>> you have to dig it out, park and then dig it out again and again. >> we're monitoring the commute in to philadelphia tomorrow. the road conditions you'll run in to. the buses and trains you normally take. >> it's going to be a difficult problem. >> reporter: and the school closing alerts as the refreezing of all of the snow begins tonight. good evening. some of the big wither roadways are down a lane tonight. many smaller streets are still unplowed 24 hours after the blizzard of 2016 buried our area with an entire winter's worth with of snow. however the main roads are cleared as we look at the ben franklin bridge. we are getting ready font you have to head to work tomorrow but chances are your kids are getting a school day. the philadelphia school district and all archdiocese of philadelphia will be closed. you can see a complete list

right now at the bottom of the screen. make sure you find out the second your child's school decides to close or delay with the nbc 10 app. sign up for alert and we'll send you a text or e-mail. we are getting ready for tomorrow's weather with live team coverage from philadelphia, delaware and the new jersey shore. what conditions will people run in to tomorrow? >> it will be dry. there's not much wind. and temperature is going down. whatever melted during the day today is freezing. it is already frozen. we didn't melt a lot of snow because temperature got barely above freezing but everybody is below freezing right now. millville 16, 24 lancaster. 23 allentown. the temperature would be lower except some clouds have come across the sky. temperature will be going down in to the teens, even in the

city of philadelphia. there's not as much concrete as there normally is. a lot of the ground is white and that allows the temperature to escape the -- the heat to escape the space better. as we go through hour by hour, you can see 12 allentown, by 3:00 a.m. and close to single digits in some spots by 7 a.m. look at lancaster from this computer model. going close to zero. northeast philly at 11 degrees. well, we'll see how much we will warm up and talk about other threats for snow this week with seven day in a few minutes. philadelphia's snow emergency is over as of 10:00 tonight. now crews are looking for a place to put all of the snow. that means many side streets are still covered. even some bigger roads are down a lane. nbc 10's denise nakano is in philadelphia tracking your commute in and around the city tomorrow. >> let me show you the

conditions at this hour. we are seeing many of the roads that are slushy, expected to refreeze overnight. a number of plows, probably four to five making passes here over the past ten minutes. they are getting to the major roads. the secondary roads and side streets are still impassable. >> the side streets are impassable. completely impassable. they are mountains. >> reporter: the aftermath of a record-breaking snowstorm is causing headaches and concerns about how to get around. >> like you see, everything is a mess right now. >> reporter: mohammad is a father of three whose livelihood is stuck under a mound of snow and the uber driver said his street in south philadelphia is yet to see a snowplow. >> all two days now. i don't know how i will get the car out of here until they clean the streets i'm stuck. >> reporter: the mayor called for patience. he said snowplows are work

around the clock in a long-term snow-clearing operation. he ended the snow emergency at 10:00 tonight. that means cars can now park on snow emergency routes without getting towed. drivers can still park in ppa parking lots and garages for the rate of five bucks until 7 a.m. on tuesday. others are forgetting about their cars all together and taking a path less traveled. >> i'm thinking i might be working from home tomorrow. even though we dug out my car, the street is in bad shape. >> public transportation until it thaws out. hopefully not too long. >> live look at a line of cars socked in by the snow on one side. the other side looking better down the side street. we learned in the past few minutes the city of philadelphia will not give out violations for metered or kiosk parking so you don't have to worry about that. at 11:30, i will tell you ways the snow similar pacting neighborhoods. denise nakano, nbc 10 news. >> we will see you soon.

septa has been working all day and in to the night to restore rail, trolley and bus service in time for tomorrow's commute. both the broad and market street subway withes will run tomorrow. the north town line will run from 69th to bryn mawr. 30 to 35% of city and suburban bus routes are operating. as for the regional rail, septa official hope to have all but three running in the morning. >> it lab slow start. we haven't operated these trains for a couple of days now. we're doing what we can. bringing people in early to make sure they will operate. >> if you plan to drive to a septa station prepare for parking problems. many spots are buried under snow piles. for a list of what is running, go to our website or tap on the nbc 10 app. if you plan to use amtrak to get around tomorrow, acela expris

press and other services will be on a modified schedule. new jersey transit trabs, bus and light rail are in service. weekday service is scheduled to resume for the morning commute. but riders are urged to allow extra time. on the new jersey shore, the floodwaters receded in wild wood. according to the mayor, 60 to 70 people had to be evacuated. 100 homes sustained damage. we spoke to residents who are just starting the cleanup process. she is joining us with more on this. andrea? >> jackie, let me show you how it happened. the floodwaters came from the back bay, back here. neighbors say they saw huge waves crashing over the bulk head. the floodwaters receded but left a lot of debris. some of it is coming from blocks away. >> this was with floating. >> tonight marlin returned to his home for the first time to survey the damage. >> it's a nightmare.

when the devastation hits that you lost everything. >> he was home an on saturday when the water began to seep in. he said within a half hour there was already four inches. >> we grabbed everything and started to throw it up and everything started floating. >> reporter: they needed to evacuate but had to wait to be rescued by first responders. >> we pulled some of these down and we went up to the second floor. >> reporter: the floodwaters had begun receding when the mayor gave us a right in the borough's humvee. one look at the water lines on the home and you will see at its height it rose to five feet. the forces so strong it unhinged dox and sent boats floating down the street. >>. >> this is the worst for marlin mcmaster who is still recovering from hurricane sandy. >> got to come in and start

everything out and start over. can't live here no more. >> reporter: the mayor hopes the state and federal government steps in to help residents pay for the damage and if need be help them rebuild. live in the west wild wood with, nbc 10 news. >> residents in allentown are feeling the affects of the blizzard of 2015. shovels were the tool of choice there today thanks to a record 31.9 inches of snow. this just smashed the previous high of a little more than 25 1/2 inches that came down during the blizzard of '96. so glad we with know allentown set the all-time record. how about the totals for all of the counties in our area. >> even the places that got the least amount of snow had a big snowstorm. in philadelphia, we had fourth biggest snowfall ever recorded. 22.4 inches, which is just about

the average for the entire winter. 18.2 inches in manayunk, 17.8 inch. as we look at the lehigh valley, it wasn't that different from bethlehem at 30. bushkill 30.4 n. the state of delaware, 16.6 in christiana. dover 14.2. southern delaware had substantial snow up to ten inches in sussex county. then in bucks, montgomery, and mercer, souderton 23 1/2. king of prussia 26 inches of snow. trenton and mercer county, 22 inches of snow. now south squlerscy. camden 20. deptford 22 1/2.

vine land 13 1/2. that's over a foot. millville 11.5. close ito a foot and florence 22.5. in delaware county, chest er county, 25.5 in caln. 17 oxford. 28 inches in malvern. 22 in broomall. fortunately, a lot of the snow was with of the fluffy type because the temperatures were around 25 degrees or even less. the wind blew it around. so it didn't get to stick on the trees and power lines and that's why there were not nearly as many power outages as we have seen in past storms. >> glenn, thank you. nbc 10 all over south jersey today as people burrowed out of their houses and cleaned off their cars to get to work tomorrow. people spent most of the day freeing buried cars.

when you live on a side street or alleyway like this it is that much harder to dig out. in gloucester county strength in numbers helped to clear this sidewalk. little team work got the job done tonight. burlington county, this guy rolled up his sleeves and worked up a sweat as he shoveled this walkway in palmyra. he had his work cut out for him. nbc 10 checking in with people digging themselves out and trying to get around. the governor will lift a state of emergency in delaware at midnight. people who headed out in wilmington had to navigate slick spots on roads. we found people taking their time on foot as they headed in to pick up groceries. nbc 10 borough went driving. the streets were snow packed. 202 southbound was wet but clear. coming up, governor christie

the long cleanup has begun after an historic snowstorm dumped several feet of snow up and down the east coast over the weekend. central park was a winter wonderland at the heart of the blizzard. the storm dumped 26.8 inches yesterday. the second largest snowstorm in the history of new york city. the storm did not spare northern jersey either. we have this report from morristown, morris county. >> this is actually a four-lane road behind me. it looks like a three-lane road because of the choke point of the snow that wasn't totally cleared from both sides of the highway in that outer lane. it's like this on many roads across new jersey, despite heroic efforts by road crews. black ice is the obvious threat. every time we get snow melting and then quick refreezing, look at how easily my boot glides

over this black ice-infested parking lot. the danger is real and d.j. has gone through it. >> slipping and sliding all over the place. >> reporter: were you scared? >> wouldn't want to do it again. probably leave more time tomorrow. >> reporter: major roads where there is a lane and a half in each direction. here we found cars straddling two lanes. in you can see this plow truck taking up two with lanes as it approaches an intersection. multiple times we saw vehicles could not fit the two with lanes we'd normally find here. come morning rush -- >> it's going to be bad tomorrow. it's going to be very difficult. i'm going to try to go to work early to get ahead of that because i know it will be unmanageable around 7:00, 8 a.m. >> this car belongs to kevin lyons. >> i said the car can wait.

>> this walkway took so long that's why he won't use his car for a while. the advice is always to leave early, but it's also to be careful if you see yourself being crowded in to half a lane or the possibility of black ice, slow down. in morristown, brian thompson, nbc 10 news. there are two weather-related deaths in our area. a 56-year-old man in berks county died last night after a passion snowplow trapped him inside of his running car. a 54-year-old allentown man died after shoveling snow. when it comes to digging out from the snow, dr. joshua cooper at temple university hospital said chest pains aren't the only warning signs you maybe in trouble. >> sweating, trouble breathing, pain in the neck or jaw or arm or just simply feeling unwell. >> reporter: coming up in our next half hour, we'll get tips

from a physical therapist on how to correctly shovel if you haven't got around to it just yet. a lot of shoveling still left to be done tomorrow. >> yeah, for the rest of the week too. it will take a while to get rid of the snow. i was exhausted walking through it last night for 30 minutes or so. it is quite an exertion to go through. that we have just about the coldest night of the week tonight. we will see the refreeze and we have some snow chances this week. we'll get in to that. right now we are dry but there are some clouds around. 28 degrees. that's preventing the temperature from drop ing even more quickly. the wind is light. it feels like 23 degrees, not much of a windchill tonight. it is 23 allentown and mount pocono. 27 reading. 25 pottstown, 23 mount holly and

glassboro, also atlantic city international and 16 millville. every part of our area pretty much has snow on the ground. the post storm issue is of course the refreezing that is going to happen every night. we're going to get some melting during the day. it freezes at night. whatever looks wet will be icy and that's especially true of sidewalks and driveways. that's where it seems lake the most injuries happen when you are trying to walk. what's it going to feel like in the morning? close to 10:00 ten, 11 degrees. a touch of wind. it could feel like sink single digits pretty quickly. five mile an hour wind is enough to make it feel a lot colder than it is. a little patch of clouds coming coming across right now. not much prosecution there either. a little light snow from the dakotas. the future weather shows a weak

system that's going to be moving in as we go through tuesday. that's in to the night time hours, and then later in the week, there's going to be another storm developing in the gulf of mexico and moving along the coast. looks like a close call of producing snow around here. as of now, most of the models are off shore but a close call and something we will have to watch all week with. dry, very cold with the refreeze tonight. nine in the coldest suburbs if we clear out toward daybreak. mostly sunny and cold tomorrow. high temperatures in the mid-30ss. so, yeah, we could get a little melting, a little more on tuesday and some late showers possible. could change over to a little light snow toward the end early wednesday. the main threat would come late thursday and thursday night and then looks like pretty decent and not too cold weekend.

new at 11:00, former philadelphia police commissioner charles ramsey is returning to his roots. chicago mayor emanuel tapped him to work as a consultant. he will help to guide civil rights reforms for the police force. ramsey began his career in law enforcement as a cadet in chicago and spent the next 30 years with the department. the u.s. department of justice launched an investigation in to the chicago pd last month following the deadly shooting of a teenager. ramsey is already working as a public safety consultant for the

city of wilmington. nbc 10 was there for the official announcement. ramsey retire trd the philadelphia police department last year. turning to decision 2016, new jersey governor chris christie is on the campaign trail. he held a town hall today. christie touted his handling of the massive storm that hit over the weekend. he also took issue with comments made by marco rubio. the florida senator joked the storm would prevent federal agencies from imposing new regulations. christie said rubio's comments showed a real immaturity. a pregnant teenager dies during the blizzard. what her family is telling nbc 10 about what she was doing in the snow before she died. tonight, dangerous conditions on the side streets of philadelphia as crews worked to clear all of that snow. we're tracking what you can expect if you are heading in to the city tomorrow.

the city of philadelphia is bringing in the heavy equipment to help get rid of the snow piles around the city. nbc 10 captured this video of an aero snow melting machine in philadelphia. the giant machine turned snow piles in to water and trucks it away. many schools are closed for tomorrow with so many smaller streets unplow ed and sidewalks that will be icy. nbc 10 first alert chief mooelgs meteorologist glenn hurricane schwartz is joining us with what to look out for tomorrow. there's a lot of black ice out there. >> depends where with you can you are. it can be deceptive when you look at the main highways and the drivers are going fine, right along. the side streets, where there's still snow and some of that that melted during the day, that becomes ice at night. you get the melting during the day, and then icy at night. the temperature is below freezing. it barely got above freezing.

there wasn't widespread melting during the day. this is going to be a gradual thing and something they will have to deal with pretty much every night this week with the re-freezing after the melting during the day. it looks wet. but it is actually icy early in the morning. this is especially true on sidewalks, driveways, worse than what we would normally see on the street. this is where a lot of people tend to get injured. right now, we see temperatures in the 20s. we will be dropping to the teens by daybreak. not much wind here, but 16 is pretty darn cold. 15 degrees. future cast showing in allentown by a few hours from now and then perhaps close to single digits by morning. then it is going to warm up with the sunshine during the day tomorrow and more so on tuesday. there are a couple of chances of snow this week, as well.

you'll see that in the seven-day forecast in a few minutes. >> see you then. tonight in south philadelphia, people are trying to make sure their cars have the clearest pathway to work tomorrow. once you get out of your driveway, there's no guarantee the side streets in your neighborhood will be clear. nbc 10's denise nakano has the latest on the conditions in the city tonight. >> the plows have gotten to the main roads but the secondary streets are a mess. difficult to walk through and impossible to drive. shovels hitting black top. car tires spin ing. familiar sights and sounds as people dig themselves out of the fourth largest snowfall in city history. >> really impacts people's ability to get from place to place and even for people to walk places and the danger of slipping and stuff like that. it's just not good. >> reporter: clearing efforts entered in to a second night . plows made progress on heavily traveled roads and numbered streets but many side streets

are snow covered and impassable. >> pretty good job on the main streets, like broad but the smaller ones you can see not so well. >> reporter: cars were trapped by snow banks three feet high sitting on streets waiting to be plowed. >> i don't think that anyone can get down here. hard to walk on our street and a backhoe couldn't get 0 down here either. >> traffic >> what do you think of no school tomorrow? >> i keep getting stuck. >> the plowing continued around the clock. some are waiting with to see a truck on their street. 311 will be taking and plowing requests tomorrow morning. denise nakano, nbc 10 news. police in montgomery county are investigating the death of a pregnant teenager. a family member told nbc 10 that the 18-year-old died yesterday after shoveling snow outside of her pottstown home.

her family said she was eight months pregnant and also suffered from several heart defects. authorities have not linked her death to shoveling. while we don't know the cause of the incident, doctors say they do always see an increase in injuries related to shoveling with the first big snowfall of any winter season. not only do people over exert themselves, but they often shovel improperly. physical therapists say using the proper form is essential so you don't strain your back. >> when they lift up the heavy shovels the lower back muscles have to be fit, leg muscles have to be active and they need to know to use the leg muscles to push. rather than the trunk or low back. >> the more flexibility you are the less likely you will injure yourself. warm with up and stretch for five to ten minutes before

shoveling. state of emergency in delaware will end at midnight. you can see here the major roads are fairly passable. it's not smooth sailing everywhere. nbc 10's randy gyllenhaal reports tonight from wilmington. >> snowplows in delaware getting creative, finding places to put the snow. the good news is the main routes like 202 here remain open. the side streets are bad as people are finally going out for the first time. stuck indoors for the past few days, hundreds hit this sledding area. but these brers had no time for that luxury. they are scooping up 80 bucks a driveway, helping neighbors shovel out of the tundra. >> a big old winter wonderland out here. >> in wilmington the side streets and narrow passageways that remain almost impassable. a lot of residents here have

questions about school and work tomorrow. >> i think we should wait another day. it is a safety hazard. >> city offices will be closed. some local school districts have cancelled classes. >> a lot of snow. >> reporter: that makes for happy kids while their parents struggle to make a run to the store. >> getting out of the neighborhood, the city streets aren't plowed at all. when i was on my way back i had turn around a couple of times because there were cars stuck on the road. >> reporter: further south, delaware beach towns are recovering. the governor taking a helicopter tour of flood damage. >> 50 evacuations due to high water with. our national guard is utilizing our vehicles to have the ability. >> randy gyllenhaal, nbc 10 news. new castle county police arrested this man for driving under the influence and smashing

in to a police suv. darryl holcomb faces charges of driving during a snow emergency. police say they were dealing with a domestic call last night on little lane in wilmington when holcomb hit the cruiser parked outside of the house. despite its light and fluffy appearance, the snow proved too much to handle for a roof on a building in bucks county. officials say the roof buckled at this business in quakertown this morning. no one was injured. a similar scene in overbrook today. the weight of the snow caused this roof to partially collapse. fortunately no injuries there either. snow piles are getting higher all across our region. crews were hard at work this sunday clearing snow from this parking lot in feasterville, bucks county. the blizzard may have lasted hours, but thanks to nbc 10

viewer dave shot we can show you the storm in a matter of seconds. check it out. he had his camera rolling for 30 hours as the storm came and went. most of us bundle up when we head outside to shovel snow. not this guy. our nbc 10 news crew spotted steve jordan shoveling shirtless this afternoon in westchester. he spent a couple of hours outside, digging out from the blizzard. why no shirt? well, his reason was simple -- >> my neighbor needed help on her car. so i got hot and took my shirt off. >> it got hot. there you have it. proof you can work up a sweat with even in frigid temperatures. when the sun is out and you are trying to move a record amount of snow. the blizzard of 2016 dropped a winter's worth of snow on us over two days and it is hard enough digging yourself out of

just like here, a lot of streets are under a foot of snow in washington, d.c. jackie benson caught up with some people trying to make ware way out. >> in to the evening, plow trucks continue to clear wisconsin avenue down the black top with two full lanes. around the corner on a residential streetcars still encased in snow. the extra bulk making it tough

for two vehicles to pass each other. >> the roads are okay -- the main roads are great, open, flowing and a lot of spots have been been touched yet and a lot of mess out there. >> reporter: more people were out walking the city streets after a weekend indoors. >> stuck inside for two days in a row. finally got out today. it was good. it feels good. >> a couple of days in. so, yeah. >> it has been nice, too. drinking hot chocolate, yeah. >> reporter: there's a shoveled path around the metro station but it will require people to walk single fiechl many bus stops remain snowed in along unshoveled sidewalks. when beam go to work, whether they drive, take public transportation or bike, they should be prepared for the fact it will not be business as usual for several days. >> that was jackie benson reporting on the feet of snow in d.c. all day long you have been sending us pictures and telling about your stories digging out

from under this historic snowfall. we want to share one with you. lea of levittown, bucks county told us she was so moved by the snow of neighborly love she had to snap pictures. her neighbors pitched in to clear driveways and sidewalks on their street with the help of a snow blower and a lot of shovels. they dug out cars and created pathways so neighbors could get to the cars when they head back to work tomorrow. the epitome of random acts of kindness. the region is still digging out. >> when we get storms like this, it takes days, maybe a couple of weeks to completely dig out from this thing. then sometimes you have other events like threats of snow to add to the difficulties. folks that like the snow, right there in the poconos, got a foot

in some places. a lot more than was expected. they are back in business. that's for sure. we have the coldest night of the week around here. we have a refreeze where we get some of that ice in the morningings that causes people to slip and fall and break bohn bones an all sorts of nasty stuff. the snow chances this week, a couple of them, one small chance and then one a little more significant. main roads doing fine. it's the side roads that are a problem. 28 degrees. wind is fairly light and it's in the 20ss everywhere including in the poconos. only exception usual cold spot, millville, new jersey, when you have either dry conditions, tote ally clear skies or with the snow cover really gets to be colder there than anywhere else. we have refreezing. whatever looks wet will be icy

and the sidewalks and the driveways where most of those slip and falls happen, of course. the windchills down in to single digits. any place that gets a wind over five miles an hour. otherwise it will feel in the low teens in the morning. a really cold start to the week. we have some clouds that prevented the temperature from dropping as much during the evening hours, but some clearing behind it may allow the temperature to drop toward daybreak. a lot more clouds to the west a little snow in north and south dakota. we have a weak system, weak front coming in on tuesday. tuesday will warm up. it will be rain snow showers that would be approaching. you don't want it to rain too much. and then that will move past. and the next threat would be later in the week. this is going to be a regular coastal storm. just kind of hope for most folks it stays far enough out to sea

and at worst grazes us with some snow thursday night and in to perhaps early friday morning. dry and very cold tonight with refreezing. 115 for the low in philadelphia. 9 north and west with. during the day tomorrow a lot of sunshine, very cold day. highs in the mid-30s. you get some melting. once again refreezing at night. every night this week with just about. and there's the late showers on tuesday. could possibly change to a little light snow early wednesday. the bigger threat would be late thursday or thursday night in to early friday morning. of course we will keep you updated on that during the week. by the time we get to the weekend with, looks like temperatures will be going in to the 40s. i don't see any super cold pattern that sometimes comes after one of these big storms. >> relieved to hear you say we are just getting grazed with snow on thursday. >> it's a little early for that.
