nbc 10 news starts now. this morning, philadelphia's snow emergency is over. this is a live picture from south philly where people are waking up to see clear main roads but snowed in side streets. if you're heading to work this morning it could be an icy commute. if you live in philadelphia and you have sky high snow piles on your street, the city of philadelphia is coming to help. it's going to be a cold morning as we take a live look at 30th street station. not a snowflake in sight. we'll update you on amtrak and septa. this is nbc 10 news today. i'm tracy davidson. hundreds of schools are closed today because of the blizzard. that includes philadelphia

school district and all arch archdiosacin schools. the melting has refrozen overnight. penn's landing, the ice rink is cleared and ready for use. 12 in allentown. millville, 7 degrees in the teens for wilmington. northeast philadelphia and trenton cold start. some icy spots, the majors seem to be okay but a lot of the side roads having problems. 19 degrees is where we'll be at 6:00. you about 9:00, sunshine and the temperatures will be coming up slowly to begin with. at noontime we'll be warming to just below freezing. we'll be above freezing this afternoon. we'll see more melting during the day than we saw yesterday.

keeping an eye on those icy spots, jessica boyington with your first alert traffic. >> we are watching the secondary roads as well. the majors seems to be doing a bit better. if you see something that looks wet, it might be frozen. definitely take your time, give yourself an extra 10 or 15 minutes before you head out the door this morning. this is route 73 in evesham. you get ponding in the center where it started to melt yesterday and it's refrozen over and over into the shoulders where they aren't plowed as nicely, just like the areas that are warn through with cars driving by. if you are in new jersey, on longside, there's a jackknifed tractor-trailer at exit 3 on the black horse pike. traffic is still moving through. it shouldn't be tooç much of a problem with no backup on the turnpike. trac tracey. >> the city of philadelphia did

lift its snow emergency last night but some roads is still impassable. heavy equipment is working on huge snow piles. nbc 10 captured this melting machine last night. many roads could be icy this morning because of what bill talked about. the refreezing. nbc 10's deanna durante has a look. >> if you take a look at roads that haven't been touched at all, try getting some of this out of the way here. we are live at 9th an south street. take a look at this van. it looks like the driver gave up and left it in the middle of the street here. when you come to south street, a pretty main road in the city of philadelphia, it appears to be clear at least down the center of the road. when you cross to 9th street, you can see how icy and slippery it is. a couple things that are happening today, septa will be trying to get back on schedule, resuming normal service.

they do warn you, for some of the regional rails, there are still issues there as well as parking lots at the train stations. there's so much snow there will be reduced parking. amtrak delays as well as new jersey transit. you'll want to check all of those before you leave the house to be sure your train is run and septa will be planning an update for 6:30 this morning. nbc 10 will be there to let you know the latest on how mass transit is getting back on schedule. the latest from south philadelphia, deanna durante, nbc 10 news. 4:04 and 20 degrees in no access.ia. this is what deanna was talking about. snow is clogging the roads in the area, 10th and whitman south philly, nbc 10 spoke to a lot of people in the city who don't see themselves going anywhere until things get plowed out. the mayor called for patience. he ended the snow emergency last night. cars can park on snow emergency routes without getting towed.

meantime, there is no trash or recycling pickup today. again, all city and archdiosacin schools will be closed. the philadelphia parking authority will not enforce meter and kiosk parking violations today. they will ticket you for safety violations including parking in front of a fire hydrant, bus zones and handicap spaces as well as double parking. the train, buses and light rail are under way this morning. septa services coming back online, just in time for the morning rush. we found crews clearing tracks yesterday. septa's airport line is back open, trolley service has resumed and the frankford and broad street lines are still running. they ran throughout. bus service is operating on a route by route basis.

we'll get an update from septa later this morning. now to the rails. here's a live look at 30th street station. amtrak tells us the acela express, northeast regional and other train services will operate on a modified schedule today. air travel is up and running again, though slow to get back ç online. skyforce 10 was over philadelphia international $i yesterday. services gradually returning to normal. as always, if you're flying or way waiting for an arrival, check with the airlines for specific information. delaware is digging out. this is wilmington where it will be days, perhaps longer before snow disappears from the streets there. nbc 10 captured these snowy scenes in the city. side streets and alleys in wilmington remain almost impossible. city office and schools will be closed there today. we spoke with one driver who said when it comes to plowing, it's a tale of two wilmingtons. >> up in the north wilmington, 202, 95, they're fuine.

getting out of the city, the side streets, it's impossible. >> many who did stay off the roads are busy shoveling or snow blowing on a sunny sunday after the storm. drivers are trying to navigate high walls of snow in allentown. 31.9 inches of snow fell during the blizzard. new jersey governor and the environmental protection agency commissioner will visit several beach communities. their tour will start in orley beach and work its way down to cape may county. hundreds of homes were under water,s dos of people needed to be rescue, including this little girl. this picture was taken in north

wildwood. a police officer carried a young girl through waist deep water to get her to safety. theç monster storm caused flooding up and down the jersey shore. it unhinged docks and sent boats floating through the streets. for those who suffered through sandy, this latest storm was even more damaging. >> woe have to come in, ripping stuff out, throwing it out and start over. can't live here no more. >> the mayor hopes that the state and federal government steps in to help residents with the damage and, if necessary, to rebuild. new jersey governor chris christie is back on the campaign trail touting his handling of the blizzard. the republican presidential candidate held a town hall in portsmouth, new hampshire yesterday. he was in north jersey is get updates on the storm and monitor conditions. he has handled 17 snow emergencies during his time in office. 4:08 and 20 degrees in philadelphia. other news now, the suspect of

accused of ambushing jesse hartnett is schedule for a preliminary hearing. edward archer faces a list of charges, including attempted murder. he remains in jail after a judge denied him bail. he shot officer hartnett in a police cruiser at point blank range earlier this month. the shooting was kaul caught on surveillance video. officer hartnett managed to get out of his car and stop the allege gunman. he returned home over the weekend after having several surgeries on his arm. now your nbc 10 first alert weather with meteorologist bill henley. >> it is coal, below freezing, well below freezing for most of the area. you'll run into some icy spots left over from yesterday. we saw some melting during the day yesterdayç and afternoon mt is on track for today. rain showers tomorrow, later

tomorrow possible. as the temperatures will be even warmer tomorrow afternoon. look at this, 20 in doylestown, northeast philadelphia is 19 degrees. millville, down to 7 degrees this morning. see how nice and clear it is. you'll see lots of sunshine on the slopes. high temperature near freezing in the pocono mountains today. with clear skies and light wind, that's within you get some of your coldest temperatures. millville a 3 mile-an-hour breeze, calm in reading, pottstown, northeast philadelphia and trenton. the temperatures are still falling this morning. clear in cape may. much of the snow is gone in cape may. still plenty inland. a few scattered clouds move in this afternoon. we should stay dry today. that may change with this tomorrow. it's not going to be the massive storm we saw over the weekend, thankfully. it does look like it's beginning to be rain showers tomorrow. for today, dry, middle 30s for allentown and quakertown. a lot of melting to be done for doylestown, trenton and

mt. holly. that will happen this afternoon. 40 at rehoboth beach. upper 30s for the jersey shore, atlantic city and cape may. inland, winds stay light, sunshine bright, a few scattered clouds for wilmington, swed swedesboro and philadelphia. let's check the road conditions this morning. jessica boyington has that at 4:11. the vine street expressway, if you are heading out the door, your best bet is to try to stick to the majors as much as possible. they're move traveledç and heavily plowed than the side streets and secondary roads. 24th street, no problems. roadways do look shiny which means she could be potentially icy and slippery. use caution most specifically around the off ramps. 95 in the schuylkill okay. obviously in terms of drive times, nobody on the roads right now.

4:14. 20 degrees in philadelphia. back now with a look at the latest from the recovery from the blizzard of 2016. aaa says drivers should use extreme caution. there is icing and a lot of snow drifts. new jersey's lieutenant governor will get a look another the

storm damage in ocean and cape may counties today. the regionalç rail lines are expected to return this morning. septa expects a slow start since many trains have not been used since friday. a roof caved in at this business complex in north heller avenue in quakertown. no one was hurt. a family member told nbc 10 that 18-year-old briahna gerloff died saturday after shoveling snow outside her pottstown home. her family says she was 8 months pregnant and suffered from several heart defects. authorities have not linked her death to shoveling yet. while we don't know the exact cause of the incident, doctors do say they always see an increase in injuries related to shoveling. the first big snowfall of any winter season. people overexert themselves, they don't use proper form. bend at the legs when shoveling,

not at the back so you don't strain your back muscles. >> i think what people don't recognize is that shoveling snow, especially in the cold, actually increases the heart rate and blood pressure far more than people realize. it's not the same as running because you're stationary but the actual sudden rise in blood pressure can be dangerous to people who have heart conditions that they knew about and sometimes people who had underlying heart conditions that have not yet come to attention. >> philadelphia area doctors tell us they often see an increase in emergency room visits during the winter, most of those visits are due to slip and fall injuries. now your nbc 10 first alert weather with meteorologist bill henley. >> 16 minutes after 4:00. it's frozen solid outside. the temperatures plummeted overnight. it's a very cold çstart, colde than yesterday. colder than it was all day yesterday. one of the reasons, the wind has died down. look at the flag here at the nbc 10 studios. barely moving. all that snow, clear view of the

snow. our skies are clear. that's one of the other elements that produced the very cold temperatures. 22 degrees at philadelphia international. that's one of the warm spots. that's 2 degrees colder than it was yesterday at this time. a light breeze there. out of the west/northwest at 5 miles an hour. not expecting much wind today. even if it's cold, we're not going to see the wind factor with low readings. we will see temperatures climb even in the pocono mountains. camel back, back to making snow in the pocono mountains. sunshine and temperatures that will get close to freezing this afternoon. right now we're a long way from those. 30s is what we'll warm into. we're at 14 in pottstown, trenton 17 degrees, 9 for toms river. look at blue bell at 12 degrees, eagleville at 22 and in the teens for bigilbertsville and 1 degrees in pottstown. we'll see a lot of sunshine to

start with. during the day there will be scattered clouds moving through the area. no sign of any wet weather for us today. we'll see tomorrow, a chance of showers return late in the day. we see the clouds building from the west. those clouds will be increasing tomorrow. but it's also going to bring in warmer temperatures. not much to show you just yet. our futurecast picks this up through tomorrow afternoon. through the day, sunshine and a few passing clouds. that's 4:00 this afternoon. scattered showers and southern indiana as this systemç comes together, gives us a chance of afternoon showers tomorrow. the first showers in the morning, 5:00 in the morning will be in western and central pennsylvania. during the afternoon, there you have it, a chance of showers, 1:00 in the afternoon. those are rain showers falling in the lehigh valley and into the pocono mountains. that line of showers may or may not hold together. there's not a lot of moisture with this one. 7:00 in the evening, a chance of rain showers as it will be

warmer tomorrow. then the clouds break as we go into wednesday. for today, what you're looking at, partly sunny skies and a warmer day than yesterday. not necessarily a warm one. warm enough for some afternoon melting to occur, especially with all that bright sunshine. that will have an effect. you can get the melting even with temperatures below freezing as long as you have bright sunshine. we'll see that again, likely see refreezing again overnight tonight. i don't think the temperatures will go quite as low tomorrow morning as what we'll seeing this morning. >> we'll see melting and the rain. should we worry about fast melting, flooding. >> no. it won't be that much rain, it will not be that warm. it doesn't look like any threat of flooding with this. >> awesome, bill, thanks. the blizzard is over which means it's back to work for many people this morning. aaa suggests these tips to keep you safe. be and be seen.

clear off your vehicle completely. make sure your taillights can be seen, your turn signals. don't leave your vehicle unattend. make sure your battery is good to go. pack an emergency kit. watch out for icy spots onç bridges. always keep your distance between you and the driver in front of you. let's check the road conditions at 4:20. jessica boyington has that. >> we're starting off in south jersey. the 42 freeway around route 41. we're at least driving in the center lanes, no problems there. they're heavily traveled and plowed nicely. we done the have a lot of slippery spots there. it's the exit ramps, the off ramps that you want to pay attention to the most. route 55 to the walt whitman bridge. longside, on the new jersey turnpike around the black horse

pike, exit 3, there's a jackknifed tractor-trailer. not blocking the roadway, though. all lanes getting by. there is police activity on the scene trying to get this guy straightened in line again. as for mass transit, there are some suspensions still for septa. you definitely want to check before you go. a special snow schedule in place for patco. all trains are currently on time. modified service for amtrak and regular weekday service for new jersey transit. >> the frigid temperatures and the snow didn't stop this westchester man from going shirtless. why he says he decided not to bpdle up.

4:23. you see twin celebrations, one in denver, one in charlotte. peyton manning's team and cam newton's team won lost night. our nbc 10 viewers were great during the blizzard. about a dozen people work to free their cars in this wissahickon neighborhood. most of us bundled up when we headed outside to shovel. not this guy. our nbc 10 news crews sweeted steve jordan shoveling shirtless. why no shirt? his reason is simple. >> my neighbor needed help on her car. it got hot. i took my shirt off. >> okay. proof you can work up a sweat even in frigid temperatures. probably not recommended by doctors, though. a 4-year-old, addison,

everything you need toç know before you head out the door. it's 4:28. good morning, this is nbc 10 news today. i'm tracy davidson. students all over the region are getting an extra day off. hundreds of schools are closed because of the blizzard which includes the philadelphia school district and all the archdiocese schools in philadelphia. we have a lot more listed on our nbc 10 app. check are for your school. we have live team coverage of what could be an icy commute if you can get through the roads, make it out. and we'll check the rails as well. let's start with meteorologist bill henley with his first alert forecast. >> we saw melting during the day yesterday but this morning we're back in the cold zone. in fact, colder than it was all day yesterday. the readings have dropped into the teens, very low 20s. look at 7 in wilmington, 12 degrees for allentown. there's still a lot of snow and ice on the roadways this morning.

20 degrees at 6:00. we will see a slow warmup to begin with. sunshine, sun coming up after 7:00. the temperature, 21 degrees at 9:00. helping things out today, light wind. 4 miles an hour at 6:00. this doesn't change at 9:00. 4 mile-an-hour wind at noontime. the temperatures will take a significant leap between 9:00 and noontime and still be climbing this afternoon. we'll see more widespread melting during the day today than we saw all day yesterday. i'll go through the forecast neighborhood by neighborhood to show you exactly how warm it's going to get. checking the traffic troubles, jessica boyington. >> route 38 and nixon drive. you can see a problem rightç i the center lane. most of the majors look like this. this is pretty much the standard picture we're seeing. over into the shoulders, though, the off ramps,
