>> good evening. i'm keith jones. >> i'm denise nakano. we'll have those stories straight ahead. bittersweet news from families in philadelphia. students will be going back to school tomorrow and as of now the city says 80% of its roads are passable. they are focused on the smaller residential side streets, they plan to have all streets passable by the end of tomorrow. nbc 10's rosemary connors has been tracking cleanup crews as they make their way across the city. >> people who don't live in that 80% got to be frustrated. >> reporter: they are. we've been to fair mount, germantown, some neighborhoods have it bad, clearly others have it worse like east mount airy. not a car or a plow truck has managed to navigate down the road here. what we have seen in neighborhoods across the city is once that crew does come through to clear the streets the frustration seems to melt away.

it was a welcomed sight and sound on taylor street in fair mount this afternoon. a plow liberating their block from the blizzard of 2016. some tell me they are surprised it didn't happen sooner. >> i just thought they were on it. we knew the storm was coming so i thought they could do a little more preparation but you know, it's here now so i guess that's hopeful. >> reporter: in east mount airy neighbors decided they couldn't wait for help from the city. they counted on each other. >> we have to look on the bright side. the more responsibility we give away the angrier we'll be. this is a time to get together and help each other out. >> while the city of philadelphia reports 80% of residential roads are passable, the streets department admits this blizzard has been challenging. >> that's the issue with this storm. most of the stuff was not the actual storm, we had up to 17, 18 inches of snow drifts that drifted on some of the city

streets so it's an ongoing battle. >> reporter: ongoing battle because many roads have required more than one round of plowing. hopefully this does the trick for taylor street. >> it's really a shame it took this long but we understand, i mean, there are a lot of streets to plow. >> reporter: in terms of that plowing effort, the philadelphia parking authority the ppa is helping the city streets department, they are purchasing new bobcats now, they cleared about 500 blocks away. we also know that the ppa amended am rules, so for example, they have only been ticketing drivers and cars for safety violations, not for forgetting to pay your meter. in towing, they help the city remove some of the cars apparently at no costs to the drivers. the city's 311 center has been very busy as you could imagine. this is where people call with questions about cleanup. nbc 10 asks them what their top five calls are about.

still ahead, we'll take a closer look at the questions and the answers from the city. a school bus accident sent one child to the hospital this morning. a photo was snapped by an nbc 10 viewer. police say a car pulled out of a shopping center right in front of the bus. the bus clipped the car and went off the road and into a telephone pole. 35 students from lionville elementary school were on the bus. one student suffered a minor wrist injury. >> the first alert weather team is tracking rain that will move through the region. >> first alert meteorologist sheena parveen is here with a closer look. >> we do have rain showers moving through, mostly north and west of philadelphia so what we're seeing now is just very light rain and a lot of this is really coming toen a end in chester county but areas around wilmington saw the light rain, that's starting to move out. moving toward chester and delaware county across the i-95 corridor, parts of montgomery county light rain falling across

476, moving into upper bucks county, buckingham, seeing the light rain and the good news here is that temperatures are above freezing. well above freezing so we don't expect that to cause slick spots. later on tonight the wet roads will be freezing over for those areas. rain is moving in from the south and the west, not a lot of moisture with this moving in at the moment. so most of it will be on the light side. it's really late tonight very early tomorrow morning that we'll be watching for those areas of rain and possibly a wintry mix with temperatures dropping. right now we're all well above freezing, no one's in the 30s, 40 in allentown, 41 pottstown, 40 in reading. near 50 in philadelphia and northeast philly is 50 in millville also atlantic city, mid-50s in wildwood. so we've seen melting even more today. and we're going to keep seeing this for the rest of this week. melting in the afternoon and then temperatures cold enough at night to cause that refreezing. by 6:00 p.m., 45 degrees, so the chance of showers around.

but notice we start to drop with our temperatures but then watching early tomorrow morning for possibly some morning showers, but we'll be watching the temperatures too, so i'll show you what that looks like coming up. a war of words between neighbors at the jersey shore and their governor. they think chris christie is diminishing the damage they received from the blizzard and coastal flooding. nbc 10 spoke with families in cape may couldn't and asked the governor if they deserve apology. we begin with ted greenberg who is live in west wildwood. >> reporter: the community got a visit from one of new jersey's u.s. senators but a woman who was cleaning out mud in her garage earlier today told me she feels like people here have no value anymore to the state's own governor. >> this all washed out. >> reporter: federal lawmakers got a first-hand look at the destruction from the weekend nor'easter in west wildwood, the

blood of storm victims was boiling about comments made by new jersey's governor. >> living here, this place would be cleaned up tomorrow. >> i don't know what you expect me to do. you want me to go down with a mop. >> reporter: his remarks during a campaign stop in new hampshire last night were in response to a question about why he was there instead of assessing storm damage in the garden state. >> he can come have two mops from the red cross. we'll see how well he does. >> reporter: some insensed over another remark there was no residual flood damage. senator bookie and a congressman wouldn't share their opinions when i asked them about christie's comments. >> i'm about the work. i'll let the politics play where they are but let's get the work done. >> reporter: some storm victims aren't holding back. >> i'm offended that he tried to act like people in south jersey are stupid, but i know it's deflection. which made him i thought look

stupid. >> reporter: the local mayor here in west wildwood told the lawmakers his small community is in desperate need of financial assistance. it will cost about tw$200,000 t replace this bulk head that was washed out. his town's annual budget is only $2 million. live in west wildwood, ted greenberg, "nbc 10 news." >> let's go to cydney long live in trenton and you asked the governor if the he thought his comments were offensive. what did he say? >> reporter: denise, i did, i asked him if those residents at the shore deserved apology. he said ultimately his comment about him carrying a mop to the shore was intended to be a joke, he said if you don't like the joke, you're entitled not to like it. you can tell me you don't like it. he went on to clarify his remarks. take a listen. >> shouldn't be offended by my words. my words were not directed to them. the fact is i said all along

there was damage there. understand what i said. there was not residual damage. what residual damage is damage outside of the storm. we had a lot of residual damage in sandy that came in the aftermath of the storm. and that piled on top of the storm. what i said on sunday morning and monday morningnd and which has been supported by everybody down there so far and looked at the situation is there is some flooding damage. but what i was objecting to both on sunday, monday and today is any, any type of characterization of what happened in jonas here to be anywhere near what happened in sandy. it's not even close. >> reporter: and when asked if governor christie is going to visit the shore christie said no. we asked if he wasn't run for president would he be blg there he said no. we even asked did he reach out to the friends of that woman who put the question in new hampshire. you'll hear the answer to that coming up at 6:00. live in trenton, cydney long,

"nbc 10 news." >> thank you. what did you think of governor christie's comments? we want you to chime in. join the conversation on our facebook page or post a message to us on twitter. more on the cleanup after the blizzard of 2016. let's check in with nbc 10's mitch blacher and news force 10 getting a look at conditions in camden county. mitch, where are you exactly? >> reporter: hey, keith, we are on u.s. 30 eastbound outside lawn side in camden county. the conditions here are really pretty good. this is obviously a major thoroughfare. it is completely clear. traffic pretty normal at this point. the crews out here, they have been going 72 hours of continuous plow. we're talking 1400 miles of road throughout camden county. more than 100 trucks. but they still used another resource here, they actually had county prisoners helping to clear some of the streets and also helping to clear some of

senate president steve sweeney and mayor don guardian. a takeover bill that was introduced in the legislature will be amended to include a financial assistance package the governor had previously vetoed. the mayor who had initially opposed the takeover said he would accept the state's help. ♪ >> a deportation protest was held in the city's spring garden section a. group of clergy and immigrant families rallied outside the customs enforcement headquarters. they hand delivered a petition signed by 275 pennsylvania clergy members. the group is protesting the obama administration's deportation raids, they say the raids target central american families in pennsylvania and around the country. also tonight, attorneys for a congressman chaka fattah tell a judge they want off. >> the congressman is facing federal fraud charges.

we learned more about his legal and financial problems. nbc 10 investigative reporter harry hairston was in court all morning long. he joins us with details. >> reporter: kevin mincey of the law firm told the judge congressman chaka fattah is not paying his bill and continuing to represent him without pay would financially crush his small firm. for more than an hour fattah's defense team explained how congressman fattah first agreed to a payment plan in august of 2015. and even paid the deposit. but the defense attorney says things went south quickly when fattah failed to make november's full payment. mincey told the court fattah promised to make good but never did and later demanded a new payment arrangement requiring the law firm to work without payment for a trial the judge says could last six to eight weeks. fattah's trial is set for may 2. the judge expressed concern about whether fattah could get a new firm in time to represent

him. he also questioned whether the motion to withdraw was an attempt to delay the trial. >> the only delay in this case has been the government motion within days of indicting me to delay the case because they declared to the be a conflict case. >> he told the court he plans to pay a new firm with money from real estate loans and other finances. the congressman says his wife is the sole owner of their philadelphia home but they jointly own a home in the poconos. fattah reiterated his focus on fundraising efforts for his re-election campaign and would deal with his court case after the april election. the judge says he will decide as quickly as possible on today's motion. for the investigator, harry hairston, "nbc 10 news." >> the congressman is married to renee chenault-fattah, renee is on leave from the station. >> abe vigoda has passed away.

>> 12. what was that. >> it was his role as detective phil fish in the 1970s series barney miller that made him famous. he also appeared in the god father. the family says he died in his sleep at his new jersey home this morning. he was 94 years old. sky force 10 is over neighborhoods across the region as we follow the cleanup for the blizzard of 2016. this is a live look now. philadelphia's fish town neighborhood over side streets as rosemary connors reported earlier, crews cleared about 80% of the roads in the city but some side streets are still not drivable. this one looks like it is. we'll keep checking out the roads and cleanup from the blizzard of 2016, count on nbc 10. moving north we want to show you this. with this much snow in the road sometimes even a plow isn't enough. nbc 10 found this huge snow

blower clearing route 422 in pottstown for good reason too. look at that. you can see how easily it tosses all of that snow off the road. then over the concrete barrier. >> agents at philly's 311 call center say they answered about 24,000 phone calls with your questions and requests. since friday night. officials say that is eight times higher than the normal call volume. the call center has had extended hours since the blizzard moved into our area. about 6,000 requests came through social media. one of the top questions residents have for 311 during a snow emergency is my trash and recycling on schedule for this week? the answer, check with 311 and they will find out for you. when there is a delay or postponement of trash pickup, 311 will post that information on their social media pages and have it available for people who call to read the top 311 questions and requests, including information about snow plowing your streets go to our nbc 10 app.

>> when you're waiting for the school bus and the conditions are right, what else can you expect. nbc 10 at cheltenham township, look at this, this morning a group of boys got into a quick snowball fight because why not, hit him in the head -- rain is coming tonight. right? >> just wear your ski goggles the next time aunt snowball fight. we have rain showers, the good news is we're above freezing even the poconos. here is a look at shawne mountain, nice conditions for skiers and snowboarders, we have rain, not for the poconos but elsewhere north and west of philadelphia. ice threat with later on tonight talking overnight that's going to continue and really every day this week we're going to have temperatures enough to support melting in the afternoon and cold enough to support refreezing at night. that's not coming to an end skoon. we go into the weekend.

our pattern starts to change. milder temperatures moving in. take a look at the temperatures right now. currently it's 40 degrees in allentown, 40 reading, the poconos are warmer than that. 44 degrees. 41 in pottstown, 45 westchester. near 50 in philadelphia. bensalem, 46 in wilmington, 47 in glassboro so clearly we're well above freezing so with light showers moving in we don't expect it to cause icing right now. but any wet areas later on tonight especially north and west if they are not treated they will be icing over. 50 in atlantic city. now this rain that is around it's very light. we don't expect heavy rain tonight. a lot of what we had erldier has come to an end but we do have more showers starting to develop in parts of lancaster county around baltimore so we'll be watching that as we go through the next few hours. parts of bucks county seeing a lot of this wind down, buckingham very light showers around that will be moving away soon. and chester county starting to see more light showers moving

in, light rain showers around lancaster, so we're going to keep this in the forecast for the rest of tonight. it will eventually slide into south jersey and delaware and could be there for the earliest part of the morning commute tomorrow. but this is all part of a cold front so you see that line of rain extending down into the southeast, we don't have snow with it, but locally as the rain moves through and then overnight we'll have to watch these temperatures very closely. here is a look at future weather, so maybe more showers moving through by about 7, 8:00, temperatures should still be above freezing. it's not going to be as gold but dropping below freezing north and west. this is 10:00 p.m. tonight. we expect the rain moving into new jersey and delaware and in these areas temperatures will be well above freezing by 10:00 p.m. but we'll have to watch closely because when you're this close to the freezing mark there is a chance we could see some areas drop and then we'll see the freeze on the roadways and this is 4:00 a.m. tomorrow morning between 4 and 5:00, again we do expect this to the south of philadelphia. so mainly south jersey and delaware, but we'll be watching these temperatures closely too

because some spots will be in the 30s. areas north and west will be freezing, so we'll have to watch this small area to see if it will be fredding up farther north, can't rule that out. the rain does move through and leaves by the afternoon so that's the cold front pushing through. we're around 40 tomorrow afternoon so we're still looking at melting, then later on tomorrow night into thursday morning we're going to be colder, temperatures in the 20s for everybody as we go into thursday morning. so then that next round of refreezing after whatever melting we have again. so we have plenty of snow out there to keep seeing this as we go through the rest of the week. for tonight scattered showers around, mostly rain showers but we could see a mix late. 31 for the low in philadelphia, 27 areas north and west, and we'll be watching for the icing tomorrow morning too. a chance of an early mix south from philadelphia but that can easily stay up around the i-95 corridor so we'll be keeping our eye on that, a mix of clouds and sun through the afternoon. we'll see the developing sunshine tomorrow, temperatures

in the low 40ss, we'll have a disturbance approaching the area from the north so there is a chance it could swing us in light snow showers or flurries, upper 30s friday into the weekend looks dry, 47 as we go into sunday with that pattern change. >> if you thought driving was difficult after the blizzard, imagine giving birth. how this new mom had to deliver her baby on the side of the road. plus, everyone wants an oceanside view. these homes could soon be in the ocean. what's putting them at risk next.

my giant. look at this. a home with an ocean view comes at a price along parts of california coast. look at this video. wet weather, failing bluffs and damaged sea wall are causing a dangerous situation along the pacific shoreline. this is the third apartment to be condemned in danger of falling. the dangerous cliff erosion and it continues out there. >> transitioning to this. ask a mother they tell you giving birth to a child is difficult under any conditions. >> a monroe county woman delivering her baby on the side of the road during this weekend's snowstorm. brantly decided sunday he was going to enter the world.

his mother was on her way to the hospital in bethlehem when she went into labor. her contractions got so bad she was forced to pull off route 22 on to the side of the road. and in a matter of minutes she delivered the 4 pound 8 ounce baby on her own. paramedics arrived and transported mom and son to the hospital. both mom and baby are home and are doing fine. congratulations. >> amazing story. congratulations of course. cute babies to cute animals. >> coming up we'll take you inside the philadelphia zoo and show you how the animals are enjoying this snow. >> the dangers of ice, how it left these tractor-trailers in pieces in the middle of the pennsylvania interstate.

right now nbc 10 is in the air and on the ground to show you how we're recovering from the blizzard of 2016. >> let's check in with randy gyllenhaal live in sky force 10. >> good evening. we are live over fishtown and sky force 10. you can see a fedex truck bumping along. they are still slippery. we can tell they are beginning to ice over. the city tells us they have about 900 miles of residential

streets and they have gotten to about 80% of them. so about 20% of the side streets need work. you can see interstate 95 here completely clean, traffic is moving. this is part of the reason why philadelphia public schools will be open tomorrow because most of these streets are good. the school buses should be able to make it down the major thoroughfares at least most of the side streets are looking good. again, 80% open. tomorrow schools will be open and we're seeing a lot more traffic out here as the streets start to get clear. again, that danger into the night even on the big streets even on the interstates is that re-icing if some of that melted snow from today's warmer weather. i'm mitch blacher in camden county, new jersey. this is a look at the side streets. we've been through haddonfield,

collegewood as well as cherry hill. and this is as good as it gets. wide open streets. the big concern now is refreezing from a lot of the melt we've been through, a lot of these towns throughout camden county and there is clearly a lot of snow melting, and it's spilling into the streets and the concern now is that it will refreeze, creating ice and slippery conditions. the crews more than 100 crews still on the roads here, are at this point focusing on intersections as well as widening lanes throughout camden county. more than 1400 miles of road to look out for in camden county. i'm mitch blacher, "nbc 10 news." right now on nbc 10 the first alert weather team is also tracking rain that will move through the region tonight. >> let's bring in sheena parveen. what's the timing of the rain? >> some people have already seen if it you are in chester, montgomery or bucks counties and we have more moving in, but even

late tonight like around 10:00 p.m. we could see more showers in parts of south jersey and delaware. right now we're seeing very light showers trying to move into the philadelphia area, lancaster county, scattered sprinkles possible in chester county here and approaching the philadelphia area near 476 and 76. it's not much right now. it is on the lighter side but we have more down to our south and west. i don't think what we will see is heavy rain. it will mostly stay light. some could be lingering into part of your morning commute. the important thing about this light rain is the temperatures. we're well above freezing. 48 degrees philadelphia, 48 northeast philly, 45 kenneth square so with these numbers we have seen melting. quite a bit of it. and even right now we could still be seeing melting. areas north and west, no one in the 30s, 40 in allentown and read, quakertown, 43 in blue bell so this is good news with the light rain falling. we don't see it freezing on

contact. a little too warm for that right now. for south jersey and delaware around the mid to upper 40s to 50 at millville, 50 atlantic city airport, newark is at 41 degrees, the cooler spot there. as we go through tonight we'll be watching these drop down. i think the best chance getting below freezing would be after about 8:00 p.m. north and west, but around the philadelphia area we should still be in about the low 40s by 8:00 p.m. and by 10:00 around 40 degrees. tomorrow morning we could still be seeing some of this linger, so coming up i'll show you a timing on that and some milder air as we go into the weekend straight ahead. freezing rain led to nearly a dozen crashes in just 15 minutes on i-78 this morning. four tractor-trailers there, tangled in the chain reaction mess. amazingly we can report no one was hurt. >> take a look at the backup during the morning rush. the interstate was shut down in both directions for several hours, but now only one eastbound lane is getting by. nbc 10 is following the

cleanup from this blizzard in all three states. >> new jersey governor christie is being taken to task forced to answer for comments over the weekend about the flooding at the jersey shore. governor christie apologized to the mayor of north wildwood. we'll have a live report on what christie had to say coming up on "nbc 10 news" at 6:00. >> the city of allentown has hired more private contractors to help with snow removal operations. the blizzard was a record snowstorm for them. tonight plows worked to clear snow from sixth and eighth streets to union street and sumner avenue. they will be on linden street between north sixth and 9th streets. >> no trash or recycling collection at wilmington because of the sanitation division is helping with plowing and moving the snow out of the city. normal trash collection will remoom son thursday and friday. >> a new program in camden county puts prison inmates to work digging out from this snow.

nbc 10 and the county launched the program a couple years ago to help elderly residents. the woman who lives here suffers from health problems and she tells us these guys are a big relief. >> makes me feel real good. real good. we really appreciate it. makes us feel at ease. that we don't have to worry in case an ambulance comes, because you never know. >> the work program works year-rou year-round. >> the cleanup continues at the delaware beaches today. nbc 10 in sussex county they brought in heavy machinery to clean this beach parking lot. neighbors in montgomery county could not believe it when they got tickets for not shoveling snow. so, nbc 10 went to get answers. we'll have their response coming up. plus, even animals at the zoo loving, playing in the snow. we'll take you inside next.

this 19-year-old is wanted for allegedly killing two people and injuring a third in philadelphia. 19-year-oldative ar jackson is considered armed and dangerous. there is a $20,000 reward for his arrest and conviction. on january 3 police say he shot three men, only one survived. one of the victims was found in a home. the other two were found at the intersection of which isser and front street. if you are a woman interested in law enforcement philadelphia police want to speak to you. the department is looking for female recruits. they plan a career fair. on nbc 10 at 11:00 we spoke to two officers. we talked about why they chose to be police officers and what

sky force 10 is live over north philadelphia. a familiar scene is playing out. look at this, cars trying to navigate, get by snow filled or some cases snow covered side streets. 80% of roads are clear according to city officials, this one on the other hand as this car

attempts to get out of that spot not so much. city officials hope to have every road cleared by tomorrow. >> the philadelphia 311 center has been taking tens of thousands of questions and requests since friday night. nearly four dozen agents have been working extended hours to give you the information that you need from this blizzard. the question on everyone's mind, how do i request snow plowing and salting for my street? 311 agents say the best way you can report snow plowing or salting needs is through the mobile app. you can post on their facebook page or twitter. to read all of the top five questions and requests go to our nbc 10 app. it happens a lot, it rains and you leave the umbrella in the car. today georgia realized she left her snow scraper in the trunk. to get the job done she had to get creative.

in. the philadelphia zoo is home to more than 1,000 animals. we get weather like this we had to wonder how do they hold up? >> we spoke with kristen at the skoo. some animals could not be happier. take a listen. >> the animals absolutely love the snow. you see our polar bear, our red panda cubs, tigers, this is their weather, this is perfect. the animals that may not enjoy the snow so much get to stay inside where it's warm cozy or we have hot rocks in some of the exhibits so they can hang out and get warm. we have a dedicated team of staff, we had keepers that stayed overnight on friday night and saturday night so they were here all weekend long. we have a team on grounds and garden operations that were also here all weekend. really keeping this place running, taking care of the animals and getting ready to open up again. we opened up yesterday on monday so we're open to the public. it's a great time to come. especially seeing the animals play in the snow. we're open year-round, every day

9:30 to 4:00 all winter long and it's a great time to come. really experience the zoo in a personal way. and see animals in different elements like the animals that love the snow this time of year. >> that tiger seems to be enjoying it. >> just built for that weather. >> the warm coats. >> here is one more look inside. they posted this on twitter. shows one of their lions pawing at some icicles with the caption, quote, a tasty frozen treat. we're trying to make the best of this weather. right? >> i think a lot of us are especially the kids able to play in the snow now that we have nice afternoon temperatures. but it is causing melting again. we'll seep seeing that the rest of the week. we're tracking showers, though, a lot of people out there, this is shawnee mountain. skiing and snowboarding. the showers are not in the poconos, they are north and west of philadelphia at this moment with more moving in. the ice threat is going to continue the rest of the week as we go through the overnight with melting occurring during the

day. as we go into the weekend we'll see milder temperatures in the forecast, so a nice change i think. right now we do have a few light showers lancaster, chester counties around the philadelphia area so you see mostly north and west. let's look at our temperatures here because that's important when have precip. well above freezing in the 40s. 45 in westchester, still mild right now. 48 in philadelphia, and bensalem so we should not see the freezing on contact. it's the overnight hours and early tomorrow morning that we have to watch with that. 46 now wilmington, 50 millville, 45 degrees right now in dover, 50 in atlantic city. so, even right now we could still be seeing the melting occurring, then we go overnight. here is the rain currently mostly on the light side. lower mounk, across the p.a. turnpike in lower montgomery county. now starting to pick up a few more light showers.

we had a batch earlier this afternoon, that moved out. but we still have more down to our south and west and this line of rain isn't moving quickly away from areas like kentucky, it's kind of bringing in the moisture from the south and west. but we still have the chance of light showers overnight tonight. then clearing up as we go through the afternoon tomorrow. here's future weather. so tonight we still have the chance for showers, by 7:00 p.m. by 10:00 p.m. we could see an area move into south jersey and delaware. now with this time we'd be watching the temperatures in philadelphia and erie, wilmington, mount holly in the 30s expected. but should stillble above freezing, new jersey and delaware mostly in the 40s. early tomorrow morning 5:00 a.m., most areas north and west will be below freezing, but the rain should be in south jersey and delaware, but again, we'll have to watch this closely. the rain will be moving off shore but there is a chance some of these showers could still be around i-95 corridor in the morning. through the afternoon they clear up, temperatures around 40 degrees and later tomorrow night we get colder, we're dropping in

the 20s so any melting happening today and tomorrow will be refreezing again especially tomorrow night. we will see a pattern change now. we're going to stay chilly as we go into the weekend. the jet stream starts to lift up a little farther to the north the warm air to the south starts to move in and as we go into next week really starting with sunday, will be nearing 50 degrees again through parts of the area. for tonight scattered showers still around, chance of a mix late tonight, 31 for the low in philadelphia, 27 north and west. as we go into early tomorrow, that chance could be south of philadelphia, mostly south jersey and delaware, we'll watch that closely for mixing going on, clouds moving over to increasing sunshine, highs in the low 40s tomorrow with melting, by thursday we'll have a little area of disturbed weather moving through so i think there is a chance we could see light snow showers or flurries but then we go through the weekend, nice and dry, temperatures warming, 47 sunday, 50 as we go into monday. >> thanks, sheena. lester holt with what's coming

sky force 10 live over north philadelphia near second and allegheny where you see one of the plows getting through one of the side streets. a lot of work that needs to be done. the city says 80% of the streets are passable but still until tomorrow night they will be working around the clock trying

to clear these streets. it's a familiar sound across the region these days, snow blowers hard at work cleaning up the mess left behind by the blizzard of 2016. for one group of neighbors in montgomery county their cleanup is taking too long. they have gotten tickets from police. and doug shimell is live in jenkintown with the story. doug. >> reporter: if you can imagine these drifts that are still here, they are about chest high spreading out into the parking lot and into the street, well, that is what business owner blake cooper says he was up against this weekend. >> 16 hours of shoveling and plowing, this was not a 10-inch snow. >> reporter: the regular snow plow guys canceled. he and his sons started clearing. >> it was up to the top of the screen door. it had to be 6, 7 feet. so we did the best we could.

we had two snow blower and shovels. >> after shoveling sunday and monday a jenkintown police officer wrote him a ticket for not clearing his sidewalks within 10 hours after the snow. >> you're not giving people time. what if the i'm a 90-year-old guy. you're going to give me a ticket. >> the police chief tells nbc 10 they have to enforce the ordinance so people will clear their sidewalks so kids can get to school. blake says even though schools were closed monday he went to the police department and paid the $35 ticket. ironically, blake cooper is the guy who fixes jenkintown's police cars. the police chief did tell us they issued about 14 or 15 tickets. they tried to work with some of the businesses but because school kids here are not bussed and all of them walk to school that is what adds urgency to the enforcement. live in jenkintown, doug shimell, "nbc 10 news." >> thank you. coming up next on "nbc 10 news"
