haven't seen a plow at all. randy gyllenhaal is at west oak lane. >> reporter: we have seen plows here in the last two hours and first time many neighbors have seen one. there's 900 miles of residential streets in the city of philadelphia an we just caught up with some neighbors down the block to deal with it themselves. >> it is frustrating because, again, we are taxpayers. we deserve to get at least a plow. >> after three days of patient waiting, that knee sha thomas walks home yet again with a foot of snow on the blk. >> not a single plow through here. we have called to 311. i have called the mayor's office. >> reporter: city officials say they've gotten to 80% of residential streets working around the clock but an unlucky few draw the short straw. plymouth street, one of the last to see a plow. so tonight tired of waiting, neighbors got together and went

at it alone. >> next thing i know my man carl came out. my son was out here shoveling. and then i got donte and terry. >> reporter: inch by inch with shovels and muscles, snow turned into pavement. >> we had to band together as neighbors, as a community. and dig ourselves out. >> i'm lucky to have neighbors, you know, as nice as them. >> reporter: this car is now free which is good because she has to go to work and her daughter goes back to school. >> if i don't get to school then i don't even know. plus it's going to be tough and the snow is stronger than the tires. >> reporter: and once the block was clear, time for a bit of fun. the neighborhood had a snowball fight. >> be careful, be safe. have a shovel in the car if you come here. we'll put you to work. >> reporter: well, at least they had some fun shoveling out the street here. the city tells nbc 10 they expect to have every street plowed and drivable by the end

of tomorrow and the big question a lot of families have here is whether the school buses in the morning will be able to get down these now narrow and sometimes slippery side streets. >> let's hope the answer is the one they want. let's take a live look right now at the center city skyline. showers in the area. will they stick around when it's time to head to the bus stop? let's bring in meteorologist sheena parveen. what do you think? >> i think most of the area, no. showers will be gone and still a chance to have some early in the morning. take a look at the radar right now. not too much happening but there's one area up near the poconos right outside the lehigh valley watching. maybe a little bit of a wintry mix. look at the temperatures. still above freezing. 36 now in allentown. 37 in redding. 43 philadelphia. we are still in the 50s in south jersey so even if we did see precip right now, not freezing on to the roadways. take a look at the bus stop forecast for tomorrow morning.

most of the area will be dry except for the exception of new jersey and delaware. that's the best chance of a light shower in the morning. north and west, should be at freezing by then and by the afternoon bus stop time temperature should start to get closer to 40 with more melting taking place. coming up, how many more nights we can expect that icing and also a warm-up for the weekend. cell phone video shows the moment a garbage truck exploded in hamilton township mercer county today. you can see the smoke and flames in the air from the truck. we are told that it runs on natural gas and turns out a gas tank blew up after a battery caught fire. witness tells us the blast so powerful it blew a huge hole in one house and sent the gas tank flying through another. >> it was an 80-year-old lady who was reading her paper in her living room. she got up for whatever reason, saw the truck and no longer get

into the kitchen did the tank went through the house. >> and police evacuated several nearby homes as a precaution. thankfully, we can report no one was hurt. tonight, a sense of unease in atlantic city. hours after governor christie announced a plan for a takeover. the governor says ac can't afford to guam wbl the finances anymore and the people living there aren't convinced this is the kind of help they need. nbc 10 reports. >> reporter: angered by word of a state takeover, residents packed city hall and waited hours to give council and the mayor a piece of their mind. >> i hope you didn't settle. because we deserve better than the crumbs we have got. >> reporter: hours early, the governor announced plans for state intervention for the city's long-standing financial woes. >> we are committed to every tool available to us to restructure the city's debt as well as reengineer city services to be delivered at an affordable cost to the taxpayers.

>> reporter: since 2010, overseeing the financial measures. >> we elected our mayor and our council members. nobody has the right to come in here and take away our right to self governing. >> reporter: the city needs help. this year projected to bring in nearly $14 billion less than 6 years ago. the mayor and city council expect to negotiate a resolution with state leaders and residents are watching. >> if you make a deal, we don't need you no more. and that's true. tonight. sky force 10 over the location. someone shot a truck driver. medics rushed the victim to a hospital where he's in critical condition. police tell us the shooter got away. tonight a teacher hurt in the center city roof collapse at a store is suing. last january, part of the office building next door crashed through the roof of the popular athletic clothing store. aly freedman among more than a dozen people inside at 15th and walnut and had shoulder surgery and needs surgery on the spine. the lawyer says the neighboring office building collapsed because it was not properly maintained and inspected. so now they're suing the owners of that building. >> aly's been in rehab four days a week for the last year. she's probably going to be out of work. she is a special ed teacher for probably another six months. and this with her spine fused this is going to have lifelong implications for her. >> freedman is scheduled for surgery tomorrow and the

one-year anniversary of the collapse. today congressman fattah's attorneys told the judge they want out. he's stopped paying the bill and the firm is small and has to be paid. the councilman said he's to with us discussed on fund-raising and will deal with the defense fund after the election. the judge said to reprioritize. >> the issue is i can't meet a payment arrangement that requires me to short-change my re-election effort. right? in order to meet a burden to pay a law firm for a trial that may or may not actually take place on may 2nd. >> the congressman says he hopes to hire a larger law firm that will be able to work with his financial situation. the trial is scheduled to begin may 2nd. he's married to anchor renee. he is on leave from nbc 10. pennsylvania state lawmakers

this is decision 2016 now. thrz night the candidates battle it out on fox news on the final debate before next week's iowa caucuses and now donald trump says he won't be there. >> why should the networks continue getting rich on these debates? give some to the wounded warriors. making a fortune. let's see how much money fox makes on the debate without me. >> trump said he's considering holding a separate event for the wounded warriors and veterans. evangelical leader jerry falwell jr. is endorsing donald trump for president. he's the son of jerry falwell who founded liberty university. a big blow to that guy. to ted cruz campaigning as a christian conservative and speaking of cruz according to a new report the candidate's warning that trump could be unstoppable if he wins the iowa

caucuses. the christian broadcasting network got this video reportedly telling cruz to a group of voters it is up to them. >> if donald wins iowa, he right now has a substantial lead in new hampshire. if he went on to win new hampshire, as well, there's a very good chance he could be unstoppable and be our nominee. >> in the video cruz says he's the only republican with a chance of beating trump. nbc news has not verified the video's authenticity. as for the democrats, hillary clinton and senator beans both campaigned in iowa today. clinton trying to fend off sanders gaining in iowa and leading in new hampshire. sanders will meet with president obama at the white house tomorrow. and so will nbc 10's jim rosenfield. tomorrow he is heading to the white house for an exclusive one on one interview with president obama. you can look for his reports thursday at 6:00 p.m. and 11:00

p.m. right here on nbc 10 news. meanwhile, the fallout continues tonight over the toxic water crisis in flint, michigan. today, doctors continued testing children in the community. they're concerned about the level of lead in their blood. after being exposed to the water. yesterday michigan's attorney general appointed two officials to lead an investigation into the process and possible cover-up of problems with the city's water system. now a story about a little boy certainly knows how to make an entrance, born in the middle of a blizzard to a mother who quickly found out she wouldn't make it to the hospital. imagine that. well, she told nbc 10 what happened next. >> hi. >> reporter: mariah's new baby boy couldn't wait to enter the world. >> there was no way i was making it. >> reporter: in the aftermath 069 blizzard of 2016, bryant drove to the hospital sunday morning as the contractions got stronger. she was 15 minutes away from

lehigh valley hospital's cedar crest and no stopping the baby. >> and then he just came right out. he wanted out. >> reporter: she pulled over on route 22 and delivered the baby herself while her friend stood outside the car and called 911. >> i mean, it did happen in my 2013 ford focus but it's a beautiful moment. >> reporter: anyone when's had a baby knows how difficult it can be and mariah kept her calm and after three pushes she was holding little brantly in the arms. >> i was able to get him out, support his head, his body and get him up on to me. >> reporter: brantly arrived a month early at 4 pounds, 8 ounces. >> amazing. so amazing a. miracle. >> hungry, huh? >> reporter: mom and baby are doing well. a roadside delivery that unfolded in less than two minutes but became as memorable for the family as the blizzard itself. nbc 10 news. >> that baby is healthy,

congratulations to that family. not as cold today as it had been and raining in some parts of the area. let's talk to sheena parveen. should we be careful of the ice in the morning, sheena? >> yeah. tomorrow morning will be north and west of philadelphia. but for the morning commute, there's spots in south jersey and delaware to see rain, maybe a brief wintry mix and still tracking some showers as we go into tonight and very early tomorrow. the ice threat, that continues for the rest of the week. we're going to keep seeing melting in the afternoon and keep seeing refreezing overnight and then the weekend. and it's going to be milder so our weather pattern is going to start to change a bit and showing you that in a second. right now, a few very light showers north and west and the temperatures here mainly outside the lehigh valley of the showers and either way above freezing. 36 in allentown. 40 degrees right now in mt. pocono. 37 in redding. 38 pottstown.

43 degrees even ben salem and then we have spots still in the 50s in new jersey. 50 degrees millville. 51 in atlantic city. so the best chance for freezing temperatures tomorrow morning will be north and west of philadelphia and the philadelphia area. here's a look at the radar and showers i showed you. very, very light rain. nearing the poconos and then wintry mix to form there, too. watching that closely. we have more moisture down to the south and west and not a lot and anything that moves through is fairly light. here's future weather. remember the temperatures still above freezing and seeing them drop below freezing not until the early morning hours tomorrow. but 6:00 a.m., you notice some rain down around cape may, parts of sussex county and the model's trying to put a wintry mix there. watching closely and be careful driving tomorrow morning. quickly clears out through the afternoon. 2:00 p.m. we are around 40 degrees again and seeing more melting and then look what happens tomorrow night and early

thursday morning. we're going to be colder in the 20s through most of the area and refreezing will continue through the rest of the week. here's a welcome at the pattern change. we are still chilly and the jet stream starts to change position going into the rest of the week. into the weekend and by the end of the weekend and next week temperatures will be nearing 50 degrees. so we'll start to get milder. tonight, chance of light showers. 27 north and west. tomorrow chance of early mix south, mainly rain in some parts and then seeing increasing sunshine through the afternoon. highs in the low 40s. so there you see the melting and then the freezing as we go through the overnight hours for the rest of the week and look at the afternoon high temperatures. mostly around 40 as we end out the week and start the weekend and we'll be seeing melting in the afternoon and then look at the morning lows. the 20s. more refreezing taking place and we're dealing with this for the rest of the week and be cautious. then we go into sunday. 47 degrees. there's the warm-up. lasts into next week and will be
