see 17 to 23 inches for parts of chester, delaware

county, montgomery, lower bucks, this extends into new jersey and northern delaware. a lot of snow falling as we go through several hours of it. 24 hours through most of the area. coming up, a closer look at some of the other counties and what you can expect. >> thank you. another live look at the snow in wilmington. this is the view from the top of the blue rock stadium. as we heard, this is where they are considering level two restrictions, meaning only official vehicles would be allowed on the road. we will see if they implement that. >> hasn't happened yet. maybe if it keeps snowing it will. it's still snowing, right? >> reporter: i can tell you right now, it's almost whiteout conditions. the drivers try to navigate the roads in wilmingtowilmington. this is very unscientific. we have about a boot's worth of snow in the past five hours or so. look at the road conditions. we have seen a lot of plows. yet the snow is falling at a
